NAKAPIRIPIRIT — Nakapiripirit Resident District Commissioner (RDC) Ajilong Bessie Modestar has urged civil servants to uphold honesty, integrity and accountability in the execution of their duties, warning that ethical conduct is essential to improving public service delivery.

Ajilong made the call on Monday, October 19, 2026, while chairing a District Integrity Promotion Forum organised by the Karamoja Anti-Corruption Coalition (KACC) in partnership with Transparency International Uganda at the RDC’s boardroom.

The forum exposed several challenges affecting service delivery in the district, including poor sanitation facilities in some primary schools, inadequate school security, frequent drug stock-outs at health facilities and a shortage of ambulances for emergencies.

Presenting findings from community monitoring activities, KACC Project Officer Amina Lowakori reported that some primary schools lacked functional latrines and proper sanitation facilities, while others had no perimeter fences.

She also raised concern over the reported rape of a pupil at a school without a fence, highlighting the vulnerability of learners in institutions with inadequate security infrastructure.

In the health sector, Lowakori cited frequent drug stock-outs at facilities such as Lemusui Health Centre, alongside the lack of ambulances to respond to medical emergencies.

The forum also heard concerns over the implementation of the Parish Development Model (PDM), with reports that several residents in Lemusui Sub-county had their names registered by parish chiefs but had not received the expected funds.

The meeting brought together heads of district departments, community monitors, Assistant RDCs, sub-county chiefs and representatives from WIDEA and RADO to discuss the challenges and identify possible interventions.

Responding to the concerns, Nakapiripirit LC V Chairperson Hon. Simon Peter Lokiru called on Chief Administrative Officer (CAO) Charles Lokoroi to take action against absenteeism among civil servants, stressing the need for public officers to remain available to serve communities.

Lokoroi warned that civil servants’ attendance would be assessed before salaries were processed, directing that the analysis be conducted by the 19th of every month.

Dr Ayub Mukisa, head of KACC, thanked district officials for participating in the forum and urged them to prioritise better service delivery across Karamoja.

He emphasised the need for concerted efforts by public officials and other stakeholders to address persistent challenges and ensure that communities in the region benefit from improved public services.

The forum reaffirmed the importance of integrity, accountability and collaboration between government institutions, civil society organisations and community monitors in identifying service delivery gaps and promoting responsible use of public resources.
