The Ministry of Health has clarified that Dr Robert Candia, a senior dental surgeon at Arua Regional Referral Hospital, has not been suspended and continues to perform his official duties.
In a public statement issued on October 16, 2026, the Ministry, through its Permanent Secretary, Dr Diana Atwine, dismissed reports that Dr Candia had been suspended following an alleged incident involving the Minister of State for Health in charge of General Duties, Anifah Kawooya.
The alleged suspension reportedly followed a routine monitoring visit by Kawooya to the hospital, during which reports emerged that the senior dental surgeon had been suspended for pocketing while talking to the minister. However, the Ministry has now clarified that no such suspension has taken place.
“The Ministry of Health clarifies that Dr Robert Candia of Arua Regional Referral Hospital has not been suspended and continues to perform his duties,” the statement reads.
The Ministry further emphasised that disciplinary matters involving public officers must be handled in accordance with established government procedures.
“The Government of Uganda has established procedures for handling disciplinary matters, and any such action must follow the applicable public service procedures,” the statement added.
Dr Atwine urged health professionals across the country to uphold the highest standards of professionalism and remain focused on providing quality and uninterrupted healthcare services to Ugandans.
She said the Ministry remains committed to constructive engagement with health workers while upholding accountability and ensuring quality patient care.
The clarification underscores the Ministry’s position that any disciplinary action involving public officers must comply with the applicable public service procedures.
Dr Candia continues to perform his duties at Arua Regional Referral Hospital, according to the Ministry’s statement.
