over disinformation, criminal use of AI, vows foolproof security

By Omeiza Ajayi

ABUJA – The Independent National Electoral Commission INEC on Thursday said it is set to conduct a comprehensive audit of its systems ahead of the 2027 general election in order to forestall a repeat of the technical glitches that trailed the 2023 presidential election.

This was as it raised concerns over disinformation and the criminal deployment of Artificial Intelligence AI in the electoral process.

The Commission gave the assurance when its Chairman, Prof. Joash Amupitan SAN, received the United Kingdom High Commissioner to Nigeria, Dr Richard Montgomery and his team at the Commission’s headquarters in Abuja.

Amupitan described the visit as part of ongoing collaboration between both countries on election and cyber security ahead of 2027.

The INEC Chairman told the visiting delegation that the Commission’s preparations had been shaped by extensive post-election reviews involving political parties, civil society organisations, the media, security agencies, development partners, election observers and its own officials, noting that “those reviews have informed virtually every aspect of our current preparations.”

On the technology front, the Chairman disclosed that rather than overhaul its existing platforms outright, the Commission had opted to improve on them, including the rollout of self-service, online voter registration that eliminates the need for prospective voters to visit registration offices physically.

“We started this a week ago, and we have gotten some very good, positive comments,” he said, adding that the goal was to ensure nobody is left behind in the process.

The Commission also confirmed it had completed the first and second phases of the Continuous Voter Registration CVR exercise, with the third and final phase — originally scheduled to end in August — extended by two weeks to give more Nigerians the opportunity to register, in line with statutory timelines guiding publication of the voters’ register before elections.

On security of its infrastructure and personnel, the Chairman said INEC had undertaken a comprehensive review of its cybersecurity architecture, data systems, and penetration testing protocols, alongside disaster recovery mechanisms and communication systems, stressing that the Commission works closely with security agencies at national, state and local government levels through regular meetings to safeguard officials, infrastructure and voters alike.

He acknowledged that public trust remained low but expressed confidence that the credibility of the elections would help rebuild confidence in the process.

On the specific concerns around disinformation, he said the increasing use of AI to spread false information was one of the Commission’s major challenges, noting that INEC was looking to its partners, including the United Kingdom, for support in tackling the problem.

The Chairman also disclosed that the Commission was considering budgeting for a full audit of its systems and the conduct of a mock presidential election ahead of 2027, though the plan was not originally part of its budget. “It was not originally in our budget, but if we need to get assistance in that direction, that can help us ahead of the election,” he said.

On the legal front, the Chairman noted that the Court of Appeal had restored the electoral timetable, disclosing that the Commission had been working to navigate the process even before the restoration, and assuring that despite a compressed financial timeline, INEC would deliver a free, fair, inclusive and credible election.

The Chairman, who noted he had been in office for about eight months during which he had superintended multiple elections while preparing for both the Osun State election and the 2027 general election, thanked the UK envoy for his consistent engagement with the Commission and reaffirmed INEC’s commitment to inclusivity, citing continued attention to women, youth and persons with disabilities in its electoral processes.

“Our objective remains to deliver elections that are credible, transparent, inclusive and reflective of the sovereign will of Nigeria,” the Chairman said.

Dr Montgomery, for his part, described the UK as a partner in Nigeria’s democratic journey, noting that both countries had deepened cooperation on security and defence, immigration, and justice, in addition to electoral matters, and commended the Commission’s preparations ahead of 2027.

He disclosed that he would be leaving his post as High Commissioner in about six weeks, with a successor to continue the relationship with the Commission.

The post <a He said the Act establishes the legal framework for digital public infrastructure, strengthens Nigeria’s digital sovereignty, promotes secure digital transactions and introduces digital identity credentials beyond the conventional identity card system.

Responding, Prof. Amupitan described the new law as a landmark achievement that expands NIMC’s role beyond identity registration into a sovereign digital authority capable of transforming governance, commerce, land administration and other critical sectors.

He commended Engr. It only becomes meaningful when it improves the lives of citizens,” he stated.

The don recalled a nationwide survey conducted ahead of the 2015 general election, saying that he was part of a research team commissioned by then vice-president-elect, Prof. Yemi Osinbajo, to identify Nigerians’ expectations of the incoming administration.

He said the survey identified security as the country’s foremost concern, followed by the economy, corruption, infrastructure and education.

Pate who is also a Professor of Communication at Bayero University, Kano, noted that while successive administrations have made efforts in these areas, Nigerians continue to assess democracy largely by improvements in their daily lives.

He cited findings from the Afrobarometer survey across 39 African countries, which showed that while about two-thirds of Africans prefer democracy to other forms of government, only about 37 per cent were satisfied with how democracy worked in their respective countries.

According to him, “This reflects a gap between citizens’ commitment to democratic ideals and the actual outcomes of democratic governance.”

The communication scholar also referenced findings from the 2024 African Young People Survey, which revealed that many young Africans are considering emigrating due to corruption and limited opportunities, warning that such sentiments pose serious questions about the future of democracy on the continent.

Pate identified historical grievances, identity politics, social and economic exclusion, youth unemployment, weak institutions and governance deficits as major factors undermining democratic consolidation in Nigeria.

He argued that: “Identity politics has continued to shape political participation, often placing greater emphasis on ethnicity, religion and place of origin than on competence and shared national values.”

He also expressed concern over the collapse of local government institutions in many parts of the country, saying that grassroots governance had previously played a significant role in resolving community disputes, providing basic services and creating economic opportunities.

The professor warned that: “Misinformation, hate speech and divisive narratives amplified through digital platforms are worsening existing social tensions. Nigeria’s challenge is no longer the absence of information but the abundance of false information and the scarcity of public attention.”

He further linked insecurity to rising poverty, hunger, unemployment, environmental challenges and weak governance, arguing that conflicts discourage investment, reduce agricultural productivity and deepen economic hardship.

Maintaining that security remains Nigerians’ greatest expectation of government, Pate noted that the country continues to grapple with insurgency, banditry, kidnapping, communal conflicts, separatist agitations and urban crime.

He called for stronger institutions, inclusive governance and policies that address the root causes of insecurity and inequality, insisting that democracy would only endure if it delivers peace, opportunity and improved living conditions for all Nigerians.

In his remarks, the Consul General of the Kingdom of the Netherlands in Lagos, Michael Deleen, expressed concern over the rising level of poverty in Nigeria, attributing it largely to challenges in the country’s education system and democratic governance.

He said education remains critical to empowering citizens, adding that informed and educated people are better equipped to make decisions based on knowledge rather than circumstance.

He therefore urged the government to prioritise addressing the nation’s education and governance challenges, noting that doing so would help reduce poverty and promote sustainable development.

The event featured a review and unveiling of the 2025 civic space status report and panel discussions examining how sophisticated surveillance technologies, institutionalised harassment and shrinking press freedoms are threatening journalists’ safety and the public’s right to information.

The sessions also explored democracy beyond periodic elections, emphasising the need to assess it through good governance, institutions.

","wole-soyinka-92-varsity-don-calls-for-democracy-that-delivers-security-economic-prosperity
[1864,1865,1866,1867,1868,1353,1869,1870,1871,1872],"wole","soyinka","varsity","don","calls","delivers","security","economic","prosperity","https://global.ariseplay.com/amg/www.thisdaylive.com/uploads/1000993148.jpg
"676b27a5-8a43-458d-91ba-45c07367106b","2026-03-26T09:35:16.600Z","2026-04-20T09:31:29.000Z","This nullified the guidelines and barred their implementation.

In the lead judgment prepared by Justice Adebukola Banjoko but read by Justice Okon Abang, the Court of Appeal held that the Youth Party (YP), which instituted the case against INEC, lacked legal power (locus standi) to do what it did.

Justice Banjoko said that the party did not explain how the guidelines affected it and its members in the conduct of its primary elections for the nomination of candidates for the 2027 polls.

The court also held that the YP failed to establish how the guidelines affected the submission of its nominated candidates to INEC.

The three justices unanimously agreed that Justice Mohammed Umar of the Federal High
