Nairobi/Kampala – Uganda’s Minister of Local Government, Hon. Balaam Barugahara Ateenyi, has framed his recent continental recognition through biblical humility, drawing parallels between his leadership journey and that of John the Baptist.
Writing on X following the announcement, Barugahara expressed gratitude to supporters across the continent after finishing as second runner-up for Unstoppable African Cabinet Minister of the Year at the inaugural Unstoppable African Awards. The ceremony took place on October 31 at the Hilton Hotel in Nairobi, marking the official launch of The Africa Agenda Forum.
Zimbabwe’s Minister of Tourism and Hospitality Industry, Hon. Barbara Rwodzi, took the top honor as Cabinet Minister of the Year 2026. Kenya’s Cabinet Secretary for Public Service and Human Capital Development, Hon. Geoffrey Ruku, placed as first runner-up. The final rankings were decided through continent-wide and international public voting.
Opening his statement by giving “all the glory and honour to Almighty God,” Barugahara quoted John 3:30: “He must increase, but I must decrease.”
“I am reminded of John the Baptist, who, despite his great calling and influence, never sought personal glory. He understood that his mission was to prepare the way for Jesus Christ,” Barugahara wrote.
“Just like John the Baptist, I do not want to take credit for what God has enabled me to accomplish. I am only an instrument in God’s hands.”
He went on to credit his mentor, General Muhoozi Kainerugaba, for his guidance, and President Yoweri Kaguta Museveni for granting him the opportunity to serve. He dedicated the award to Ugandans, his government colleagues, and Ministry of Local Government staff working across grassroots communities.
Since assuming the Local Government portfolio in May 2026—following his tenure as State Minister for Youth and Children Affairs—Barugahara has built a reputation for unannounced field inspections and direct confrontations over resource misallocation.
Reaffirming his core agenda, he pledged to step up the fight against corruption and protect public funds intended for sub-counties, parishes, and villages.
“This recognition is not a reason to slow down, but a greater responsibility to serve,” he noted. “The glory belongs to God, the opportunity is a privilege, and the responsibility is to serve the people.”
The Ministry of Local Government congratulated the minister, as footage and photos from the Nairobi gala showed Barugahara accepting his trophy alongside event organizers and delegates.
Launched this year, the Unstoppable African Awards aims to highlight transformative leadership and civic impact across governance and enterprise on the continent.
