Nakapiripirit CAO Warns Civil Servants Over Delayed Reports, Demands Better Service Delivery

NAKAPIRIPIRIT — Nakapiripirit District Chief Administrative Officer (CAO) Lokoroi Charles Okwi has urged civil servants to prioritise service delivery, warning that failure to account for their attendance and submit required reports on time could affect salary processing.

Lokoroi made the remarks on October 19, 2026, during a District Integrity Promotion Forum (DIPF) organised by the Karamoja Anti-Corruption Coalition (KACC) in partnership with Transparency International Uganda at the Resident District Commissioner’s boardroom.

“The face of service delivery is the local government,” Lokoroi said, emphasising the critical role of local government officials in improving the welfare of communities.

He directed sub-county chiefs to submit their reports and staff attendance sheets by the 19th of every month, warning that those who fail to comply risk having their salaries withheld.

The forum provided a platform for community monitors and civil society organisations to raise concerns about gaps in public service delivery, environmental degradation and challenges affecting women and girls in Nakapiripirit.

Presenting issues identified through community monitoring, KACC highlighted the need for renovations at Nabulenger Health Centre III, frequent drug stock-outs at some health facilities and the environmental damage caused by charcoal burning.

Susan Talep, Executive Director of the Women Integrated Development and Empowerment Agency (WIDEA), outlined challenges facing women and girls, including early marriages, low school enrolment and poor retention of girls in education.

Talep expressed concern that many reported early marriage cases in Nakapiripirit remain unresolved, attributing the situation to weak law enforcement and inadequate coordination and collaboration among responsible authorities.

She called for stronger institutional cooperation to protect girls’ rights, keep them in school and ensure that cases involving early marriage are handled effectively.

The WIDEA executive director also presented a community request to upgrade Moruita Health Centre II to Health Centre III, citing inadequate maternity facilities.

She explained that the labour ward has only one bed, limiting its capacity to handle the number of mothers seeking delivery services.

On climate justice, Talep raised alarm over the rapid degradation of wetlands by rice and vegetable growers, widespread deforestation and large-scale charcoal trading, with trucks transporting charcoal out of the area at the expense of local communities.

She noted that women and girls in Karamoja bear a disproportionate burden of climate change because of their dependence on natural resources and the effects of environmental degradation on household livelihoods.

The forum called for follow-up action on the concerns raised, particularly the proposed health facility upgrade, environmental protection and improved enforcement of laws addressing early marriages.

District officials, including the CAO, Resident District Commissioner (RDC) Ajilong Bessie Modestar and LC V Chairperson Lokiru Simon Peter, committed to following up on the issue of land at Moruita Health Centre.

Dr Ayub Mukisa, head of KACC, urged civil servants to strengthen accountability and focus on improving service delivery to the people of Nakapiripirit.

The forum reaffirmed the importance of collaboration between district authorities, civil society organisations and community monitors in addressing service delivery gaps and promoting accountable governance in Karamoja.
