The ongoing expose, fight and eliminate corruption in Uganda has indeed exposed loss of collosal sums of tax payers money meant to enhance social service delivery in DLGs.
It has also brought to the fore the fact that the office of RDCs and DISOs as Chief watchdogs in the monitoring and supervision of government projects are not executing this constitutional mandate as envisaged in the creation of their offices.
The current system where RDCs/DISOs are deployed on a “near permanent and pensionable” basis has created a complacent team who have only been ushered by the corrupt civil servants to join them on the dinning table.
Due to over staying in one location, some RDCs have gone on to marry, produce children, do business etc with the very people they are supposed to exposing and this has created a conflict of interest
Why would an RDC/ DISO stay in one station for 5 years just because he/ she is “working well and getting along” with the technical and political leaders of that particular district?
And when Hon Balaam visits such a district, a whooping 21 civil servants are interdicted to pave way for investigations linked to corruption?
That alone should be a red flag of collusion and connivance with the corrupt technical in that district- the reason the district is on “silent and mute mode”
The Bible says darkness and light can never mix..with the level of corruption in DLGs, the where feud between RDC office and civil servants is heard should call for reinforcements by anti corruption agencies to support that RDC
The 160+ districts in Uganda each have unique challenges; while Karamoja will have challenges of waves of insecurity, poverty, disease,food security; Bukedi is faced with problem of household income as a result of producing for the stomach; Sebei has a challenge of Female Genital Mutilation (FGM & GBV), water for production; Kigezi is faced with land fragmentation; Ankole is faced with cattle thefts and market for dairy products; Teso is battling water for production, problems of fishermen etc.
In the same vein,the RDC fraternity has individuals with various backgrounds, expertise and training.
The RDCs should then be profiled and deployed according to their competencies and each given a set of deliverables drawn from the specific challenges in that district, as specific Key Performance Indicators( KPIs), in addition to their generic constitutional mandate
My proposal is that let every RDC be given a five year contract only renewable once upon satisfactory performance.
The contract system would keep RDCs on their toes knowing that the future contract renewal is pegged on current performance.
Contract employment coupled with an objective performance reward system is a tried, tested and proven system of inducing and stimulating productivity at the work place.
The 10 years maximum of service would give an opportunity to other deserving Ugandans to serve presidency.
A ten year period is a good yardstick to make a contribution; to evaluate performance and productivity of a Minister/ MP/ LC1/ RDC and for one to move on to a new more challenging role in life.
