The Head of the State House Anti-Corruption Unit (SH-ACU), Brig. Gen. Henry Isoke, has urged security officers to treat corruption as a national security threat, warning that it undermines public institutions, weakens service delivery and diverts resources meant for national development.
Brig. Gen. Isoke made the remarks yesterday while addressing officers attending the Basic Crime Intelligence Course at the Police Training School in Kabalye, Masindi District, where he delivered a presentation titled “The Role of SH-ACU in the Promotion of National Security and Development.”
He emphasised that the fight against corruption requires collective responsibility, urging the officers to uphold integrity and actively combat the vice wherever they serve.
“ You have to fight corruption wherever you are,” Brig. Gen. Isoke stressed, reiterating President Yoweri Kaguta Museveni’s call for every citizen to play a role in the fight against corruption.
He challenged the trainees to demonstrate professionalism and integrity in the execution of their duties, noting that corruption within security institutions compromises public trust and threatens national stability.
Brig. Gen. Isoke also echoed the message of the Inspector General of Police, Abas Byakagaba, who has urged police officers to reject corruption, prioritise service delivery and live within their means to protect their careers and maintain public confidence in the force.
Anti-corruption campaign gains momentum
The SH-ACU head briefed the officers on progress under the Expose the Corrupt National Campaign, championed by the Minister of Local Government, Hon. Balaam Barugahara Ateenyi, in response to the President’s directive: “No More Sleep, No More Corruption and No Tolerance for Non-performers.”
The campaign brings together several institutions, including SH-ACU, the Internal Security Organisation (ISO), the Office of the Director of Public Prosecutions (ODPP), the Ministry of Works and Transport, the Uganda Police Force and the Criminal Investigations Directorate (CID).
Through the initiative, several public officers have been apprehended, while others have been interdicted to facilitate investigations into alleged corruption and related offences.
Brig. Gen. Isoke called for stronger inter-agency cooperation, emphasising that coordinated efforts are essential to ensuring accountability, protecting public resources and strengthening the fight against corruption.
He told the intelligence trainees that integrity, loyalty and hard work would be critical to their professional growth and effectiveness in intelligence work, urging them to remain committed to serving the country with diligence and patriotism.
Isoke commends Crime Intelligence leadership
Brig. Gen. Isoke also commended the Director of Crime Intelligence in the Uganda Police Force, AIGP Maj. Gen. Christopher Damulira, for his efforts to transform the directorate, particularly through increased engagement with communities and young people, including those living in urban informal settlements commonly referred to as ghettos.
He noted that community engagement helps build trust between security agencies and the public, strengthens intelligence gathering and contributes to peace, security and national development.
At the Police Training School in Kabalye, Brig. Gen. Isoke was received by the Deputy Commandant, SSP Joel Tubanone, and the School Administrator, SSP Mworrozi Byaruhanga.
