The Principal Assistant Secretary of Nabilatuk District, Jovic Anyakun, has urged development partners to shift their focus from soft activities to practical interventions that directly address service delivery gaps and improve the welfare of communities.
Anyakun made the call on October 28, 2026, while officially opening a District Integrity Promotion Forum organised by the Karamoja Anti-Corruption Coalition (KACC) in partnership with Transparency International Uganda.
He emphasised the need for development partners to prioritise investments in critical infrastructure and essential services rather than concentrating largely on activities such as workshops, meetings and sensitisation campaigns.
During the forum, KACC Project Officer Amina Lowakori presented key service delivery challenges identified through the organisation’s monitoring activities across the district.
Among the concerns raised were the lack of dormitories in primary schools, forcing boarding pupils to sleep in classrooms that are also used for lessons during the day; inadequate medical supplies at Natirea Health Centre; insufficient school furniture; and unreliable water supply in Nataparengan, Nabilatuk Sub-county.
The meeting brought together district heads of departments and other technical officers to examine the identified gaps, discuss accountability concerns and propose practical measures to improve service delivery.
David Kizito, Programme Officer at Transparency International Uganda, underscored the importance of strengthening integrity and accountability in public service delivery.
He urged district leaders to establish effective reward and sanction mechanisms that recognise committed and hardworking public servants while holding those who neglect their responsibilities accountable.
Kizito also called for joint monitoring visits involving district authorities and other relevant stakeholders to identify service delivery challenges and ensure timely interventions in schools, health centres and other public facilities.
Anyakun, who represented the Chief Administrative Officer (CAO), appreciated KACC for convening the forum, noting that such engagements provide an important platform for addressing accountability and service delivery concerns.
He disclosed that Nabilatuk District had established a 15-member District Integrity Promotion Forum but stressed the need for continuous capacity building to equip members with a better understanding of their mandates, roles and responsibilities.
On concerns surrounding water infrastructure, the District Production Officer, Simon Loput, called for stronger community ownership of government-funded projects.
He emphasised that communities must take responsibility for protecting public infrastructure against vandalism and ensuring the sustainability of investments, particularly water supply systems.
In his closing remarks, KACC Executive Director, Dr. Ayub Mukisa, commended Nabilatuk District Local Government for its responsiveness to the concerns raised and the steps taken towards addressing the identified service delivery gaps.
He reaffirmed KACC’s commitment to promoting transparency, accountability and improved public service delivery across the Karamoja sub-region through citizen engagement, constructive dialogue and collaboration with local governments and development partners.
The forum forms part of KACC’s broader efforts to strengthen local accountability mechanisms and ensure that public resources and development interventions translate into tangible improvements in the lives of communities.
