Her immediate concern is not the national electricity grid, climate change negotiations or government forest-conservation targets. It is how to prepare a meal with the little money available.

For millions of Ugandans, charcoal and firewood remain the most accessible cooking fuels, not necessarily because households are unaware of their environmental consequences, but because alternatives may be too expensive, unreliable or difficult to obtain. This everyday struggle lies at the heart of Uganda’s charcoal debate. As the government intensifies efforts to combat illegal charcoal production, protect forests and address environmental degradation, a fundamental question demands public attention: Can low-income households realistically afford alternative cooking energy, or does the fight against charcoal risk making poverty even more expensive?

Uganda’s dependence on biomass energy reflects the intersection of poverty, population growth, urbanization, agricultural livelihoods, energy infrastructure and limited access to affordable cooking technologies. In Kampala, Wakiso, Mukono, Jinja, Mbarara, Gulu, Mbale, Masaka, Arua, Fort Portal and other urban centres, charcoal remains a familiar household commodity. In rural communities, firewood continues to serve as a major source of cooking energy.

For many families, these fuels offer an important financial advantage: they can be purchased in small quantities according to the money available each day. A household unable to buy a full bag of charcoal may purchase enough for one meal. This flexibility is particularly important to families whose incomes are irregular and whose budgets are already stretched by food, rent, transport, healthcare and school fees.

Alternative technologies often require a different spending pattern. A household adopting liquefied petroleum gas (LPG), for example, may need to purchase a stove, cylinder and accessories before paying for regular refills. Electric cooking requires suitable appliances, electricity access and money to cover consumption. Biogas systems may require substantial initial investment and an adequate supply of organic material.

These barriers do not diminish the need to protect Uganda’s forests. Unsustainable harvesting of trees for charcoal and firewood contributes to forest degradation, biodiversity loss, soil erosion and greenhouse gas emissions. Forest destruction can also undermine water catchments, agricultural productivity and the livelihoods of communities that depend on healthy ecosystems.

Forest conservation is therefore an environmental, economic and social necessity. However, restrictions that are introduced before affordable alternatives become widely available may create unintended consequences. Households could return to cheaper fuels, informal markets could expand, and charcoal production could shift to less-regulated areas without significantly reducing overall demand.

The central challenge is not simply persuading Ugandans to abandon charcoal. It is ensuring that cleaner alternatives are affordable, accessible, reliable and suitable for their daily cooking needs.

Uganda consequently needs a balanced transition that protects forests while safeguarding household welfare. This calls for targeted subsidies, affordable financing, investment in alternative fuels, reliable electricity, improved cooking technologies and practical support for communities whose livelihoods depend on the charcoal trade.

The success of charcoal policy should not be measured only by the number of bags confiscated, traders arrested or restrictions announced. It should also be measured by the number of households that can prepare meals using cleaner energy without sacrificing other essential needs.

Uganda must protect its forests. The equally important question is whether it can do so without making the daily preparation of a family meal an unaffordable privilege.

Uganda’s charcoal dilemma: Saving forests without impoverishing households

Uganda stands at a crossroads between environmental conservation and the everyday survival of its citizens. The country must protect its forests, reduce environmental degradation and expand access to cleaner cooking technologies. At the same time, it must confront the economic circumstances that compel millions of households to depend on charcoal and firewood.

According to the Uganda Bureau of Statistics (UBOS), the 2024 National Population and Housing Census recorded a population of approximately 45.9 million people and about 10.7 million households. The average household size was approximately 4.3 people (Uganda Bureau of Statistics [UBOS], 2024). Population growth, urbanization and changing consumption patterns place additional demands on household energy supplies and natural resources.

The charcoal question is therefore about much more than cutting trees. It concerns the cost of preparing meals, the operation of small restaurants, the livelihoods of rural producers, the health of women and children exposed to household smoke, and the responsibility of government to ensure that environmental policies do not deepen poverty.

Developments in Parliament have brought these competing concerns into sharper focus. On 14 October 2026, according to Parliament of Uganda reporting, Speaker Jacob Markson Oboth directed that enforcement of the charcoal trade ban be suspended pending a government statement on the policy and the availability of alternative energy sources. The restrictions had originated in Presidential Executive Order No. 3 of 19 May 2023, which prohibited charcoal burning and trade in specified parts of northern Uganda, West Nile, Karamoja and Teso (Parliament of Uganda, 2026).

The parliamentary intervention highlighted a central policy concern: whether households affected by the restrictions had been given realistic opportunities to adopt alternative cooking fuels.

Government has identified LPG, electric cooking, ethanol and biogas among the alternatives it is promoting. The Ministry of Energy and Mineral Development (MEMD) also recognizes clean cooking as a national priority, with ambitions to expand access significantly by 2030 and move towards universal access by 2040 (MEMD, n.d.).

These objectives are important, but national targets do not automatically translate into affordable cooking at household level.

A family may receive an LPG cylinder and stove yet struggle to pay for subsequent refills. Another may live near an electricity distribution line but lack the money to purchase an efficient electric cooker. A rural household may have access to agricultural residues but lack the equipment, technical knowledge or market access needed to use them safely as fuel.

The policy challenge is consequently twofold: reducing dependence on unsustainable biomass while ensuring that households have practical alternatives before restrictions are intensified.

Uganda must not confuse enforcement of a charcoal ban with implementation of a successful clean-energy transition. The first can be ordered administratively; the second requires infrastructure, investment, affordability, public participation and time.

Uganda’s disappearing forests: What is at stake?

Forests are among Uganda’s most valuable natural assets. They support biodiversity, regulate water systems, protect soils, store carbon and contribute to livelihoods through timber, tourism, agriculture and other forest-based activities.

However, Uganda’s forest-cover statistics reveal a serious long-term challenge. The National Forestry Authority’s Corporate Strategic Plan for 2025/26–2029/30 reports that forest cover declined from approximately 4.9 million hectares in 1990 to 2.6 million hectares in 2023. In percentage terms, this represented a fall from about 24.1 per cent to 12.6 per cent of the country’s land area (National Forestry Authority [NFA], 2025).

This amounts to a loss of approximately 2.3 million hectares over 33 years. The figures illustrate why forest protection cannot be postponed indefinitely.

The consequences extend beyond the disappearance of trees. Forest degradation can reduce the capacity of landscapes to retain water, increase soil erosion, threaten wildlife habitats and undermine agricultural productivity. Where forest loss affects watersheds, communities may become more vulnerable to droughts, floods and changes in water availability.

Forests also contribute to climate resilience by storing carbon and supporting ecological conditions on which agriculture and human settlements depend. Continued destruction can therefore compromise Uganda’s long-term environmental security and development prospects.

The NFA’s strategic plan identifies forest protection, restoration, tree planting and collaboration with communities and private-sector actors as important interventions. However, these initiatives must be accompanied by credible enforcement and sustainable financing.

Forest statistics should also be interpreted carefully. Forest cover is not necessarily the same as total tree cover, and monitoring systems may use different definitions and methods. Commercial plantations, natural forests and other forms of tree cover differ in their ecological value. Planting seedlings does not guarantee that trees will survive to maturity, while commercial plantations cannot automatically replace the biodiversity and ecological functions of mature natural forests.

Uganda therefore needs consistent forest monitoring that distinguishes natural forests, plantations, woodlands and other forms of tree cover. Such information would help policymakers identify where charcoal production causes the greatest damage and where sustainable wood production could be developed.

The question is not whether Uganda should conserve its forests. It must. The challenge is how to achieve that goal without making poor households bear a disproportionate share of the cost.

How much charcoal does Uganda produce?

Understanding the scale of charcoal production is essential for designing effective policy. Yet the available estimates differ considerably, making it difficult to establish a single definitive national figure.

United Nations energy statistics list Uganda’s charcoal production at approximately 3.697 million metric tonnes in 2024, compared with 3.549 million tonnes in 2023 and 3.367 million tonnes in 2022 (United Nations Statistics Division [UNSD], n.d.-a).

By contrast, the Food and Agriculture Organization of the United Nations (FAO) dataset reports approximately 1.232 million tonnes of charcoal production for Uganda in 2022 (FAO, n.d.).

These figures should not be treated as directly interchangeable. Differences may reflect reporting systems, estimation methods, data coverage or revisions. The discrepancy itself demonstrates the need for a transparent and consistent national accounting system.

If government is to regulate production, estimate forest losses, calculate economic activity and assess the impact of charcoal restrictions, it needs reliable information on: Charcoal produced domestically and consumed within the country; Charcoal imported from neighboring countries and exported to regional markets; Quantities entering formal and informal markets; Losses during transportation and storage; Charcoal produced from sustainable sources and supplies associated with illegal forest destruction; and Regional prices, household consumption and the economic value of the trade.

The Ministry of Energy and Mineral Development, UBOS, NFA and relevant research institutions should coordinate regular surveys to establish a credible national charcoal account. This information would enable government to move away from broad assumptions towards evidence-based regulation. It would also help distinguish between destructive extraction from protected natural forests and charcoal produced through responsibly managed private woodlots.

Reliable data are not a technical luxury. They are a prerequisite for fair enforcement, effective forest protection and sound economic planning.

Charcoal sales: A multitrillion-shilling informal economy

Charcoal is more than a cooking fuel. It is a commercial commodity that supports economic activity in rural and urban Uganda. In some communities, where households depend heavily on production and trade for daily survival, it is described as “black gold”.

In April 2026, Daily Monitor reported that Uganda’s traded charcoal market was valued at approximately Shs2 trillion annually. A 2026 New Vision report similarly cited an estimated annual market value of about US$580 million, equivalent to roughly Shs2 trillion, and indicated that the value chain supported approximately 200,000 livelihoods (Kasoma & Agaba, 2026; Ndagire, 2026).

These figures underline the economic significance of the sector, although they should be treated as reported estimates rather than independently verified measures of government revenue or producer profits.

Annual market value must also be distinguished from annual sales volume. A market estimated at Shs2 trillion does not establish the exact number of tonnes sold, the amount earned by producers or the share of the trade that is sustainable or illegal. A reliable national assessment remains necessary.

The charcoal value chain begins in rural communities, where wood is harvested and converted into charcoal through carbonization. Producers sell their output to traders, who organize transportation to towns and cities. Wholesalers distribute the product to retailers, who sell it in smaller quantities to households, restaurants, schools and other institutions.

Each stage creates economic activity, but the benefits are not shared equally. Producers may receive relatively low prices, while transporters, wholesalers and retailers face different operating costs and profit margins. Meanwhile, communities affected by forest degradation may bear environmental costs that are not reflected in the retail price of charcoal.

This creates a difficult policy dilemma. An abrupt ban may disrupt the incomes of vulnerable producers and traders, while unrestricted production may accelerate deforestation and impose long-term costs on society.

The answer is not to preserve an environmentally destructive business model indefinitely. It is to manage a fair and gradual transition that expands access to cleaner energy, protects vulnerable livelihoods and creates sustainable economic opportunities.

Uganda should therefore treat the charcoal economy as both an environmental challenge and a development issue. Effective reform requires reliable market data, transparent regulation, support for affected communities and investment in alternatives that can compete with charcoal on price and convenience.

The charcoal ban: Environmental necessity or economic hardship?

Uganda’s charcoal restrictions were introduced in response to concerns about deforestation and the need to protect natural resources. The environmental objective is legitimate. The challenge lies in implementation.

Restrictions can help curb destructive charcoal production when supported by clear legal authority, consistent enforcement, adequate monitoring and affordable alternative cooking fuels. However, where demand remains high and practical substitutes are beyond the reach of many households, restrictions may shift production to other districts or encourage informal cross-border trade rather than eliminate consumption.

Reporting on Uganda’s charcoal sector has highlighted the possibility that supply chains adapt to restrictions by sourcing charcoal from other districts and neighboring countries (Ndagire, 2026).

This raises a fundamental question: can a ban effectively protect forests if demand remains high and households cannot afford alternative fuels?

The lesson is not that restrictions are inherently ineffective. Rather, restrictions alone may be insufficient when the economic forces sustaining demand remain unchanged.

Consumers continue buying charcoal when it is more affordable or convenient than available alternatives. Producers may continue supplying the market when other sources of income are unavailable. Traders can redirect supplies from less-regulated areas, allowing the market to adapt without addressing the underlying causes of demand.

The result may be displacement of production rather than a lasting reduction in forest pressure.

Government must also distinguish between charcoal produced through illegal extraction from protected forests and charcoal derived from sustainably managed private woodlots. Treating both sources as equivalent risks discouraging responsible tree farming and undermining investment in sustainable biomass production.

A more effective policy should protect natural forests, prohibit destructive extraction in protected areas, improve supply-chain traceability and establish clear standards for sustainably produced charcoal. At the same time, it must reduce household dependence on charcoal by making alternatives affordable, accessible and reliable.

The parliamentary intervention of October 2026 should therefore be treated as an opportunity to review implementation, clarify the legal framework and assess progress in providing alternative energy sources (Parliament of Uganda, 2026).

A suspension or review of enforcement should not become an excuse to abandon forest conservation. Equally, conservation policy should not assume that households can change their cooking practices without financial, infrastructural and practical support.

The objective must be to protect forests effectively while avoiding an unfair burden on low-income households and communities whose livelihoods depend on the charcoal economy.

Which alternative cooking-energy sources are realistic for Uganda?

Uganda has several potential alternatives to conventional charcoal and firewood. These include Liquefied petroleum gas (LPG), electricity, ethanol, biogas, improved cookstoves, biomass briquettes and solar technologies. Their suitability varies according to household income, location, infrastructure, fuel availability and cooking requirements.

No single technology will meet the needs of every household. A successful national strategy must therefore promote a diversified energy mix rather than assume that one alternative can immediately replace all traditional fuels.

Liquefied petroleum gas

Liquefied petroleum gas is among the principal alternatives promoted for household cooking. It offers convenience and, when used correctly, avoids the smoke associated with burning solid biomass at the point of use.

However, the cost of LPG extends beyond the price of fuel. A household may need to purchase a cylinder, regulator, hose, burner and other essential accessories before paying for regular refills. Transport costs, distance from suppliers and the availability of reliable refill services also affect affordability.

Indicative market prices cited for a basic six-kilogram LPG starter unit range from approximately Shs170,000 to Shs220,000 /=, including a filled cylinder and basic equipment. These prices should be verified with accredited suppliers before publication and may vary by location, brand and package.

For a low-income household, even this initial expenditure may be substantial. The continuing cost of refills can be an even greater barrier, particularly where earnings are irregular.

This distinction between initial access and sustained use is central to clean-cooking policy. Distributing cylinders does not guarantee long-term adoption if households cannot afford to refill them.

Government should therefore assess LPG programmes by examining how many beneficiary households continue using the fuel after six months, one year and two years, and whether adoption results in a sustained reduction in charcoal consumption.

Potential interventions include targeted refill vouchers, pay-as-you-go arrangements, affordable consumer financing and transparent subsidy schemes. These measures should prioritize households that would otherwise struggle to adopt cleaner cooking technologies.

Government should also encourage competition among accredited distributors, strengthen rural supply networks and provide practical education on safe storage, handling and use.

LPG can play an important role in Uganda’s transition, but it should not be assumed to be affordable or accessible to every household. However, installed capacity should not be confused with the amount of electricity available at every location or the amount households can afford to consume.

The challenge is not simply generating electricity. It is ensuring reliable distribution, affordable tariffs and access to suitable appliances.

A household considering electric cooking must account for the initial purchase price of a cooker, electricity consumption, the reliability of supply and the cost of any necessary wiring or kitchen upgrades. Efficient electric cooking appliances could be made available through instalment payments rather than requiring households to pay the full purchase price upfront.

Schools, hospitals and other public institutions could serve as demonstration sites where electricity supply, infrastructure and operating costs make electric cooking viable. Their experiences would provide useful evidence on equipment performance, cost per meal and potential reductions in biomass consumption.

Nevertheless, an electricity connection does not automatically make electric cooking affordable. Some families use electricity for lighting and phone charging while continuing to rely on charcoal for cooking because their budgets cannot accommodate the additional expense.

Electric cooking should therefore be promoted where it is economically and technically suitable, with transparent information on appliance efficiency, tariffs and likely operating costs.

With reliable power, appropriate appliances and affordable financing, electricity could become a significant component of Uganda’s clean-cooking strategy. Poorer households may remain dependent on charcoal because it is widely available, can be purchased in small quantities and accommodates irregular cash flow.

The cost of cooking cannot be assessed simply by comparing the price of one kilogram of charcoal with a unit of electricity or a kilogram of LPG. A meaningful comparison must consider the amount of energy required to prepare common meals, stove efficiency, cooking time, equipment costs, maintenance and the availability of fuel.

It must also account for household size, income, location and spending patterns. A technology that is affordable in Kampala may be less practical in a remote rural community where distribution costs are higher and refilling points are distant.

Government should commission a nationally representative clean-cooking affordability assessment to establish the real cost of preparing common meals with different fuels. A policy that ignores either reality is unlikely to succeed.

Uganda needs a comprehensive strategy that protects natural forests, combats illegal extraction, restores degraded landscapes and promotes sustainable tree growing. At the same time, government must make LPG, electric cooking, biogas, ethanol and other suitable alternatives more accessible through targeted financial support, investment and reliable distribution networks.

The parliamentary intervention of October 2026 should be treated as an opportunity to improve policy design, clarify the legal framework and establish measurable benchmarks for a fair and practical transition—not as a reason to abandon forest conservation.

Government needs an ambitious but realistic timetable, lawful and consistent enforcement, and financial support that reaches the households most in need. Without these measures, restrictions risk placing a disproportionate burden on poor families while leaving the underlying drivers of forest loss insufficiently addressed.

Above all, clean cooking is not simply about telling people which fuel to stop using. It is about ensuring that they can afford, access and reliably use the alternatives.

The ultimate measure of success will not be the number of charcoal traders arrested, bags of charcoal seized or restrictions announced. It will be whether Uganda’s forests recover while households gain reliable access to affordable, safer and cleaner cooking energy.

The message to policymakers is clear: protect the forests, support the people and make the alternatives work.
