KAMPALA — Police have clarified that a retired Assistant Inspector of Police captured in a viral video being manhandled during an arrest in Kihihi is not the Officer in Charge of the Criminal Investigations Department (OC-CID) in Kanungu, as claimed on social media.
In a statement issued on Wednesday, October 28, 2026, police identified the man as a retired police officer who was arrested on Tuesday during an anti-corruption rally organised by Hon. Balaam Barugahara in Kihihi.
Police said the arrest stemmed from investigations into an alleged assault on the retired officer’s biological sister following a land dispute.
According to the statement, the case file was submitted to the Resident Senior State Attorney, who advised that the suspect and his wife be charged with attempted murder.
Police further revealed that two previous attempts to arrest the retired officer had been unsuccessful after he reportedly evaded arrest.
During Tuesday’s operation, the suspect allegedly resisted arrest and punched officers as they attempted to place him on a police pickup.
The officers subsequently used force to subdue him before taking him to the Central Police Station.
The arrest has sparked public concern following the circulation of a video showing officers using force against the suspect.
Police acknowledged the concerns raised by the footage but said the alleged resistance was relevant to understanding the circumstances surrounding the arrest.
However, the force used by the officers has not been justified solely on the basis of the reported resistance.
“We shall look into the full circumstances, including the officers’ conduct and the conduct of the suspect,” police said.
The inquiry will examine the events leading to the arrest, including the suspect’s alleged resistance and the conduct of the officers involved.
Police did not specify when the inquiry would be concluded or indicate whether any disciplinary action would follow.
The allegations against the retired officer and his wife remain subject to determination by the courts.
