The Osun State House of Assembly has commenced deliberations on a bill seeking to establish a new framework for the administration and management of motor parks across the state.
The proposed legislation, known as the Osun State Park Management System Bill, 2026, was introduced as a private member’s bill by the Chairman of the House Committee on Works and Transport, Abiola Ibrahim.
The bill seeks to place the administration of motor parks under the supervision of the Osun State Ministry of Works and Transportation as part of efforts to establish a uniform regulatory structure for the transport sector.
A major provision of the proposed legislation is the introduction of a common ticketing system for motor parks across the state, with lawmakers considering measures aimed at improving revenue collection and accountability.
Under the proposed revenue arrangement, 70 per cent of proceeds generated through the system would accrue to the state government, while the remaining 30 per cent would be retained by park management.
The deliberation comes amid longstanding disagreements over the control and administration of motor parks in parts of Osun State, with recent tensions also linked to the death of Olalekan Oyeyemi, popularly known as Ajagungbade Emir, an ally of Governor Ademola Adeleke.
During the debate, lawmakers considered how the proposed framework could address revenue leakages, improve the organisation of motor parks and reduce violent activities associated with disputes over park control.
The lawmaker representing Ife South Constituency, Lawrence Adeoti, said the bill could assist the state in reducing revenue losses while ensuring that individuals appointed to manage motor parks possess the required competence and accountability.
He said, “The system should ensure that those appointed to manage the parks are competent, accountable and capable of delivering the expected results.”
Adeoti also advocated the adoption of digital technology in the administration of the parks, saying such a system could improve transparency and help reduce violence within the transport sector.
According to him, “The use of digital technology will improve transparency, strengthen accountability and help reduce violence in the transport sector.”
Similarly, the member representing Ede South State Constituency, Taofeek Olayiwola, said effective regulation of motor parks could help minimise the recurrence of violence, particularly during periods following elections.
He said, “Proper regulation of the motor parks can help minimise the recurrence of violence, especially in the period after elections.”
The Chief Whip, Olawale Akerele, said the proposed legislation would provide a legal structure for motor park administration, while Adewumi Adeyemi, representing Obokun Constituency, described transportation as an important contributor to Osun State’s internally generated revenue.
Akerele said the bill would provide “a legal structure for the administration and management of motor parks in the state,” while Adeyemi stressed the importance of the transport sector to the state’s internally generated revenue.
Speaker of the House, Adewale Egbedun, also supported further consideration of the proposal, allowing the legislative process to continue for detailed examination of its provisions and implications for the transport sector.
The committee is expected to return the bill to the House within two weeks for additional legislative consideration, while the Assembly adjourned its sitting until September 22, 2026.
