receive and consider the report of the Committee on Foreign Affairs on the confirmation of the nomination of Professor Abayomi Sunday Fasina for appointment as Non-Career Ambassador\u002FHigh-Commissioner of the Federal Republic of Nigeria.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Soon after the presentation of the report, while some Senators kicked against his clearance, some were in support, especially Senate President Godswill Akpabio and Senator Abdul Ningi (Bauchi Central).\u003C\u002Fp>\n\n\n\n\u003Cp>Senator Cyril Fasuyi (APC, Ekiti North), a member of the Foreign Affairs Committee, who was number 12 on the list and also signed that he should be confirmed, however, kicked against it.\u003C\u002Fp>\n\n\n\n\u003Cp>The committee, in its findings 6.0 item 4, stated: &#8220;that the accusation against Professor Fasina was investigated by competent authorities including the University Governing Council and the Nigeria Police, which both found the Services (DSS) and the university council. The bill also reinforces penalties for offences, including a N50,000 fine for preaching or selling products inside public vehicles.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the provision, any person found trading, hawking or preaching in commercial buses will be liable. On conviction, the offender will pay a N50,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Senators who debated the bill, titled Federal Road Safety Corps Act (Amendment), 2026 (HBs. 1401 &amp; 1604 – For Concurrence), which was first read in the Senate on July 1, 2025, argued that the increase was necessary to check recklessness on Nigerian roads and reduce crashes caused by distractions.\u003C\u002Fp>\n\n\n\n\u003Cp>“Our roads have become marketplaces and crusade grounds. This cannot continue. The penalties must hurt enough to change behaviour,” one lawmaker said during plenary.\u003C\u002Fp>\n\n\n\n\u003Cp>Other offences affected by the hike include driving under the influence of alcohol, use of phone while driving, overloading, seatbelt violation and driving without a valid licence.\u003C\u002Fp>\n\n\n\n\u003Cp>The second schedule of the amended Act, which will take effect after presidential assent, lists 52 offences and their penalties.\u003C\u002Fp>\n\n\n\n\u003Cp>Driving under the influence of alcohol, which previously attracted a N5,000 fine, will now attract a N100,000 fine or two years imprisonment or both.\u003C\u002Fp>\n\n\n\n\u003Cp>The provision states: “A person who, while driving or attempting to drive, or when in charge of a motor vehicle, is under the influence of intoxicating drugs or alcohol above the legal limit or to such an extent as to be incapable of having proper control of such motor vehicle, commits an offence and is liable on conviction to a fine of N100,000 or imprisonment for a term not exceeding two years or both.”\u003C\u002Fp>\n\n\n\n\u003Cp>It is also an offence to refuse to cooperate with FRSC officials when they request a preliminary roadside breath test based on reasonable suspicion. The offence attracts a fine of N50,000 or six months imprisonment or both.\u003C\u002Fp>\n\n\n\n\u003Cp>Failure to obey traffic lights, road signs, pavement or road markings will now attract a N100,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Speed limit violations will also attract N100,000, up from the previous N5,000. The same N100,000 fine applies to reckless driving, which also carries a two-year jail term or both.\u003C\u002Fp>\n\n\n\n\u003Cp>The Senate said the review was aimed at strengthening FRSC’s capacity to enforce road safety laws and protect lives.\u003C\u002Fp>\n\n\n\n\u003Cp>Transport operators and commuters are expected to feel the impact most, especially in Abuja, Lagos and other major cities where hawking and preaching in buses is common.\u003C\u002Fp>\n\n\n\n\u003Cp>FRSC has, in recent years, complained that weak penalties encourage traffic violations. Responsibility Commission (FRC) to reconcile discrepancies in the agency’s revenue deductions.\u003C\u002Fp>\n\n\n\n\u003Cp>The panel subsequently gave the Ogun-Osun River Basin Development Authority (OORBDA) a 14-day ultimatum to regularise its financial records or face sanctions, including the suspension of budget releases.\u003C\u002Fp>\n\n\n\n\u003Cp>The directives were issued during the committee’s ongoing investigation into the remittance of internally generated revenue (IGR) and operating surplus by Ministries, Departments and Agencies (MDAs) into the Consolidated Revenue Fund (CRF) for the 2023-2025 financial years.\u003C\u002Fp>\n\n\n\n\u003Cp>Chairman of the committee, Senator Sani Musa, said the reconciliation became necessary after conflicting figures emerged between NAFDAC and the Fiscal Responsibility Commission over deductions from the agency’s operating surplus.\u003C\u002Fp>\n\n\n\n\u003Cp>Figures presented to the committee showed that NAFDAC generated N18.73 billion in 2023, N29.85 billion in 2024 and N39.6 billion in 2025, reflecting a steady increase in its internally generated revenue.\u003C\u002Fp>\n\n\n\n\u003Cp>NAFDAC Director-General, Prof. Mojisola Adeyeye, told lawmakers that the agency had remitted about N3.9 billion as operating surplus between 2007 and 2023 before changes to the Treasury Single Account (TSA) operations created financial challenges.\u003C\u002Fp>\n\n\n\n\u003Cp>She explained that the introduction of a zero-balance TSA arrangement in January 2024 resulted in deductions from the agency’s revenue before it could access the funds, making it difficult to meet its financial obligations.\u003C\u002Fp>\n\n\n\n\u003Cp>According to her, about N21 billion deducted directly from payments made by clients for regulatory services had not been fully refunded, with only N13 billion so far returned.\u003C\u002Fp>\n\n\n\n\u003Cp>She disclosed that President Bola Tinubu approved the refund of the deductions in August 2025 and also approved NAFDAC’s removal from the list of revenue-generating agencies, although both directives were yet to be fully implemented.\u003C\u002Fp>\n\n\n\n\u003Cp>Musa advised the agency to submit the presidential approval to the committee to enable lawmakers take the necessary legislative action.\u003C\u002Fp>\n\n\n\n\u003Cp>The committee subsequently directed the Accountant-General’s Office to nominate a senior official to work with the Fiscal Responsibility Commission and NAFDAC to reconcile the agency’s accounts.\u003C\u002Fp>\n\n\n\n\u003Cp>He insisted that while all revenues due to the Federal Government must be remitted, funds legitimately belonging to agencies should be released promptly to enable them perform their statutory responsibilities.\u003C\u002Fp>\n\n\n\n\u003Cp>Commending NAFDAC’s financial performance, Musa said the agency had recorded significant improvements in revenue generation despite its operational challenges.\u003C\u002Fp>\n\n\n\n\u003Cp>During the hearing, Senator Natasha Akpoti-Uduaghan urged NAFDAC to strengthen research into alternative medicine using Nigeria’s abundant medicinal plants.\u003C\u002Fp>\n\n\n\n\u003Cp>Responding, Adeyeye said the agency already had a framework for regulating traditional medicines but lacked adequate funding for the clinical trials needed for wider acceptance.\u003C\u002Fp>\n\n\n\n\u003Cp>She also dismissed claims that medicines in Nigeria had only 30 per cent efficacy, insisting that bioequivalence studies had become mandatory to ensure compliance with international standards.\u003C\u002Fp>\n\n\n\n\u003Cp>The committee also scrutinised the financial records of the Ogun-Osun River Basin Development Authority after the Fiscal Responsibility Commission disclosed that the agency had failed to submit audited financial statements since 2022 and had unresolved liabilities.\u003C\u002Fp>\n\n\n\n\u003Cp>Acting Managing Director of the authority, Mr. Ayo Oyano, told lawmakers that the agency generated N72.755 million in 2023 and remitted N18.188 million, representing 25 per cent of the revenue.\u003C\u002Fp>\n\n\n\n\u003Cp>However, the Fiscal Responsibility Commission maintained that, as a fully funded federal agency, OORBDA was legally required to remit 100 per cent of its internally generated revenue into the Consolidated Revenue Fund.\u003C\u002Fp>\n\n\n\n\u003Cp>The commission also informed the committee that the authority had not submitted audited financial statements for 2023, 2024 and 2025 and still had an outstanding liability of N71.5 million dating back to 2022.\u003C\u002Fp>\n\n\n\n\u003Cp>Musa reminded the agency that its personnel, overhead and capital expenditures were already financed through annual appropriations approved by the National Assembly and therefore it had no legal basis to retain any revenue generated.\u003C\u002Fp>\n\n\n\n\u003Cp>Although Oyano argued that part of the revenue was used to maintain tractors and other equipment deployed to support farmers, the committee rejected the explanation, insisting that all revenues collected by fully funded government agencies must first be paid into the Treasury Single Account before being transferred to the Consolidated Revenue It only becomes meaningful when it improves the lives of citizens,&#8221; he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>The don recalled a nationwide survey conducted ahead of the 2015 general election, saying that he was part of a research team commissioned by then vice-president-elect, Prof. Yemi Osinbajo, to identify Nigerians&#8217; expectations of the incoming administration.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the survey identified security as the country&#8217;s foremost concern, followed by the economy, corruption, infrastructure and education.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate who is also a Professor of Communication at Bayero University, Kano, noted that while successive administrations have made efforts in these areas, Nigerians continue to assess democracy largely by improvements in their daily lives.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited findings from the Afrobarometer survey across 39 African countries, which showed that while about two-thirds of Africans prefer democracy to other forms of government, only about 37 per cent were satisfied with how democracy worked in their respective countries.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, &#8220;This reflects a gap between citizens&#8217; commitment to democratic ideals and the actual outcomes of democratic governance.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The communication scholar also referenced findings from the 2024 African Young People Survey, which revealed that many young Africans are considering emigrating due to corruption and limited opportunities, warning that such sentiments pose serious questions about the future of democracy on the continent.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate identified historical grievances, identity politics, social and economic exclusion, youth unemployment, weak institutions and governance deficits as major factors undermining democratic consolidation in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>He argued that: &#8220;Identity politics has continued to shape political participation, often placing greater emphasis on ethnicity, religion and place of origin than on competence and shared national values.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He also expressed concern over the collapse of local government institutions in many parts of the country, saying that grassroots governance had previously played a significant role in resolving community disputes, providing basic services and creating economic opportunities.\u003C\u002Fp>\n\n\n\n\u003Cp>The professor warned that: &#8220;Misinformation, hate speech and divisive narratives amplified through digital platforms are worsening existing social tensions. Nigeria&#8217;s challenge is no longer the absence of information but the abundance of false information and the scarcity of public attention.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He further linked insecurity to rising poverty, hunger, unemployment, environmental challenges and weak governance, arguing that conflicts discourage investment, reduce agricultural productivity and deepen economic hardship.\u003C\u002Fp>\n\n\n\n\u003Cp>Maintaining that security remains Nigerians&#8217; misinformation circulating on social media, the inclusion of the Chief Judge’s photograph made it necessary to issue a clarification to protect the integrity of the It was titled, &#8220;Review of the Internal Procurement Process of the National Assembly.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate insisted that greater transparency in the legislature&#8217;s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio said, &#8220;Personally, I have not seen the budget of the National Assembly. Senator Tambuwal, you were a Speaker, I don&#8217;t know, maybe in the House of Representatives, they showed you.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking on the National Assembly&#8217;s budget, Senator Adamu Aliero, APC, Kebbi Central, lamented that lawmakers themselves were often unaware of the details of the National Assembly&#8217;s budget, saying that the Senate was &#8220;putting the cart before the horse,&#8221; stressing that the absence of a functional Budget and Research Office remained a more pressing issue.\u003C\u002Fp>\n\n\n\n\u003Cp>Aliero said, &#8220;Two of the problems that we have in the National Assembly regarding the management of finances and the budget do not solely lie in the process of procurement. The problem has been that the National Assembly has not set up a Budget and Research Office.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;What is happening today is that we don&#8217;t even know and we don&#8217;t even see the budget of the National Assembly being presented here so that we can interrogate and understand the lines of expenditure,&#8221; he added.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;My opinion is that the Senator should step down this motion. Let us get the house right first before we talk about the issues that the Distinguished Senator Karimi is raising.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Earlier, the Senate stepped down the motion by Senator Karimi to establish an Internal Tender Board for the National Assembly, as lawmakers stressed that greater transparency in the legislature&#8217;s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>The motion was eventually withdrawn after it drew criticism from lawmakers who described it as premature and lacking adequate internal consultation.\u003C\u002Fp>\n\n\n\n\u003Cp>Moving the motion, Karimi argued that the proposal was aimed at strengthening the institutional capacity of the National Assembly and safeguarding its financial independence as guaranteed by the Constitution.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited Section 81(3) of the 1999 Constitution (as amended), which provides for the funding of the National Assembly through a first-line charge on the Consolidated Revenue Fund of the Federation.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;The Senate notes that Section 81(3) of the Constitution of the Federal Republic of Nigeria 1999 as amended guarantees the independence of the National Assembly and provides for the funding of the National Assembly through the first-line charge on the Consolidated Revenue Fund of the Federation,&#8221; Karimi said.\u003C\u002Fp>\n\n\n\n\u003Cp>He also relied on Section 51 of the Constitution, which empowers each chamber of the National Assembly to regulate its own procedure and internal administration.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;In furtherance of the constitutional principle of separation of powers and parliamentary autonomy, the Senate resolves that it is necessary to strengthen the institutional capacity of the National Assembly to manage its financial and procurement processes efficiently, transparently and in a manner consistent with its status as an independent arm of government,&#8221; he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>Karimi urged the Senate to affirm parliamentary autonomy, establish an Internal Tender Board to evaluate and approve procurement matters within approved budgetary provisions, and mandate the Clerk to the National Assembly (CNA) to constitute the board.\u003C\u002Fp>\n\n\n\n\u003Cp>However, the proposal immediately met resistance from fellow senators, who argued that the legislature should first address longstanding concerns about budget transparency.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio also criticised both the timing and procedure adopted by the sponsor, saying such a proposal should have been discussed with the Senate leadership and the Clerk to the National Assembly before reaching the floor.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, &#8220;Senator Karimi, you should have discussed this even with me in the presence of the Clerk to the National Assembly and the principal officers of management so that I get clearance on what you are coming up with.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate, who questioned the wisdom of publicly debating the establishment of an Internal Tender Board before resolving internal concerns about the management of the legislature’s finances, said, &#8220;We should start with ourselves. We should get the two chambers to know exactly what is going on.\u003C\u002Fp>\n\n\n\n\u003Cp>“We should also debate and understand the budget. We should know how much is coming, what is going to where. This motion is premature,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio subsequently advised Karimi to withdraw the motion.\u003C\u002Fp>\n\n\n\n\u003Cp>Before doing so, Karimi, who sought clarification on whether the Clerk to the National Assembly had discussed the proposal with the Senate President, said, &#8220;Mister President, while I am withdrawing the motion, did the CNA discuss this motion with you?” Karimi asked.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio replied: “No, no. This is not correct. If it was discussed with me, I would not be opposed. As human beings, we are bound to make mistakes in our daily dealings.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Inuwa added that the committee, chaired by the Deputy Governor, Dr Manassah Daniel Jatau, would engage aggrieved members through dialogue to rebuild trust and restore unity within the party.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, &#8220;We need to sheath our swords and embrace dialogue so that we can put our house in order as the 2027 general elections draw closer. Our strength lies in our unity, and together we must build a stronger and more formidable APC.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The governor also charged the committee to carry out its duties fairly and keep its discussions confidential.
