More than 70% of Ghana rsquo;s workforce operating within an estimated five million micro and small businesses remains outside the formal tax system, creating a major obstacle to the country rsquo;s efforts to achieve its 18-20% tax-to-GDP target, Professor Abdallah Ali-Nakyea, Professor of Tax Law and Policy at the University of Ghana School of Law, has said.
