six months’ imprisonment, or both, for motorists who refuse to cooperate with Federal Road Safety Corps officials during roadside breath tests carried out on reasonable suspicion.\u003C\u002Fp>\n\n\n\n\u003Cp>Passed by the upper chamber on Thursday, the amendment seeks to strengthen road safety enforcement by increasing sanctions for traffic offences and promoting better compliance with road regulations across the country.\u003C\u002Fp>\n\n\n\n\u003Cp>Under the new provisions, anyone found engaging in hawking, trading or preaching inside a commercial vehicle would be committing an offence and, if convicted, would face a N50,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Lawmakers said the provision was introduced to discourage distractions in commercial vehicles and improve the safety of commuters.\u003C\u002Fp>\n\n\n\n\u003Cp>The bill also raises the punishment for driving under the influence of alcohol or intoxicating drugs from N5,000 to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>Convicted offenders may also face up to two years in prison or both the fine and imprisonment.\u003C\u002Fp>\n\n\n\n\u003Cp>Motorists who decline to cooperate with FRSC officers carrying out preliminary roadside breath tests based on reasonable suspicion would also be liable to a N50,000 fine, six months’ imprisonment, or both.\u003C\u002Fp>\n\n\n\n\u003Cp>In addition, the proposed amendment increases the penalty for ignoring traffic lights, road signs, pavement markings and other traffic control devices to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>The fine for violating speed limits has also been increased from N5,000 to N100,000, while reckless driving will now attract a N100,000 fine, a prison term of up to two years, or both penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>The revised schedule attached to the bill outlines 52 traffic offences along with their respective penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the Senate, the amendment is intended to strengthen the enforcement powers of the FRSC, encourage greater adherence to traffic laws and improve North).\u003C\u002Fp>\n\n\n\n\u003Cp>The report was presented by Senator Simon Lalong (APC, Plateau South).\u003C\u002Fp>\n\n\n\n\u003Cp>Presenting the report, Lalong said, “That the Senate do receive and consider the report of the Committee on Foreign Affairs on the confirmation of the nomination of Professor Abayomi Sunday Fasina for appointment as Non-Career Ambassador\u002FHigh-Commissioner of the Federal Republic of Nigeria.”\u003C\u002Fp>\n\n\n\n\u003Cp>Soon after the presentation of the report, while some Senators kicked against his clearance, some were in support, especially Senate President Godswill Akpabio and Senator Abdul Ningi (Bauchi Central).\u003C\u002Fp>\n\n\n\n\u003Cp>Senator Cyril Fasuyi (APC, Ekiti North), a member of the Foreign Affairs Committee, who was number 12 on the list and also signed that he should be confirmed, however, kicked against it.\u003C\u002Fp>\n\n\n\n\u003Cp>The committee, in its findings 6.0 item 4, stated: “that the accusation against Professor Fasina was investigated by competent authorities including the University Governing Council and the Nigeria Police, which both found the allegation false.”\u003C\u002Fp>\n\n\n\n\u003Cp>In his remarks, Akpabio thanked the committee for the work, noting that the committee received reports from the Police, the Department of State Services (DSS) and the university council. Alechenu\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>Nigerian motorists and commuters will soon pay more for traffic offences as the Senate has passed amendments to the Federal Road Safety Commission, FRSC, Act introducing stiffer penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>Details of the FRSC Act (Amendment) Bill obtained by Vanguard, on Thursday, showed that fines for several offences were raised by up to 300%. The bill also reinforces penalties for offences, including a N50,000 fine for preaching or selling products inside public vehicles.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the provision, any person found trading, hawking or preaching in commercial buses will be liable. On conviction, the offender will pay a N50,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Senators who debated the bill, titled Federal Road Safety Corps Act (Amendment), 2026 (HBs. 1401 & 1604 – For Concurrence), which was first read in the Senate on July 1, 2025, argued that the increase was necessary to check recklessness on Nigerian roads and reduce crashes caused by distractions.\u003C\u002Fp>\n\n\n\n\u003Cp>“Our roads have become marketplaces and crusade grounds. This cannot continue. The penalties must hurt enough to change behaviour,” one lawmaker said during plenary.\u003C\u002Fp>\n\n\n\n\u003Cp>Other offences affected by the hike include driving under the influence of alcohol, use of phone while driving, overloading, seatbelt violation and driving without a valid licence.\u003C\u002Fp>\n\n\n\n\u003Cp>The second schedule of the amended Act, which will take effect after presidential assent, lists 52 offences and their penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>Driving under the influence of alcohol, which previously attracted a N5,000 fine, will now attract a N100,000 fine or two years imprisonment or both.\u003C\u002Fp>\n\n\n\n\u003Cp>The provision states: “A person who, while driving or attempting to drive, or when in charge of a motor vehicle, is under the influence of intoxicating drugs or alcohol above the legal limit or to such an extent as to be incapable of having proper control of such motor vehicle, commits an offence and is liable on conviction to a fine of N100,000 or imprisonment for a term not exceeding two years or both.”\u003C\u002Fp>\n\n\n\n\u003Cp>It is also an offence to refuse to cooperate with FRSC officials when they request a preliminary roadside breath test based on reasonable suspicion. The offence attracts a fine of N50,000 or six months imprisonment or both.\u003C\u002Fp>\n\n\n\n\u003Cp>Failure to obey traffic lights, road signs, pavement or road markings will now attract a N100,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Speed limit violations will also attract N100,000, up from the previous N5,000. The same N100,000 fine applies to reckless driving, which also carries a two-year jail term or both.\u003C\u002Fp>\n\n\n\n\u003Cp>The Senate said the review was aimed at strengthening FRSC’s capacity to enforce road safety laws and protect lives.\u003C\u002Fp>\n\n\n\n\u003Cp>Transport operators and commuters are expected to feel the impact most, especially in Abuja, Lagos and other major cities where hawking and preaching in buses is common.\u003C\u002Fp>\n\n\n\n\u003Cp>FRSC has, in recent years, complained that weak penalties encourage traffic violations. It only becomes meaningful when it improves the lives of citizens,” he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>The don recalled a nationwide survey conducted ahead of the 2015 general election, saying that he was part of a research team commissioned by then vice-president-elect, Prof. Yemi Osinbajo, to identify Nigerians’ expectations of the incoming administration.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the survey identified security as the country’s foremost concern, followed by the economy, corruption, infrastructure and education.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate who is also a Professor of Communication at Bayero University, Kano, noted that while successive administrations have made efforts in these areas, Nigerians continue to assess democracy largely by improvements in their daily lives.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited findings from the Afrobarometer survey across 39 African countries, which showed that while about two-thirds of Africans prefer democracy to other forms of government, only about 37 per cent were satisfied with how democracy worked in their respective countries.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, “This reflects a gap between citizens’ commitment to democratic ideals and the actual outcomes of democratic governance.”\u003C\u002Fp>\n\n\n\n\u003Cp>The communication scholar also referenced findings from the 2024 African Young People Survey, which revealed that many young Africans are considering emigrating due to corruption and limited opportunities, warning that such sentiments pose serious questions about the future of democracy on the continent.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate identified historical grievances, identity politics, social and economic exclusion, youth unemployment, weak institutions and governance deficits as major factors undermining democratic consolidation in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>He argued that: “Identity politics has continued to shape political participation, often placing greater emphasis on ethnicity, religion and place of origin than on competence and shared national values.”\u003C\u002Fp>\n\n\n\n\u003Cp>He also expressed concern over the collapse of local government institutions in many parts of the country, saying that grassroots governance had previously played a significant role in resolving community disputes, providing basic services and creating economic opportunities.\u003C\u002Fp>\n\n\n\n\u003Cp>The professor warned that: “Misinformation, hate speech and divisive narratives amplified through digital platforms are worsening existing social tensions. registration or deregistration of any political party, including the NDC.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the court, the viral social media reports linking it to the alleged deregistration did not originate from the Kogi State High Court.\u003C\u002Fp>\n\n\n\n\u003Cp>“The High Court of Justice of Kogi State did not handle any matter relating to the registration or deregistration of any political party in the country, and particularly the party in question, nor any other matter concerning the political party,” the statement said.\u003C\u002Fp>\n\n\n\n\u003Cp>It equally expressed worry over the use of the photograph of the Chief Judge of Kogi State, Justice Josiah Joe Majebi, alongside that of former Governor Yahaya Bello in the viral post, saying it appeared to be a deliberate attempt to create the false impression that the alleged decision came from the state’s judiciary.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court added that although it would not normally respond to misinformation circulating on social media, the inclusion of the Chief Judge’s photograph made it necessary to issue a clarification to protect the integrity of the judiciary.\u003C\u002Fp>\n\n\n\n\u003Cp>It issued a stern warning to content creators and social media users against publishing unverified information capable of misleading the public or undermining confidence in the judicial system.\u003C\u002Fp>\n\n\n\n\u003Cp>“The integrity and dignity of judges, as well as the institution of the High Court of Justice of Kogi State and other courts under its supervision, should not be subjected to false and misleading narratives.\u003C\u002Fp>\n\n\n\n\u003Cp>“We urge the public to disregard the viral report and reaffirm its commitment to the fair and It was titled, “Review of the Internal Procurement Process of the National Assembly.”\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate insisted that greater transparency in the legislature’s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio said, “Personally, I have not seen the budget of the National Assembly. Senator Tambuwal, you were a Speaker, I don’t know, maybe in the House of Representatives, they showed you.”\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking on the National Assembly’s budget, Senator Adamu Aliero, APC, Kebbi Central, lamented that lawmakers themselves were often unaware of the details of the National Assembly’s budget, saying that the Senate was “putting the cart before the horse,” stressing that the absence of a functional Budget and Research Office remained a more pressing issue.\u003C\u002Fp>\n\n\n\n\u003Cp>Aliero said, “Two of the problems that we have in the National Assembly regarding the management of finances and the budget do not solely lie in the process of procurement. The problem has been that the National Assembly has not set up a Budget and Research Office.\u003C\u002Fp>\n\n\n\n\u003Cp>“What is happening today is that we don’t even know and we don’t even see the budget of the National Assembly being presented here so that we can interrogate and understand the lines of expenditure,” he added.\u003C\u002Fp>\n\n\n\n\u003Cp>“My opinion is that the Senator should step down this motion. Let us get the house right first before we talk about the issues that the Distinguished Senator Karimi is raising.”\u003C\u002Fp>\n\n\n\n\u003Cp>Earlier, the Senate stepped down the motion by Senator Karimi to establish an Internal Tender Board for the National Assembly, as lawmakers stressed that greater transparency in the legislature’s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>The motion was eventually withdrawn after it drew criticism from lawmakers who described it as premature and lacking adequate internal consultation.\u003C\u002Fp>\n\n\n\n\u003Cp>Moving the motion, Karimi argued that the proposal was aimed at strengthening the institutional capacity of the National Assembly and safeguarding its financial independence as guaranteed by the Constitution.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited Section 81(3) of the 1999 Constitution (as amended), which provides for the funding of the National Assembly through a first-line charge on the Consolidated Revenue Fund of the Federation.\u003C\u002Fp>\n\n\n\n\u003Cp>“The Senate notes that Section 81(3) of the Constitution of the Federal Republic of Nigeria 1999 as amended guarantees the independence of the National Assembly and provides for the funding of the National Assembly through the first-line charge on the Consolidated Revenue Fund of the Federation,” Karimi said.\u003C\u002Fp>\n\n\n\n\u003Cp>He also relied on Section 51 of the Constitution, which empowers each chamber of the National Assembly to regulate its own procedure and internal administration.\u003C\u002Fp>\n\n\n\n\u003Cp>“In furtherance of the constitutional principle of separation of powers and parliamentary autonomy, the Senate resolves that it is necessary to strengthen the institutional capacity of the National Assembly to manage its financial and procurement processes efficiently, transparently and in a manner consistent with its status as an independent arm of government,” he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>Karimi urged the Senate to affirm parliamentary autonomy, establish an Internal Tender Board to evaluate and approve procurement matters within approved budgetary provisions, and mandate the Clerk to the National Assembly (CNA) to constitute the board.\u003C\u002Fp>\n\n\n\n\u003Cp>However, the proposal immediately met resistance from fellow senators, who argued that the legislature should first address longstanding concerns about budget transparency.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio also criticised both the timing and procedure adopted by the sponsor, saying such a proposal should have been discussed with the Senate leadership and the Clerk to the National Assembly before reaching the floor.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, “Senator Karimi, you should have discussed this even with me in the presence of the Clerk to the National Assembly and the principal officers of management so that I get clearance on what you are coming up with.”\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate, who questioned the wisdom of publicly debating the establishment of an Internal Tender Board before resolving internal concerns about the management of the legislature’s finances, said, “We should start with ourselves. We should get the two chambers to know exactly what is going on.\u003C\u002Fp>\n\n\n\n\u003Cp>“We should also debate and understand the budget. We should know how much is coming, what is going to where. This motion is premature,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio subsequently advised Karimi to withdraw the motion.\u003C\u002Fp>\n\n\n\n\u003Cp>Before doing so, Karimi, who sought clarification on whether the Clerk to the National Assembly had discussed the proposal with the Senate President, said, “Mister President, while I am withdrawing the motion, did the CNA discuss this motion with you?” Karimi asked.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio replied: “No, no. This is not correct. If it was discussed with me, I would not be opposed. Commission, INEC, has moved to consider conducting a comprehensive audit of all its electoral technology systems, alongside a mock presidential election.\u003C\u002Fp>\n\u003Cp>This is as part of measures to boost preparations for the 2027 general election.\u003C\u002Fp>\n\u003Cp>The Chairman of the Commission, Professor Joash Amupitan, made this disclosure, on Thursday, when received the British High Commissioner to Nigeria, Richard Montgomery, on a courtesy visit to the Commission’s headquarters in Abuja.\u003C\u002Fp>\n\u003Cp>According to the INEC Chairman, the proposals, which were under consideration, were informed by concerns arising from the 2023 general election, especially regarding the reliability of election technology.\u003C\u002Fp>\n\u003Cp>He said the Commission under his watch was looking at the possibility of auditing all its systems ahead of the 2027 election, as well as conducting a mock presidential election, to test the readiness of its processes and technology before the actual polls.\u003C\u002Fp>\n\u003Cp>The INEC boss explained that the proposed exercises were not originally captured in the Commission’s budget, stressing that the electoral body would explore ways to actualise them if required, given their potential value in strengthening the credibility of the general election.\u003C\u002Fp>\n\u003Cp>Amupitan linked the proposals to the Commission’s broader efforts at technological reliability as well as an ongoing review of the Commission’s cyber-security architecture covering system redundancy, penetration testing and disaster recovery mechanisms.\u003C\u002Fp>\n\u003Cp>He further pointed out that public confidence in the electoral process depended significantly on the reliability of the Commission’s technology and processes, adding that INEC remained committed to addressing any gaps identified from previous elections ahead of 2027.\u003C\u002Fp>\n\u003Cp>He listed election technology and cyber-security as one of the key areas of continued collaboration between INEC and the United Kingdom, noting that the Commission valued the technical partnership it had enjoyed with the UK and other international partners, including the International Foundation for Electoral Systems, IFES, in strengthening its electoral processes.\u003C\u002Fp>\n\u003Cp>“The Commission is committed to delivering elections that undertaken comprehensive reviews of its cyber security, cyber architecture, data systems, penetration testing, disaster recovery mechanism and communication protocols.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC’s Chairman, Joash Amupitan (SAN), made this known on Thursday in Abuja when he played host to the British High Commissioner to Nigeria, Mr. Richard Montgomery, and his team.\u003C\u002Fp>\n\n\n\n\u003Cp>He told the delegation that instead of changing its technology, because of time, the commission decided to improve on the existing technology.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, “So we are hoping to evolve the technology whereby you can have self-service voter registration. That’s online registration. In terms of technology, we continue to deploy our Bi-modal Voter Accreditation System.”\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan noted that the commission has resolved to train its staff  online before the physical training ahead of the elections.\u003C\u002Fp>\n\n\n\n\u003Cp>He stated: “We have also undertaken comprehensive reviews of our cyber security, cyber architecture, the data systems, our residents, penetration testing, disaster recovery mechanism and communication protocols. \u003C\u002Fp>\n\n\n\n\u003Cp>“In addition to communication to technology itself, public confidence is better. Yes, the public trust is very low. But at the same time, we believe with the outcome of our elections, we will be able to build the confidence. \u003C\u002Fp>\n\n\n\n\u003Cp>“As it is, like I shared with you in my office, one of the challenges we have is that of misinformation. And the increase in use of AI to promote disinformation.”\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan noted that in terms of logistics and personnel, the commission has commenced early procurement and logistics planning.\u003C\u002Fp>\n\n\n\n\u003Cp>He said: “There are some, you know, several issues on the cards. But we have, on our own, tried to navigate most of those issues.”\u003C\u002Fp>\n\n\n\n\u003Cp>Earlier, the British High Commissioner to Nigeria, Montgomery, said the UK is actively engaged in a security and defence partnership with Nigeria, particularly focusing on the 2027 elections. \u003C\u002Fp>\n\n\n\n\u003Cp>He highlighted the strong ties between the two countries, emphasising the strategic partnership signed in 2024 and the state visit by President Bola Tinubu in March. \u003C\u002Fp>\n\n\n\n\u003Cp>Montgomery noted that the UK was committed to supporting Nigeria’s democratic process, offering both moral and practical assistance. \u003C\u002Fp>\n\n\n\n\u003Cp>His words: “So we have a very strong interest and investment in the Federal Republic of Nigeria. Dingyadi, speaking at a public forum in Lagos, unveiled the Federal Government’s labour reform agenda and appealed to employers to partner with government in creating jobs, promoting decent work and Consequently, the Ministry has continued to reposition labour administration as a strategic instrument for economic development.\u003C\u002Fp>\n\n\n\n\u003Cp>“Over the past three years, the Ministry has strengthened the machinery for the prevention and settlement of trade disputes through enhanced conciliation, mediation and social dialogue. Our emphasis has remained on preventing disputes before they escalate into industrial actions capable of disrupting productivity and economic activities. This approach has contributed to improved industrial relations across several sectors of the economy.\u003C\u002Fp>\n\n\n\n\u003Cp>“The Ministry has also intensified labour inspection activities to promote compliance with labour laws, improve occupational safety and health standards and ensure decent working conditions. We recognise that safe and healthy workplaces are not merely legal requirements; they are fundamental drivers of productivity, innovation and business sustainability.\u003C\u002Fp>\n\n\n\n\u003Cp>“In furtherance of the Federal Government’s employment agenda, the Ministry has continued to strengthen public employment services, labour market information systems, career guidance and employment facilitation programmes to improve labour market efficiency and connect job seekers with employment opportunities. \u003C\u002Fp>\n\n\n\n\u003Cp>We are equally working with employers, development partners and other stakeholders to bridge skills gaps and promote employability, particularly among young Nigerians”, Dr Dingyadi stressed.\u003C\u002Fp>\n\n\n\n\u003Cp>The Minister also announced
