The 2027/28 Budget Strategy Symposium for the Governance and Security Programme held at the prestigious Munyonyo Commonwealth Resort was not just another Government workshop; it was a masterclass in public administration and strategic leadership exhibited by Hon. Milly Babirye Babalanda, the Minister for the Presidency.
The Minister tasked all Governance and Security leaders to align the FY 2027/28 Budget to the National Development Plan IV (NDP IV) and the Tenfold Growth Strategy – a directive that was timely, visionary and strategic, coming immediately after the issuance of the First Budget Call Circular by the Ministry of Finance, Planning and Economic Development.
The meeting brought together a high-powered assembly of Ministers, Permanent Secretaries, and Heads of Ministries, Departments and Agencies (MDAs) under the Governance and Security Programme. In one room, the entire state architecture responsible for stability, rule of law and service delivery was present, all listening to one command.
This is where Hon. Babalanda’s exceptional administrative and managerial skills come to the fore.
A Manifestation of Classical and Modern Public Administration Theories
As a student of Public Administration, what the Hon. Minister exhibited can be explained by several theories:
1. Henri Fayol’s 14 Principles of Management: Hon. Babalanda demonstrated Unity of Command, Unity of Direction and Esprit de Corps. By bringing all MDAs under Governance and Security under one strategic direction – NDP IV and Tenfold Growth – she ensured there is no fragmentation. Everyone must move in one direction.
2. Max Weber’s Bureaucratic Theory: Her emphasis on alignment, formal procedures, and adherence to the Budget Call Circular is pure Weberian rationality, hierarchy, rules and impersonal order to achieve efficiency.
3. Frederick Taylor’s Scientific Management: By demanding that budgets be aligned to measurable outputs of NDP IV and the Tenfold Growth Strategy, she is applying Taylor’s principle of scientific, not rule-of-thumb, management – efficiency, value for money and results.
4. New Public Management (NPM): This is the core of her reform. NPM advocates for a results-oriented, customer-centric, efficient Government that borrows private sector managerial skills. Hon. Babalanda’s call for strategic alignment, performance measurement and accountability is NPM in action. She is transforming the Office of the President from a traditional administrative office into a performance-driven coordination centre.
5. Woodrow Wilson’s Politics-Administration Dichotomy: She has clearly separated politics from administration – while politicians set the Tenfold vision, administrators must now professionally align budgets and deliver without politicizing implementation.
6. Comparative Public Administration (Fred Riggs): Uganda is a prismatic society transitioning from traditional to modern. Hon. Babalanda understands this ecology and is using administrative reforms to bridge the gap between policy formulation at Munyonyo and policy implementation in Kawempe, in Karamoja and in every village.
Visionary Leadership at Office of the President
Under her stewardship, the Office of the President has been redefined in line with its Vision: “Effective service delivery for a well governed and secure Uganda” and its Mission: “To provide overall leadership in public policy management and good governance for national development.”
Hon. Babalanda has not stopped at policy speeches. She has organized several landmark capacity building programs geared towards equipping Resident District Commissioners (RDCs) and Deputy RDCs with practical skills in monitoring Government programs and projects – from PDM, Emyooga, to the Parish Development Model. Today, RDCs are no longer ceremonial mobilizers; we are field managers, auditors, intelligence coordinators and community strategists because of her investment in our capacity.
She has restored discipline, coordination and strategic clarity in the Presidency docket, which houses critical institutions like ISO, ESO, RDC Secretariat, Manifesto Implementation and Cabinet Secretariat. Managing such a complex cluster requires extraordinary managerial acumen.
In conclusion, the Munyonyo Symposium has proved that Hon. Milly Babirye Babalanda is not just a Minister; she is an astute administrator, a strategic manager and a true embodiment of New Public Administration for Uganda’s socio-economic transformation journey towards Tenfold Growth.
The Governance and Security Programme is now more coherent, more focused and more ready to deliver Budget FY 2027/28 because one leader chose to lead with intellect, discipline and vision.
