The generators arrived 5th October, 2026. Whether the purchase was legal or not, or whether the machines are brand new, refurbished or second hand, are separate questions. No politician, political actor or activist ruminating in unending and depthless analysis in social media accusing the government of baseless corruption and or lack of transparency in the transaction has tendered documents to prove their veracity.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">They should stop posting to impress the public with false narratives and if they are so invested, let them file Access to Information requests to get the facts that the public deserves.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">For those who care, here is a breakdown of what has been publicly verified in this matter.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Two 10.5mw generators, 21mw total, arrived at Banjul Port on 5th October, 2026, purchased from China. Nawec Managing Director Gallo Saidy said “the machines have never been used” and need only installation, with commissioning expected by end of October.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">A third 10.5mw unit is reportedly en route. Vice President Muhammed Jallow stated the generators are part of the government’s “rapid response” to the power crisis that triggered protests since June. Saidy also stated the contract was “refinanced by the contractor”. That phrase is technically significant and legally loaded. It implies a financing arrangement, not a straightforward cash purchase.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The real compliance questions naysayers must then ask these questions:\u003Cbr>(1) The GPPA approval: Thresh hold. Under the Gambia Public Procurement Authority (GPPA) Act 2014, any proposed contract valued at D1,000,000 and above must be submitted to GPPA for approval, along with the complete contract file. Two 10.5mw generators, even at conservative international pricing, far exceed this threshold. The compliance question therefore is: Did Nawec or the Ministry of Energy file for GPPA approval? If yes, under what procurement method, open tender, restricted tender, or single source? If single source, what statutory ground was invoked: emergency, proprietary, or otherwise?\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">(2) Single source justification: GPPA regulations permit single-source procurement only under narrow conditions, including genuine emergency where the situation threatens public safety and competitive bidding is impractical. The June 2026 power crisis created documented public hardship, hospital failures, business closures, protests. But the government took about four months to deliver these generators. The compliance question: Was the emergency continuous and unforeseeable, or was there sufficient time to run a competitive process? The procurement file must contain a written justification. If it does not, the legal basis for single sourcing collapses.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">(3) The “refinanced by contractor” structure: VP Jallow and MD Saidy confirmed that the contract was “refinanced by the contractor”. This is therefore not a standard government cash purchase. It could mean: supplier credit, deferred payment, build-own-operate-transfer, or a hidden loan. The compliance question here then is: Is this a procurement contract or a financing agreement? If it is a financing arrangement, it falls outside\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">GPPA procurement rules into Ministry of Finance debt management rules, which have their own auditing procedures.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">(4) Price benchmarking: Two 10.5mw diesel or heavy fuel oil generator sets have an international price range. The compliance question is not “does it look expensive” but “what was the contract price per mega watt compared to alternative suppliers and alternative technologies.” Without the contract value, no price-based corruption claim can stand.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">(5) The audit trail already exists: The National Audit Office’s 2025 report found that the Ministry of Finance vired D329,505,582 from the Contingency Fund for routine, predictable expenses, not emergencies, without parliamentary approval. Although the same report found no gap analysis comparing the budget against IMF Public Investment Management recommendations, if the generators were funded through Contingency Fund virement or supplemental appropriation, mechanisms exist in government to checked these against the same patterns.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">(6) What interested political pundits must obtain: They must stop playing on the minds of the unsuspecting public for political points. Inconsistent and baseless social media ranting will not cut it. To compile a consistent and coherent set of facts for genuine public consumptions, they must file for the details in a formal request under The Gambia Access to Information Act 2021. That law explicitly requires disclosure of all contracts, licenses, permits, authorisations and public-private partnerships.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">My advice to interested politicians, political actors and activists is that they are fighting with slogans in social media against a government in a matter in which they (government) control the paper trail. That is a losing strategy. The Access to Information Act gives members of the public the right to demand these documents. The Information Commission has power to impose fines and issue binding orders to government officials. For fact-based public education, use it to feed your audience with the facts they need to help you in your fight against the government. If you file a request and are refused, that refusal itself is your evidence, and the burden then shifts to the government to justify the exemption. This is democracy at work and in The Gambia, it is the handiwork of President Adama Barrow.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">This is a transparent government and I am sure they will not shy away from disclosing a procurement contract for “commercial confidentiality” when the contract is already executed and publicly celebrated at a port ceremony. If you obtain the documents and find violations, then you have a case. Not a Facebook case! A case that can go to the Ombudsman, the Information Commission, the National Assembly, or the courts. If you obtain the documents and they show compliance, then you owe the public a correction with your credibility dumped in the gutter in the face of the public you are trying so hard to impress.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">These generators are in fact only a symptom of a bigger picture which is The Gambia’s public procurement system under this government. In pursuit of this important question, do not confuse “no public tender” with “corruption in government.” Emergency procurement is lawful when the legal conditions are met. Your job is to test whether those conditions existed and whether they were documented, not to assume they did not because you want to make the government look weak on the eve of crucial presidential As a result, commissioning was delayed for seven years until the Federal Government intervened.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">She said, “As you may know, politics got in the way, human error impacted the project, and it was delayed just as we were about to commission it. So for seven years, we were simply maintaining the facilities that were already in place. We had staff who had to be paid to keep maintaining them.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Eventually, when we determined the exact amount needed to complete the project—after President Jonathan intervened and his successor, the late President Muhammadu Buhari, directed his team to resolve the issues arising from the privatization—we were thrilled that Afreximbank stepped in. They shared our vision and understood the impact the project would have on the community.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“I believe that was the turning point for them. Seeing Aba’s potential as an industrial hub in Africa made them far more willing to find a way to make the project work.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“They have been exceptionally supportive. As for our initial financiers, I must commend Diamond Bank and its late founder, Mr. Pascal Dozie.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“They shared our vision at a time when most banks were only offering short-term loans to traders—asking them to import goods, sell quickly, and return the funds. Mr. Dozie foresaw the strategic value of a project like this and understood its long-term impact on their Aba customers, who are predominantly traders. He bought into that vision and provided the initial funding to get us started. Although subsequent challenges prolonged completion, Afreximbank ultimately came to the rescue.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“At that crucial juncture, we needed $50 million, and they provided it. Honestly, Afreximbank’s role in all of this was remarkable. Ordinarily, a bank or financier would walk away from a project facing the kinds of hurdles we had at the time.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“We were operating in an environment where the government had breached the terms of our signed agreement. We were dealing with civil and public service officials who knew what needed to be done but refused to act.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“There was little to offer them comfort beyond the sheer determination of our lead investor. For him, it wasn’t merely a financial venture; his drive to see the project through was fueled by a desire to create a lasting, positive impact on people’s lives.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“That is why he returned from the U.S. I believe the former President of Afreximbank, Prof. Benedict Oramah—who is familiar with this region—along with the current Director-General of the WTO, Dr. Ngozi Okonjo-Iweala, played key roles. Dr. Okonjo-Iweala had previously visited Aba with former World Bank President James Wolfensohn to explore ways to support SMEs. During that visit to Ariaria Market, business owners emphasized that their primary need was a reliable power supply. That realization inspired this project.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Prof. Barth Nnaji’s commitment to the people of Ariaria kept him going; he gave his word and was determined to honor it.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“When Afreximbank evaluated these factors, recognized the project’s broader impact, and saw that key officials under the Buhari administration—including Power Minister Babatunde Fashola and Vice President Yemi Osinbajo—were aligned on fixing the issues from the privatization period, it gave them confidence.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Gradually, they began working with us. They brought in technical advisors and financial experts to review the numbers, engage with local businesses, and gauge the needs and payment readiness of industrial customers. We engaged an independent organization to conduct that survey.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“The survey results reinforced their belief that this project would deliver the meaningful impact they aim to make across Africa.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Geometric Power as a Model\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Mrs. Nnaji described Geometric Power as clear proof that private sector-led investments in power can succeed and represent the most viable path to achieving a stable electricity supply in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">She noted: “Geometric Power is proof that private-led investment in the power sector can succeed.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The Missing Link in Nigeria’s Power Privatization\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The GMD noted that the country’s power sector privatization could have resolved years of inefficiency had it been managed objectively.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">She expressed regret that ongoing challenges across the broader power sector stem directly from political interference during the privatization process.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">She said: “It is a pity the privatization unfolded as it did. If it had been executed as originally structured—free from godfatherism and nepotism—we would have selected investors, particularly at the DisCos level, with the requisite technical expertise and financial capacity to upgrade infrastructure. The outcome would have been entirely different.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“For the DisCos, the priority should not have been how much an investor paid for the asset, but how drastically they could reduce Aggregate Technical, Commercial, and Collection (ATC&C) losses. Significant loss reduction requires heavy infrastructural investment—such as building new substations and constructing high-capacity 33 kV power lines rather than relying on 11 kV or 4.15 kV lines.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“At lower voltage levels, energy loss is substantial. It is a statement he meant, and he has charged all of us to support him by playing our roles to deliver on this promise,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Ewalefoh explained that the ICRC was established as the regulator of PPPs and was therefore not a party to any PPP agreement, but was responsible for ensuring compliance by both the grantor and concessionaire with the terms and obligations contained in the agreement.\u003C\u002Fp>\n\n\n\n\u003Cp>Section 20 of the ICRC Act states: “The Commission shall:\u003Cbr>a. take custody of every concession agreement made under this Act and monitor compliance with the terms and conditions of such agreement;\u003Cbr>b. ensure efficient execution of any concession agreement or contract entered into by the Government;\u003Cbr>c. ensure compliance with the provisions of this Act;\u003Cbr>d. perform such other duties as may be directed by the President, from time to time and as are necessary or expedient to ensure the efficient performance of the function of the Commission under this Act.”\u003C\u002Fp>\n\n\n\n\u003Cp>Ewalefoh said, “Signing a concession agreement is only the first step; implementation of the terms in the PPP agreement is what delivers results. In PPP, risks are shared and no party is doing the other a favour. Egbin generated an average 402MW from an available capacity of 429MW, while Afam 2 generated 337MW from 358MW.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Ihovbor 2 recorded a 91 per cent load factor, generating 343MW from an available capacity of 376MW, while Shiroro recorded 86 per cent, with average generation of 388MW from 450MW.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Delta and Jebba plants each recorded 79 per cent load factors. Delta generated 300MW from an available capacity of 378MW, while Jebba generated 388MW from 490MW.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Odukpani recorded a 70 per cent load factor, while Okpai recorded 68 per cent, generating 203MW from 290MW and 253MW from 370MW available capacities, respectively.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Towers collapse disrupt Nasarawa power supply\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Meanwhile, electricity supply to customers in Keffi and Akwanga in Nasarawa State has been disrupted following the collapse of three transmission towers along the Karu-Keffi-Akwanga 132kV transmission line corridor.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The Transmission Company of Nigeria (TCN) said Towers T78, T79 and T80 collapsed during rainy and windy conditions on Wednesday, October 7, 2026, affecting power supply through the 132\u002F33kV Keffi and 132\u002F33kV Akwanga transmission substations.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">According to TCN, the transmission line tripped on overcurrent relay protection at about 4:06pm on Wednesday, prompting investigations that revealed the collapse of the three towers.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The company said it subsequently isolated the affected transmission line for safety reasons, resulting in the unavailability of all 33kV outgoing feeders at the Keffi and Akwanga substations.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Consequently, all 33kV outgoing feeders at the Keffi and Akwanga Transmission Substations are presently unavailable.
