the current momentum will not be disrupted by the general election due in early 2027, Fitch Ratings has revised the outlook for Nigeria’s Long-Term Issuer Default Ratings (IDRs) from Stable to Positive, affirming the rating at ‘B’.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>The global ratings agency released its latest stance on the country at the weekend, underscoring key drivers behind its revision of Nigeria’s Outlook, including expected policy continuity; stronger external buffers; a restrictive monetary stance; reduced inflation; and higher oil production and refining capacity.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>Reacting to Fitch’s positive outlook, the Minister of Finance and Coordinating Minister of the Economy, Mr. Taiwo Oyedele, reaffirmed the federal government’s resolve to sustain reform momentum and a disciplined, market-reflective, and transparent foreign exchange regime.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>According to Fitch, the Outlook revision reflected ongoing reform of Nigeria’s policy framework and its increased confidence that the momentum will not be disrupted by upcoming elections.\u003Cbr>It affirmed that the monetary and exchange rate reforms had supported greater naira flexibility, disinflation and faster-than-expected FX reserve accumulation, while improved reserve quality enhances resilience to shocks.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>Fitch stressed that the continued reform implementation was strengthening monetary policy transmission and should support further disinflation, although inflation will remain well above Nigeria’s peers.\u003Cbr>It said, “Nigeria’s ratings reflect its large economy, a relatively developed and liquid domestic debt market, large oil and gas reserves and an improved macroeconomic policy framework.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“The rating is constrained by weak governance indicators, high hydrocarbon dependence, high inflation, security challenges and structurally low government revenue relative to peers.”\u003Cbr>On the expected policy continuity metric, Fitch said, “The incumbents are well positioned to win the early 2027 elections due to the ruling party’s control of the majority of Nigeria’s 36 states and a fragmented opposition.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“As a result, we expect broad economic policy continuity, including in relation to reforms that have contributed to improved policy credibility, higher external liquidity and enhanced resilience to external shocks.\u003Cbr>“Risks to our baseline stem from significant policy slippage, including fiscal loosening, weaker capital inflows or major social instability.”\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>It also observed that gross FX reserves rose to $54.9 billion on September 25, 2026, from $32 billion in mid-April 2024, supported by increased formalisation of FX transactions, strong portfolio inflows and higher export receipts and remittances.\u003Cbr>“We forecast the current account surplus will widen to 6.4% of GDP in 2026, but we expect it to narrow in 2027 amid our expectation that global oil prices will fall to 70\u002Fbarrel from 87\u002Fbarrel in 2026,” Fitch said.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>Providing more context, it pointed out that reserve quality had improved as the Central Bank of Nigeria (CBN) reduced its FX liabilities, with net FX reserves at $34.8 billion at the end of 2025 from about $4 billion at the end of 2023.\u003Cbr>“We expect the naira to trade broadly around the current level through end-2026, despite the prospect of lower oil prices in 2027-2028,” it stressed.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>On restrictive monetary stance and reduced inflation, Fitch viewed the CBN’s September policy adjustment as a calibrated easing consistent with improving policy transmission.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>Fitch said it expected the CBN to remain cautious amid high food and fuel prices and external risks, while forecasting average annual inflation to moderate, due to naira stability and tight monetary policy, to 15.4 per cent in 2026, less than half the 2024 level, but well above the forecast ‘B’ median of 5.6 per cent.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>On higher oil production and refining, Fitch noted that crude oil production, excluding condensates, rose 10 per cent quarter -on-quarter (Q-on-Q) in 2Q26 and has met Nigeria’s 1.5mbpd OPEC target since May 2026, averaging 1.52mbpd.\u003Cbr>“We expect production to remain around this level in the near term, supported by improved security and domestic investment, but below pre-pandemic levels.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“Dangote refinery’s ramp-up and rehabilitation of other facilities leading to increased production of refined products has reduced refined oil imports and FX demand, but limited domestic crude supply will partly maintain reliance on imported crude, Fitch said.\u003Cbr>Overall, Fitch noted that Nigeria has a low World Bank Governance Indicators (WBGI) ranking at the 20th percentile, reflecting weak institutional capacity, uneven application of the rule of law and a high level of corruption.\u003Cbr>Despite Nigeria’s positive outlook, the ratings agency outlined downside risks or sensitivities that could individually or collectively lead to negative rating action\u002Fdowngrade.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>They include: A deterioration in the credibility and consistency of monetary and fiscal policymaking and FX management, resulting in renewed inflationary pressures and greater distortions in the FX market.\u003Cbr>It also cited renewed external liquidity stress arising, for example, due to lower oil prices and more constrained external financing sources.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>Fitch also cited sustained widening of the fiscal deficit, which significantly increases the debt\u002FGDP burden and international rating agencies on Nigeria in 2026, citing S&P Global Ratings, which upgraded Nigeria to ‘B’ from ‘B-‘ in May, and Moody’s Ratings, which revised its outlook to Positive in August.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>He noted that separately, FTSE Russell returned Nigeria to Frontier Market status with effect from September 21, 2026, adding that taken together, these decisions reflected a converging and increasingly favourable assessment of Nigeria’s reform trajectory.\u003Cbr>The minister explained that Fitch’s Positive Outlook further validated the difficult but necessary reforms implemented under the current administration, saying its medium-term ambition was to place Nigeria firmly on the path to investment grade.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>Oyedele assured that the administration would, among other things, focus on raising revenue through full implementation of the new tax laws and efficient tax administration, and improve fiscal governance through spending efficiency, budget execution, and transparent debt management.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>According to him, the government would pursue structural reforms that support non-oil growth and economic diversification and accelerate the conversion of macroeconomic stability into shared prosperity through food security, decent Action Alliance has also thrown its weight behind the political alliance led by the Minister of the Federal Capital Territory, Nyesom Wike.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>The Action Alliance says its decision is informed by the need to promote peace, unity and development in Rivers State, while pledging to work with the coalition and support its candidates across the state’s 23 local government areas and wards.\u003C\u002Fp>\u003Cp>The party’s State Chairman, Dumbari Nwigbarato, made the position known while announcing the party’s endorsement in Port Harcourt, on behalf of himself and the State Executive Committee.\u003C\u002Fp>\u003Cp>Nwigbarato urged party supporters, political associates and residents to align with the Rainbow Coalition, expressing confidence that the alliance would contribute to the state’s progress.\u003C\u002Fp>\u003Cp>“We urge all our supporters, political associates and the good people of Rivers State to align with the Rainbow Coalition for the betterment of this state,” he said.\u003C\u002Fp>\u003Cp>He also called on whoever emerges victorious in the political contest to support other candidates and carry them along, stressing the importance of unity and cooperation.\u003C\u002Fp>\u003Cp>“We urge whoever emerges victorious to support and carry other candidates along in the spirit of truth, unity, love and progress of Rivers State,” Nwigbarato said.\u003C\u002Fp>\u003Cp>Addressing concerns that the Rainbow Coalition represents Wike’s personal political agenda and a quest for national power in Rivers State, the Action Alliance chairman said the party’s decision was not based solely on the influence of one individual.\u003C\u002Fp>\u003Cp>He explained that the party was backing the coalition because of its own political structure across the state and the presence of its candidate within the alliance.\u003C\u002Fp>\u003Cp>“We are not only throwing our support to the Rainbow Coalition just because of one person. margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" >\u003C\u002Fdiv>\n\u003Cp>The Coalition of Civil Society Organisations for Good Governance (CCSOGG) has called for an evidence-based assessment of surveillance contracts for pipelines in the Niger Delta, as it called on stakeholders to avoid claims that are not verified, which are capable of undermining critical national security operations.\u003Cbr>The coalition kicked against allegations surrounding the value and performance of\u003Cbr>the Pipeline Infrastructure Nigeria Limited (PINL) and its Project Director, Osahon Okunbo, as it relates to the company’s pipeline surveillance contract.\u003Cbr>A statement issued by the group’s spokesman, Comrade Declan Ihekaire, said legitimate questions about government contracts should be addressed through official documents and verifiable evidence rather than unsubstantiated claims.\u003Cbr>According to the coalition, it has followed with serious concern the renewed controversy surrounding pipeline surveillance contracts in the Niger Delta, particularly the allegations being circulated against Pipeline Infrastructure Nigeria Limited (PINL) and its Project Director, Mr. Osahon Okunbo.\u003Cbr>“We consider it necessary to speak at this time, not because legitimate questions about public contracts should be suppressed, but because public accountability must be based on facts, documents and verifiable evidence, not sensational allegations capable of damaging reputations, destabilising communities and undermining critical national security operations.\u003Cbr>“The Coalition therefore rejects, in its entirety, the attempt to portray PINL and Mr. Osahon Okunbo as beneficiaries of some fictitious ₦2.7 trillion personal pipeline surveillance arrangement.\u003Cbr>The group said further, “If there are questions about government expenditure, the appropriate response is for the relevant authorities to publish the contracts, payment schedules, scope of work and performance records and allow Nigerians to interrogate them. What is unacceptable is the circulation of figures without documentary evidence and the subsequent use of such figures to blackmail individuals”, the group said.\u003Cbr>“We are particularly concerned that a figure of ₦2.7 trillion has been publicly associated with PINL and Mr. Osahon Okunbo.” It said.\u003Cbr>“As at today, no credible documentary evidence has been publicly produced establishing that PINL receives ₦2.7 trillion annually for pipeline surveillance. Indeed, recent reports on the controversy have equally noted the absence of publicly presented contract or payment records supporting that allegation.\u003Cbr>“The Coalition is therefore demanding a simple standard:\u003Cbr>If the allegation is true, let the document be produced.\u003Cbr>If it is not true, those responsible for spreading it must have the courage and responsibility to correct the record”, it said.\u003Cbr>It is dangerous to casually attach such an enormous figure to a named individual, particularly when that individual is involved in a sensitive national security assignment. Such allegations can expose the person, his family, employees and communities associated with the operation to unnecessary hostility and security risks.\u003Cbr>“We have also examined available information surrounding the PINL arrangement and wish to make clear that the figure being bandied about in the public space should not be confused with the actual value of the contract attributed to PINL.\u003Cbr>“The Coalition’s understanding is that the PINL contract is in the region of ₦150 billion, and certainly not the ₦2.7 trillion figure being irresponsibly attributed to the company or its leadership. We challenge anyone who has documentary evidence to the contrary to publish it”, the coalition said.\u003Cbr>It further noted that “This distinction is important because a government contract is not automatically the personal income of the individuals managing the company. A contract value covers personnel, equipment, logistics, security operations, technology, subcontractors, community engagement and other operational obligations.\u003Cbr>“It is therefore intellectually dishonest to take a corporate contract figure, whatever it may be, and present it as money personally collected by an individual.”\u003Cbr>The coalition said available information suggested that the figure being circulated should not be confused with the actual value of the contract attributed to PINL, which it put at about N150 billion.\u003Cbr>It stressed, however, that contract values should not be equated with personal income, noting that such agreements typically cover personnel, equipment, logistics, security operations, technology, community engagement and other operational expenses.\u003Cbr>The group urged the federal government and relevant agencies to assess pipeline surveillance contractors based on measurable performance, including reduction in vandalism, protection of crude oil production, community relations, technology deployment and value for money.\u003Cbr>It said PINL is responsible for surveillance operations along the Eastern Corridor of the Trans Niger Pipeline, covering parts of Rivers, Bayelsa, Abia and Imo states.\u003Cbr>The coalition cited figures attributed to the company indicating a significant reduction in pipeline infractions and vandalism attempts compared with previous years.\u003Cbr>It also referred to reports by PINL that there had been no reported pipeline vandalism on sections of the Trans Niger Pipeline in Bayelsa and the wider corridor during a period under review, attributing the development to collaboration among the company, security agencies and host communities.\u003Cbr>The group said such claims should be independently assessed by relevant government authorities.\u003Cbr>It also highlighted the reported involvement of traditional rulers, youth leaders, women and other community stakeholders in pipeline surveillance activities.\u003Cbr>According to the coalition, PINL’s operations cover about 215 communities along the Eastern Corridor, while the company has also reported engaging thousands of youths in surveillance and related activities.\u003Cbr>The group said community participation was important to the protection of oil and gas infrastructure, particularly in areas characterised by difficult terrain and extensive waterways.\u003Cbr>The coalition also commended the reported deployment of technology in pipeline surveillance, including drones, surveillance stations, security vessels, mobile response units and round-the-clock monitoring.\u003Cbr>It said Nigeria needed to strengthen the use of technology and intelligence alongside conventional security arrangements to protect critical oil and gas infrastructure.\u003Cbr>The coalition further urged the federal government to conduct independent assessments of all contractors before deciding whether existing arrangements should be retained, reviewed or
