Philosophers such as Aristotle, Plato, Rousseau, Marx, Weber, and Rawls have each sought to explain the origins of inequality and propose avenues for improvement. Aristotle posited that hierarchies arise naturally from individuals’ differing strengths and societal roles, while emphasising the importance of a robust middle class for societal stability. Plato similarly advocated for aligning individuals’ abilities with their societal roles, cautioning that excessive concentration of wealth fosters instability. Rousseau traced the genesis of inequality to the advent of private property and the human tendency toward comparison, famously stating that society’s divisions began when someone claimed, “This is mine,” and others acquiesced. Marx attributed stratification to class conflict and resource control, whereas Weber highlighted the significance of status and political power alongside economic capital. In the twentieth century, John Rawls introduced a novel framework for justice, asserting that inequalities are permissible only if they benefit the least advantaged and if all individuals possess genuine opportunities.

These philosophical insights still resonate in today’s Nigeria, a country where deep-rooted social hierarchies and the collective desire for a fairer society coexist. The challenge is not to erase every difference between people, but to ensure that opportunities for advancement are real and widely accessible, even within a stratified system. Like many complex societies, Nigeria’s social structure stretches across a spectrum: from the lower-income groups—those involved in subsistence farming, informal trading, or day-to-day labour—through the working and lower-middle classes, such as artisans, junior civil servants, and small traders, to a broad middle class of professionals, entrepreneurs, and skilled workers. Higher up the spectrum are the upper-middle tier—senior professionals and successful business owners—and, at the very top, the elite: industrialists, top executives, and longstanding families whose resources and influence touch many parts of society (see Aderinto & Rotich, 2022; Osaghae & Suberu, 2005). Each of these groups play a role in Nigeria’s development, contributing expertise, investment, and leadership in different ways. These layers reflect differences in education, occupation, access to capital, geography and historical opportunity rather than any single conscious plan. Nigeria’s ethnic diversity, varied natural endowments, rapid urbanisation and the uneven geography of oil and other resources have produced differentiated life chances across areas and communities (Akinola, 2021). Stratification here is therefore best understood as a structural and historical reality rather than a product of malice.

In any society distinguished by its diversity and complexity, individuals inevitably begin life from varied starting points, influenced by geography, history, and socioeconomic factors. A mature approach to fairness recognises that equitable progress depends on intentional efforts to provide for all citizens—regardless of their background—with meaningful opportunities to thrive. This involves broadening access to quality education, healthcare, and other vital services, as well as fostering clear and attainable pathways for both personal and community advancement. The ongoing challenge lies in addressing barriers associated with inherited disadvantages while encouraging the innovation and aspiration necessary for collective progress. Striking this balance is fundamental to building a society that is both inclusive and resilient, and which upholds the dignity and potential of every individual.

Central to this strategy is human development facilitated by systematically designed empowerment programs. In the Niger Delta, there has been a prevailing perception that economic empowerment or regional development primarily benefits a select few, with broader advantages materialising only gradually and indirectly through a passive trickle-down effect. Dr Ogbuku’s leadership intentionally counters this narrative. Empowerment initiatives are structured to ensure that benefits extend beyond individual recipients, generating both direct and indirect advantages across multiple socioeconomic strata. For instance, a young entrepreneur who receives training and startup support in agro-processing not only enhances personal prospects but also creates employment, sources produce from local farmers, supplies products to regional markets, and motivates peers to pursue enterprise. Similarly, scholarship recipients who return with advanced expertise contribute to strengthening public institutions, private enterprises, or community organizations, thereby elevating standards and opportunities for colleagues and future generations. Solar-powered water points and skills centres serve entire clusters of households, while vocational graduates who establish micro-businesses stimulate local economies by engaging transport operators, food vendors, and artisans. In this manner, targeted empowerment functions as a multiplier, simultaneously elevating primary beneficiaries and expanding economic activity, skills transfer, and social capital among lower-income, working, and middle strata in both riverine and upland communities. Consequently, development is experienced more broadly and rapidly than traditional trickle-down models would predict.

These interventions do not eliminate socioeconomic strata; instead, they expand the pathways for mobility between them. The tangible outcomes of policy measures—such as enhanced road access, electrification, healthcare, and skills development programs—directly implement Rawls’s theoretical framework, which holds that social and economic inequalities are justified only if they benefit the least advantaged. For instance, a young individual from a riverine community who gains access to reliable transportation, electricity for evening study, functional healthcare facilities, and educational or vocational opportunities is significantly more likely to ascend to the middle or upper-middle strata than peers who remain isolated and under-served. These initiatives thus exemplify Rawlsian principles in practice: they improve the absolute condition of the least advantaged while broadening equitable opportunity. In practical terms, this approach involves converting the region’s natural resources into visible, accessible assets—such as roads, clinics, and training programs—that positively impact numerous lives. This demonstrates that, even within a stratified society, substantive progress toward fairness is achievable when marginalised groups are afforded authentic opportunities.

In this context, the leadership of Dr Samuel Ogbuku, Managing Director and Chief Executive Officer of the Niger Delta Development Commission (NDDC), provides an opportunity to examine how regional development can be connected to the idea of an egalitarian society. Born in Ayakoro in Bayelsa State and having risen through youth and community leadership into senior public administration, Ogbuku’s public career has been closely associated with the development challenges of the Niger Delta. An important change since the original version of this article is that he is no longer the Deputy Paramount Ruler of Ayakoro. He has now become the Paramount Ruler of Ayakoro, Daufa VI, following the traditional succession process in the community, giving him an additional traditional leadership responsibility alongside his regional role at the NDDC.The combination of traditional leadership at home and responsibility for a regional development institution creates a connection between community-level leadership and regional public administration.

When Ogbuku assumed leadership of the NDDC, the development challenge was larger than the construction of individual projects. The fundamental issue was how to transform public resources into opportunities that reach people across different social and geographical circumstances. Infrastructure, education, health care, youth development, economic empowerment and access to markets therefore become important because they can reduce some of the barriers that separate under served communities and elitist groups. This is consistent with the central argument of egalitarian development: people may begin from different positions, but public institutions can help ensure that those differences do not become permanent barriers to advancement. A road connecting an isolated community to a major city, electricity enabling a small business to operate, a scholarship giving a young person access to higher education, or vocational training giving someone a marketable skill can all expand the opportunities available to individuals who might otherwise remain disadvantaged.

The NDDC’s recent emphasis on economic investment provides another important dimension to this argument. The 2026 Niger Delta Economic and Investment Summit brought together government, businesses, investors, financial institutions and other stakeholders around the objective of stimulating investment and economic diversification in the region. The discussions focused on sectors including agriculture, agro-processing, energy, manufacturing, the blue economy, tourism, technology and human capital. The significance of the summit for ordinary people ultimately lies not simply in the value of investment announced, but in whether investment produces sustainable businesses, jobs, skills, markets and income opportunities for people across the Niger Delta. The summit therefore represents an attempt to move the regional economy beyond dependence on a narrow resource base and towards broader participation in economic activity. This emphasis becomes even more significant when considered alongside Ogbuku’s focus on youth enterprise and sustainable livelihoods. The NDDC has encouraged young people to use emerging technologies, including artificial intelligence, to create enterprises and generate sustainable livelihoods, while continuing to emphasize education and human-capital development. Such an approach is relevant to an egalitarian framework because empowerment is not limited to distributing benefits to selected individuals; it seeks to provide people with capabilities through which they can participate in economic life and create opportunities for themselves and others.

The most recent NDDC conference adds another important dimension to this picture. On 23 September 2026, the Commission held its Partners for Sustainable Development Conference in Port Harcourt under the theme, “Synergy for Transformation: Aligning Regional Development, Local Governance and Sustainable Partnership in the Niger Delta.” The conference brought together government representatives, traditional institutions, state governments, communities and other stakeholders to discuss how the region could pursue development through greater coordination and partnership. What makes the conference particularly relevant to the idea of an egalitarian society is the emphasis placed on participation. Ogbuku presented the conference as an opportunity for the NDDC to account for its stewardship and encouraged stakeholders to participate in discussions, offer constructive ideas and scrutinize the Commission’s activities. This approach is significant because an egalitarian society is also about creating institutions in which people have meaningful opportunities to participate in decisions that affect their lives.

When a development institution invites communities, traditional leaders, youth organizations, governments and other stakeholders to examine its plans and performance, the relationship between the institution and the people becomes less one-directional.

The conference also featured the presentation of a governance framework and discussions around a regional master plan. The governance framework is intended to establish clearer rules, procedures and institutional responsibilities within the NDDC, while the regional master plan is intended to provide a common development direction for the Niger Delta. Ogbuku said the framework would provide an institutional safeguard and create a basis against which the Commission’s leadership could be held accountable. From the perspective of egalitarian development, equality of opportunity depends not only on what government builds but also on how public institutions make decisions.

Transparent rules, measurable targets and mechanisms for public scrutiny can reduce the distance between those who control public institutions and those who depend upon them. The emphasis on accountability therefore complements the physical development programme: roads and bridges provide physical access, while stronger institutions can provide greater institutional access.

The conference’s focus on partnership also reflects an understanding that no single organization can solve the Niger Delta’s challenges alone. Coordination between regional institutions, state governments, local authorities, traditional institutions, communities and private-sector actors can help ensure that development priorities are considered from a broader regional perspective rather than being concentrated in only a few locations.

The NDDC’s approach to Alternative Dispute Resolution provides another dimension to this leadership model. In September 2026, the Commission emphasized the importance of Alternative Dispute Resolution in ensuring that disagreements do not derail development projects. Its programme on conflict sensitivity and ADR addressed mechanisms such as negotiation, mediation, conciliation, adjudication and arbitration and examined disputes that can arise around project execution, payments, variations, designs, time lines, site access and relationships with host communities. The significance of this approach is particularly clear in a region where development projects involve governments, contractors, communities, traditional institutions, businesses and other stakeholders. Disagreements are inevitable, but the way they are handled can determine whether a project succeeds or becomes another source of tension. Ogbuku’s emphasis on structured dialogue and dispute resolution presents a model in which institutional authority does not have to depend exclusively on confrontation or the ability of one party to overpower another. In a society where differences in wealth, status and influence can affect how disputes are experienced, the use of recognize dispute-resolution mechanisms provides a pathway through which disagreements can be addressed using established procedures rather than determined solely by who possesses greater power. This becomes especially meaningful in the context of the Niger Delta, where relationships between communities, contractors, governments and businesses can directly affect the delivery of infrastructure. By placing conflict sensitivity and Alternative Dispute Resolution within project execution, the NDDC is treating peaceful dispute management as part of development itself rather than as something to consider only after a dispute has escalated.

The physical infrastructure being pursued under Ogbuku’s leadership gives these ideas a tangible dimension. The Kaa–Ataba Road and Bridge project in Rivers State, for example, includes the approximately 1.2-kilometre Kaa–Ataba Bridge linking communities in Khana and Andoni Local Government Areas. The project is intended to improve connectivity, movement of people and goods, and access to markets and services. The Okrika–Borokiri Road and Bridges project similarly demonstrates the relationship between infrastructure and opportunity. The project involves a road and three bridges connecting communities around Kolabi, Abotoru and Okpoka creeks with Port Harcourt. Its significance lies in improving access between communities and the state capital, potentially reducing transportation barriers and supporting the movement of people and goods. In Delta State, the major Omadino–Okerenkoko–Escravos project provides another example. The project is approximately 70.75 kilometers, comprising a 66.54-kilometre main alignment, a 4.22-kilometre spur to Kokodiagbene and 29 bridges. The corridor is intended to improve connectivity to coastal and oil-producing communities and create better conditions for economic activity. The NDDC has described the project as one being pursued in collaboration with the Delta State Government and Chevron Nigeria Limited.

These projects illustrate why infrastructure can be understood as a tool for reducing inequality of opportunity. A person living in a community separated from an urban centre by a river or poor road network does not begin with the same opportunities as someone living close to major transport infrastructure. Building the bridge or road does not make every person economically equal, but it can reduce one of the structural disadvantages affecting where that person lives. The same principle applies to health care, education, electricity and human-capital programmes. A person who acquires a skill and establishes a business may create employment for others. A graduate who receives advanced training may later contribute expertise to an institution or company. Improved roads can allow farmers to reach markets, while electricity can make small businesses more productive. Development therefore becomes a multiplier rather than a one-time transfer, particularly when projects are designed to benefit communities rather than only individual recipients.

The role of the Federal Government also needs to be acknowledged in assessing what has made these interventions possible. The NDDC’s budgets are funded from multiple sources, including statutory Federal Government contributions, contributions from oil companies and other revenues; its 2025 budget proposal, for example, identified ₦776.5 billion from the Federal Government alongside ₦752.8 billion from oil companies and other sources. President Bola Ahmed Tinubu’s administration has provided the policy and budgetary framework within which the NDDC has operated under Ogbuku, including federal support for the Commission’s programme of completing legacy projects. Ogbuku himself has publicly acknowledged the Presidency’s support and said that President Tinubu directed the Commission to complete legacy projects for the benefit of people in the Niger Delta. This federal support is relevant because the development being undertaken by the NDDC is not financed or implemented by its Managing Director alone. Ogbuku provides the administrative leadership of the Commission, while the institution operates within a statutory funding structure, federal appropriations, oil-company contributions, oversight by the National Assembly and collaboration with state governments and other partners. The distinction is important: credit for individual projects should therefore be understood within the wider institutional and financial system that makes their execution possible.

An egalitarian society does not necessarily mean that every individual will possess the same income, position or influence. Rather, it can mean creating conditions in which people’s starting circumstances do not permanently determine their possibilities. From that perspective, the significance of Ogbuku’s current development agenda lies in the attempt to address several barriers simultaneously: physical isolation through roads and bridges, economic exclusion through investment and enterprise, educational disadvantage through human-capital development, institutional weakness through governance reforms, and conflict through dialogue and Alternative Dispute Resolution.

The strongest measure of these initiatives will ultimately be their sustained effects on people’s lives. Announced investments must become actual investments, planned infrastructure must become completed and functioning infrastructure, and governance reforms must produce measurable improvements in transparency and service delivery. Nevertheless, the direction reflected in the NDDC’s recent activities provides a useful framework for understanding how regional leadership can pursue broader participation in development. The metaphor of the bridge extends beyond concrete and steel: the Kaa–Ataba Bridge, the Okrika–Borokiri connections and the Omadino–Okerenkoko–Escravos corridor seek to bridge physical separation; investment and human-capital programme seek to bridge economic and social gaps; Alternative Dispute Resolution seeks to bridge disagreements before they become destructive conflicts; while governance reforms and stakeholder engagement seek to bridge the distance between public institutions and the people they serve.

That combination is what makes the egalitarian argument compelling. The objective is not to pretend that every difference in society can disappear, but to widen the pathways through which people can participate, progress and share in development. Dr Samuel Ogbuku’s recent initiatives at the NDDC, particularly the Partners for Sustainable Development Conference, provide documented examples of an approach that places participation, accountability, partnership and opportunity at the centre of regional development.

Nigeria’s stratified social structure and its egalitarian aspirations coexist. The former is shaped by historical, geographical, and the natural differentiation of talents and efforts within a large, diverse society. The latter is advanced through intentional public action that enhances opportunities for mobility and dignity. In the Niger Delta, Dr Samuel Ogbuku’s leadership at the NDDC exemplifies this balance in a tangible manner. His commitment to achieving substantive outcomes—by dismantling barriers to advancement—is motivated not only by policy considerations but also by ethical responsibility and a recognition that a more inclusive region is vital to national stability and progress. Through investments in infrastructure, healthcare, education, and youth engagement, and by structuring empowerment so that individual progress catalyses broader community benefits, his leadership demonstrates that significant egalitarian progress is attainable even within a deeply stratified society. This approach does not pursue an unattainable ideal of perfect equality; rather, it seeks to effect visible improvements in daily life, enabling more Nigerians to advance regardless of their starting point. Although challenges remain, evidence of progress is apparent: opportunities are expanding, social barriers are gradually diminishing, and the prospect of genuine, shared prosperity in the Niger Delta is increasingly attainable.

Ibiso Oprite Amachree (19), Convener of the Youth for Change in Dokubo-Asari relied heavily on this maxim when he threw out the staggering figure of N2.7 trillion allegedly paid to the Olu of Warri and the Okunbo family for pipeline surveillance. This figure is not just an exaggeration; it is a mathematical absurdity, an operational impossibility, and a profound insult to the intelligence of the Nigerian public.

“To put N2.7 trillion into proper perspective, one must look at the audited national budgets of the Federal Republic of Nigeria and the capital expenditure profiles of the Nigerian National Petroleum Company Limited (NNPCL).

“NNPCL’s Production Cost Thresholds: For NNPCL to award a single surveillance contract worth N2.7 trillion to an individual or a localised cluster of individuals would mean allocating a massive chunk of the nation’s gross oil revenues purely to grass-clearing and pipe-watching. This would instantly bankrupt the national oil company and trigger immediate red flags across international financial institutions and joint venture partners.

“While valid national infrastructure budgets must be shared equitably across 36 states and the FCT, and actual surveillance spending is distributed across multiple legitimate regional firms and security agencies, Asari’s N2.7 trillion claim stands alone as a fictional allocation that wildly exceeds actual sector ceilings.”

Diden also defended the traditional institution of the Olu of Warri, arguing that the Warri Kingdom predates Nigeria’s modern political structure and has a history spanning more than 500 years.

“The Throne of the Olu of Warri (Ogiame) is not a creation of the Nigerian state, nor is it a product of post-colonial political patronage. The Warri Kingdom boasts an unbroken ancestral lineage stretching back over 500 years, characterised by sophisticated administrative structures, early international diplomacy with European empires in the 15th and 16th centuries, and a deeply institutionalised culture of law, order, and dignity.

“When the Olu of Warri, Ogiame Atuwatse III, speaks or acts, he does so as the custodian of a proud civilisation. He does not operate from a position of agitation, nor does he look for validation through social media rants. The Palace functions as an institution of peace, structural development, and cross-cultural collaboration.

“To compare this grand, historic institution to a private military enterprise or to suggest that a revered monarch is competing on the same level as an ex-militant commander for pipeline security crumbs is a calculated attempt to desecrate the crown.”

The CODAFA president also defended the late Okunbo’s business legacy and that of his son, Osahon Idahosa.

“Equally egregious is the attack on Osahon Idahosa and the legacy of his late father, the iconic Captain Hosa Okunbo. Captain Hosa was a visionary entrepreneur, a brilliant aviator, and a commercial trailblazer who redefined maritime security and logistics in Nigeria through pure intellect and corporate strategy.

“Unlike those who gained leverage by disrupting oil production, blowing up pipelines, and kidnapping expatriates, Captain Hosa built legitimate corporate entities, such as Ocean Marine Solutions (OMS), that provided institutional, non-violent, technologically advanced security frameworks for Nigeria’s maritime assets. He proved to the world that the Niger Delta could secure its infrastructure using global corporate standards rather than crude intimidation.”

Diden argued that corporate security models based on governance, legal compliance and community engagement offered a different approach from what he described as the reliance of former militant groups on armed threats and government settlements.

He further alleged that Dokubo-Asari’s criticism of Idahosa sought to undermine indigenous business success and perpetuate the notion that armed agitation was the only route to participation in the oil industry.

According to him, such a narrative undermines the aspirations of young people in the Niger Delta who seek to succeed through education, business and professional development.

Diden also criticised what he described as the Nigerian state’s exploitation of oil-producing communities, arguing that the region’s natural resources had generated substantial revenue for the federation without corresponding benefits for host communities.

“The real villain in this scenario is not any traditional ruler or regional contractor; it is the Nigerian rentier state, which has systematically marginalised, oppressed, and exploited the very people and lands that sustain its economy.

“The ancestral lands over which the Olu of Warri holds spiritual and traditional sovereignty sit directly atop one of the richest, most geographically dense oil and gas deposits on the African continent.
