The roads are the 108km Otuocha-Anam-Abaji (Kogi) Road and the 150km Oba-Nnewi-Uga-Ihube (Okigwe Junction) Road, which connect Anambra and Imo states to the Enugu-Port Harcourt Road from Abia State.\u003C\u002Fp>\n\n\n\n\u003Cp>The Anambra governor, in his statement titled, ‘History Will Be Kind to You,’ described the approval of the design and procurement of the two roads as part of Tinubu’s deliberate effort to rebuild the South-East.\u003C\u002Fp>\n\n\n\n\u003Cp>However, Ude, leader of the ADC Like-Minds, a support group within the ADC, challenged Soludo to list the road projects executed by Tinubu in the South-East that would make history kind to the President.\u003C\u002Fp>\n\n\n\n\u003Cp>Ude, who is also the Secretary of the Enugu ADC Caretaker Committee, condemned what he described as the “sycophantic disposition” of Governor Soludo and other South-East governors towards the President, lamenting that their behaviour belittles Ndigbo before other Nigerians.\u003C\u002Fp>\n\n\n\n\u003Cp>He blasted Soludo for lavishing praise on the President for the mere approval of the design and procurement of the two South-East roads, rather than the actual award of contracts for the projects. According to him, Soludo has reduced the “exalted position of Governor of Anambra State” to that of a presidential spokesman who announces contracts and other approvals by his principal.\u003C\u002Fp>\n\n\n\n\u003Cp>Ude stressed that the sycophantic behaviour of Governor Soludo and other South-East governors not only diminishes their own self-worth but also that of Ndigbo before other Nigerians.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “It is embarrassing to see Governor Soludo, in spite of his academic standing as a professor, join presidential spokesman Bayo Onanuga in spreading the unfounded propaganda that no President has made a more deliberate effort to rebuild the South-East than President Tinubu. Beneath this excessive praise of the President always lies a fragile self-worth.\u003C\u002Fp>\n\n\n\n\u003Cp>“Across Nigeria, Ndigbo are now regarded as bootlickers because of the tendency of South-East governors to prioritise gaining favour, promotions or protection from the Federal Government through insincere flattery and servile behaviour towards the President.\u003C\u002Fp>\n\n\n\n\u003Cp>“Nobody is against Governor Soludo or his village party, the All Progressives Grand Alliance (APGA), supporting President Bola Tinubu. It is their choice to support whomever they wish. We are practising democracy in Nigeria. However, they should desist from dragging the entire South-East along with them in their support for President Tinubu.\u003C\u002Fp>\n\n\n\n\u003Cp>“Tinubu has not executed any new road project or significant reconstruction work on any existing highway in the South-East to warrant anybody singing his praises the way Governor Soludo and other South-East governors are doing. No part of the South-East was considered, even as a bypass, for Tinubu’s two legacy greenfield road projects, namely the Lagos-Calabar Coastal Road, costing the Federal Government over N17 trillion ($13 billion), and the N1.8 trillion Sokoto-Badagry Super Highway, for which the Federal Government has secured a $516.3 million syndicated loan to help fund specific sections of the multi-state corridor.\u003C\u002Fp>\n\n\n\n\u003Cp>“The media reported the other day that Federal Government projects in Lagos State alone were worth over N3 trillion. Recently, Tinubu secured a 746 million pounds ($1 billion) loan financing agreement from the UK for the redevelopment and modernisation of the Apapa and Tin Can Port complexes in Lagos. Let Soludo and his fellow praise singers tell us how much the entire South-East region has received.”\u003C\u002Fp>\n\n\n\n\u003Cp>The ADC chieftain said Soludo should have listed the South-East road projects executed by Tinubu in his statement but did not mention a single one apart from thanking the President for approving the design and procurement of two road projects, which is not even the actual award of the contracts.\u003C\u002Fp>\n\n\n\n\u003Cp>Contrary to Soludo’s assertion that the President continues to demonstrate a deliberate focus on the South-East region, the opposition politician maintained that the five states of the region remain off the radar of the Tinubu administration.\u003C\u002Fp>\n\n\n\n\u003Cp>He described Soludo’s claim that a foundational infrastructural rebirth is taking place in the South-East under the Tinubu administration as a “manufactured consensus” being peddled by South-East governors for their personal aggrandisement.\u003C\u002Fp>\n\n\n\n\u003Cp>Ude insisted that the exclusion of the South-East from infrastructure development in Nigeria has worsened under the Tinubu administration, citing as an example the concession of the region’s only international airport, the Akanu Ibiam International Airport, Enugu, to a private company.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, while the Tinubu administration signed off the Enugu International Airport to a private company, the same government cancelled the concession bidding programme for the Murtala Muhammed International Airport, Lagos, and opted instead to fund a N712 billion structural rebuild through the Renewed Hope Infrastructure Development Fund.\u003C\u002Fp>\n\n\n\n\u003Cp>The ADC chieftain urged Soludo and other South-East governors to focus on delivering the dividends of democracy to the people of the region rather than engaging in what he described as praise-singing for the President, which, according to him, makes a mockery of Ndigbo in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>Ude also assured that an ADC government, which he said would emerge in 2027, would ensure equity, fairness and justice in the allocation of six months’ imprisonment, or both, for motorists who refuse to cooperate with Federal Road Safety Corps officials during roadside breath tests carried out on reasonable suspicion.\u003C\u002Fp>\n\n\n\n\u003Cp>Passed by the upper chamber on Thursday, the amendment seeks to strengthen road safety enforcement by increasing sanctions for traffic offences and promoting better compliance with road regulations across the country.\u003C\u002Fp>\n\n\n\n\u003Cp>Under the new provisions, anyone found engaging in hawking, trading or preaching inside a commercial vehicle would be committing an offence and, if convicted, would face a N50,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Lawmakers said the provision was introduced to discourage distractions in commercial vehicles and improve the safety of commuters.\u003C\u002Fp>\n\n\n\n\u003Cp>The bill also raises the punishment for driving under the influence of alcohol or intoxicating drugs from N5,000 to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>Convicted offenders may also face up to two years in prison or both the fine and imprisonment.\u003C\u002Fp>\n\n\n\n\u003Cp>Motorists who decline to cooperate with FRSC officers carrying out preliminary roadside breath tests based on reasonable suspicion would also be liable to a N50,000 fine, six months’ imprisonment, or both.\u003C\u002Fp>\n\n\n\n\u003Cp>In addition, the proposed amendment increases the penalty for ignoring traffic lights, road signs, pavement markings and other traffic control devices to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>The fine for violating speed limits has also been increased from N5,000 to N100,000, while reckless driving will now attract a N100,000 fine, a prison term of up to two years, or both penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>The revised schedule attached to the bill outlines 52 traffic offences along with their respective penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the Senate, the amendment is intended to strengthen the enforcement powers of the FRSC, encourage greater adherence to traffic laws and improve did not originate from the Kogi State High Court.\u003C\u002Fp>\n\n\n\n\u003Cp>“The High Court of Justice of Kogi State did not handle any matter relating to the registration or deregistration of any political party in the country, and particularly the party in question, nor any other matter concerning the political party,” the statement said.\u003C\u002Fp>\n\n\n\n\u003Cp>It equally expressed worry over the use of the photograph of the Chief Judge of Kogi State, Justice Josiah Joe Majebi, alongside that of former Governor Yahaya Bello in the viral post, saying it appeared to be a were under consideration, were informed by concerns arising from the 2023 general election, especially regarding the reliability of election technology.\u003C\u002Fp>\n\u003Cp>He said the Commission under his watch was looking at the possibility of auditing all its systems ahead of the 2027 election, as well as conducting a mock presidential election, to test the readiness of its processes and technology before the actual polls.\u003C\u002Fp>\n\u003Cp>The INEC boss explained that the proposed exercises were not originally captured in the Commission’s budget, stressing that the electoral body would explore ways to actualise them if required, given their potential value in strengthening the credibility of the general election.\u003C\u002Fp>\n\u003Cp>Amupitan linked the proposals to the Commission’s broader efforts at technological reliability as well as an ongoing review of the Commission’s cyber-security architecture covering system redundancy, penetration testing and disaster recovery mechanisms.\u003C\u002Fp>\n\u003Cp>He further pointed out that public confidence in the electoral process depended significantly on the reliability of the Commission’s technology and processes, adding that INEC remained committed to addressing any gaps identified from previous elections ahead of 2027.\u003C\u002Fp>\n\u003Cp>He listed election technology and cyber-security as one of the key areas of continued collaboration between INEC and the United Kingdom, noting that the Commission valued the technical partnership it had enjoyed with the UK and other international Donald Trump’s administration finalised rules Thursday that impose stricter limits on how long foreign students and journalists can stay in the United States, the latest bid to tighten legal immigration in the country.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>Under a change that could be implemented as soon as September, foreigners on student visas would be admitted for the length of their academic programme up to a maximum of four years.\u003C\u002Fp>\u003Cp>Foreign journalists would be limited to stays of just 240 days, or around eight months, although they could apply to extend by 240-day periods, except for Chinese journalists who would get just 90 days.\u003C\u002Fp>\u003Cp>The move forms part of a broader immigration crackdown that Trump has made a centrepiece of his presidency, spanning aggressive enforcement operations in major cities as well as new restrictions on legal pathways to citizenship.\u003C\u002Fp>\u003Cp>The Department of Homeland Security received close to 22,000 public comments after proposing the student and journalist rules in August 2025, but finalized it largely unchanged.\u003C\u002Fp>\u003Cp>When it proposed the rule, DHS alleged that foreigners were indefinitely extending their studies so they could remain in the country as “forever students.”\u003C\u002Fp>\u003Cp>The department said the open-ended system, in place for students since the late 1970s, had undermined its ability to monitor visa holders.\u003C\u002Fp>\u003Cp>The United States welcomed more than 1.1 million international students in the 2023-24 academic year, more than any other country, contributing more than $50 billion to the US economy in 2023, according to official data.\u003C\u002Fp>\u003Cp>Higher education groups had denounced the proposal as a needless bureaucratic hurdle that would deter talented students, with the Presidents’ Alliance on Higher Education and Immigration warning it “weakens the ability of US colleges and universities to attract top talent.”\u003C\u002Fp>\u003Cp>Universities have already reported lower international enrollments after earlier Trump administration actions, including the revocation of thousands of It was titled, “Review of the Internal Procurement Process of the National Assembly.”\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate insisted that greater transparency in the legislature’s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio said, “Personally, I have not seen the budget of the National Assembly. Senator Tambuwal, you were a Speaker, I don’t know, maybe in the House of Representatives, they showed you.”\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking on the National Assembly’s budget, Senator Adamu Aliero, APC, Kebbi Central, lamented that lawmakers themselves were often unaware of the details of the National Assembly’s budget, saying that the Senate was “putting the cart before the horse,” stressing that the absence of a functional Budget and Research Office remained a more pressing issue.\u003C\u002Fp>\n\n\n\n\u003Cp>Aliero said, “Two of the problems that we have in the National Assembly regarding the management of finances and the budget do not solely lie in the process of procurement. The problem has been that the National Assembly has not set up a Budget and Research Office.\u003C\u002Fp>\n\n\n\n\u003Cp>“What is happening today is that we don’t even know and we don’t even see the budget of the National Assembly being presented here so that we can interrogate and understand the lines of expenditure,” he added.\u003C\u002Fp>\n\n\n\n\u003Cp>“My opinion is that the Senator should step down this motion. Let us get the house right first before we talk about the issues that the Distinguished Senator Karimi is raising.”\u003C\u002Fp>\n\n\n\n\u003Cp>Earlier, the Senate stepped down the motion by Senator Karimi to establish an Internal Tender Board for the National Assembly, as lawmakers stressed that greater transparency in the legislature’s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>The motion was eventually withdrawn after it drew criticism from lawmakers who described it as premature and lacking adequate internal consultation.\u003C\u002Fp>\n\n\n\n\u003Cp>Moving the motion, Karimi argued that the proposal was aimed at strengthening the institutional capacity of the National Assembly and safeguarding its financial independence as guaranteed by the Constitution.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited Section 81(3) of the 1999 Constitution (as amended), which provides for the funding of the National Assembly through a first-line charge on the Consolidated Revenue Fund of the Federation.\u003C\u002Fp>\n\n\n\n\u003Cp>“The Senate notes that Section 81(3) of the Constitution of the Federal Republic of Nigeria 1999 as amended guarantees the independence of the National Assembly and provides for the funding of the National Assembly through the first-line charge on the Consolidated Revenue Fund of the Federation,” Karimi said.\u003C\u002Fp>\n\n\n\n\u003Cp>He also relied on Section 51 of the Constitution, which empowers each chamber of the National Assembly to regulate its own procedure and internal administration.\u003C\u002Fp>\n\n\n\n\u003Cp>“In furtherance of the constitutional principle of separation of powers and parliamentary autonomy, the Senate resolves that it is necessary to strengthen the institutional capacity of the National Assembly to manage its financial and procurement processes efficiently, transparently and in a manner consistent with its status as an independent arm of government,” he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>Karimi urged the Senate to affirm parliamentary autonomy, establish an Internal Tender Board to evaluate and approve procurement matters within approved budgetary provisions, and mandate the Clerk to the National Assembly (CNA) to constitute the board.\u003C\u002Fp>\n\n\n\n\u003Cp>However, the proposal immediately met resistance from fellow senators, who argued that the legislature should first address longstanding concerns about budget transparency.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio also criticised both the timing and procedure adopted by the sponsor, saying such a proposal should have been discussed with the Senate leadership and the Clerk to the National Assembly before reaching the floor.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “Senator Karimi, you should have discussed this even with me in the presence of the Clerk to the National Assembly and the principal officers of management so that I get clearance on what you are coming up with.”\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate, who questioned the wisdom of publicly debating the establishment of an Internal Tender Board before resolving internal concerns about the management of the legislature’s finances, said, “We should start with ourselves. We should get the two chambers to know exactly what is going on.\u003C\u002Fp>\n\n\n\n\u003Cp>“We should also debate and understand the budget. We should know how much is coming, what is going to where. This motion is premature,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio subsequently advised Karimi to withdraw the motion.\u003C\u002Fp>\n\n\n\n\u003Cp>Before doing so, Karimi, who sought clarification on whether the Clerk to the National Assembly had discussed the proposal with the Senate President, said, “Mister President, while I am withdrawing the motion, did the CNA discuss this motion with you?” Karimi asked.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio replied: “No, no. This is not correct. If it was discussed with me, I would not be opposed.
