Niger assembly approves three-year fiscal framework, targets spending discipline

Daily Post about 1 hour 2 mins read

The Niger State House of Assembly has approved the state's 2027–2029 Medium-Term Expenditure Framework (MTEF), with emphasis on improved revenue generation, spending discipline, debt management and prioritisation of capital projects.

The framework is designed to strengthen fiscal responsibility by aligning government policies, budgetary allocations and development priorities with available resources and the New Niger Agenda.

The approval followed the presentation of a report by the House Standing Committee on Planning and Appropriation during plenary.

Presenting the report, the committee chairman and member representing Rafi Constituency, Hon. Zubairu Ismaila, said the committee had engaged relevant stakeholders, including the Niger State Planning Commission and the Ministry of Finance, to review the framework.

He explained that the three-year fiscal plan provides a basis for coordinating government policies, economic projections and budget preparation, thereby helping to ensure that public spending reflects the state's development priorities.

The framework comprises the Economic and Fiscal Update, Fiscal Strategy Paper and Budget Policy Statement, which collectively provide the basis for assessing the state's economic outlook, revenue expectations, expenditure priorities and fiscal management strategy.

Among its key objectives are strengthening internally generated revenue, controlling recurrent expenditure, prioritising capital projects, maintaining public debt within approved limits and ensuring that government programmes are consistent with the New Niger Agenda.

The approval comes as governments face increasing pressure to balance competing development needs with available resources, making effective revenue mobilisation, expenditure control and prudent borrowing critical to sustainable public finance.

Following consideration of the committee's report, the Assembly approved the MTEF for the 2027–2029 fiscal period.

The Speaker, Abdulmalik Sarkin-Daji, subsequently directed the Clerk of the House to transmit the resolution to the Executive for necessary action.
