elections.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Chairman of INEC, Prof. Joash Amupitan, SAN, disclosed this while receiving the Director-General and Chief Executive Officer of NIMC, Engr. Abisoye Coker-Odusote, and her management team during a courtesy visit to the INEC headquarters in Abuja.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Prof. Amupitan reaffirmed the Commission’s commitment to strengthening collaboration with NIMC following the signing of the National Identity Management Commission Act, 2026, describing it as a major step towards building a more secure and transparent electoral system.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He said the Commission sees enormous opportunities for collaboration with NIMC, particularly in voter registration, data verification and the elimination of duplicate records. \u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He disclosed that INEC’s newly introduced online Continuous Voter Registration CVR platform already requires applicants to use their National Identification Number NIN for identity verification, adding that closer integration between both agencies would further simplify voter registration while enhancing the credibility of the electoral process.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>“As we move from the era of technology into the era of artificial intelligence, it is imperative that we work together to establish the necessary safeguards and protocols to ensure the integrity, security and credibility of our data systems,” Prof. Amupitan said.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Speaking during the meeting, Engr. Coker-Odusote said the newly enacted NIMC Act, signed into law by President Bola Ahmed Tinubu, GCFR, on June 26, 2026, marks a historic transformation of the Commission after nearly two decades of reforms.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>According to her, the new law elevates NIMC from being merely a custodian of Nigeria’s identity database to the nation’s foundational digital identity authority, making it the home of Nigeria’s Digital Public Infrastructure DPI and Root Public Key Infrastructure PKI, which provides the digital trust framework for secure transactions and governance.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>She noted that the reforms would strengthen Nigeria’s digital economy, reduce fraud, simplify access to public and private services, and enhance electoral integrity through stronger identity verification systems.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>“NIMC is ready to support INEC in delivering free, fair and transparent elections because identity remains the foundation of effective governance and credible electoral processes,” she said.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Director of Strategy and Programme Office at NIMC, Dr. Alba Nkoku, who presented highlights of the new Act, explained that the legislation repositions the Commission from a traditional identity registration agency to Nigeria’s national digital trust anchor. That’s a point that I have been making for a long time, and that statement was meant to address contemporary issues on the table in Nigeria, more so in northern Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>“This is because those of us from this part of the country that had supported the Obi-Kwankwaso ticket are being called several different names by ignorant people who have no history of the Nigerian state.\u003C\u002Fp>\n\n\n\n\u003Cp>“If they heard what Kwankwaso said, it’s not new because during the First Republic and before it, I mean, before independence, the northern leaders, led by Ahmadu Bello, Kashim Ibrahim, the former governor of northern region, and a host of others had worked together with the NCNC under Dr. Nnamdi Azikiwe, Dr. Ndili, Chief Melford Okilo, and a host of others to fight for independence.\u003C\u002Fp>\n\n\n\n\u003Cp>“And when 1960 came, Dr. Nnamdi Azikiwe and Ahmadu Bello teamed up together to rescue power from the colonial masters. Then Dr. Azikwe became the president of Nigeria and the commander-in-chief of the armed forces, while Balewa, representing the NPC, became the prime minister and head of government.\u003C\u002Fp>\n\n\n\n\u003Cp>“And at that time, the unity and plurality of government was not in question. There was everybody in that government.\u003C\u002Fp>\n\n\n\n\u003Cp>“Unfortunately, that unity in diversity was truncated in 1966. A lot of people gave it different coloration. I am sure, in my mind, that nobody would want to destroy his house. Neither did Opara, Mbadiwe, Akiloye or Akinjide, who are prominent members of that government, wouldn’t have advocated for the coming of the military.\u003C\u002Fp>\n\n\n\n\u003Cp>“So, if anything had happened, I would rather blame the military than blame civilian members of that government, and certainly not the generality of the people.\u003C\u002Fp>\n\n\n\n\u003Cp>“We have been called several names, saying we are bringing an Igbo man. Unfortunately, it’s not only the government of APC, even some opposition political parties, instead of us fighting our common opponent, that is the APC and its government, we are fighting ourselves.\u003C\u002Fp>\n\n\n\n\u003Cp>“And we asked, where did we pick Obi from? general elections.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>In a unanimous judgment, the appellate court voided and set aside the May 20 judgment of the Federal High Court in Abuja, which nullified the guidelines and barred their implementation.\u003C\u002Fp>\u003Cp>In the lead judgment prepared by Justice Adebukola Banjoko but read by Justice Okon Abang, the Court of Appeal held that the Youth Party (YP), which instituted the case against INEC, lacked legal power (locus standi) to do what it did.\u003C\u002Fp>\u003Cp>Justice Banjoko said that the party did not explain how the guidelines affected it and its members in the conduct of its primary elections for the nomination of candidates for the 2027 polls.\u003C\u002Fp>\u003Cp>The court also held that the YP failed to establish how the guidelines affected the submission of its nominated candidates to INEC.\u003C\u002Fp>\u003Cp>The three justices unanimously agreed that Justice Mohammed Umar of the Federal High Court, Abuja, who on May 20 nullified the guidelines on the ground that it violated some provisions of the Electoral Act, did so in gross errors and led to a miscarriage of justice.\u003C\u002Fp>\u003Cp>INEC, which filed an appeal against the high court’s decision, had argued that the lower court erred in law when it failed to pronounce on the jurisdictional issue of the suit being hypothetical and academic, and a denial of fair hearing to the appellant.\u003C\u002Fp>\u003Cp>INEC, through its lead counsel, Dr Alex Izinyon, had asked the Court of Appeal to set aside the judgment of the Federal High Court which nullified part of the election guidelines put in place by the agency for the conduct of the 2027 general election.\u003C\u002Fp>\u003Cp>The Federal High Court in Abuja had invalidated the timeline issued by INEC for the conduct of primaries and the nomination of candidates, ahead of the 2027 general election.\u003C\u002Fp>\u003Cp>In a judgment delivered by Justice Mohammed Umar, it also set aside INEC’s May 10 deadline requiring political parties to submit a register and database of all their members as a condition for qualifying to participate in the general elections.\u003C\u002Fp>\u003Cp>The court held that the time frame the electoral umpire announced for political parties to conduct their primaries and to submit, withdraw, or replace the names and particulars of their candidates for the general elections “is inconsistent with the provisions of the Electoral Act, 2026.”\u003C\u002Fp>\u003Cp>But in the appeal dated May 25, 2026, filed by INEC, through its counsel, Izinyon (SAN), the electoral body prayed the court to set aside the judgment.\u003C\u002Fp>\u003Cp>The senior advocate, in the appeal, also asked the court to stay the execution It only becomes meaningful when it improves the lives of citizens,” he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>The don recalled a nationwide survey conducted ahead of the 2015 general election, saying that he was part of a research team commissioned by then vice-president-elect, Prof. Yemi Osinbajo, to identify Nigerians’ expectations of the incoming administration.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the survey identified security as the country’s foremost concern, followed by the economy, corruption, infrastructure and education.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate who is also a Professor of Communication at Bayero University, Kano, noted that while successive administrations have made efforts in these areas, Nigerians continue to assess democracy largely by improvements in their daily lives.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited findings from the Afrobarometer survey across 39 African countries, which showed that while about two-thirds of Africans prefer democracy to other forms of government, only about 37 per cent were satisfied with how democracy worked in their respective countries.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, “This reflects a gap between citizens’ commitment to democratic ideals and the actual outcomes of democratic governance.”\u003C\u002Fp>\n\n\n\n\u003Cp>The communication scholar also referenced findings from the 2024 African Young People Survey, which revealed that many young Africans are considering emigrating due to corruption and limited opportunities, warning that such sentiments pose serious questions about the future of democracy on the continent.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate identified historical grievances, identity politics, social and economic exclusion, youth unemployment, weak institutions and governance deficits as major factors undermining democratic consolidation in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>He argued that: “Identity politics has continued to shape political participation, often placing greater emphasis on ethnicity, religion and place of origin than on competence and shared national values.”\u003C\u002Fp>\n\n\n\n\u003Cp>He also expressed concern over the collapse of local government institutions in many parts of the country, saying that grassroots governance had previously played a significant role in resolving community disputes, providing basic services and creating economic opportunities.\u003C\u002Fp>\n\n\n\n\u003Cp>The professor warned that: “Misinformation, hate speech and divisive narratives amplified through digital platforms are worsening existing social tensions. Nigeria’s challenge is no longer the absence of information but the abundance of false information and the scarcity of public attention.”\u003C\u002Fp>\n\n\n\n\u003Cp>He further linked insecurity to rising poverty, hunger, unemployment, environmental challenges and weak governance, arguing that conflicts discourage investment, reduce agricultural productivity and deepen economic Donald Trump’s administration finalised rules Thursday that impose stricter limits on how long foreign students and journalists can stay in the United States, the latest bid to tighten legal immigration in the country.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>Under a change that could be implemented as soon as September, foreigners on student visas would be admitted for the length of their academic programme up to a maximum of four years.\u003C\u002Fp>\u003Cp>Foreign journalists would be limited to stays of just 240 days, or around eight months, although they could apply to extend by 240-day periods, except for Chinese journalists who would get just 90 days.\u003C\u002Fp>\u003Cp>The move forms part of a broader immigration crackdown that Trump has made a centrepiece of his presidency, spanning aggressive enforcement operations in major cities as well as new restrictions on legal pathways to citizenship.\u003C\u002Fp>\u003Cp>The Department of Homeland Security received close to 22,000 public comments after proposing the student and journalist rules in August 2025, but finalized it largely unchanged.\u003C\u002Fp>\u003Cp>When it proposed the rule, DHS alleged that foreigners were indefinitely extending their studies so they could remain in the country as “forever students.”\u003C\u002Fp>\u003Cp>The department said the open-ended system, in place for students since the late 1970s, had undermined its ability to monitor visa holders.\u003C\u002Fp>\u003Cp>The United States welcomed more than 1.1 million international students in the 2023-24 academic year, more than any other country, contributing more than $50 billion to the US economy in 2023, according to official data.\u003C\u002Fp>\u003Cp>Higher education groups had denounced the proposal as a needless bureaucratic hurdle that would deter talented students, with the Presidents’ Alliance on Higher Education and Immigration warning it “weakens the ability of US colleges and universities to attract top talent.”\u003C\u002Fp>\u003Cp>Universities have already reported lower international enrollments after earlier Trump administration actions, including the revocation of thousands of It was titled, “Review of the Internal Procurement Process of the National Assembly.”\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate insisted that greater transparency in the legislature’s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio said, “Personally, I have not seen the budget of the National Assembly. Senator Tambuwal, you were a Speaker, I don’t know, maybe in the House of Representatives, they showed you.”\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking on the National Assembly’s budget, Senator Adamu Aliero, APC, Kebbi Central, lamented that lawmakers themselves were often unaware of the details of the National Assembly’s budget, saying that the Senate was “putting the cart before the horse,” stressing that the absence of a functional Budget and Research Office remained a more pressing issue.\u003C\u002Fp>\n\n\n\n\u003Cp>Aliero said, “Two of the problems that we have in the National Assembly regarding the management of finances and the budget do not solely lie in the process of procurement. The problem has been that the National Assembly has not set up a Budget and Research Office.\u003C\u002Fp>\n\n\n\n\u003Cp>“What is happening today is that we don’t even know and we don’t even see the budget of the National Assembly being presented here so that we can interrogate and understand the lines of expenditure,” he added.\u003C\u002Fp>\n\n\n\n\u003Cp>“My opinion is that the Senator should step down this motion. Let us get the house right first before we talk about the issues that the Distinguished Senator Karimi is raising.”\u003C\u002Fp>\n\n\n\n\u003Cp>Earlier, the Senate stepped down the motion by Senator Karimi to establish an Internal Tender Board for the National Assembly, as lawmakers stressed that greater transparency in the legislature’s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>The motion was eventually withdrawn after it drew criticism from lawmakers who described it as premature and lacking adequate internal consultation.\u003C\u002Fp>\n\n\n\n\u003Cp>Moving the motion, Karimi argued that the proposal was aimed at strengthening the institutional capacity of the National Assembly and safeguarding its financial independence as guaranteed by the Constitution.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited Section 81(3) of the 1999 Constitution (as amended), which provides for the funding of the National Assembly through a first-line charge on the Consolidated Revenue Fund of the Federation.\u003C\u002Fp>\n\n\n\n\u003Cp>“The Senate notes that Section 81(3) of the Constitution of the Federal Republic of Nigeria 1999 as amended guarantees the independence of the National Assembly and provides for the funding of the National Assembly through the first-line charge on the Consolidated Revenue Fund of the Federation,” Karimi said.\u003C\u002Fp>\n\n\n\n\u003Cp>He also relied on Section 51 of the Constitution, which empowers each chamber of the National Assembly to regulate its own procedure and internal administration.\u003C\u002Fp>\n\n\n\n\u003Cp>“In furtherance of the constitutional principle of separation of powers and parliamentary autonomy, the Senate resolves that it is necessary to strengthen the institutional capacity of the National Assembly to manage its financial and procurement processes efficiently, transparently and in a manner consistent with its status as an independent arm of government,” he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>Karimi urged the Senate to affirm parliamentary autonomy, establish an Internal Tender Board to evaluate and approve procurement matters within approved budgetary provisions, and mandate the Clerk to the National Assembly (CNA) to constitute the board.\u003C\u002Fp>\n\n\n\n\u003Cp>However, the proposal immediately met resistance from fellow senators, who argued that the legislature should first address longstanding concerns about budget transparency.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio also criticised both the timing and procedure adopted by the sponsor, saying such a proposal should have been discussed with the Senate leadership and the Clerk to the National Assembly before reaching the floor.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “Senator Karimi, you should have discussed this even with me in the presence of the Clerk to the National Assembly and the principal officers of management so that I get clearance on what you are coming up with.”\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate, who questioned the wisdom of publicly debating the establishment of an Internal Tender Board before resolving internal concerns about the management of the legislature’s finances, said, “We should start with ourselves. We should get the two chambers to know exactly what is going on.\u003C\u002Fp>\n\n\n\n\u003Cp>“We should also debate and understand the budget. We should know how much is coming, what is going to where. This motion is premature,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio subsequently advised Karimi to withdraw the motion.\u003C\u002Fp>\n\n\n\n\u003Cp>Before doing so, Karimi, who sought clarification on whether the Clerk to the National Assembly had discussed the proposal with the Senate President, said, “Mister President, while I am withdrawing the motion, did the CNA discuss this motion with you?” Karimi asked.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio replied: “No, no. This is not correct. If it was discussed with me, I would not be opposed. N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>Convicted offenders may also face up to two years in prison or both the fine and imprisonment.\u003C\u002Fp>\n\n\n\n\u003Cp>Motorists who decline to cooperate with FRSC officers carrying out preliminary roadside breath tests based on reasonable suspicion would also be liable to a N50,000 fine, six months’ imprisonment, or both.\u003C\u002Fp>\n\n\n\n\u003Cp>In addition, the proposed amendment increases the penalty for ignoring traffic lights, road signs, pavement markings and other traffic control devices to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>The fine for violating speed limits has also been increased from N5,000 to N100,000, while reckless driving will now attract a N100,000 fine, a prison term of up Court of Justice in Kogi State has made new clarifications and denied reports claiming that it ordered the deregistration of the Nigeria Democratic Congress, NDC.\u003Cbr>A statement by the Court’s Chief Information Officer, Saqeeb Saeed, on Thursday, described the allegation as false and misleading.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court stressed that it had not handled any case relating to the registration or deregistration of any political party, including the NDC.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the court, the viral social media reports linking it to the alleged deregistration did not originate from the Kogi State High Court.\u003C\u002Fp>\n\n\n\n\u003Cp>“The High Court of Justice of Kogi State did not handle any matter relating to the registration or deregistration of any political party in the country, and particularly the party in question, nor any other matter concerning the political party,” the statement said.\u003C\u002Fp>\n\n\n\n\u003Cp>It equally expressed worry over the use of the photograph of the Chief Judge of Kogi State, Justice Josiah Joe Majebi, alongside that of former Governor Yahaya Bello in the viral post, saying it appeared to be a deliberate attempt to create the false impression that the alleged decision came from the state’s judiciary.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court added that although it would not normally respond to misinformation circulating on social media, the inclusion of the Chief Judge’s photograph made it necessary to issue a clarification to protect the integrity of the judiciary.\u003C\u002Fp>\n\n\n\n\u003Cp>It issued a stern warning to content creators and social media users against publishing unverified information capable of misleading the public or undermining confidence in the judicial system.\u003C\u002Fp>\n\n\n\n\u003Cp>“The integrity and dignity of judges, as well as the institution of the High Court of Justice of Kogi State and other courts under its supervision, should not be subjected to false and misleading narratives.\u003C\u002Fp>\n\n\n\n\u003Cp>“We urge the public to disregard the viral report and reaffirm its commitment to the fair and impartial administration of justice without fear or favour,” the statement partly read.\u003C\u002Fp>\n\n\n\n\u003Cp>The clarification came after recent legal developments involving the NDC.\u003C\u002Fp>\n\n\n\n\u003Cp>Recall that in June, the Federal High Court in Lokoja set aside its earlier judgment directing the Independent National Electoral Commission, INEC, to register the party, ruling that the original case was procedurally defective because interested parties were not joined in the suit.\u003C\u002Fp>\n\n\n\n\u003Cp>After the ruling, the NDC maintained that the court As human beings, we are bound to make mistakes in our daily dealings.”\u003C\u002Fp>\n\n\n\n\u003Cp>Inuwa added that the committee, chaired by the Deputy Governor, Dr Manassah Daniel Jatau, would engage aggrieved members through dialogue to rebuild trust and restore unity within the party.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “We need to sheath our swords and embrace dialogue so that we can put our house in order as the 2027 general elections draw closer. Our strength lies in our unity, and together we must build a stronger and more formidable APC.”\u003C\u002Fp>\n\n\n\n\u003Cp>The governor also charged the committee to carry out its duties fairly and keep its discussions confidential. There is nothing dishonourable about being a driver. Since when did demanding a scorecard become cyberstalking?” Odii asked.\u003C\u002Fp>\n\n\n\n\u003Cp>He noted that Ebonyi people deserved to know how public resources allocated to the state had been utilised, insisting that citizens had the right to demand transparency and good governance.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, criticism of government policies and performance is an essential feature of democracy and should not be interpreted as an attack on any individual.\u003C\u002Fp>\n\n\n\n\u003Cp>The PDP governorship candidate also denied allegations that he was influencing officials of the Independent National Electoral Commission, INEC, to register underage voters, describing the accusation as reckless, defamatory and without evidence.\u003C\u002Fp>\n\n\n\n\u003Cp>He urged the lawmaker to forward any evidence in his possession to the appropriate security agencies instead of making what he described as unsubstantiated allegations in the media.\u003C\u002Fp>\n\n\n\n\u003Cp>The PDP candidate pledged to continue criticising the government in areas requiring improvement and commend it where it performs well.\u003C\u002Fp>\n\n\n\n\u003Cp>Odii added that he would continue to advocate transparency, accountability and inclusive development, stressing that responsible opposition was vital to democratic governance.\u003C\u002Fp>\n\n\n\n\u003Cp>Odii said he would not be intimidated into silence, adding that the people of the state would ultimately determine the outcome of the 2027 governorship
