Nigeria continues to grapple with terrorism, banditry, kidnapping for ransom, cyber-enabled crime, transnational organised crime, financial crimes, and other complex security challenges that increasingly transcend traditional methods of investigation and prosecution.\u003C\u002Fp>\n\n\n\n\u003Cp>“Criminal networks have become more sophisticated, leveraging technology and operating across jurisdictions. Our legal and institutional responses must therefore be equally dynamic, innovative, and forward-looking,” the senior lawyer said.\u003C\u002Fp>\n\n\n\n\u003Cp>Akinseye-George, who was represented by a senior official of the CSLS, Mrs. Chiamaka Anyaegbu, while acknowledging efforts by the federal government in curtailing crimes in the country, observed that sustainable peace depends on an effective, credible, and accountable criminal justice system.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, “Indeed, every successful investigation that culminates in a lawful prosecution, every conviction secured through due process, every victim whose rights are protected, and every accused person whose constitutional guarantees are respected reinforces the legitimacy of the rule of law. The Administration of Criminal Justice Act and the various ACJLs are therefore not merely procedural statutes; they are strategic instruments for national security, democratic governance, human rights protection, and public confidence in state institutions.\u003C\u002Fp>\n\n\n\n\u003Cp>“It is against this backdrop that today’s workshop assumes even greater significance. Our objective is to critically examine the emerging trends shaping criminal justice administration at the pre-trial, trial, and post-trial stages, identify legislative and institutional gaps, and explore practical reforms that will strengthen both the implementation and future development of the ACJA and the various ACJLs across the Federation.\u003C\u002Fp>\n\n\n\n\u003Cp>“As practitioners and policymakers, we must continually ask ourselves difficult but necessary questions: Are our existing laws sufficiently responding to new forms of criminality? Are technological innovations such as digital evidence, electronic case management, artificial intelligence, and virtual proceedings being effectively integrated into our criminal justice processes? Are our institutions adequately balancing efficiency with fairness? Are victims receiving the protection they deserve while the constitutional rights of suspects and defendants remain fully safeguarded? Most importantly, are we building a criminal justice system that commands the confidence of the Nigerian people?\u003C\u002Fp>\n\n\n\n\u003Cp>“These are not merely theoretical questions. They are practical issues that confront investigators, prosecutors, judges, magistrates, correctional officers, legal practitioners, policymakers, civil society organisations, and indeed every institution responsible for the administration of justice.”\u003C\u002Fp>\n\n\n\n\u003Cp>The centre, while claiming that the implementation of the ACJA so far has demonstrated that thoughtful legislative reform can produce meaningful institutional changes, urged that the next phase of criminal justice reform must be proactive rather than reactive.\u003C\u002Fp>\n\n\n\n\u003Cp>“It must anticipate emerging challenges before they become systemic problems. This calls for evidence-based legislative review, stronger institutional collaboration, greater investment in technology, continuous professional development, and a sustained commitment to implementation.\u003C\u002Fp>\n\n\n\n\u003Cp>“That is why today’s conversations are so important. I encourage every participant to engage actively and openly. Share your institutional experiences. Challenge assumptions where necessary. Learn from one another. Let us move beyond identifying problems to developing practical, implementable solutions that will improve the administration of criminal justice across Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>“At the Centre for Socio-Legal Studies, we remain committed to supporting criminal justice reform through rigorous research, legislative review, policy development, capacity building, strategic litigation, monitoring, and multi-stakeholder collaboration. Rights.\u003C\u002Fp>\n\n\n\n\u003Cp>In the landmark decision, the court held that the actions of the Nigerian Police Force (NPF) in detaining the journalist and seizing his mobile phone were excessive, unjustified, and in violation of international law.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>According to the court, the actions of the security operatives suppressed Oyekunle&#8217;s live coverage, thereby breaching his right to freedom of expression under Article 9 of the African Charter.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>It further ruled that his assault and detention violated his rights to personal liberty, human dignity, and freedom from degrading treatment under Articles 6 and 5, while the temporary seizure of his phone violated his right to property under Article 14.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>It dismissed as lacking in merit an objection the FG filed to challenge the competence of the suit.\u003C\u002Fp>\n\n\n\n\u003Cp>The ECOWAS Court maintained that Nigeria&#8217;s justification for manhandling the journalist failed the test of necessity under international law, making the conduct of the security forces excessive and unlawful.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>The judgment followed a suit marked ECW\u002FCCJ\u002FAPP\u002F29\u002F25, which Avocats Sans Frontières France (Lawyers Without Borders France) filed on behalf of the assaulted journalist.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>The group filed the suit on June 22, 2026, under its eRIGHTS project supported by the European Union, which focuses on defending human rights in the digital space.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Oyekunle, who is a staff member of the Daily Independent Newspaper and currently the secretary of the Nigeria Union of Journalists (NUJ), Federal Capital Territory chapter, was physically assaulted and unlawfully detained while covering a protest.\u003C\u002Fp>\n\n\n\n\u003Cp>His camera was damaged, and his mobile phone was seized by armed police officers on the orders of a former Commissioner of Police in the FCT, Benneth Igweh.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Oyekunle had gone to the Eagle Square in Abuja on August 1, 2024, to cover the #EndBadGovernanceInNigeria protests when he was badly manhandled by a police officer.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Meanwhile, reacting to the court judgment, the country director of Avocats Sans Frontières France, Ms. Angela Uwandu Uzoma-Iwuchukwu, described it as a victory for the free press.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;This judgment sends a clear message that a journalist&#8217;s digital tools are extensions of the modern press and newsroom, and their arbitrary confiscation by security forces is a direct assault on the public&#8217;s right to know.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;The Court&#8217;s pronouncement adds to growing jurisprudence from the regional court protecting journalists and human rights defenders who document protests and public-interest events.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;ASF France will continue to monitor compliance with the judgment and provide legal aid to journalists facing similar violations.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;For Avocats Sans Frontières France and the eRIGHTS project partners, this ruling fortifies legal protections for journalism in the digital age.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;It shields reporters from tech-based censorship and intimidation, puts security agencies on notice that targeting media during protests will attract accountability, and reaffirms the ECOWAS Court as a vital shield for civic space in the region,&#8221; Babirye Milly Babalanda, in a ministerial statement delivered on behalf of President Yoweri Kaguta Museveni at the Uganda Media Centre Thursday. Speaking to the media, Minister Babalanda reaffirmed Government&#8217;s unwavering commitment to eliminating corruption, improving service delivery and entrenching a culture of integrity, transparency and accountability across the public service.\u003C\u002Fp>\n\u003Cp>&#8220;The President has made it unequivocally clear that corruption remains one of the greatest threats to Uganda&#8217;s socio-economic transformation,&#8221; the Minister said. &#8220;He has therefore directed all Government institutions to intensify the fight against corruption and ensure that every public official is fully accountable for the resources entrusted to them.&#8221;\u003C\u002Fp>\n\u003Cp>She emphasized that corruption is not merely an administrative weakness but a direct assault on national development, denying citizens quality public services and undermining Government&#8217;s investments in roads, schools, hospitals, water systems, electricity, markets and wealth creation programmes.\u003C\u002Fp>\n\u003Cp>The Minister noted that despite substantial Government investment in development programmes, corruption, negligence, weak supervision and poor accountability continue to manifest through inflated contracts, abandoned projects, ghost workers, ghost beneficiaries, fraudulent payments, diversion of public funds and substandard works.\u003C\u002Fp>\n\u003Cp>She said such practices will no longer be tolerated, warning that Government is strengthening oversight mechanisms to ensure that every public official upholds the highest standards of integrity and professionalism.\u003C\u002Fp>\n\u003Cp>RDCs Ordered to Lead Corruption Fight\u003Cbr \u002F>\nRecognising RDCs and RCCs as the President&#8217;s representatives in their respective districts and cities, Minister Babalanda directed them to become the frontline defenders of accountability by closely monitoring every Government project from planning and procurement through implementation, completion and commissioning.\u003C\u002Fp>\n\u003Cp>She instructed all RDCs to maintain comprehensive district project monitoring registers capturing project progress, contractor performance, implementation challenges and recommendations, with regular reports submitted to the Office of the President.\u003C\u002Fp>\n\u003Cp>The Minister further directed RDCs to work closely with Chief Administrative Officers, District Engineers, District Planners, Community Development Officers and other technical officers to ensure that Government funds are utilised strictly for their intended purposes.\u003C\u002Fp>\n\u003Cp>She warned that bribery, procurement fraud, ghost workers, ghost projects, inflated contracts, diversion of public funds, collusion between public officials and contractors, and certification of incomplete works constitute serious acts of corruption that must be detected early, investigated thoroughly and reported without delay.\u003C\u002Fp>\n\u003Cp>To strengthen citizen participation in the anti-corruption campaign, the Minister directed all RDC offices to prominently display the Government&#8217;s toll-free anti-corruption hotline (0800-320-320), encouraging members of the public to report cases of bribery, misuse of public resources, abuse of office and poor-quality Government projects.\u003Cbr \u002F>\nShe stressed that accountability is a shared national responsibility requiring vigilance from both public officials and ordinary citizens.\u003C\u002Fp>\n\u003Cp>Strengthening PDM Oversight\u003Cbr \u002F>\nThe Minister also announced that the Ministry for the Presidency will shortly commence nationwide monitoring of the Parish Development Model (PDM) to ensure that funds are reaching intended beneficiaries and delivering meaningful improvements in household incomes.\u003C\u002Fp>\n\u003Cp>RDCs were instructed to work closely with local government technical teams to verify beneficiary records, monitor enterprise performance, oversee extension services and strengthen loan recovery mechanisms.\u003Cbr \u002F>\nShe further directed full utilisation of the Parish-Based Management Information System (PBMIS) to improve transparency, data accuracy and accountability throughout programme implementation.\u003C\u002Fp>\n\u003Cp>Highlighting Government&#8217;s commitment to wealth creation, the Minister cited data from the Ministry of Agriculture and the African Development Bank showing significant growth in agricultural production under Government interventions, with banana production increasing by more than 140 percent, root crops by 67 percent, cereals by 34.5 percent and oil crops by 32 percent.\u003C\u002Fp>\n\u003Cp>She also noted that Government has doubled PDM funding from UGX 100 million to UGX 200 million per parish as part of efforts to accelerate wealth creation and support Uganda&#8217;s long-term objective of growing the economy to USD 500 billion by 2040.\u003C\u002Fp>\n\u003Cp>Public Officials Urged to Support Local Production\u003C\u002Fp>\n\u003Cp>Meanwhile, the minister expressed concern over Uganda&#8217;s growing trade imbalance with Tanzania, noting that according to the URA 2024\u002F25 Databook, Uganda imported goods worth UGX 12.46 trillion from Tanzania while exports stood at between UGX 602.25 billion and UGX 675.25 billion.\u003Cbr \u002F>\nShe challenged public officials to champion local production by supporting Government programmes aimed at increasing agricultural productivity and reducing dependence on imported commodities that can be competitively produced within Uganda.\u003C\u002Fp>\n\u003Cp>&#8220;We should be producing sufficient food for our domestic market while exporting surpluses to the concluded by urging all Ugandans to become active partners in safeguarding public resources by reporting corruption, bribery, misuse of Government funds and poor workmanship on public
