The Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, has promoted Brig Oscar Munanura to Acting Major General and appointed him Chief of Defence Intelligence and Security (CDIS) of the Uganda People’s Defence Forces (UPDF).
Munanura was previously serving as Deputy Chief of Defence Intelligence and Security under Maj Gen Richard Otto, who has been reassigned to the Joint Staff Human Resource Management for redeployment.
The changes were announced in a statement issued in Kampala on Tuesday, October 27, 2026, by Col Chris Magezi, the Acting Director of Defence Public Information at the Ministry of Defence and Veteran Affairs and the UPDF.
“The Chief of Defence Forces and Senior Presidential Advisor for Special Operations, General Muhoozi Kainerugaba, has promoted Brig Oscar Munanura to the rank of Acting Major General and appointed him the new Chief of Defence Intelligence and Security (CDIS) of the UPDF,” Magezi said.
Maj Gen Otto, who previously headed the intelligence and security directorate, has been seconded to the Joint Staff Human Resource Management for redeployment. The statement did not provide further details about his next assignment.
Magezi said the UPDF fraternity congratulated Munanura on his promotion and appointment while commending Otto for his service during his tenure as head of defence intelligence and security.
“The UPDF fraternity congratulates Ag Maj General Oscar Munanura for the promotion and appointment, and commends Maj General Richard Otto for the great work he has done during his tenure,” he said.
He added that the army wished both officers success in their new duties.
