Entebbe, October 24, 2026 — Jinja Deputy Resident District Commissioner Kasibante Hassan broke down in tears of joy on Saturday after graduating from Nkumba University with a Bachelor’s degree in Public Administration and Management.
Kasibante was among hundreds of graduates who received undergraduate degrees, master’s degrees and PhDs during the university’s graduation ceremony. The event was presided over by Chancellor Emmanuel Katongole and attended by Dr John Chrysostom Muyingo, the Acting Minister of Education and Sports.
Reflecting on his journey, Kasibante credited Hon. Beti Kamya and his sister, Sophie Mbekeka, for persuading him to return to school.
“Hon. Beti Kamya and my sister Sophie Mbekeka almost forced me to go back to school. Today, I am happy because I realise that I am the one who will benefit from this education,” he said.
He explained that the knowledge gained would enhance his work as a Deputy Resident District Commissioner, particularly in responding to community concerns and managing public affairs.
“As an RDC, my work centres on serving communities and handling issues affecting the public. Studying Public Administration and Management will help me perform these responsibilities better. This qualification is an added advantage in my field,” Kasibante said.
His emotional reaction underscored the personal significance of the achievement and his gratitude to those who supported him throughout his studies.
Kasibante specifically thanked Hon. Beti Kamya, Sophie Mbekeka, Abel Fred Kagolo and his friend Ankunda for their encouragement and support during his time at Nkumba University.
He described the graduation as a personal milestone whose value would extend beyond himself to the communities he serves.
