The Adamawa State Executive Council has approved a series of contracts and policy decisions covering infrastructure, education, justice sector reforms, and economic development during its 10th Executive Council meeting of 2026.
The Commissioner for Information and Strategy, Leader Leneke, disclosed this while briefing journalists after the meeting presided over by Governor Ahmadu Fintiri at the Government House, Yola.
Among the major approvals was the construction of the ₦8.6 billion 18-kilometre Shuwa–Bituku Road.
The contract was awarded to Amijab Nigeria Limited and is expected to be completed within 10 months. The road is expected to improve access to several rural communities.
The council also approved the construction of perimeter fences for 20 secondary schools under the Adolescent Girls Initiative for Learning and Empowerment (AGILE) programme for ₦3.1 billion.
The World Bank-funded project is intended to enhance security in schools and protect them from land encroachment.
The executive council further ratified the governor’s administrative approval for the release of ₦347 million for road markings and kerb painting carried out during the recent visit of President Bola Tinubu to the state.
The contract was awarded to H. & H. Nigeria Limited.
Another ratification approved was ₦516 million for the asphalting of the Banquet Hall and Presidential Lodge premises at the Government House to improve the facilities before the visit of the President.
The contract was awarded to Triacta Nigeria Limited.
The council also approved ₦673 million as compensation for owners of shops demolished to pave the way for the construction of the Mother and Child Hospital at Target Junction in Jimeta.
In the justice sector, it approved the digitisation of seven Small Claims Courts under the State Action on Business Enabling Reforms (SABER) programme for ₦322 million.
Leneke explained that the initiative would enable electronic filing of cases, virtual hearings, and faster resolution of commercial disputes, thereby improving access to justice and enhancing the state’s business environment.
The council also approved the publication of the Business Enabling Reform Action Plan (BERAP) and the 2025 implementation progress report as part of the eligibility requirements for Adamawa State’s participation in the 2026 SABER Programme.

The report is expected to be uploaded to the state government’s website on or before 31 July 2026.
In another decision, the executive council ratified the governor’s administrative approval for the partial divestment of the Adamawa State Government’s investment in Dangote Sugar Refinery Plc.
The state originally acquired over 102 million units of shares during the administration of former Governor Murtala Nyako, and the council has now approved the sale of about 70 million units.
The council further approved the procurement of start-up packs for 1,433 beneficiaries graduating from the Alternative Learning Centres under the AGILE programme.
The beneficiaries received vocational training in tailoring, fashion design, makeup and beauty therapy, and other trades.
The start-up packs, valued at ₦367 million, were awarded to RS & S Multilinks Investment Nigeria Limited to enable the graduates to establish their own businesses and become self-reliant.
