NAKAPIRIPIRIT — The head of the Karamoja Anti-Corruption Coalition (KACC), Dr Ayub Mukisa has urged development partners and donors to increase transport refunds for government officials from Karamoja who travel to Kampala for official meetings, saying the current allowances are insufficient to cover their travel expenses.
The call was made during a District Integrity Promotion Forum (DIPF) held in Nakapiripirit District on October 19, 2026, where local leaders and government officials raised concerns about the challenges affecting their participation in meetings organised by development partners.
The forum was facilitated by the KACC and chaired by the Resident District Commissioner (RDC), Bessie Modestar Ajilong.
Participants included Nakapiripirit LC V Chairperson Hon. Simon Peter Lokoroi, Chief Administrative Officer Charles Lokoroi, heads of district departments, representatives of Transparency International Uganda, WIDEA and RADO, as well as community monitors.
During the discussions, concerns emerged over the failure of some government officials to attend high-level meetings in Kampala, with inadequate transport refunds cited as one of the barriers.
One official explained that some development partners advise invitees to use public transport, despite the long distance and the difficulties associated with travelling from Karamoja to the capital.
“Some of these meetings we are invited to, and we are advised to use public transport,” the official said, questioning the practicality of travelling to Kampala by bus late in the evening.
“How do you expect me to jump on a bus at 5:00 p.m. and go to Kampala?” the official asked.
Dr Mukisa urged government officials to formally communicate the challenges affecting their districts to donors and development partners through written submissions, noting that some of the problems were beyond the officials’ control.
The forum also examined several service delivery concerns raised by KACC, including drug stock-outs in health facilities, poor school management and delays in the construction of the Nakapiripirit–Muyembe road.
The road delays, reportedly linked to the contractor, have made access to Nakapiripirit difficult, further complicating the delivery of services and movement of people.
Nakapiripirit LC V Chairperson Hon. Simon Peter Lokoroi advised that high-level meetings should be attended by the RDC, CAO or LC V Chairperson to ensure that the district’s concerns are effectively presented to the relevant authorities and development partners.
The forum underscored the importance of strengthening engagement between district leaders, civil society organisations and development partners to address service delivery gaps and improve accountability in Nakapiripirit.
