The National Animal Genetic Resources Centre and Data Bank (NAGRC&DB) has launched new service delivery standards designed to enhance responsiveness, accountability and efficiency in serving farmers, livestock breeders and other clients.
Under the standards, clients must be attended to within five minutes of arriving at designated service points. Written correspondence is to receive a response within five working days. Complaints must be acknowledged within 48 hours, while those requiring investigation should be resolved within 14 days.
These commitments are set out in the NAGRC&DB Client Charter and Service Delivery Standards for 2025/26 to 2029/30. The two documents were among five institutional frameworks launched at the agency’s headquarters in Entebbe.
Minister of State for Animal Industry Bright Kanyontore Rwamirama, who officiated at the launch, said the documents’ success would depend on effective implementation. He urged NAGRC&DB staff, management, the board and partners to translate the commitments into concrete improvements in service delivery, livestock productivity and access to modern animal breeding technologies.
The Client Charter details the services offered by NAGRC&DB, the rights and responsibilities of clients, and channels for feedback, complaints and continuous improvement. The Service Delivery Standards establish measurable benchmarks against which the agency’s performance can be assessed.
Together with three other documents—the Uganda National Animal Breeding Strategy and Action Plan (NABSAP), the Strategic and Investment Plan for 2025/26 to 2029/30, and the Communication and Knowledge Management Strategy for 2026/27 to 2030/31—the frameworks aim to align national animal breeding priorities with investment, service delivery, accountability and communication.
The Strategic and Investment Plan commits NAGRC&DB to expanding support for farmers under the Parish Development Model (PDM) through access to affordable, high-performing breeding stock for dairy, piggery and poultry enterprises. The agency’s farms and ranches will function as breeding, multiplication and technology-transfer hubs in partnership with local governments, farmer organisations and PDM structures.
NABSAP addresses key challenges in Uganda’s animal breeding sector, including low genetic productivity, inadequate infrastructure, limited access to quality breeding materials, uncontrolled cross-breeding, and weak animal identification and traceability systems. It also promotes climate-resilient genetics and the conservation of indigenous animal genetic resources.
The Communication and Knowledge Management Strategy seeks to improve access to timely and reliable information on NAGRC&DB programmes, technologies, products and services.
Eng. Robert Ssenozi, a NAGRC&DB board member representing farmers in the Central Region, described the launch as more than the unveiling of policy papers. “The launch is not just about unveiling documents. It is about launching possibilities,” he said.
Dr Israel Mugezi, Senior Planner for Agriculture at the National Planning Authority, called for a competitive and sustainable animal industry built on high-yielding, affordable and climate-resilient genetics. He linked improved animal productivity to Uganda’s goals of greater value addition and expanded exports, including processed dairy products such as milk powder.
The new framework places greater responsibility on NAGRC&DB to deliver measurable results. For farmers and other clients, the reforms will ultimately be judged by faster services, better access to information, affordable quality breeding materials, transparent complaint handling and higher livestock productivity.
