But behind the bright colours, another story is unfolding—one of leaking buildings, questionable workmanship and growing concerns over whether taxpayers received value for the Shs3.5 billion invested in the project.\u003C\u002Fp>\n\u003Cp>A recent Watchdog Uganda investigation found several defects in key facilities, prompting parents, teachers and community leaders to demand answers over the quality of construction at the government-funded school.\u003C\u002Fp>\n\u003Cp>The central question is no longer whether the school was built, but whether it was built to the standard Ugandans were promised.\u003C\u002Fp>\n\u003Ch2>A Flagship Project Under Scrutiny\u003C\u002Fh2>\n\u003Cp>Bukakata Seed Secondary School was established under President Yoweri Museveni’s Seed Secondary School Programme, an initiative aimed at expanding access to secondary education by ensuring every sub-county has a government secondary school.\u003C\u002Fp>\n\u003Cp>The school sits on approximately six acres of land donated by the Masaka Diocese during the tenure of the late Bishop John Baptist Kaggwa, symbolising a partnership between government, the Church and the local community.\u003C\u002Fp>\n\u003Cp>Like other seed schools across the country, the project was expected to deliver durable classrooms, quality laboratories, safe teachers’ accommodation and modern learning facilities capable of serving generations of learners.\u003C\u002Fp>\n\u003Cp>Instead, several stakeholders now question whether the infrastructure reflects the billions invested.\u003C\u002Fp>\n\u003Ch2>Teachers’ Houses Raise Early Red Flags\u003C\u002Fh2>\n\u003Cp>One of the first concerns identified during the investigation was the condition of the teachers’ quarters.\u003C\u002Fp>\n\u003Cp>Residents and school leaders pointed to roof leakages and damaged flooring despite the relatively recent completion of the buildings. Questions have also been raised over the quality of materials reportedly used during construction.\u003C\u002Fp>\n\u003Cp>For teachers expected to reside within the school premises, the condition of the accommodation has sparked concerns about durability and value for money.\u003C\u002Fp>\n\u003Ch2>PTA Questions Value for Taxpayers’ Money\u003C\u002Fh2>\n\u003Cp>Robert Ssimbwa, Chairperson of the Parents-Teachers Association (PTA), believes several aspects of the project fall short of expectations for an investment of this magnitude.\u003C\u002Fp>\n\u003Cp>He criticised the quality of furniture supplied to the school, saying some desks and chairs appear to have been fabricated using weak metallic materials.\u003C\u002Fp>\n\u003Cblockquote>\u003Cp>“The school was supposed to receive facilities that match the money invested. Some furniture and construction works raise questions about the quality delivered,” Ssimbwa told Watchdog Uganda.\u003C\u002Fp>\u003C\u002Fblockquote>\n\u003Cp>He also questioned the strength of some structures, alleging that inadequate cement may have been used in parts of the construction.\u003C\u002Fp>\n\u003Ch2>Learners Cite Safety Concerns\u003C\u002Fh2>\n\u003Cp>Students interviewed during the investigation welcomed the opportunity to study closer to home but expressed concern over infrastructure challenges affecting their learning environment.\u003C\u002Fp>\n\u003Cp>Ritah Nabatta, a student at the school, said the absence of a security fence and leaking classroom floors remain major concerns.\u003C\u002Fp>\n\u003Cblockquote>\u003Cp>“We are studying in a good atmosphere, but we have challenges. The school lacks security fencing, and some classrooms have leaking floors, making learning difficult,” she said.\u003C\u002Fp>\u003C\u002Fblockquote>\n\u003Cp>According to students, rainfall often leaves some learning spaces damp, disrupting lessons.\u003C\u002Fp>\n\u003Ch2>Laboratory Security Under Question\u003C\u002Fh2>\n\u003Cp>Science teachers also raised concerns about the quality of some installations.\u003C\u002Fp>\n\u003Cp>Grace Namutebi, a Chemistry teacher, said some laboratory doors were made from plywood, raising fears about the security of expensive scientific equipment.\u003C\u002Fp>\n\u003Cp>The laboratory houses microscopes, Bunsen burners, thermometers and other apparatus essential for practical science lessons.\u003C\u002Fp>\n\u003Cblockquote>\u003Cp>“Practical lessons are critical for science education. The facilities protecting this equipment should meet acceptable standards,” Namutebi said.\u003C\u002Fp>\u003C\u002Fblockquote>\n\u003Ch2>Administrative Block Shows Similar Defects\u003C\u002Fh2>\n\u003Cp>The investigation also found concerns within the head teacher’s office, where sections of plaster reportedly show poor finishing while visible holes and leakages were observed.\u003C\u002Fp>\n\u003Cp>Observers questioned whether greater emphasis had been placed on cosmetic appearance rather than construction quality.\u003C\u002Fp>\n\u003Ch2>Accountability Questions\u003C\u002Fh2>\n\u003Cp>As concerns mount, attention is turning to those responsible for supervising and certifying the project.\u003C\u002Fp>\n\u003Cp>Construction of the school was undertaken during the tenure of former Masaka Resident District Commissioner Lule Ssenkungo, while technical supervision was reportedly handled by engineer Jjuuko.\u003C\u002Fp>\n\u003Cp>Watchdog Uganda sought comment from Engineer Jjuuko regarding the concerns raised during the investigation. He indicated that he required authorisation before responding to the questions.\u003C\u002Fp>\n\u003Cp>The contractor responsible for the project was also contacted and invited to respond to allegations relating to workmanship, construction materials, finishing and furniture quality but had not responded by the time of publication.\u003C\u002Fp>\n\u003Cp>Efforts to obtain comment from the Masaka District Chief Administrative Officer were equally unsuccessful, as known telephone contacts went unanswered.\u003C\u002Fp>\n\u003Ch2>Calls for Fresh Government Inspection\u003C\u002Fh2>\n\u003Cp>The concerns come amid increased government efforts to strengthen accountability for public infrastructure projects.\u003C\u002Fp>\n\u003Cp>Recent inspections by Minister of State for Local Government Balam Barugahara and State Minister Justine Nameere have exposed poor workmanship in several public projects across Uganda, reigniting debate about quality assurance and value for money.\u003C\u002Fp>\n\u003Cp>Community leaders now believe Bukakata Seed Secondary School deserves similar scrutiny.\u003C\u002Fp>\n\u003Cp>They argue that government should establish whether construction materials met approved standards, whether adequate supervision was conducted during implementation and whether taxpayers received infrastructure commensurate with the funds spent.\u003C\u002Fp>\n\u003Ch2>Bigger Than Bukakata\u003C\u002Fh2>\n\u003Cp>The questions emerging from Bukakata extend beyond one school.\u003C\u002Fp>\n\u003Cp>Each year, Uganda invests billions of shillings in schools, health centres, roads and other public infrastructure. Increasingly, citizens are asking whether success should be measured by commissioning ceremonies or by the quality and durability of projects years after completion.\u003C\u002Fp>\n\u003Cp>A government building should not simply impress on the day it is handed over.\u003C\u002Fp>\n\u003Cp>Its true test comes when learners occupy classrooms, teachers move into staff houses and communities depend on the facilities every day.\u003C\u002Fp>\n\u003Ch2>School Continues to Serve Community\u003C\u002Fh2>\n\u003Cp>Despite the reported shortcomings, Bukakata Seed Secondary School continues to provide education to learners under the leadership of head teacher Emmy Kasule.\u003C\u002Fp>\n\u003Cp>The school has also continued attracting support from stakeholders. Students, NANS, has warned the management of Federal University, Wukari, Taraba State against sending students away from the campus or stopping them from registering for academic activities because of inability to pay tuition fees, saying that would amount to being insensitive to the plight of the students.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>The association, in a statement by the National President, Akinteye Babatunde Afeez, said the fact that the students are awaiting the payment of their tuition fees by the Nigerian Education Loan Fund, NELFund, should be enough for the school to exercise caution.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>This is just as the association warned that anti-student policies would not be allowed to thrive in the university.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“The national leadership of the National Association of Nigerian Students (NANS) has received with great discontent and strong resentment, the position of the management of the Federal University, Wukari, directing students who are unable to pay their school fees to defer their semester or academic session, while further warning that failure to either pay tuition fees or formally secure approval for deferment would result in the forfeiture of both the semester and the entire academic session.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“The management also stated that students who defer without approval or absent themselves without an approved deferment would be barred from registering for the next academic session. We strongly decry this position, as it is insensitive, anti-student, and contrary to the ideals of accessible and inclusive education.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“Humanity must always precede our personal dispositions in the management of institutions. This decision is cruelty in its purest form. At a time when the President of the Federal Republic of Nigeria, President Bola Ahmed Tinubu, has introduced the NELFUND initiative to make education accessible to ordinary Nigerians and every young Nigerian who aspires to pursue higher education, it is disheartening that the Vice-Chancellor of Federal University, Wukari is the very one frustrating students and keeping them out of school because of financial challenges that the initiative was designed to address.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“As the apex leadership of Nigerian students, we strongly condemn the position of the management of Federal University, Wukari for adopting a stance that is not student-friendly. This is a direct attack on Nigerian students and the education sector at large.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“It is on record that many of these students have already applied for NELFUND, which means the management will receive the tuition fees as soon as NELFUND disburses the funds. It is therefore inhumane for the Vice-Chancellor and the entire management of the institution to deny students the opportunity to write their examinations despite the assurance that NELFUND will certainly disburse the funds in due course.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“It is also on record that even when many students go out of their way to pay their fees before NELFUND disbursements, several institutions fail to refund them promptly. It was only recently, following sustained pressure from the leadership of NANS, that many of these institutions began processing refunds.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“According to reports available to us, over 5,000 students have been affected by this decision. \u003C\u002Fp>\n\n\n\n\u003Cp>Considering the sheer number of students involved and the willingness of the Vice-Chancellor to deny them access to education, it is evident that his policies are anti-student. More importantly, his actions undermine the very essence of the NELFUND initiative of the President Tinubu whose vision is to ensure that every deserving Nigerian, regardless of financial circumstances, has access to quality education.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“Let it be unequivocally stated that there is no circumstance under which the leadership of the National Association of Nigerian Students (NANS) will fold its arms and watch over 5,000 students be denied the opportunity to sit for their examinations on account of late registration, despite having secured funding for their tuition through NELFUND.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“Our position, as the apex leadership of Nigerian students, is clear and unambiguous: if these students are not allowed to complete their registration and sit for their examinations, then the examinations should not proceed for anyone.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cbr>“We shall continue to resist every policy and action that is detrimental to the interests and welfare of Nigerian students.
