In an effort to improve service delivery in Moroto District, the Karamoja Anti-Corruption Coalition (KACC), in partnership with the Children and Youth Resilient Initiative for Localised Development (CYRILD), held a community Baraza in Katikekile Sub-county, Moroto District, on 28 September 2026.
The Baraza brought together government officials, civil society organisations (CSOs), and members of the community from Katikekile Sub-county. The meeting provided an opportunity for community members to raise concerns about service delivery and discuss possible solutions with local government officials and other stakeholders.
Amina Lowakori, the Acting Executive Director of KACC, presented several key issues affecting service delivery in the area. These included:
- Inadequate and inaccessible latrines and sanitation facilities in schools.
- Overcrowded classrooms.
- Frequent shortages of essential medicines.
- Teachers at Lia Primary School who have been transferred without replacements being provided.
Other issues presented by the citizens from Katikekile Sub-county were:
- Lack of an SST teacher at Lia Primary School.
- Challenges related to centrally implemented government projects, including limited opportunities for local communities to monitor projects and difficulties in accessing engineers or finding them on project sites.
- The prevalence of early child marriage.
- Children becoming involved in mining activities.
Mr. Alinga John Bosco, who represented the Chief Administrative Officer (CAO) of Moroto, encouraged community members to repay their Parish Development Model (PDM) loans. He also encouraged the community to respect and protect government property.
Mr. Moses Aboka, Executive Director of CYRILD, called upon the local government to strengthen collaboration with civil society organisations and ensure that public services respond to the needs and priorities of the people.
The Baraza provided an important platform for dialogue between the community, government, and civil society, enabling stakeholders to identify service delivery challenges and discuss actions needed to address them.
