Nigeria’s next election will also be a contest for public trust.\u003C\u002Fp>\n\n\n\n\u003Cp>That was the central message that ran through a Strategic Workshop for Editors organised by the NGE in collaboration with INEC in Abuja this week. Bringing together electoral officials, editors and experts, the workshop was more about the difficult relationship between elections and information in an increasingly fragmented media environment.\u003C\u002Fp>\n\n\n\n\u003Cp>Nigeria is approaching another major electoral cycle at a moment when citizens consume information through an extraordinary mix of traditional newsrooms, social media platforms, messaging applications, citizen-generated content and increasingly sophisticated artificial intelligence tools. In such an environment, a rumour can travel faster than a verified fact, while a manipulated video can acquire the appearance of truth before an official institution has time to respond.\u003C\u002Fp>\n\n\n\n\u003Cp>For INEC Chairman, Prof. Joash Amupitan, SAN, that makes public confidence perhaps the most important asset in the electoral process.\u003C\u002Fp>\n\n\n\n\u003Cp>“Electoral trust is not a legal presumption, nor is it an administrative inheritance; it is a precious public currency earned through consistent, verifiable performance and radical transparency,” he told the editors.\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan was explicit that the relationship he envisages is not one in which journalists surrender their watchdog role.\u003C\u002Fp>\n\n\n\n\u003Cp>“Our goal throughout this engagement is to forge a strategic alignment — a shared commitment that while you remain fiercely independent in holding us accountable, we operate from a common foundation of verified facts, institutional transparency, and democratic patriotism,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>That distinction matters. A credible electoral process requires an independent media capable of questioning INEC just as much as it requires an electoral commission willing to answer those questions.\u003C\u002Fp>\n\n\n\n\u003Cp>Beyond the information challenge, INEC used the workshop to outline its operational preparations for 2027.\u003C\u002Fp>\n\n\n\n\u003Cp>The Commission said it had successfully completed eight of the 14 major statutory activities contained in its revised timetable and was advancing towards the ninth. The timetable, issued on February 26, 2026, has been translated into an operational plan involving INEC’s 23 headquarters directorates, 36 state offices, the Federal Capital Territory and all 774 local government offices.\u003C\u002Fp>\n\n\n\n\u003Cp>Perhaps the most immediate milestone for voters is the commencement of nationwide collection of Permanent Voters’ Cards on October 9.\u003C\u002Fp>\n\n\n\n\u003Cp>According to INEC, the three phases of Continuous Voter Registration conducted between August 2025 and July 2026 produced more than 10.6 million new applicants, subject to biometric verification. The Commission said its final Automated Biometric Identification System cleanup had been completed and that the National Register of Voters now stands at more than 103 million.\u003C\u002Fp>\n\n\n\n\u003Cp>The PVC collection exercise therefore represents an important point at which electoral participation moves from registration to practical readiness. INEC appealed to editors to use their platforms to inform citizens about collection locations and encourage registered voters to collect their cards promptly.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC said it had strengthened the hardware, software and cybersecurity components of its electoral technology architecture. The Bimodal Voter Accreditation System, or BVAS, has undergone software hardening, battery optimisation and biometric calibration, while 57,000 new BVAS devices have been acquired.\u003C\u002Fp>\n\n\n\n\u003Cp>Other innovations highlighted at the workshop included online voter registration, downloadable or printable PVC technology and the use of artificial intelligence to detect anomalies in database traffic and strengthen cybersecurity.\u003C\u002Fp>\n\n\n\n\u003Cp>Yet technology, as the workshop discussions made clear, is not a substitute for trust. A technologically sophisticated election can still be undermined by poor communication, misinformation, inadequate logistics or public suspicion. Conversely, transparent communication can help citizens understand why systems are being deployed, what they are designed to achieve and what their limitations are.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC’s readiness assessment is therefore extending beyond computer systems. The Commission said it had completed physical audits and staff engagements in the South-west and North-west geopolitical zones, examining facilities, safe-storage arrangements, security protocols and logistics networks, with the remaining zones scheduled for assessment.\u003C\u002Fp>\n\n\n\n\u003Cp>There is also an internal dimension to credibility. Amupitan stressed that an electoral system can only be as reliable as the people operating it.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC said all electoral officers and temporary personnel are required to take an oath of neutrality and warned that officials found engaging in partisanship, negligence or compromised conduct would face administrative action.\u003C\u002Fp>\n\n\n\n\u003Cp>Another threat identified at the workshop was vote-buying. INEC said it was taking an uncompromising position against the buying of votes and was working with institutions including the Federal Ministry of Justice, the Economic and Financial Crimes Commission, the Independent Corrupt Practices and Other Related Offences Commission and the Nigerian Financial Intelligence Unit to strengthen monitoring of campaign finance and financial inducement.\u003C\u002Fp>\n\n\n\n\u003Cp>“The integrity of the ballot box is fatally compromised when a citizen’s vote is treated as a commodity for sale,” Amupitan said.\u003C\u002Fp>\n\n\n\n\u003Cp>Editors as ‘Final Filter’\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan described editors as the “final filter” in an era of information disorder. In his words, the media is the bridge between the electoral institution and the public, with editors carrying the responsibility of translating complicated electoral laws, procedures and operational developments into information ordinary citizens can understand.\u003C\u002Fp>\n\n\n\n\u003Cp>“When newsrooms prioritise factual accuracy over sensational headlines, when reports contextualise field logistics rather than default to inflammatory speculation, and when information is verified before publication, you perform a sacred public service,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC warned that the consequences could extend beyond damage to the Commission’s reputation.\u003C\u002Fp>\n\n\n\n\u003Cp>“When fake news spreads, it does not merely damage INEC’s reputation; it attacks the democratic fabric of our nation,” Amupitan said.\u003C\u002Fp>\n\n\n\n\u003Cp>That places a new responsibility on the newsroom. The traditional instinct to be first must increasingly compete with the obligation to be right. In an election, a wrong report about a result, a security incident or a logistical problem can have consequences far beyond an ordinary news cycle.\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan described democracy as “a journey, not a destination.” His appeal was for editors, civil society and INEC to build what he called a common front against threats to democratic stability.\u003C\u002Fp>\n\n\n\n\u003Cp>“If we stand together—Editors, CSOs, and INEC—we create a fortress that no amount of electoral malpractice or political mischief can breach,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>An election does not become credible simply because an electoral management body says it is prepared. Citizens must believe that their votes will count, that the process is transparent and that complaints will be heard. Political parties must have confidence that the rules will be applied fairly, while journalists and civil society organisations must be able to scrutinise the process without being treated as adversaries.\u003C\u002Fp>\n\n\n\n\u003Cp>That was also the point made by NGE President, Mr. Eze Anaba, who argued that elections are fundamentally about trust.\u003C\u002Fp>\n\n\n\n\u003Cp>“Elections are not merely about casting ballots. They are about trust. They are about citizens believing that their votes will count, that the process will be transparent and that the institutions responsible for conducting elections will act fairly and professionally,” Anaba said.\u003C\u002Fp>\n\n\n\n\u003Cp>For the media, that responsibility is heavy because editors sit between an increasingly noisy information environment and citizens trying to make sense of what is happening around them. They determine which claims receive prominence, which are challenged, which are verified and which are rejected.\u003C\u002Fp>\n\n\n\n\u003Cp>The NGE president acknowledged the difficulty. The media, he said, cannot effectively perform its watchdog role without credible, timely and accessible information from the electoral management body.\u003C\u002Fp>\n\n\n\n\u003Cp>“In an environment increasingly polluted by misinformation, disinformation, manipulated content, deepfakes and partisan narratives, the relationship between INEC and the media must therefore be one founded on openness, mutual respect and regular engagement,” Anaba said.\u003C\u002Fp>\n\n\n\n\u003Cp>For the NGE, the objective is similarly broader than improving election-day reporting. Anaba said the Guild wants the engagement to mark the beginning of a stronger and more structured partnership between the electoral commission and the media.\u003C\u002Fp>\n\n\n\n\u003Cp>“The credibility of the media is itself an essential component of the credibility of the electoral process,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp> Trust and Responsible Reporting\u003C\u002Fp>\n\n\n\n\u003Cp>In his presentation, a former Managing Director\u002FEditor-in-Chief of The Sun and presently lecturer at Paul University, Tony Onyima, in his presentation emphasised that electoral integrity depends on accurate, ethical and responsible reporting, alongside effective enforcement of electoral laws. He urged editors to combat misinformation, avoid sensationalism and ensure balanced coverage, while stressing the importance of journalists understanding electoral laws and holding political actors and institutions accountable to strengthen public confidence in Nigeria’s electoral process.\u003C\u002Fp>\n\n\n\n\u003Cp>“Media and INEC need to work together to build trust. Some Nigerians don’t trust the media just as some don’t trust INEC. So, there is need for more engagements to build that trust,” he added.\u003C\u002Fp>\n\n\n\n\u003Cp>A former INEC Commissioner, Prof. Lai Olurode, urged the media to always authenticate their report and never to shy away from asking the tough questions. He emphasised that technological innovation alone cannot guarantee credible elections, stressing the importance of transparency, effective communication, cybersecurity, institutional capacity and sustained public trust in INEC and electoral outcomes.\u003C\u002Fp>\n\n\n\n\u003Cp>In her contribution, Lobe Hvass, who represented UNICEF, examined how credible election governance shapes the future of Nigerian children, stressing the responsibility of electoral institutions, political actors, media and citizens to promote transparent, peaceful and accountable elections. She highlighted the need to protect democratic values today so that future generations inherit a stable, inclusive and prosperous Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>Also, the Editor-in-Chief, Media Review, Mr. Lanre Idowu, spoke on the need to create a safe electoral environment where voters are able to exercise their franchise without intimidation, while journalists report freely and election officials perform their duties without threats or violence. He also highlighted risk prevention, security coordination, professional conduct and protection of electoral personnel as essential to credible elections.\u003C\u002Fp>\n\n\n\n\u003Cp>Executive Director, International Press Centre, Mr. Lanre Arogundade, pointed out the growing threat of information disorder to Nigeria’s electoral process, focusing on misinformation and disinformation. He urged to get familiar with practical fact-checking tools, ethical gatekeeping principles and responsible reporting approaches to verify claims.\u003C\u002Fp>\n\n\n\n\u003Cp>The workshop proposed a more structured relationship between INEC and the media. The Commission called for newsrooms to prioritise digital fact-verification desks and offered direct access to its officials for verification of field incidents, logistics and security reports.\u003C\u002Fp>\n\n\n\n\u003Cp>It also pledged to work with the Inter-Agency Consultative Committee on Election Security to protect accredited journalists and election responders at polling units and collation centres.\u003C\u002Fp>\n\n\n\n\u003Cp>The central lesson from the Abuja workshop is therefore that Nigeria cannot build credible elections through technology alone. Trust is built when institutions do what they say they will do, when citizens can verify information, when journalists ask difficult questions and when political actors accept that democracy is bigger than the ambitions of individual candidates.\u003C\u002Fp>\n\n\n\n\u003Cp>As Nigeria counts down to the 2027 election, the task is consequently not only to prepare polling units, but to also prepare the information environment in which Nigerians will experience the Independent National Electoral Commission (INEC), has warned that political parties fielding candidates whose names were not in the registers submitted to the commission at the close of regulatory time will not be allowed to participate in the 2027 elections.\u003C\u002Fp>\n\n\n\n\u003Cp>The Supreme Court had in a September 24, 2026 judgement affirmed the constitutionality of Sections 77(5), 77(6) and 77(7) of the Electoral Act 2026 and upheld INEC’s revised timetable and schedule of activities for the 2027 general election.\u003C\u002Fp>\n\n\n\n\u003Cp>Those whose nominations might have attracted attention included Rivers State governorship candidate of All Progressives Congress (APC), Kingsley Chinda; Delta Central senatorial candidate of Nigeria Democratic Congress (NDC), Ovie Omo-Agege; former Cross River State Governor and Peoples Redemption Party (PRP) presidential candidate, Donald Duke; and a former Delta State House of Assembly Speaker, Victor Ochei.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC National Commissioner for Information and Voter Education, Mohammed Haruna, explained the implications of the judgement while speaking on Trust TV’s Daily Politics programme, yesterday.\u003C\u002Fp>\n\n\n\n\u003Cp>Haruna said the affected parties would also not be allowed to substitute such candidates, stating that parties should not benefit from violations of the law.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the commission was expected to make a definite pronouncement on the implications of the Supreme Court judgement by next Tuesday.\u003C\u002Fp>\n\n\n\n\u003Cp>Haruna stated, “It’s like you committed an offence. And then, you come and benefit from it. You remember cases that we had of some in Zamfara, you remember Plateau? The same thing happened.\u003C\u002Fp>\n\n\n\n\u003Cp>“The parties, because they did the wrong thing, they thought they could now steal through the candidates.\u003C\u002Fp>\n\n\n\n\u003Cp>“And the law was very clear. Once you do that kind of thing, you cannot benefit from it. You are benefiting from it, if you are able to substitute a candidate.”\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, depending on when the commission concludes its review, some political parties may be unable to field candidates for some other elective positions.\u003C\u002Fp>\n\n\n\n\u003Cp>Haruna stated, “All the candidates, all the way to the Houses of Assembly, we interviewed them. If their names are not on the party register, they were not members of the party at the time that they contested for those tickets.”\u003C\u002Fp>\n\n\n\n\u003Cp>He explained that the delay in INEC’s final position was due to the need to obtain legal advice after receiving the Certified True Copy of the Supreme Court judgement.\u003C\u002Fp>\n\n\n\n\u003Cp>Haruna said the commission had to exercise caution because forged copies of court judgements had been presented in the past.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “You can’t be too careful with these things because even when you see copies and they tell you it’s a CTC, it may be forged. We’ve seen instances where people have even gone, have the audacity to forge a Supreme Court judgement.\u003C\u002Fp>\n\n\n\n\u003Cp>“So, we have to be very careful to make sure that we take the right decision .”\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan: Unverified Electoral Fraud Claims Could Damage Public Confidence\u003C\u002Fp>\n\n\n\n\u003Cp>In another development, the Chairman of the Electoral Commission (INEC), Professor Joash Amupitan, warned yesterday that unverified allegations of electoral fraud could inflict lasting damage on confidence in the electoral process, even when subsequently corrected.\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan gave the warning in Lagos while speaking at the 10th Annual Conference of the Guild of Corporate Online Publishers (GOCOP), with the theme, “2027 Elections: Trust, Transparency and Shared Responsibilities.”\u003C\u002Fp>\n\n\n\n\u003Cp>The INEC chairman was represented by Resident Electoral Commissioner, Lagos, Professor Ayobami Salami.\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan, in a statement by his Chief Press Secretary, Adedayo Oketola, urged online publishers to place accuracy above the pressure to break stories ahead of competitors, warning against the use of clickbait headlines and unverified information in election reporting.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “While INEC carries the legal mandate to conduct elections, the wider democratic health of Nigeria and, indeed, West Africa depends on the information infrastructure maintained by the media, particularly online publishers. This is where the core concept of Shared Responsibility becomes operational.\u003C\u002Fp>\n\n\n\n\u003Cp>“We live in an era where the velocity of digital information frequently outpaces the verification of truth.”\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan stated, “Across our sub-region, election windows are increasingly targeted by coordinated information warfare, political violence narratives, synthetic media, and AI-generated deepfakes designed to inflame ethnic divides or passion and undermine institutional legitimacy.\u003C\u002Fp>\n\n\n\n\u003Cp>“Fake news, unverified leaks, and sensationalised reports directly destroy public trust, incite civil unrest, and induce voter apathy.\u003C\u002Fp>\n\n\n\n\u003Cp>“When an unverified claim regarding electoral fraud is published, the damage to public confidence is immediate and enduring; subsequent retractions or fact-checks rarely repair the injury.”\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan said the media had a critical responsibility in shaping public perception of the electoral process, stressing that inaccurate reports could have consequences beyond the immediate news cycle.\u003C\u002Fp>\n\n\n\n\u003Cp>He urged publishers to provide proper context when reporting operational challenges during elections, rather than presenting isolated incidents as evidence of systemic failure.\u003C\u002Fp>\n\n\n\n\u003Cp>The INEC chief said responsible journalism would require media organisations to verify claims with the commission and other credible sources, particularly when reporting polling-unit results, electoral irregularities and allegations of manipulation.\u003C\u002Fp>\n\n\n\n\u003Cp>Responding to the issue of result declaration, Salami explained that the 1999 Constitution specifically vested the authority to return an election result to the Returning Officer.\u003C\u002Fp>\n\n\n\n\u003Cp>Salami clarified that being an INEC official did not automatically confer the constitutional authority to return election results.\u003C\u002Fp>\n\n\n\n\u003Cp>He stated that even as a Resident Electoral Commissioner, he did not have the constitutional power to announce or return an election result.\u003C\u002Fp>\n\n\n\n\u003Cp>He explained that Returning Officers were appointed by the commission and the officials constitutionally empowered to return the results of the elections assigned to them.\u003C\u002Fp>\n\n\n\n\u003Cp>In his opening remarks, Conference Chairman, Dr. Olisa Agbakoba, SAN, underscored the people’s constitutional right to vote, urging INEC to ensure that the 2027 elections are free, fair, and credible.\u003C\u002Fp>\n\n\n\n\u003Cp>Agbakoba raised key issues expected to shape political discourse ahead of the elections, particularly the future of fuel subsidy.\u003C\u002Fp>\n\n\n\n\u003Cp>He challenged presidential candidates to explain their positions on the subsidy regime and what they would do differently if elected.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC Seeks Stakeholders’ Support as Voters Register Display Begins October 9\u003C\u002Fp>\n\n\n\n\u003Cp>INEC in Sokoto State is billed to commence the display of the Preliminary Register of Voters for claims and objections, alongside the distribution of Permanent Voter Cards (PVCs), from October 9 to 15. Resident Electoral Commissioner (REC) in the state, Hon. The broader Section One corridor was originally designed to cover about 47.47 kilometres.\u003C\u002Fp>\n\n\n\n\u003Cp>The ministry also described the Sokoto-Badagry Superhighway as a 1,068-kilometre corridor running from Sokoto through Kebbi, Niger, Kwara, Oyo and Ogun states before terminating in Lagos, with construction proceeding in sections.\u003C\u002Fp>\n\n\n\n\u003Cp>On agriculture, Shoga said the administration had embarked on mechanisation on what he described as a historic scale, pointing to the deployment of 2,000 tractors and other equipment as well as the $1.1 billion Green Imperative Programme being implemented with Brazil.\u003C\u002Fp>\n\n\n\n\u003Cp>“We are mechanising agriculture at a historic scale,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>The President had formally launched 2,000 tractors under the Renewed Hope Agricultural Mechanisation Programme in June 2025, while Nigeria and Brazil had earlier signed the commercial phase of the $1.1 billion Green Imperative Project to provide machinery, technical support and service centres aimed at raising agricultural productivity.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga also cited as example the creation of a standalone Federal Ministry of Livestock Development, expansion of cultivated land for rice and wheat and increased financing for agricultural production as evidence that the government was attempting to tackle food insecurity structurally rather than through temporary interventions.\u003C\u002Fp>\n\n\n\n\u003Cp>The CBM DG while commenting on the petroleum industry, said government had recorded improvements in crude production and attracted fresh investments into the upstream sector.\u003C\u002Fp>\n\n\n\n\u003Cp>He recalled the commencement of commercial operations by the Dangote Refinery as well as the restart of operations at the Port Harcourt and Warri refineries in late 2024.\u003C\u002Fp>\n\n\n\n\u003Cp>Official Nigerian Upstream Petroleum Regulatory Commission data showed that crude production reached 1.56 million barrels per day in June 2026, before settling at about 1.50 million barrels per day in August, when Nigeria met its OPEC quota for the fourth consecutive month.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga further defended the administration’s response to the hardship arising from the removal of petrol subsidy, pointing to the Presidential Compressed Natural Gas Initiative as one of the measures designed to provide cheaper alternatives for transportation.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the programme had encouraged the establishment of vehicle conversion centres and attracted substantial private-sector investment into CNG infrastructure.\u003C\u002Fp>\n\n\n\n\u003Cp>The Federal Government has continued to expand the CNG programme, including the commissioning in May 2026 of four major CNG infrastructure projects in Lagos, Abuja and Owerri as part of measures to reduce transport costs following the subsidy reform.\u003C\u002Fp>\n\n\n\n\u003Cp>Shoga also pointed to the improvement in Nigeria’s external reserves, moderation in inflation and reduction in the debt-service-to-revenue burden as signs that the administration’s economic reforms were beginning to produce results.\u003C\u002Fp>\n\n\n\n\u003Cp>Latest Federal Ministry of Finance figures put Nigeria’s external reserves at $54.7 billion as of September 18, 2026, while headline inflation stood at 15.39 per cent in August.
