The General Officer Commanding 3 Division of the Nigerian Army and Commander, Operation Enduring Peace, Major General Maxwell Dangana, has stressed the need for operational-level commanders to strengthen their capacity to respond to emerging security threats through effective planning and multi-agency cooperation.
Dangana stated this while declaring open the five-day 3 Division Operations Planning Cadre at the 3 Division Auditorium, Maxwell Khobe Cantonment, Jos.
The training, themed “Building the Capacity of Operational Level Commanders to Meet Contemporary Security Challenges in a Joint and Multi-Agency Environment,” brings together commanders and representatives of formations under 3 Division as well as personnel from sister security and intelligence agencies.
The GOC said the contemporary security environment is increasingly complex and unpredictable, requiring commanders who are operationally competent, adaptable and innovative.
“Contemporary security challenges include terrorism, insurgency, banditry, communal violence, violent extremism and other threats to national security. These challenges are often interconnected and may evolve rapidly, requiring timely assessment, flexible planning and coordinated responses,” he said.
Dangana noted that developments in technology, information management and social media, alongside the activities of diverse state and non-state actors, have significant implications for military operations.
He stressed that the security of communities, protection of lives and property and support for civil authorities require effective leadership and close cooperation among security agencies.
“The ability to achieve this objective will depend to a significant extent on the quality of our operational planning and the capacity of our commanders to translate plans into effective actions,” the GOC said.
Earlier, the Commander, 3 Division Garrison, Brigadier General Adiyu Aminu, described the training as a rare privilege and an important platform for strengthening the knowledge, skills and professional competence of operational-level commanders.
Aminu said the cadre would provide an opportunity for participants to share experiences, examine lessons learnt and identify practical solutions to challenges encountered during operations within the 3 Division Area of Responsibility.
He emphasised that joint operations must go beyond occasional collaboration among security agencies to include intelligence sharing, logistics, communication, operational execution and post-operation assessment.
“The security of our communities requires close cooperation among the Nigerian Army, Nigerian Air Force, Navy, Police, Civil Defence Corps, DSS, other security and intelligence agencies and relevant civil authorities,” he said.
The five-day programme will improve joint planning, operational coordination, and inter-agency collaboration, and strengthen the collective capacity of participating agencies to respond to contemporary security challenges.
