NAKAPIRIPIRIT — Nakapiripirit District LC V Chairperson Hon. Lokiru Simon Peter has cautioned civil servants against absenteeism and poor time management, urging them to prioritise their responsibilities and improve service delivery to the public.
Lokiru made the remarks on Monday, October 19, 2026, during a District Integrity Promotion Forum organised by the Karamoja Anti-Corruption Coalition (KACC) in partnership with Transparency International Uganda.
The forum, held in the Resident District Commissioner’s boardroom, was chaired by RDC Ajilong Bessie Modestar and attended by Chief Administrative Officer (CAO) Lokoroi Charles Okwi, the Assistant RDC, heads of departments, community monitors, sub-county chiefs and representatives of the Women Integrated Development and Empowerment Agency (WIDEA) and RADO.
During the meeting, KACC Project Officer Amina Lowakori presented findings from community monitoring activities, highlighting several service delivery gaps, including understaffing at some health centres, absenteeism among local government employees and concerns over teachers who reportedly prioritise personal businesses at the expense of teaching.
The forum also heard concerns about early marriages, unresolved cases and land encroachment affecting public infrastructure.
Susan Talep, Programme Manager at WIDEA, raised concern over cases of early marriage in Nakapiripirit that had reportedly remained unresolved. She also reported that land belonging to Moruita Health Centre had been encroached upon, potentially undermining plans to develop the facility.
Meanwhile, Max Chouldry of RADO raised concerns about livestock belonging to members of the West Pokot community, reportedly damaging access roads in Nakapiripirit as herders move their animals in search of grazing areas.
Responding to the concerns, Lokiru expressed alarm over tensions between crop farmers and livestock keepers, warning that the disputes threatened peace and security in the district.
“West Pokot people are destroying the crops of Nakapiripirit farmers, and this is causing conflict,” he said.
He urged civil servants to demonstrate greater commitment to their duties, manage their time responsibly and ensure that public services reach the intended beneficiaries.
On staff accountability, CAO Lokoroi directed sub-county chiefs to submit staff attendance records and reports on time, emphasising the need for proper supervision and monitoring of public employees.
He further urged civil servants to remain focused on their responsibilities and improve service delivery to the people of Nakapiripirit.
Dr Ayub Mukisa, head of KACC, thanked the district chairperson for his commitment to serving the community and commended the CAO for renovations undertaken at Kakomongole Sub-county.
The forum provided a platform for district leaders, civil society organisations and community monitors to identify service delivery challenges and call for stronger accountability, improved public sector performance and coordinated action to address concerns affecting residents of Nakapiripirit.
