Hon. Mercy Kanyesigye Elected Chairperson as Hon. Abdul Bisaso Joins Executive Committee of Uganda Parliamentary Youth Forum

KAMPALA — The Uganda Parliamentary Forum on Youth Affairs (UPFYA) has unveiled a new executive committee to steer youth advocacy and legislative priorities in the 12th Parliament.

According to an official update from Parliament, National Female Youth MP Hon. Mercy Kanyesigye was elected Chairperson following an endorsement by fellow Youth MPs during the caucus Annual General Meeting. She takes the helm alongside Central Youth MP Hon. Samuel Begira as Vice Chairperson, while Kassanda South MP Hon. Abdul Bisaso joins the team as Central Region Coordinator.

The newly constituted leadership team includes:

  • Chairperson: Hon. Mercy Kanyesigye (National Female Youth MP)
  • Vice Chairperson: Hon. Samuel Begira (Central Region Youth MP)
  • Publicity Secretary: Hon. Mwine Tumwebaze (Western Region Youth MP)
  • General Secretary: Hon. Elma Kapel Challa (Northern Region Youth MP)

Regional Coordinators:

  • Central Region: Hon. Abdul Bisaso (Kassanda South MP)
  • Eastern Region: Hon. Fiona Nakku (National Female Workers MP)
  • Western Region: Hon. Viola Namanya (Ntungamo District Woman MP)
  • Northern Region: Hon. Rose Obigah (Terego District Woman MP)

Accepting the responsibility, Hon. Kanyesigye expressed appreciation for the confidence shown in her by fellow lawmakers, describing the appointment as a vital mandate to champion the interests of Uganda’s youth demographic.

“Deeply honored by the incredible trust placed in me by my colleagues to serve as Chairperson of the Uganda Parliamentary Forum on Youth Affairs,” Kanyesigye stated, committing to lead an inclusive advocacy agenda. She also acknowledged democratic partners, including the Westminster Foundation for Democracy (WFD) and the Netherlands Institute for Multiparty Democracy (NIMD), for their continued backing of parliamentary youth initiatives.

Vice Chairperson Hon. Samuel Begira noted that the executive intends to leverage the caucus structure to translate youth legislative priorities into actionable policy outcomes.

As a parliamentary advocacy platform, UPFYA focuses on addressing key challenges affecting young people across the country, particularly targeted skills development, job creation, equitable access to government programs like the Parish Development Model (PDM), and civic inclusion.

Hon. Kanyesigye, a lawyer and former National Youth Council official, previously emphasized practical interventions to increase youth participation in public procurement, broaden economic opportunities, and safeguard youth allocations in national programs.

The incoming executive committee assumes office immediately, with a mandate centered on promoting legislative oversight and pushing for youth-centered development frameworks.
