The Ministry of Local Government has directed all Chief Administrative Officers (CAOs), city town clerks, and municipal town clerks across Uganda to lead nationwide clean-up operations today, Saturday, October 31, 2026. The directive comes as part of ongoing government efforts to promote public health, environmental hygiene, and sustainable waste management across communities.

In an official circular dated October 30, Ben Kumumanya, the Permanent Secretary in the Ministry of Local Government, instructed local government authorities to mobilize residents, ready sanitation equipment, and dispatch garbage trucks to ensure that all accumulated waste is properly collected and safely disposed of.

This exercise follows a directive establishing National Clean-Up Days on the final Saturday of every month. While Lira City serves as the primary host for this month’s national activities, every district, city, and municipality is mandated to conduct simultaneous exercises within their respective areas.

Prioritizing Waste Removal and Community Mobilization

A central focus of the ministry’s directive is the post-cleaning collection pipeline. Permanent Secretary Kumumanya emphasized that local authorities must prepare effective logistics—including heavy machinery and transport trucks—to avoid leaving collected rubbish piled along roadsides or in public places after community efforts wrap up.

“Local authorities must coordinate the exercise within their jurisdictions to guarantee effective execution,” Kumumanya noted, emphasizing that prompt waste evacuation is key to preventing secondary environmental hazards.

The initiative highlights the central role local governments play in organizing grassroots sanitation, requiring leadership to translate national policy into concrete, community-level actions.

High-Level Coordination Across Government

Underscoring the national importance of the campaign, official copies of the directive were delivered to key government figures and regional administrative leaders, including:

  • Rt. Hon. Robinah Nabbanja, Prime Minister of Uganda
  • Hon. Balaam Barugahara, Minister of State for Local Government
  • The Head of Public Service and Secretary to Cabinet
  • Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs)
  • District Chairpersons, City Mayors, and Municipal Mayors

By aligning civic action with institutional logistics, the Ministry aims to instill a consistent routine of sanitation across all urban centers and trading nodes in the country.

Why Ugandans Should Observe National Cleaning Day

Public hygiene directly impacts community health, local economic development, and environmental protection. Active citizen participation yields key benefits:

  • Disease Prevention: Clearing blocked drainage channels and removing stagnant garbage eliminates prime breeding grounds for vectors carrying malaria, cholera, and typhoid.
  • Flood Control: Unclogging municipal drainage channels prevents urban flash flooding during rainstorms, protecting infrastructure and small businesses.
  • Civic Responsibility: Regular communal clean-ups cultivate collective pride and encourage individual accountability regarding waste disposal.
  • Tourism and Trade: Clean urban spaces improve business environments, attract local commerce, and present a welcoming image to international visitors.

As municipal teams and community members assemble across the country, local leaders are called upon to lead by example, providing both leadership and the physical resources required to sustain cleaner, safer environments for all Ugandans.
