Independence is not only a date. It is a chance to ask what has been built, what still fails, and whether ordinary people can use the roads, clinics and schools paid for in their name.\u003C\u002Fp>\n\u003Cp>Happy Independence Day.\u003C\u002Fp>\n\u003Cp>For a journalist on the local-government beat, the national story is also a local one: a road that links a village to a market, a health centre that shortens a journey for treatment, a school that gives a child a chance. Under President Yoweri Museveni’s government, districts, cities and lower councils have been the machinery meant to turn national priorities into services. At the Ministry of Local Government, Permanent Secretary Ben Kumumanya and the technical teams are charged with supporting that system. The useful question on this anniversary is not praise. It is what the investment has delivered, whom it reaches, and what remains unfinished.\u003C\u002Fp>\n\u003Cp>Masaka City, Kitabaazi Health Centre III, Mutungo Health Centre III and Bukakata Seed Secondary School are a practical place to start.\u003C\u002Fp>\n\u003Cp>Roads, and what they are for\u003C\u002Fp>\n\u003Cp>In Masaka City, upgrades to roads, drainage and street lighting have changed how residents, passengers and traders move. Much of the work has come through the Uganda Support for Municipal Infrastructure Development programme. The improved network includes a 7.2-kilometre stretch of Broad Way Road from the Nyendo roundabout to Kijjabwemi, a section of Villa Road, the 1.4-kilometre Nyendo–Kitovu Cathedral Road, and Kigamba, Somero and Kooki Street.\u003C\u002Fp>\n\u003Cp>The engineering team says more than 1,000 solar streetlights have been installed under the same programme, extending visibility and supporting evening trade. Engineer Abby Ssembajjwe, who served as acting city engineer, said one kilometre of tarmac with streetlights and walkways costs about Shs3 billion. “The city has also identified a target of constructing 23 kilometres of roads in the coming financial year,” he said. The department’s recent work has involved retired city engineer Augustus Tulibalungi, Ssembajjwe and substantive city engineer John Muzibira.\u003C\u002Fp>\n\u003Cp>Better roads can move goods, get farmers to market and ease the trip to a clinic or school. They can also cut vehicle wear. Properties built in road reserves remain a dispute the city forum, technical teams and political leaders are still handling. The test is whether the surface stays passable, the drains clear and the lights work after the contractor leaves.\u003C\u002Fp>\n\u003Cp>Kitabaazi: a building is not care\u003C\u002Fp>\n\u003Cp>Kitabaazi Health Centre III was upgraded from Health Centre II in May 2025. An African proverb warns that a river may be full while the thirsty still suffer if the water never reaches them. Budgets and buildings matter only if patients are treated on time.\u003C\u002Fp>\n\u003Cp>Officer-in-Charge Bobic Kiweewa says the centre handles about 7,000 in-patients and 8,400 out-patients a year, figures that should be checked against facility records. “Government has invested significantly in this facility, and the impact can already be seen through the increasing number of people accessing healthcare services,” he said. He also said more clinical officers and support staff are needed as numbers grow.\u003C\u002Fp>\n\u003Cp>The project was funded by the government through the Ministry of Health, with support from the International Development Association, supervised by Arch Design Limited and implemented by Prizma Limited at a reported contract value of about Shs1.32 billion, excluding VAT. The facility is reported to have nine health workers and 25 beds across maternity, children’s wards, labour and care for premature babies. Women account for about 65 per cent of patients, according to information supplied for this story. Nursing Officer Ritah Kabasita said the investment had helped health workers serve communities while building their careers.\u003C\u002Fp>\n\u003Cp>Sharif Lubega, of Bwala Village, said he received a blood test free of charge. Former Masaka City town clerk Daniel Christopher Kaweesi has argued that public care can ease pressure on household incomes. A national figure of about Shs659.343 billion, cited in source material as a health-sector financing projection, is not the Kitabaazi contract. Year, budget line and document must be confirmed before it is published as a national allocation, and it must not be presented as money spent on this facility alone.\u003C\u002Fp>\n\u003Cp>Mutungo: infrastructure needs staff\u003C\u002Fp>\n\u003Cp>In Makindye-Ssabagabo, leaders welcomed the operationalisation of Mutungo Health Centre III and called for more workers. Mayor Moses Otimong said the facility would bring immunisation, family planning and maternal care closer to residents, but warned that buildings without staff repeat the experience of Kakoola. “Health workers must accompany the infrastructure,” he said. He put construction at about Shs3.6 billion and equipment at about Shs360 million, a total of roughly Shs3.96 billion.\u003C\u002Fp>\n\u003Cp>The 2024 census figures supplied for this story put the municipality at 439,605 people in 114,527 households. Area legislator David Sserukenya has cited congestion, medicine shortages and the need for staff housing. Dr Geoffrey Kisuze was clear about the occasion: “Today we are not commissioning; we are operationalising.” He said outpatient care, immunisation and HIV services would be offered, that workers had been deployed, and that government would supply medicines. Residents will judge that promise by whether care is there when they arrive.\u003C\u002Fp>\n\u003Cp>Bukakata, and the limit of access\u003C\u002Fp>\n\u003Cp>Bukakata Seed Secondary School opened in 2012 with 12 students and has grown to more than 450, according to school stakeholders. Built at an estimated Shs3.5 billion on about six acres given by the Masaka Catholic Diocese, it serves Bukakata, Lambu Landing Site, the Kalangala islands and neighbouring communities. A grid connection has opened computer studies, science practicals and evening work. Head teacher Emmy Kasule said years without reliable power had held back ICT, research and prep. “Today we are entering a new chapter of transformation,” he said.\u003C\u002Fp>\n\u003Cp>City speaker Achilles Mawanda has called for more land for expansion and agriculture. The hope of reaching 1,000 learners depends on teachers, materials and welfare, not enrolment alone. Stakeholders have also raised governance disputes. Those must be handled by procedure, so argument does not displace the duty to learners.\u003C\u002Fp>\n\u003Cp>The next test\u003C\u002Fp>\n\u003Cp>Decentralisation was meant to put administration nearer the citizen. It works only when mandates are matched with money, competent staff, clean procurement and public scrutiny. At 64, Masaka’s roads, Kitabaazi, Mutungo and Bukakata show the same rule: a road must remain usable, a clinic must have people and medicines, a school must teach. That is the difference between a contract and a service, and the measure by which this independence should be judged.\u003C\u002Fp>\n\u003Cp>Brian Mugenyi covers local government and is a journalism Balaam Barugahara, to coordinate his anti-corruption mobilisation rallies closely with the Inspectorate of Government (IG) and the Criminal Investigations Directorate (CID).\u003C\u002Fp>\n\u003Cp>Their direct involvement ensures that public complaints are professionally assessed, evidence is systematically gathered, and appropriate legal action follows.\u003C\u002Fp>\n\u003Cp>While these rallies give citizens an important platform to expose wrongdoing, allegations raised from a podium must be treated as complaints requiring investigation, not immediate proof of guilt. An allegation alone should never become a sentence delivered before a cheering crowd.\u003C\u002Fp>\n\u003Cp>Many Resident District Commissioners (RDCs) have fought difficult battles against land grabbers and corrupt officials, making powerful enemies in the process. My concern is that malicious actors could exploit anti-corruption rallies to settle personal scores against officers who previously frustrated their illegal interests.\u003Cbr \u002F>\nFor instance, a land grabber could mobilise or pay individuals to make false claims against an RDC who stopped an unlawful eviction. If those accusations trigger an immediate public arrest without prior verification, the rally risks becoming a weapon against the very public servant protecting the community.\u003C\u002Fp>\n\u003Cp>The same vulnerability exists in district procurement. While unsuccessful contractors may have legitimate grievances that deserve investigation, aggrieved bidders might also seek revenge by sponsoring public accusations against technical officers and members of contracts committees.\u003C\u002Fp>\n\u003Cp>We must clearly distinguish between genuinely exposing corruption and weaponising the anti-corruption drive to humiliate individuals—what is locally known as “okulabisa” or “okulagako.”\u003C\u002Fp>\n\u003Cp>Throughout my service as an RDC, I have mediated complex disputes involving political leaders, technical officers, contractors, and community members. Such conflicts frequently tempt aggrieved parties to frame their opponents as corrupt or incompetent. However, a confident speaker, a loud accusation, or an excited crowd can never establish legal truth.\u003C\u002Fp>\n\u003Cp>Hon. Balaam, I ask that you receive this perspective in the spirit of brotherhood and our shared commitment to public service. Your mobilisation efforts will be far more impactful when backed by credible investigations and due process.\u003C\u002Fp>\n\u003Cp>IG and CID officers should be present at these rallies to receive complaints, record statements, examine documents, and determine appropriate next steps. Where evidence supports wrongdoing, authorities must act firmly. Where accusations prove malicious, the innocent must be protected.\u003Cbr \u002F>\nThis concern extends to the broader practice of publicly parading civil servants before investigations conclude or courts make a determination—a trend previously seen during high-profile State House anti-corruption operations under Col. Edith Nakalema.\u003C\u002Fp>\n\u003Cp>An arrest immediately dominates headline news, but a subsequent clearance or court acquittal rarely receives the same coverage. As a result, a civil servant’s name can remain publicly tarnished long after they have been exonerated. Anyone searching the officer’s name online years later will likely encounter initial arrest reports without the eventual outcome. Professional partners, future employers, relatives, and in-laws may continue to judge them based on unproven accusations.\u003C\u002Fp>\n\u003Cp>The fallout extends far beyond the individual officer; careers, livelihoods, families, and children suffer lasting damage that a late finding of innocence cannot easily repair. Media houses and investigating bodies must therefore accord equal publicity to the final outcomes of these cases, particularly when individuals are cleared or acquitted.\u003C\u002Fp>\n\u003Cp>Uganda urgently needs a firm, effective fight against corruption—one rooted in evidence, fairness, and structural accountability.\u003Cbr \u002F>\nLet the rallies gather complaints. Let investigators establish the facts. Let the courts determine guilt. The President made the remarks today during the 28th Uganda National Prayer Breakfast at State House Entebbe, held under the theme: “Wake […]\nThe post National Prayer Breakfast: President Museveni calls on Ugandans to multiply their talents and build Uganda  appeared first on Watchdog Uganda.","\u003Cp>President Yoweri Kaguta Museveni has called on Ugandans to work hard, multiply their God-given talents and actively participate in building the country, saying the responsibility to develop Uganda is consistent with Biblical teachings.\u003C\u002Fp>\n\u003Cp>The President made the remarks today during the 28th Uganda National Prayer Breakfast at State House Entebbe, held under the theme: “Wake Up, Work Hard, Build Uganda.”\u003C\u002Fp>\n\u003Cp>The annual event, organised by Parliament, was held on the eve of Uganda&#8217;s 64th Independence anniversary. President Museveni was the chief guest, while Speaker of Parliament Rt. Hon. Jacob Markson Oboth Oboth was the chief host.\u003C\u002Fp>\n\u003Cp>“First of all, I congratulate Ugandans on this Independence Day which we are going to celebrate tomorrow. Secondly, I want to thank God for preserving the life of Maama and ensuring her steady recovery. I praise God for that mercy,” President Museveni said.\u003C\u002Fp>\n\u003Cp>The President commended Parliament for sustaining the National Prayer Breakfast tradition and also traced the origins of the prayer breakfast to the United States, where Christian leaders invited the NRM leadership during the early years of government.\u003C\u002Fp>\n\u003Cp>President Museveni said he was informed that the tradition emerged during periods of conflict when political leaders who were not communicating with each other used prayer as a means of fostering dialogue and unity.\u003C\u002Fp>\n\u003Cp>He said the idea resonated with his own experience as a student leader in the 1960s, when he opposed politics based on tribe and religion.\u003C\u002Fp>\n\u003Cp>“In Uganda at that time, politics had been sectarian according to tribes and religions, pretending to work for God when in fact they were fighting one another on behalf of God. I was president of the students union but I walked out because they were wrong,” he said.\u003C\u002Fp>\n\u003Cp>“I told them that when God created man, He created him in His own image. So when you hate anybody because of a tribe or religion, you are hating a product of God.”\u003C\u002Fp>\n\u003Cp>The President also recalled his time as President of the Scripture Union in the 1960s, saying he challenged interpretations of Christianity that appeared to glorify poverty or discourage people from working to improve their lives.\u003C\u002Fp>\n\u003Cp>He cited the Biblical parable of the talents, in which a master rewards a servant who multiplied what had been entrusted to him.\u003C\u002Fp>\n\u003Cp>“I told them about the parable of the talents. The master rewarded the one who had multiplied the talents and punished the one who had not. I said I cannot sit on my talents; I must multiply them,” President Museveni said.\u003C\u002Fp>\n\u003Cp>He further recalled a disagreement in 1965 at Mwiri with people who argued that Christians should simply pray and leave everything else to God.\u003C\u002Fp>\n\u003Cp>The President said such a position ignored the Biblical teaching that God gave human beings responsibility over creation. He also cited the Biblical account of Jesus overturning tables used by traders in the temple as an example of taking action when necessary.\u003C\u002Fp>\n\u003Cp>President Museveni said the National Prayer Breakfast is therefore consistent with the principle of loving God wholeheartedly while also loving one&#8217;s neighbour.\u003C\u002Fp>\n\u003Cp>First Lady gives testimony of thanksgiving and healing:\u003C\u002Fp>\n\u003Cp>The closing prayer was led by the First Lady, Maama Janet Kataaha Museveni, who offered a wide-ranging testimony of thanksgiving for the nation, the country&#8217;s achievements and her own recovery from illness.\u003C\u002Fp>\n\u003Cp>The First Lady thanked God for sustaining the country over the years, quoting Psalm 111, which speaks of the greatness of God&#8217;s works and the enduring nature of His righteousness.\u003C\u002Fp>\n\u003Cp>“We are gathered here today on the eve of our 64th Independence celebration to give thanks to You, our God, for all of Your mercies towards us. It is Your guiding hand that has strengthened, guided and upheld us all these many years,” she said.\u003C\u002Fp>\n\u003Cp>She thanked God for what she described as a peaceful electoral process earlier in the year, the swearing-in of President Museveni for another term, and the inauguration of Cabinet and Parliament with renewed commitments to service delivery, transparency and integrity.\u003C\u002Fp>\n\u003Cp>The First Lady also thanked God for Uganda&#8217;s response to the Ebola outbreak in the region, saying the country was able to contain the threat while keeping schools open and maintaining normal life.\u003C\u002Fp>\n\u003Cp>She commended Uganda&#8217;s health workers for their dedication and for providing medical support to neighbouring countries.\u003C\u002Fp>\n\u003Cp>“We thank You for building our internal capacity as a nation so that we are now able to be of help and support to our neighbours,” she said.\u003C\u002Fp>\n\u003Cp>On the oil and gas sector, Maama Janet thanked God for what she described as the inauguration of Uganda&#8217;s crude oil project, named Pearl Sweet, in preparation for first production.\u003C\u002Fp>\n\u003Cp>“This was a vision You put in the heart of our President many decades ago and now finally we are beginning to see the fulfilment of that dream,” she said.\u003C\u002Fp>\n\u003Cp>She prayed that Uganda&#8217;s natural resources would become a blessing to the country and contribute to economic growth.\u003C\u002Fp>\n\u003Cp>The First Lady also prayed for adequate but non-destructive rainfall, particularly for farming communities, while calling for greater investment in irrigation to reduce the country&#8217;s dependence on rainfall.\u003C\u002Fp>\n\u003Cp>“Help us to take more strides in the area of irrigation because You have blessed us with many water bodies across the nation and we need to use this water resource responsibly and not only rely on the rainfall,” she prayed.\u003C\u002Fp>\n\u003Cp>To the people of Tooro, Maama Janet thanked God for the life and legacy of the late King Oyo Nyimba Kabamba Iguru Rukidi IV, and prayed for comfort for his family and the people of the kingdom.\u003C\u002Fp>\n\u003Cp>“We appreciate the comfort and consolation that You gave to the people of Tooro and Uganda as we grieved the loss of the young King Oyo,” she said.\u003C\u002Fp>\n\u003Cp>The First Lady then gave a personal testimony about her recovery, attributing her healing to God&#8217;s mercy and the prayers of Ugandans.\u003C\u002Fp>\n\u003Cp>“Finally, Lord, on my own behalf and on behalf of my family, I give You all the praise and glory for saving my life and giving me this opportunity to stand in the congregation of Your people and testify of Your goodness, mercies and healing power,” she said.\u003C\u002Fp>\n\u003Cp>“I thank You that in my hour of need, the families and children of Uganda also prayed for me and carried me in their hearts. Some people claim that the day was unanimously chosen by the members of the famous Lancaster Conference in England that debated the Uganda Independence Constitution. They claim that October 9, was chosen as a token of appreciation to Buganda’s Kabaka Mukabya aka Muteesa I of Buganda kingdom who died on October 9, 1884. And so members of the Lancaster Conference, in their wisdom chose Uganda’s Independence Day to coincide with the day Kabaka Mukabya died.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Why choose the “day of death” to coincide with the “birth day” of a country? Historians reason that Kabaka Mukabya was a revolutionary, an icon who invited Christian missionaries to Uganda and which missionaries brought civilization in form of western education, health and all other means of development. If that was the case, why were other proceedings not captured in the Lancaster Conference report except that alone.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">But according to the document titled: “The report of the Uganda constitutional conference, 1961 and the text of the agreed draft of the new Buganda agreement initiated in London on 9\u003Csup>th\u003C\u002Fsup> October 1961” which recorded details of the conference it does not mention that the October 9, 1961 was chosen in honour of Muteesa I, the late king of Buganda. As a matter of fact, Chapter VII, paragraph 171 of the report reads:\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">“After careful consideration of the views expressed by delegates, the Secretary of State [Ian Macleod] announced that Uganda would attain internal self-government on 1\u003Csup>st\u003C\u002Fsup> March, 1961. The constitution would provide that a general election to the new National Assembly should take place before mid Apri.l”\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The report furthers stated, “…provided that the necessary discussions could be completed and arrangement made in time, Uganda would attain independence exactly one year from the last day of the conference, i.e. on October 9, 1962”.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The conference held 17 plenary sessions before conclusion and had 50 delegates from Uganda representing political parties, kingdoms, districts and local governments. The Lancaster conference which debated the Uganda independence constitution was officially opened on September 18, and closed October 9, 1961 by Secretary of State Ian Macleod.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Now, the question is why wouldn’t the chair, Macleod feel so proud to mention that the October 9, 1962 was chosen in honour of Kabaka Muteesa I for inviting British missionaries to Uganda. Could it be that the date clandestinely decided by some individuals? And if that was the case, would it have served the purpose of making a public attribution to the late king of Buganda?\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Owing to the political situation in Uganda at the time including Buganda kingdom alone signing an agreement with Britain in July 1961 as well as Buganda’s attempt to secede which angered other regions of Uganda, and the fact that the Lancaster conference could not be hosted in Kampala because of intimidation from Buganda, it would have been impossible to convince the Lancaster conference delegates to accept Uganda’s independence day to be in memory of the Kabaka Muteesa of Buganda.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">This can be judged from the statement recorded in the document titled: “Report of the Uganda Relationships Commission 1961” also known as the “Munster Commission”, from whose content was also the basis of the 1962 Uganda Independence Constitution having thought view of several Ugandans.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">On page 60 under the topic the Head of State, it reads: “This is the last of the group of topics which provoke strong tribal feelings” And he added: “…One or two witnesses proposed to us that the Kabaka himself should be the head of State. This would certainly have the support of the Baganda and probably of some parts of the eastern province [Busoga]. But the west and north of the country are strongly opposed to the Kabaka as the future Head of State, saying that he should have no authority outside Buganda and that Buganda’s constant opposition to the unification of the country disqualifies the Kabaka in any case”.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The report further said: “Although we ourselves would not rule out the kabaka as Head of State if we thought it would solve the problem, we are convinced that it will not happen. Indeed, it would be certain to provoke violent discord. Nor do we think that the position would appeal to the Kabaka or to the traditionalist party in Buganda. They are interested in the government of their own tribe and not in an office of powerless dignity in a wider union of tribes”.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Now, with such sentiments, it would indeed be almost impossible to convince delegates from beyond Buganda to choose and accept the October 9, as Uganda’s Independence Day in memory of the day the Buganda king, Muteesa died.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">\u003Cstrong>HOW BUGANDA DELAYED UGANDA’S INDEPENDENCE\u003C\u002Fstrong>\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Uganda could have got independence earlier than it did on October 9, 1962. If Buganda kingdom had joined hands with the rest of the country, Uganda’s independence could have come at an earlier date. But, instead of joining the rest of the country and fight together for independence, Buganda wanted to secede and declare its independence before Uganda. Because of that, Uganda’s independence could not come at an earlier date.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\"> Perhaps the earliest agitation for independence was during the June 1946 and 1949 aborted revolutions that had been started in Buganda. That is what the British termed as ‘mere Buganda riots’.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Francis Semakula Mulumba, who first called for Uganda’s independence as early as 1947 was viciously opposed by Buganda traditionalists. Semakula lobbied independence for Uganda, Kenya and Tanganyika as was called then. So unfortunate that Semakula-Mulumba and not Ignatius Musaazi is mentioned as the leader of the struggle or negotiations for Uganda’s independence. But facts exonerate him. For instance, after the 1949 Buganda riots, intelligence profile about Semakula-Mulumba reads: “There is clear evidence that he [Semakula-Mulumaba] has been in touch with communists in London and it is significant that his petition [for Uganda’s independence] to U.N.O [now UN] was forwarded by the Russian Ambassador, Mr. Gromyiko”.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Semakula-Mulumba had on November 18, 1947, from London written to Russian Ambassador, Andrei A. Gromyiko seeking diplomatic support for the independence of the then three East African states.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">“The political situation is very bad for the Africans in the three East African territories of Uganda, Kenya and Tanganyika. Matters have come to such a head that the African find no other course open to them than referring them to UNO” in part, Semakula-Mulumba’s letter to Gromyiko read in part.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">\u003Cstrong>Buganda struggles to secede\u003C\u002Fstrong>\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">It was Buganda’s attempt to secede that delayed Uganda’s independence.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">This, the Democratic Party (DP) leader, Benedicto Kiwanuka who later became the first prime minister of Uganda in 1961 affirmed at a press conference in London, England.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">“…Governor [Fredrick] Crawford is incompetent to lead Uganda” he said:  Since 1957 when Buganda refused to send its members to the LEGCO [Legislative Council], and the Governor said nothing about it the act sets a wrong precedent”. Kiwanuka further said that: “Buganda’s attempt to secede has delayed Uganda’s development and independence”. The\u003Cem>Guardian\u003C\u002Fem> newspaper of October 5, 1960 reported. His utterances angered Buganda traditionalists led A.D Lubowa a member of the Buganda Lukiiko who wanted Kiwnauka’s arrested upon his return. When Kiwanuka returned, he on October 31, 1960 wrote a letter Kabaka Muteesa explaining his position.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Meanwhile in late 1959, the Governor of Uganda, Frederick Crawford as a representative of the Queen of England had instituted a Constitutional Committee to seek views of Ugandans on what system between federal and unitary, they wanted among other issues.  It was after the \u003Cem>Constitutional Committee Report\u003C\u002Fem> also known as the \u003Cem>John Wild Report\u003C\u002Fem> was released on December 24, 1959 that Buganda declared its intention to secede. Buganda did not only refuse to have a Muganda on the Constitutional Committee but also refused to meet the Committee.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The following year, Buganda refused to send it delegates to the LEGCO and went ahead to sue the Uganda Protectorate government. They lost the case at the high Court, and went to the East African Court of Appeal where the case was dismissed. From the Wild Report it was obvious that the Prime Minister would be the head of government and the Kabaka of Buganda would not be crown the Emperor of Uganda as propagandists had claimed. Buganda was incensed.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">At a public rally, Dr. E.B.S Lumu a member of the Buganda Lukiiko said: “We shall govern ourselves and Buganda under the Kabaka” the \u003Cem>Uganda Argus\u003C\u002Fem> newspaper of January 6, 1960 quotes.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Meanwhile, Buganda continued drumming for secession and declared independence on several occasions if we are to go by press reports quoting Buganda \u003Cem>Lukiiko\u003C\u002Fem> Members. The last and most memorable one being the December 31, 1960 \u003Cem>Lukiiko\u003C\u002Fem>declaration that Buganda would be independent effective January 1, 1961. The Lukiiko went on to elect a committee to plan for Buganda’s independence.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The committee included: Katikiro Mikhail Kintu, Amos Sempa, L Basudde, Dr. E.B.S Lumu, S Lubega, Maliko Lwanga, Dr Muwazi, William Kalema, Daudi Mukubira and Godfrey Binaisa. The committee assigned by Kabaka Edward Muteesa was to negotiate and open embassies and consulates with friendly countries in Africa and beyond. They were given huge sums of money to execute the mission as soon as possible. Because Buganda wanted to host independence celebrations with foreign dignitaries before Uganda attain independence.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">How much the Buganda independence committee got is not clear; but what is known for a fact is that no single embassy or consulate was opened anywhere in the world. So did the committee reimburse the money? From the minutes of the \u003Cem>Lukiiko\u003C\u002Fem>, given to the press and quoted by the \u003Cem>Uganda Eyogera\u003C\u002Fem> a Luganda newspaper of October 6, 1960 wrote that after the \u003Cem>Lukiiko\u003C\u002Fem>that after the proclamation of Buganda independence, there were jubilations outside the Bulange.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Under the title, “Buganda Omungereza emufumudde” the newspaper wrote that Buganda was to take Entebbe airport and all schools in Buganda except Makerere university, postal stamps will have a picture of Muteesa II, and Buganda would soon be a member of the Commonwealth. Katikiro Kintu also mentioned that a copy of the resolutions made by the \u003Cem>Lukiiko \u003C\u002Fem>of the October 5, 1960 would be sent to the Queen of England.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">On December 15, 1960 Lord Munster read to the members of the Lukiiko at Bulange a letter dated: No EAF 17\u002F6\u002F03 December 2, 1960 written by the Secretary for Colonies of behalf of Queen of England denouncing Buganda’s act of announcing its independence. Now that the rest of the country had endorsed the \u003Cem>Wild Report\u003C\u002Fem>, except Buganda, because the British and other Ugandans wanted independence for a united Ugandan, there were a series of diplomatic negations to pursued Buganda to abandon the secession plan. But Buganda remained adamant.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">\u003Cstrong>HOW LEGCO DEBATED UGANDA’S INDEPENDENCE\u003C\u002Fstrong>\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Uganda’s independence was achieved through diplomatic negotiations. While in some countries citizens fought wars to attain their independence, in Uganda, not a single bullet was fired against our former colonial master. It was through diplomatic talks that the British granted Uganda independence.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The colonial parliament, otherwise known as the Legislative Council (LEGCO) was one of the arenas the independence of Uganda was requested and or debated. And while some legislators argued that Uganda should get self-government in 1958 and get independence in 1961 others said that Uganda was not ready for independence by 1961 and needed more time to prepare. From the Hansard, we bring you that debate.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The debate about Uganda’s independence was for first time discussed in LEGCO on April 29, 1957 when Hon Y.S Bamuta moved the motion titled: “Self-government for Uganda in 1958”.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Unfortunately Bamuta died before he could see Uganda getting independence he agitated for. Nonetheless, in his submission, Bamuta affirmed that Uganda should get independence immediately.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">He said: “…Now therefore be resolved that this Council do request the government to open negotiations with Her Majesty government with the object of securing (a) self-government for Uganda, apart from matters of defence and foreign affairs by 1958, and (b) the complete independence of Uganda by 1961, within the British Commonwealth”\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">He went on: “We wish, as a people who are fit for independence, to tell the British government that the time is ripe. The will of the people is there and is expressed and we have got over five million people who are really clamouring for independence.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The will of the people is there and we feel that if independence is granted to Uganda, we shall join the happy club of nations, the British Commonwealth and nothing will be lost to the British if they do grant us this independence”. And he emphasized: “And I must say in closing that it is not a matter of asking, it is our right, our birth-right that we should have it” He begged.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Another member of LEGCO who supported the motion was Dr. E.M.K Muwazi. He said: “Some people may wonder why we want self-government snow, by 1958 and independence by 1961, as the motion puts it. well, Sir you very well know, Sir and this Council knows that self-government for Uganda has already been accepted by the British government since this is our birth-right. The only point is the date when self-government should be coming and should be achieved in Uganda”\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">From Bunyoro, Hon. G.B.K Magezi said he did not oppose the motion but was concerned about the timing and preparedness for independence. And this he said: “We want an intelligent government in this country. We do not you, [British] when you have begun leaving the country, to receive cables. I think a number of you, whom we know, might be the people who would be approached and whom cables would be sent saying, ‘can you come back’. That we don’t want” Magezi also mentioned disharmony and political ambiguity that needed time to iron-out.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">“We have heard of the political parties in this country. There are three now, on paper I might say. I must be honest. I said I would be frank and speak my mind, and I going to say it, that we have no political party yet in this country which is well represented throughout the country.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">All I can say is that every party is ‘bending its head’ to Mengo. What we have heard a number of times, and in a number of newspapers, that the Kabaka should be made the Emperor of Uganda. Who is going to accept that outside Buganda?” He quizzed “… I am not opposed to self-government. All I am saying is that the difference lies in the timing”. He said.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Another member who opposed the motion was John Babiha, specially elected member from Toro. “… There too another important factor which I want to illustrate and that is concerning tribalism. Tribal animosity in this country is nowadays assuming vast proportions.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">The honorable mover could, I think have informed us in his speech as to how he going to bring about the reconciliation of the issue that has risen recently and reached a high pitch about the ‘lost counties’ if self-government were to be given by 1958 then the other people will also say ‘give us the lost counties’ – I am not concerned myself because I am not a tribal man in the area…that is one matter which the honorable , the Mover in his speech has not tried at all to clarify, nor could he by 1958 reconcile that animosity which is rife in Mbale district between the Bagisu and the Bakedi”.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">Babiha further illustrated that: “Another point which the honorable Mover in his speech did not define was how, in his Constitution, he was going to fit the four hereditary rulers of Uganda?” it was not only for internal factor that some legislators were opposed to Uganda getting in 1961, but external factors were also an impediment.\u003C\u002Fp>\n\u003Cp style=\"font-weight: 400;\">“… Suppose tomorrow we are promised that self-government will be granted by 1958, before Her Majesty’s government has arrived at an agreement with the Sudan and Egyptian governments over the Nile waters, and has not made international agreements about the Belgian Congo and the Ethiopian governments.
