Ministries of Primary and Secondary Education to assess all dilapidated public primary and secondary schools across the state for immediate rehabilitation.\u003C\u002Fp>\n\n\n\n\u003Cp>Oborevwori issued the directive yesterday at the inauguration of the newly completed Model Technical College, Oghareki, in Ethiope West Local Government Area.\u003C\u002Fp>\n\n\n\n\u003Cp>“I have directed that all schools in Delta State that are in deplorable condition, whether primary or secondary, should be assessed for immediate rehabilitation,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>The governor urged the relevant authorities to begin the scoping without delay, stressing his administration’s commitment to building an efficient and robust education system.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the State Executive Council had recently directed the education ministries to identify public schools requiring urgent intervention.\u003C\u002Fp>\n\n\n\n\u003Cp>Oborevwori said maintaining more than 1,400 primary schools and 480 secondary schools across the state was a major responsibility requiring sustained investment and planning.\u003C\u002Fp>\n\n\n\n\u003Cp>At the inauguration, the governor said the Model Technical College, Oghareki, demonstrated his administration’s commitment to equipping young people in Ethiope West and neighbouring communities with practical skills that would make them employable and economically independent.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the institution has state-of-the-art workshops, staff and student accommodation, and sports facilities and urged the management, staff and students to maintain the facilities for future generations.\u003C\u002Fp>\n\n\n\n\u003Cp>He also disclosed that his administration would complete and inaugurate three additional model technical colleges at Irri in Isoko South, Kiagbodo in Burutu and Akugbene in Bomadi local government areas before December 2026.\u003C\u002Fp>\n\n\n\n\u003Cp>Oborevwori announced a N50 million education support fund for Miss Oghenevo Davina, a Junior Technical II student who addressed him extempore on behalf of her fellow students.\u003C\u002Fp>\n\n\n\n\u003Cp>The governor cited progress in road infrastructure, education and healthcare, including developments at the Delta State University Teaching Hospital, Oghara, and the construction of four male and female hostels at Delta State Polytechnic, Otefe-Oghara, and Delta State College of Education, Mosogar.\u003C\u002Fp>\n\n\n\n\u003Cp>He commended former Governor James Ibori for initiating development projects across the state and urged Deltans to support the re-election of President Bola Tinubu and other All Progressives Congress (APC) candidates in the 2027 general elections.\u003C\u002Fp>\n\n\n\n\u003Cp>In his remarks, Chief Ibori thanked Governor Oborevwori for what he described as impressive development projects across the state, particularly in Urhobo land.\u003C\u002Fp>\n\n\n\n\u003Cp>He also acknowledged former Governor Ifeanyi Okowa, whose administration initiated the technical college project, and commended Oborevwori for completing it.\u003C\u002Fp>\n\n\n\n\u003Cp>Ibori assured the governor of the support margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" >\u003C\u002Fdiv>\n\u003Cp>The Coalition of Civil Society Organisations for Good Governance (CCSOGG) has called for an evidence-based assessment of surveillance contracts for pipelines in the Niger Delta, as it called on stakeholders to avoid claims that are not verified, which are capable of undermining critical national security operations.\u003Cbr>The coalition kicked against allegations surrounding the value and performance of\u003Cbr>the Pipeline Infrastructure Nigeria Limited (PINL) and its Project Director, Osahon Okunbo, as it relates to the company’s pipeline surveillance contract.\u003Cbr>A statement issued by the group’s spokesman, Comrade Declan Ihekaire, said legitimate questions about government contracts should be addressed through official documents and verifiable evidence rather than unsubstantiated claims.\u003Cbr>According to the coalition, it has followed with serious concern the renewed controversy surrounding pipeline surveillance contracts in the Niger Delta, particularly the allegations being circulated against Pipeline Infrastructure Nigeria Limited (PINL) and its Project Director, Mr. Osahon Okunbo.\u003Cbr>“We consider it necessary to speak at this time, not because legitimate questions about public contracts should be suppressed, but because public accountability must be based on facts, documents and verifiable evidence, not sensational allegations capable of damaging reputations, destabilising communities and undermining critical national security operations.\u003Cbr>“The Coalition therefore rejects, in its entirety, the attempt to portray PINL and Mr. Osahon Okunbo as beneficiaries of some fictitious ₦2.7 trillion personal pipeline surveillance arrangement.\u003Cbr>The group said further, “If there are questions about government expenditure, the appropriate response is for the relevant authorities to publish the contracts, payment schedules, scope of work and performance records and allow Nigerians to interrogate them. What is unacceptable is the circulation of figures without documentary evidence and the subsequent use of such figures to blackmail individuals”, the group said.\u003Cbr>“We are particularly concerned that a figure of ₦2.7 trillion has been publicly associated with PINL and Mr. Osahon Okunbo.” It said.\u003Cbr>“As at today, no credible documentary evidence has been publicly produced establishing that PINL receives ₦2.7 trillion annually for pipeline surveillance. Indeed, recent reports on the controversy have equally noted the absence of publicly presented contract or payment records supporting that allegation.\u003Cbr>“The Coalition is therefore demanding a simple standard:\u003Cbr>If the allegation is true, let the document be produced.\u003Cbr>If it is not true, those responsible for spreading it must have the courage and responsibility to correct the record”, it said.\u003Cbr>It is dangerous to casually attach such an enormous figure to a named individual, particularly when that individual is involved in a sensitive national security assignment. Such allegations can expose the person, his family, employees and communities associated with the operation to unnecessary hostility and security risks.\u003Cbr>“We have also examined available information surrounding the PINL arrangement and wish to make clear that the figure being bandied about in the public space should not be confused with the actual value of the contract attributed to PINL.\u003Cbr>“The Coalition’s understanding is that the PINL contract is in the region of ₦150 billion, and certainly not the ₦2.7 trillion figure being irresponsibly attributed to the company or its leadership. We challenge anyone who has documentary evidence to the contrary to publish it”, the coalition said.\u003Cbr>It further noted that “This distinction is important because a government contract is not automatically the personal income of the individuals managing the company. A contract value covers personnel, equipment, logistics, security operations, technology, subcontractors, community engagement and other operational obligations.\u003Cbr>“It is therefore class=\"wp-block-paragraph\">The sun was going down in Asaba 59 years ago when a generation of families lost fathers, husbands, brothers and sons.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The killings of October 7, 1967, during the Nigerian Civil War left an estimated 1,000 Asaba men dead and a community carrying a wound that time has failed to erase.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">On Wednesday, October 7, 2026, Asaba remembered again. \u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">But the 59th memorial was not only about mourning. It became a remarkable encounter between the pain of the past and gestures towards reconciliation.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Former President Olusegun Obasanjo expressed regret, Major General Ahmed Ibrahim Taiwo (retd.), son of Col Ibrahim Taiwo, apologised over late father’s role, and the Asagba of Asaba, HRM Prof. Epiphany Azinge, SAN, publicly declared forgiveness for the Taiwo family.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Yet, beneath the forgiveness was a condition.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">For the Asagba, Asaba can forgive without forgetting. But the community’s long search for closure, he insisted, requires a formal apology from a sitting President of Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Former President Obasanjo, who participated virtually as Chairman of the occasion, described the massacre as “one of the most painful, one of the most terrible aspects” of the Civil War.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He said, “When Chief Nduka-Eze (Memorial Convener), some two months ago, came to see me about this unfortunate event and gave me written documents of what I had only heard by word of mouth, I wept.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I wept that such an event—which is not fiction—happened in my own country, in my lifetime; a country that I fought to keep united, not divided.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">For him, the remembrance should be accompanied by a national resolve that such tragedy must never recur.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">According to Obasanjo, “Whatever may have been the cause of such a brutal act, this is the time to remember and pray for souls that were lost.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“We must vow and pledge that never again will such a dark, black, and unpleasant day occur in Nigeria.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Then he made his emotional appeal: “To all of you assembled: let us keep one thing in mind—forgiveness, forgiveness, and forgiveness again,” he urged.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">But the Asagba’s response showed that forgiveness, for Asaba, is a journey rather than an eraser of memory.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“From the going down of the sun till the morning, we will always remember them. We have remembered them in the past 57 years, and we are still ready to continue remembering them. \u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“57 years ago, the annihilation and extermination witnessed on our soil is not something that can’t be glossed over.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Then came a historic moment.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“On behalf of the Asaba community, and as the prescribed authority -the Asagba of Asaba – I hereby publicly proclaim that we have forgiven the Taiwo Family,” he declared.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The declaration followed the appearance of Major General Ahmed Ibrahim Taiwo, son of the late Colonel Ibrahim Taiwo.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The retired general recalled he first encountered the story of the massacre in 1995 while serving in Enugu and travelling to Lagos through Onitsha.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I cannot describe how I felt reading it. I felt terrible. And I do not want to imagine how the successors, or the victims and those that were left behind, must have felt”, he said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Taiwo said he subsequently sought information from three of his father’s friends and colleagues but found them evasive.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">His later encounters with online discussions about the massacre, he said, confronted him with two disturbing realities: denial of the killings and attempts to reduce the number of victims.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I used to come online and start telling people that it happened. I would tell them, ‘My father is the one mentioned. I have all to gain by denying it, but you cannot deny what happened. It is what it is.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Eventually, he said, he felt compelled to come to Asaba personally.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I have come, in private capacity as Taiwo to render our deepest regrets and apologize on behalf of our father and family for any act of omission or commission on his part that led to this heinous massacre.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I know it will not right the wrong, but I believe and pray it is a start towards reconciliation”, he said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">For the Asagba, the apology represented an opportunity to demonstrate the forgiving spirit of Asaba.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“In Asaba, we say that Asaba bu anyi’m (Asaba is compassionate\u002Fwelcoming).\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“With a lot of conviction and courage, he open-mindedly admitted the fault of his father and apologized to us. His father allegedly commanded the troops that massacred the people during the war. \u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I believe that as a people, we should also have the strength of conviction and character to accept that apology”, Nna Agu told his people.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">But accepting the apology did not end the community’s national demand.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The Asagba recalled taking the matter to President Bola Ahmed Tinubu in May 2025, saying the President addressed other matters but remained silent on the massacre.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“But it will never deter us, and we have made this abundantly clear: there will be no closure, no healing until a sitting President—not an ex-President, but a sitting President—publicly apologizes to us.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Yes, General Gowon did, but out of office. We need a sitting President to apologize to the Asaba people, and that will bring closure”, he said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He also questioned Obasanjo’s call for “never again”, recalling that the Odi killings occurred during Obasanjo’s presidency.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“We listened attentively to General Obasanjo, and I note with a little bit of regret: it is easier said than done for us to say ‘never again.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“How long do we say ‘never again’? But it happened at Odi. Odi came years after Asaba, and he (Obasanjo) was sitting there as President when that happened.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">For Chief Chuck Nduka-Eze, Convener of the Asaba Massacre Memorial, the tragedy continues to raise a fundamental question about citizenship and the value of Nigerian lives.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“The message we’ve been sending about the Asaba Massacre is that Nigerian lives matter. And the fact that Nigerian lives have continued not to matter speaks to what happened in Asaba on October 7, 1967.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Nduka-Eze said Asaba residents had believed the Federal troops approaching their town were coming as fellow Nigerians, not as enemies.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“They felt safe; Asaba was part of Federal territory, not part of Biafra. So, they felt if these troops came here, they would welcome them because ‘they are part of us.’ So, it was actually those believers in ‘One Nigeria’ who are no more today”, he explained.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Governor Sheriff Oborevwori, represented by Secretary to the State Government, Dr Kingsley Emu, said the State would continue to support efforts to preserve the memory.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“For many families, the pain was compounded by the denial of traditional burial rights to their loved ones. Yet, despite the passage of time, the people remember. Let us speak clearly: the killing of unarmed civilians can never be justified”, Oborevwori said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He described the Memorial Center as significant because it would give the history “a permanent home”, preserving “names, personal objects, and records” for future generations.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The Governor also urged Nigerians to learn the history without inheriting its bitterness, adding, “Do not inherit its bitterness; inherit its lessons.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Enotie Ogbebor, son of late Colonel Paul Ogbebor, also spoke of the tragedy as a reminder beyond Nigeria. “The massacre in Asaba is not any less than any of such unfortunate incident in other part of the world. It ranks at the same level,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">At 59, therefore, Asaba’s story is no longer simply one of bloodshed. It is a story of widows who raised children alone, of survivors who rebuilt a city, of descendants who refused to allow the dead to disappear into history, and of a community now attempting to turn memory into reconciliation.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The Asagba captured that delicate balance in a few words: “We may not forget, but certainly, we have to forgive.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">That may be Asaba’s long road forward — carrying the wounds, accepting sincere apologies, forgiving where it can, remembering those it lost, and continuing to ask the nation for the closure it believes is still due.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">On October 7, 1967, Asaba was plunged into one of the darkest episodes of the Nigerian Civil War.
