The European Union (EU) has thrown its weight behind the preparations for a nationwide, citizen-led election observation exercise ahead of Nigeria’s 2027 general election under its Support to Democratic Governance in Nigeria programme.
The initiative is aimed at strengthening domestic election observation and enabling citizens to independently monitor and assess key aspects of the electoral process across the country.
Central to the exercise is the Election Observation Hub, which has been deployed during three off-cycle elections and will be deployed for the fourth time on a national scale ahead of the 2027 elections.
The Hub will provide a platform for coordination, information sharing and analysis among citizen-led domestic election observation initiatives.
More than 3,000 election observers and 774 long-term observers are planned for deployment across Nigeria’s local government areas under one of the observation initiatives supported by the programme.
Preparations included a two-day national training for State Focal Persons and trainers in Abuja, covering the Watching The Vote Parallel Vote Tabulation methodology, pre-election observation and observer recruitment.
Speaking at the training, Yiaga Africa Executive Director Samson Itodo said the exercise was designed to strengthen the capacity of State Focal Persons to train observers across the 36 states.
Itodo said election observation was a systematic and technical exercise that required sustained investment in capacity building, adding that more than 130 training sessions were planned ahead of the 2027 elections.
Under the EU-supported initiative, 774 local government supervisors will also serve as long-term observers, monitoring political developments, party campaigns, preparations by the Independent National Electoral Commission, voter education activities and electoral violence at the grassroots.
Itodo stressed the importance of monitoring the entire electoral cycle rather than focusing solely on Election Day.
“A compromised process cannot produce a credible outcome. Only a credible process can produce a credible outcome, but compromised processes always produce compromised outcomes,” he said.
Director of Programmes at Yiaga Africa, Cynthia Mbamalu, said the training marked the beginning of preparations for the national deployment of observers for the 2027 elections.
She said the violence-monitoring component would operate as an early-warning mechanism by tracking incidents at the local government level and sharing findings with relevant security agencies to support preventive action.
Mbamalu also stressed the need for transparency in the management and verification of election results, saying citizens, the media and other stakeholders should be able to understand how results move from polling units through the collation and results-management processes.
The EU-SDGN programme and Election Observation Hub are expected to strengthen the role of Nigerian citizens and domestic observer groups in monitoring the electoral process, promoting accountability and contributing to peaceful democratic processes ahead of the 2027 general election.
