Now, despite a Federal High Court order directing the parties to maintain status quo ante bellum, Rebecca says she remains without water, electricity or cooking gas.\u003C\u002Fp>\n\n\n\n\u003Cp>Abuja, Nigeria | Tuesday, 14 July 2026\u003C\u002Fp>\n\n\n\n\u003Cp>No court has finally determined who owns Plot 4022, Guzape, Abuja.\u003Cbr>No final judgment has declared Colleen Mero Yesufu the lawful owner.\u003Cbr>No final judgment has extinguished the interest asserted by Mrs Rebecca Omokamo Godwin-Isaac.\u003Cbr>Yet the Economic and Financial Crimes Commission, EFCC, is asking the Federal High Court to forfeit the disputed property to the “for the benefit” of private complainants, including Colleen Mero Yesufu.\u003Cbr>While ownership remains unresolved, Rebecca says she has been left inside the residence without water, electricity or cooking gas.\u003Cbr>She cannot cook normally.\u003Cbr>She cannot preserve food.\u003Cbr>She cannot bathe properly.\u003Cbr>Food in her refrigerator and freezer has spoiled.\u003Cbr>Her home has become increasingly unhygienic and difficult to inhabit.\u003Cbr>This is happening despite a Federal High Court order directing all parties to maintain status quo ante bellum, meaning the position that existed before the confrontation.\u003C\u002Fp>\n\n\n\n\u003Cp>EFCC’s Own Filing Reveals the Intended Private Benefit\u003C\u002Fp>\n\n\n\n\u003Cp>This is not speculation.\u003Cbr>It is contained in EFCC’s Motion on Notice for Final Forfeiture in Suit No. FHC\u002FABJ\u002FCS\u002F151\u002F2026.\u003Cbr>On page one, EFCC asks the Federal High Court for:\u003Cbr>“A final order of this Honourable Court forfeiting for the benefit of the nominal complainants…”\u003Cbr>The Commission names Mrs Colleen Mero Yesufu, May Estate Agency Enterprises, Fofam Nigeria Ltd and Adamu Ayeloda Nigeria Enterprises as the nominal complainants.\u003Cbr>On page two, the first property listed for forfeiture is:\u003Cbr>“Plot No. 4022 Guzape District Cadastral Zone A09, Abuja.”\u003Cbr>EFCC further argues that final forfeiture should issue:\u003Cbr>“With a direction for the victims’ benefit where the Federal Government is not itself the victim.”\u003Cbr>Those are EFCC’s own words.\u003Cbr>The Federal Government is not described as the victim.\u003Cbr>Private complainants are named as the intended beneficiaries.\u003Cbr>Colleen Mero Yesufu is one of them.\u003Cbr>Yet no court has declared her the owner of Plot 4022.\u003C\u002Fp>\n\n\n\n\u003Cp>A Complainant Is Not an Owner\u003C\u002Fp>\n\n\n\n\u003Cp>Colleen asserts a claim to Plot 4022.\u003Cbr>Rebecca also asserts an interest in the property.\u003Cbr>The court must examine the original allocation, chain of title, payments, transfers, possession, development and authenticity of the documents relied upon by both sides.\u003Cbr>Until that process is completed, Colleen remains a claimant, not a court-declared owner.\u003Cbr>Calling someone a complainant does not confer title.\u003Cbr>Describing someone as a victim does not transfer land.\u003Cbr>A complaint is not a judgment.\u003Cbr>An allegation is not ownership.\u003Cbr>An EFCC investigation is not a conveyance.\u003Cbr>The power of the Federal Government must not be used to create the practical result of a land judgment that no court has delivered.\u003C\u002Fp>\n\n\n\n\u003Cp>A Troubling Pattern Since 2023\u003C\u002Fp>\n\n\n\n\u003Cp>Since that claim emerged, the dispute has escalated beyond an ordinary contest over title.\u003Cbr>It has developed into EFCC investigations, criminal allegations, forfeiture proceedings and, most recently, EFCC’s physical intervention at the residence.\u003Cbr>Rebecca’s position is that EFCC has treated Colleen’s claim as superior even though her ownership has not been conclusively established by a court and her documents remain subject to judicial scrutiny.\u003Cbr>Now EFCC’s own motion says the forfeiture is being pursued for the benefit of named private complainants, including Colleen.\u003Cbr>That sequence creates an appearance too serious to ignore.\u003Cbr>It creates the appearance that the coercive power of a federal agency is being deployed in a manner that advances one private claimant’s position in an unresolved land dispute.\u003Cbr>It does not, by itself, prove a secret agreement or criminal collaboration.\u003Cbr>But it demands an independent investigation into the entire relationship between the complaints made, the actions taken by EFCC and the private benefit expressly contemplated in the forfeiture motion.\u003Cbr>EFCC must disclose why Colleen was treated as a victim before any court declared her the owner.\u003C\u002Fp>\n\n\n\n\u003Cp>Forfeiture Must Not Become Private Conveyancing\u003C\u002Fp>\n\n\n\n\u003Cp>EFCC relies on section 17 of the Advance Fee Fraud and Other Fraud Related Offences Act.\u003Cbr>That section permits forfeiture where a court is reasonably satisfied that property is unclaimed or represents proceeds of unlawful activity. It also requires notice and an opportunity for persons claiming an interest to show cause.\u003Cbr>But section 17 repeatedly states that property is forfeited to the Federal Government of Nigeria.\u003Cbr>It does not determine the private ownership of disputed land.\u003Cbr>It does not automatically convert a complainant into the owner.\u003Cbr>It does not permit forfeiture to become a shortcut around a pending title dispute.\u003Cbr>Forfeiture is one legal process.\u003Cbr>Compensation is another.\u003Cbr>Restitution is another.\u003Cbr>Determination of land ownership is another.\u003Cbr>These separate processes must not be collapsed into one procedure that manufactures a private winner before ownership has been judicially determined.\u003Cbr>If EFCC says Plot 4022 is connected to fraud, it must identify the alleged unlawful activity and prove the connection between that activity and the property.\u003Cbr>It cannot simply adopt one claimant’s account, describe that claimant as a victim and seek an outcome expressly intended to benefit her before the court determines title.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court Ordered Status Quo Ante Bellum\u003C\u002Fp>\n\n\n\n\u003Cp>On 3 July 2026, the Federal High Court ordered the parties to maintain status quo ante bellum pending the hearing and determination of the motion.\u003Cbr>Rebecca says the position before EFCC’s intervention on 29 June was clear.\u003Cbr>She had water.\u003Cbr>She had electricity.\u003Cbr>She had cooking gas.\u003Cbr>She could cook, preserve food and bathe.\u003Cbr>She occupied the residence peacefully.\u003Cbr>EFCC operatives were not stationed there.\u003Cbr>Yet after the Court made its order, Rebecca says those conditions were not restored.\u003Cbr>The operatives remained.\u003Cbr>The water remained disconnected.\u003Cbr>The electricity remained disconnected.\u003Cbr>The cooking gas remained disconnected.\u003Cbr>A formal request to Force Legal Services stated that EFCC operatives remained at the property after the order and that the occupants had not been restored to the position that existed before the occupation. It described the situation as an immediate threat to life, health and safety.\u003Cbr>A court order is not obeyed merely because lawyers acknowledge it in legal papers.\u003Cbr>It is obeyed when conduct on the ground reflects what the Court directed.\u003C\u002Fp>\n\n\n\n\u003Cp>Rebecca Is a Human Being, Not Just a Respondent\u003C\u002Fp>\n\n\n\n\u003Cp>Sixteen days without water is not property preservation.\u003Cbr>Sixteen days without electricity is not investigation.\u003Cbr>Sixteen days without cooking gas is not justice.\u003Cbr>Leaving a woman unable to bathe does not prove fraud.\u003Cbr>Allowing her food to spoil does not establish title.\u003Cbr>Keeping her residence in darkness does not protect evidence.\u003Cbr>Making her home unbearable cannot determine who owns Plot 4022.\u003Cbr>Rebecca is not merely a name printed on the first page of an EFCC motion.\u003Cbr>She is a woman living inside the disputed property.\u003Cbr>She needs water for drinking, bathing and sanitation.\u003Cbr>She needs electricity for lighting, refrigeration, communication and security.\u003Cbr>She needs cooking gas to prepare food.\u003Cbr>The Constitution protects human dignity and recognises the right of citizens to acquire and own immovable property, subject to lawful judicial processes. A stabbing in Latrikunda German. Another in Piccadilly. Another in Mandinaba. A fatal altercation in Fajara. A young man killed in Brikama. Each notification deepened the same unsettling feeling: something is changing in our communities, and many people no longer feel safe.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The police insist that crime is on the decrease. The public insists that it is not. Both may be telling a version of the truth. Official figures capture only what is reported, and many crimes never reach a police station. Meanwhile, social media now delivers every stabbing to the entire nation in real time, so insecurity is felt more widely even where incidents are local. But this argument over statistics misses the point. When a government has to reassure its citizens that they are safer than they feel, it has already lost something more important than the argument. It has lost trust.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">I served in the Gambia Police Force. I have sat on both sides of this debate, and I want to offer a harder diagnosis than the one currently on offer from either the state or the street.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">\u003Cstrong>Crime is the symptom, not the disease\u003C\u002Fstrong>\u003Cbr>The young men committing these crimes were not born violent. They are the products of conditions we have allowed to fester.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Consider what the data tells us. The Gambia Labour Force Survey 2025 found that 41.3 percent of young Gambians aged 15 to 35 are not in employment, education or training. The figure that should alarm us more sits inside that number: of these young people, only about one in ten is looking for work. More than six in ten have stopped looking altogether. That is not unemployment statistic. It is a depressing statistic. It describes a generation that no longer believes effort will be rewarded.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Layer onto this the drugs now circulating in our communities, the cost of living, and the daily spectacle of comfortable impunity for those who misuse public resources. A young man in Tallinding watches officials implicated in corruption face no consequence, and then he is told to respect the law. The law he sees applies downward but never upward. We should not be surprised when he concludes that the rules are for the powerless.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">So yes, the robberies, the stabbings and the violence in our homes are outcomes. They are the visible fever of an untreated illness: blocked opportunity, eroded faith in the system, and the normalisation of getting away with it.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">\u003Cstrong>But the symptom is now a disease of its own\u003C\u002Fstrong>\u003Cbr>Here is where I must complicate my own argument, because the structural explanation, left on its own, becomes an excuse.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Most poor, jobless, frustrated young Gambians harm no one. Poverty does not hold a knife. If deprivation alone caused violence, our crime rate would have exploded decades ago. Something else has changed, and we need to be honest about what.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">First, violence feeds itself. One stabbing convinces ten boys to carry knives for protection. Once knives are common, ordinary quarrels that once ended in bruises now end in funerals. The violence has begun to detach from its original causes and reproduce itself through fear, retaliation and status.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Second, the drug economy generates its own violence. This is not only about intoxication. Illegal markets cannot settle disputes in court, so they settle them in the street. Where drug distribution takes root, violence follows as a business practice, not an emotional outburst.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Third, our informal defences have weakened. The compound, the elders, the neighbour who knew whose son you were: these once did more policing than the police. Rapid urbanisation along the Kombo corridor has produced dense, anonymous communities where that quiet guardianship no longer operates, and nothing has replaced it.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Fourth, failed migration compounds the strain. Immigration records show thousands of young Gambians, overwhelmingly men, returned from transit countries in recent years, many carrying debt, shame and trauma back into the very conditions they fled. The backway does not relieve pressure on our society. It recycles it.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">And a caution: the violence in our homes follows its own logic.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Domestic violence is not robbery by another name. Economic stress aggravates it, but it is rooted in how we raise men, how we treat women, and what happens when humiliation absorbed outside the home is discharged inside it. Jobs alone will not fix it, and we should stop pretending otherwise.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">\u003Cstrong>The two impunities\u003C\u002Fstrong>\u003Cbr>Pull these threads together, and a pattern emerges. The Gambia does not have a crime problem. It has a consequences problem, and it runs in both directions.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">At the top, there are no reliable consequences for corruption and abuse of office. At the bottom, there are no reliable consequences for street violence, because our criminal justice chain is slow, under-resourced and inconsistent. Cases drag for years. Investigations stall for want of forensic capacity. Suspects cycle through remand and back to the street.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">These two impunities feed each other. Elite impunity destroys the moral authority of the law. Street impunity destroys its practical authority. A state that punishes neither the minister nor the mugger reliably should not wonder why both multiply.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">This is also why the growing calls to bring back the death penalty, however understandable the grief behind them, aim at the wrong target. Criminologists have known for decades that the certainty of punishment deters crime far more than its severity. A young man does not calculate the difference between twenty years and the gallows. He calculates whether he will be caught at all, and today the honest answer is: probably not, and if caught, not soon, and if tried, not swiftly. Hanging a handful of convicts while the system that lets most offenders walk stays broken would be theatre, not policy.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">\u003Cstrong>What would seriousness look like?\u003C\u002Fstrong>\u003Cbr>If the state wishes to be taken seriously on crime, four things would show it.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Publish the data. The police release case updates but not systematic, disaggregated crime statistics. We cannot debate whether crime is rising or falling because the state controls the evidence. A government confident in its record publishes it. One that does not, manages perceptions instead. This is the same accountability gap we see elsewhere: the state releases what flatters and withholds what would allow scrutiny.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Fix the certainty of consequence. Invest in investigation, forensics, and case management so that an arrest leads to trial, and a trial leads to judgment within months, not years. This is less dramatic and far more effective than all these patrols.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Prosecute upward. Nothing would restore the moral authority of the law faster than visible, fair consequences for corruption in high places. Every anti-crime speech delivered while audit findings gather dust teaches young people exactly what the state values.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Rebuild community policing, not as public relations, but as neighbourhood partnerships where citizens know their officers, share information, and intervene before disputes become crimes.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Treat the causes as a security policy. The 41.3 percent NEET (Not in Employment, Education or Training) figure is a national security indicator. So is the drug supply chain. So are the returnees arriving home with nothing. A serious crime strategy would bring the Ministry of Interior together with the ministries responsible for youth, trade and education, because no number of arrests can fix a problem whose roots are joblessness, hopelessness and lost trust in the system.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Under the former regime, order rested on fear. We dismantled that, and rightly so. But fear was never replaced with the thing that keeps free societies safe: institutions that people trust and consequences that people believe in. That is the unfinished business of our transition, and the young men bleeding in our streets are its cost.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The crime wave is not an interruption of our national story. It is a chapter of it. Abimbola Adebisi, on Thursday, the grim discovery was made following a distress call that prompted an immediate response from law enforcement. \u003C\u002Fp>\n\n\n\n\u003Cp>“The command received information on July 14, 2026, at about 11:45 a.m. that the suspect had allegedly killed the woman and was attempting to dispose of her body in a canal along Monastery Road, Mopo, Ajah.\u003C\u002Fp>\n\n\n\n\u003Cp>“The Divisional Police Officer (DPO) immediately led a team of operatives to the scene, where the suspect, who had already been apprehended by security guards in the area, was taken into Police custody.\u003C\u002Fp>\n\n\n\n\u003Cp>“The victim, a young woman who operated a POS business, was reportedly subjected to a heinous sexual assault before being killed. Her body was recovered from the canal near the Shoprite complex in Sangotedo and has since been transported to the General Hospital Mortuary in Yaba.\u003C\u002Fp>\n\n\n\n\u003Cp>“The body of the deceased was evacuated to the General Hospital Mortuary, Yaba, for preservation and autopsy. The suspect remains in Police custody, while the case has been transferred to the State Criminal Investigation Department (SCID), Yaba, for further investigation,” Adebisi said.\u003C\u002Fp>\n\n\n\n\u003Cp>In a firm response to the incident, the Lagos State Commissioner of Police, CP Tijani Fatai, ordered a thorough and diligent investigation into the matter.
