More than 27 traditional rulers from communities across the constituency gathered in Igbere on Friday to […]\nThe post 2027: Bende monarchs reaffirm zoning pact, Kalu’s third-term bid faces hurdle appeared first on Vanguard News.","\u003Cimg width=\"432\" height=\"342\" src=\"https:\u002F\u002Fcdn.vanguardngr.com\u002Fwp-content\u002Fuploads\u002F2026\u002F10\u002FMonarch.png\" class=\"attachment-large size-large wp-post-image\" alt=\"2027: Bende monarchs reaffirm zoning pact, Kalu’s third-term bid faces hurdle\" decoding=\"async\" srcset=\"https:\u002F\u002Fcdn.vanguardngr.com\u002Fwp-content\u002Fuploads\u002F2026\u002F10\u002FMonarch.png 432w, https:\u002F\u002Fcdn.vanguardngr.com\u002Fwp-content\u002Fuploads\u002F2026\u002F10\u002FMonarch-300x238.png 300w\" sizes=\"(max-width: 432px) 100vw, 432px\" \u002F>\n\u003Cp class=\"wp-block-paragraph\">By Steve Oko\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The third-term ambition of Deputy Speaker of the House of Representatives, Benjamin Kalu, may face a fresh political challenge following the reaffirmation of a 2019 zoning agreement by traditional rulers in Bende Federal Constituency, Abia State.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">More than 27 traditional rulers from communities across the constituency gathered in Igbere on Friday to publicly present the Memorandum of Understanding (MoU), insisting that the agreement, which provides for the rotation of the House of Representatives seat between the Umunna and Ikwu-Isii blocs, remained valid.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The monarchs said the arrangement was designed to promote fairness, equitable representation and peaceful coexistence between the two blocs.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Under the agreement, Bende South, comprising the Ikwu-Isii bloc, was to occupy the seat for two consecutive four-year terms beginning with the 2019 electoral cycle, after which the opportunity would rotate to Bende North, comprising Umunna.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Reading the document before journalists, HRH Eze Ebiri Oteri Okoro of Ohumola Autonomous Community, Igbere, said the agreement was founded on the principles of fairness, justice, mutual respect and peaceful coexistence.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Article 3 of the MoU states that the Bende Federal Constituency seat in the House of Representatives “shall rotate equitably” between Bende North (Umunna) and Bende South (Ikwu-Isii).\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Article 4 stipulates that the arrangement took effect from the 2019 electoral cycle, with Ikwu-Isii having the first opportunity to occupy the seat.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The document further provides that the bloc occupying the seat should have the opportunity to serve two consecutive four-year terms, subject to the Constitution, electoral laws, party processes and the decision of the electorate.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Upon completion of the two-term tenure, the opportunity shall rotate to Bende North (Umunna),” the agreement states, adding that no individual, community or political party should regard the seat as its permanent entitlement.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The MoU also urges political parties to respect the spirit of the agreement in their nomination processes.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">However, it recognises the constitutional right of every qualified citizen to contest elections and the right of voters to choose their representatives.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Umunna comprises Item, Igbere, Alayi and Ugwueke\u002FEzeukwu communities, while Ikwu-Isii comprises Bende, Itumbuzo, Umuhu-Ezechi, Ozuitem, Uzuakoli and Umuimenyi\u002FNkpa communities.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Explaining the circumstances surrounding the agreement’s emergence, one of its signatories and Deputy Chairman of the Abia State Council of Traditional Rulers, HRH Uwakwe Ukaegbu, said it was reached in 2019 following disagreements over what he described as Umunna’s prolonged occupation of the federal constituency seat.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Ukaegbu said the agreement became necessary when former representative, Hon. Nnenna Ujaeje, from Umunna, sought a fourth term, an ambition that reportedly generated opposition from Ikwu-Isii stakeholders who felt their bloc had been marginalised.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He added that Kalu, who was then seeking election to represent the constituency on the platform of Ikwu-Isii, welcomed the agreement and pledged to relinquish the seat after two terms if elected.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The monarch said the public presentation of the document was intended to address claims that no such agreement had been signed.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He challenged anyone disputing its existence to produce evidence to the contrary, insisting that he would stand by the truth regardless of whose interests might be affected.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Ukaegbu also cautioned political aspirants and their supporters against allowing personal ambitions to threaten peace in Bende, stressing that the collective interest of the constituency should take precedence over individual political calculations.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Speaking on behalf of the other traditional rulers, HRM Eze Joseph Ukoha Anyanta commended the promoters of the agreement, describing the arrangement as a demonstration of foresight that could strengthen mutual trust and peaceful coexistence between the two blocs.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He urged politicians to honour the pact, stressing that it was not designed to target any individual but to promote fairness in the distribution of political representation.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Other signatories to the MoU included HRM Eze Jerry Akpala Igwe and HRM Eze Uwakwe Ukaegbu for Umunna, and HRM Eze Patrick Ude and HRM Eze J.O. convergence of physical and cyber defences, argues KABIR ADAMU\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>Securing Nigeria’s 2027 elections will require a convergence of physical and cybersecurity defences capable of mitigating threat elements to the elections that span both physical and cyber domains. While physical security has traditionally been the focus of election planning, the digital domain is now equally critical, and the two must be integrated if Nigeria is to maintain a mature level of security preparedness for the elections. Current threat estimates show both physical and cyber threats to be at varying assessed levels that if not adequately mitigated will affect the Independent National Electoral Commission’s ability to conduct free, fair and credible elections in Nigeria come January and February, 2027.\u003C\u002Fp>\n\n\n\n\u003Cp>The physical security challenges are complex and multifaceted and include terrorism and insurgency, banditry, gang violence and cultism, armed ethnic militia among others. According to data from Beacon Security and Innovations Limited (BSIL) a company I founded and run, and the international platform, Armed Conflict and Event Location Data (ACLED) from January – September, 2026 an average of 700 people are killed and another 500 abducted monthly across Nigeria, despite ongoing security forces operations that have successfully targeted and killed a significant number of the leadership of the violent actor groups operating in Nigeria. This is even as livelihoods continue to be destroyed by this threat actors with huge humanitarian and development consequences for communities where they remain active.\u003C\u002Fp>\n\n\n\n\u003Cp>Similarly, Nigeria’s cyberspace has a multitude of institutional and structural challenges that manifest in diverse threats as the country increasingly digitizes its election infrastructure for the scheduled January and February 2027 national elections. \u003C\u002Fp>\n\n\n\n\u003Cp>Nigeria is currently facing an average of 4,906 cyberattacks per organisation every week, more than twice the global average of 2,422, and a 45 per cent year-on-year increase, according to Check Point Research’s August 2026 threat intelligence. That volume eased only slightly from 4,975 weekly attacks in July, and leaves Nigeria second only to Angola among the African markets tracked. Across the continent, INTERPOL’s 2026 African Cyberthreat Assessment estimates at least $5 billion in direct economic damage from cybercrime in 2025, with reported losses more than doubling from $192 million in 2024 to $484 million. The measurable losses are concentrated in payments: banks and customers lost ₦52.26 billion to fraud in 2024 and ₦25.85 billion in 2025, for a cumulative ₦134.48 billion between 2020 and 2025 (CBN\u002FNIBSS). An earlier multi-sector estimate put losses at about ₦1.1 trillion between 2017 and 2023 across banking, telecommunications and government. Nigeria also recorded 5,822 ransomware detections in 2025, including an August 2025 attack on the Nigeria Customs Service that froze cargo clearance and generated an estimated $18 million in storage costs. Critical digital infrastructure is increasingly being probed by state-aligned Advanced Persistent Threats. ngCERT and NCC-CSIRT have flagged SideWinder against maritime, government, telecommunications and financial targets, and a wider espionage pattern, including the UNC2814\u002FGRIDTIDE campaign against telecom and government networks, aimed at long-term access to telecommunications backbones rather than immediate financial gain.\u003C\u002Fp>\n\n\n\n\u003Cp>In the aftermath of the 2023 elections, the then Ministry of Communications and Digital Economy issued a statement where it indicated that in the lead up to the 2023 General Elections, its monitoring of threat intelligence revealed what it described as “an astronomical increase in cyber threats to Nigerian cyberspace”. The Ministry noted that “threats to public websites and portals averaged around 1,550,000 daily” and that “this skyrocketed to 6,997,277 on Presidential Election Day”.\u003C\u002Fp>\n\n\n\n\u003Cp>These statistics are a glaring warning about the fragility of Nigeria’s physical and digital borders. But as we look toward the 2027 General Elections, the stakes are existential to our democracy. A significant effort has already been achieved in physical election security risk management. INEC has internal capabilities for election risk management. It also has the Inter-Agency Consultative Committee on Election Security, which comprises several security sector players and supports election security functions. \u003C\u002Fp>\n\n\n\n\u003Cp>However, the cyber security function is not so mature compared to the physical security functions despite our democratic infrastructure now being almost entirely digitised. The Bimodal Voter Accreditation System (BVAS), the Result Viewing Portal (IReV), the National Register of Voters, and the vast digital communication networks used by political parties and the media are platforms that add additional exposure points and the new battlegrounds. We are no longer just looking at the risk of financial theft; we are looking at the very real potential for state-sponsored disruption, voter data manipulation, and AI-driven disinformation campaigns designed to undermine public trust in the electoral process.\u003C\u002Fp>\n\n\n\n\u003Cp>Yet, as a nation, we are still flying with a fragmented radar. Currently, our cybersecurity capabilities and evaluations are trapped in regulatory silos. The Central Bank of Nigeria (CBN) mandates rigorous assessments for banks; the MCIDE supports several initiatives for securing the Nigerian cyberspace, including Cybersecurity Centers such as National Information Technology (NITDA)’s Computer Emergency Readiness and Response Team (CERRT), the Nigerian Communications Commission (NCC)’s Computer Security Incident Response Team (CSIRT), and Galaxy Backbone (GBB)’s Security Operations Centre (SOC).\u003C\u002Fp>\n\n\n\n\u003Cp>It is worth noting that in the while these sector-specific efforts are commendable, they do not provide a consolidated, holistic view of our national cyber posture. More critically, there is no unified framework mapping the cross-sector, national threat to our democratic infrastructure.\u003C\u002Fp>\n\n\n\n\u003Cp>We cannot secure what we do not comprehensively measure. It is time to institutionalise a unified National Cyber Threat Assessment (NCTA) and specifically tailor our national cyber capabilities to protect the 2027 elections. This requires the Office of the National Security Adviser (ONSA), the Independent National Electoral Commission (INEC), and the Federal Ministry of Communications, Innovation and Digital Economy to take the lead and advance a unified capability effort. Ad-hoc task forces and post-incident reactions will not suffice. Here is what intentional, institutionalised action must look like:\u003C\u002Fp>\n\n\n\n\u003Cp>First, ONSA must institutionalise the NCTA for electoral security. ONSA, through the National Cybersecurity Coordination Centre (NCCC), must lead the development of an annual National Cyber Threat Assessment that specifically models the threat landscape for our electoral infrastructure. This should utilise a “dual-report” model: a public, unclassified guide to help political parties, media, and civil society combat disinformation, and a classified annex detailing state-sponsored APT tactics for the security architecture.\u003C\u002Fp>\n\n\n\n\u003Cp>Second, INEC must elevate electoral technology to Critical National Information Infrastructure (CNII) status. Following the President’s landmark 2024 CNII Order, INEC must treat the BVAS, IReV, and the voter register with the same uncompromising rigor applied to the banking sector. This means mandating continuous, independent red-teaming of electoral systems, enforcing zero-trust architecture, and ensuring that the entire electoral technology supply chain is completely vetted against foreign compromise. It must also set up a similar interagency consultative committee to manage cyber security functions. There must also be a pathway for the two functions to support a secure electoral space in Nigeria. \u003C\u002Fp>\n\n\n\n\u003Cp>Third, the Ministry of Communications, Innovation and Digital Economy must harden the underlying digital infrastructure and lead the counter-narrative. The Ministry holds the critical mandate for Nigeria’s digital economy and cybersecurity policy. It must ensure that the foundational digital infrastructure supporting the elections, including broadband networks, data centres, and cloud hosting environments, is structurally resilient and insulated from sabotage. Working in tandem with the Ministry of Information and National Orientation, the Ministry must spearhead a national counter-disinformation framework. This involves deploying AI-detection tools to combat deepfakes, coordinating a unified public communication strategy to maintain voter trust, and ensuring that a dedicated portion of the National Cybersecurity Levy is strategically deployed to fund these electoral tech defences.\u003C\u002Fp>\n\n\n\n\u003Cp>Fourth, ONSA, INEC, and the Ministries must establish a dedicated Electoral Cyber Defence Node. Breaking down silos is non-negotiable. ngCERT, INEC, and the relevant ministries must establish a joint, real-time threat intelligence-sharing node specifically for the electoral cycle. This node should actively monitor for infrastructure probing and coordinated bot-network disinformation, sharing anonymised telemetry with telecommunications companies and civil society organisations in real-time to neutralise threats before they reach the public.\u003C\u002Fp>\n\n\n\n\u003Cp>National security is economic security, but in 2027, a convergence of physical and cybersecurity will be electoral security. Director-General of the City Boy","\u003Cdiv style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" >\u003C\u002Fdiv>\n\u003Cp>\u003Cem>The City Boy Movement has set machinery in motion towards actualising the ultimate goal of getting President Bola Tinubu re-elected during the January, 2027 poll.\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>Director-General of the City Boy Movement (CBM), Francis Shoga, has declared that no candidate is better positioned than President Bola Tinubu to advance Nigeria’s development beyond 2027.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited far-reaching gains in infrastructure, agriculture, energy and economic reforms since the President assumed office on May 29, 2023\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga, who made this disclosure while speaking with newsmen in Abuja on Thursday, stated that the scale of projects and reforms undertaken by the Tinubu government showed that the President deserved the opportunity to consolidate them.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, Nigerians should assess the administration on the basis of measurable interventions across critical sectors rather than political rhetoric.\u003C\u002Fp>\n\n\n\n\u003Cp>He specifically mentioned the Lagos-Calabar Coastal Highway and the 1,068-kilometre Sokoto-Badagry Superhighway as evidence of an unprecedented infrastructure push under the administration.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, government is “building the two longest highways in our history,” alongside rehabilitation and construction works on several federal roads across the country.\u003C\u002Fp>\n\n\n\n\u003Cp>Federal Ministry of Works said the first 30 kilometres of the Lagos-Calabar Coastal Highway was inaugurated by Tinubu on May 31, 2025, out of the 40.7-kilometre portion then being delivered under Phase One, Section One. The broader Section One corridor was originally designed to cover about 47.47 kilometres.\u003C\u002Fp>\n\n\n\n\u003Cp>The ministry also described the Sokoto-Badagry Superhighway as a 1,068-kilometre corridor running from Sokoto through Kebbi, Niger, Kwara, Oyo and Ogun states before terminating in Lagos, with construction proceeding in sections.\u003C\u002Fp>\n\n\n\n\u003Cp>On agriculture, Shoga said the administration had embarked on mechanisation on what he described as a historic scale, pointing to the deployment of 2,000 tractors and other equipment as well as the $1.1 billion Green Imperative Programme being implemented with Brazil.\u003C\u002Fp>\n\n\n\n\u003Cp>“We are mechanising agriculture at a historic scale,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>The President had formally launched 2,000 tractors under the Renewed Hope Agricultural Mechanisation Programme in June 2025, while Nigeria and Brazil had earlier signed the commercial phase of the $1.1 billion Green Imperative Project to provide machinery, technical support and service centres aimed at raising agricultural productivity.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga also cited as example the creation of a standalone Federal Ministry of Livestock Development, expansion of cultivated land for rice and wheat and increased financing for agricultural production as evidence that the government was attempting to tackle food insecurity structurally rather than through temporary interventions.\u003C\u002Fp>\n\n\n\n\u003Cp>The CBM DG while commenting on the petroleum industry, said government had recorded improvements in crude production and attracted fresh investments into the upstream sector.\u003C\u002Fp>\n\n\n\n\u003Cp>He recalled the commencement of commercial operations by the Dangote Refinery as well as the restart of operations at the Port Harcourt and Warri refineries in late 2024.\u003C\u002Fp>\n\n\n\n\u003Cp>Official Nigerian Upstream Petroleum Regulatory Commission data showed that crude production reached 1.56 million barrels per day in June 2026, before settling at about 1.50 million barrels per day in August, when Nigeria met its OPEC quota for the fourth consecutive month.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga further defended the administration’s response to the hardship arising from the removal of petrol subsidy, pointing to the Presidential Compressed Natural Gas Initiative as one of the measures designed to provide cheaper alternatives for transportation.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the programme had encouraged the establishment of vehicle conversion centres and attracted substantial private-sector investment into CNG infrastructure.\u003C\u002Fp>\n\n\n\n\u003Cp>The Federal Government has continued to expand the CNG programme, including the commissioning in May 2026 of four major CNG infrastructure projects in Lagos, Abuja and Owerri as part of measures to reduce transport costs following the subsidy reform.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga also pointed to the improvement in Nigeria’s external reserves, moderation in inflation and reduction in the debt-service-to-revenue burden as signs that the administration’s economic reforms were beginning to produce results.\u003C\u002Fp>\n\n\n\n\u003Cp>Latest Federal Ministry of Finance figures put Nigeria’s external reserves at $54.7 billion as of September 18, 2026, while headline inflation stood at 15.39 per cent in August. The ministry also put the debt-to-revenue ratio at about 65 per cent in the first half of 2026.\u003C\u002Fp>\n\n\n\n\u003Cp>He argued that the figures strengthened the case for allowing the administration to deepen the reforms and translate improving macroeconomic indicators into broader gains for Nigerians.\u003C\u002Fp>\n\n\n\n\u003Cp>At its national retreat in Abuja in July, Shoga said the organisation was targeting 10 million youth votes for the President through grassroots mobilisation across wards, local governments and communities.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga was specific that the infrastructure, agricultural, energy and fiscal interventions already underway constituted the basis of the movement’s support for Tinubu, insisting that the President remained its choice to continue driving the country’s development
