from Ethiopia’s experience in tackling malnutrition, strengthening food systems and coordinating nutrition interventions across different levels of government.\u003C\u002Fp>\n\n\n\n\u003Cp>The Vice President said the knowledge gained from the three-day Nigeria–Ethiopia Nutrition Leadership Exchange would be adapted to Nigeria’s realities, particularly in strengthening collaboration among the federal government, states and local governments to improve nutrition outcomes at the community and household levels.\u003C\u002Fp>\n\n\n\n\u003Cp>Shettima spoke as he returned to Abuja yesterday after leading Nigeria’s delegation to the leadership exchange in Addis Ababa and Oromia, Ethiopia, themed ‘Moving the Needle on Nutrition’.\u003C\u002Fp>\n\n\n\n\u003Cp>During the visit, the Vice President according to a statement issued by his Media Assistant, Stanley Nkwocha, held a bilateral meeting with Ethiopia’s Deputy Prime Minister, Temesgen Tiruneh, where both leaders reviewed bilateral relations and explored opportunities for deeper cooperation in agriculture, trade, investment, food security, aviation and other areas of mutual interest.\u003C\u002Fp>\n\n\n\n\u003Cp>At the opening session of the exchange, Shettima emphasised the value of African countries learning from one another, noting that Ethiopia’s Seqota Declaration and Nigeria’s Nutrition 774 Initiative provide useful platforms for sharing home-grown approaches to addressing malnutrition.\u003C\u002Fp>\n\n\n\n\u003Cp>He also highlighted Nigeria’s efforts to strengthen nutrition financing, accountability and subnational implementation, stressing that improved nutrition is critical to human capital development, productivity and economic growth.\u003C\u002Fp>\n\n\n\n\u003Cp>On the second day of the programme, the Vice President led governors, ministers and other stakeholders on field engagements across Oromia focused on agriculture value-chain transformation.\u003C\u002Fp>\n\n\n\n\u003Cp>The delegation visited wheat, banana and papaya farms, the “Bounty of the Basket” Training Centre and households in Mojo, as well as other facilities, to study how agricultural production, food systems and value-chain development are being linked to improved nutrition and livelihoods.\u003C\u002Fp>\n\n\n\n\u003Cp>Shettima also visited the Ethiopian Artificial Intelligence Institute, where the delegation received briefings on the application of technology, data and innovation to development and public-sector delivery.\u003C\u002Fp>\n\n\n\n\u003Cp>The final day of the exchange focused on early childhood development, with engagements covering pre-primary education, healthcare, daycare and parental coaching, followed by a working session on translating lessons from Ethiopia into concrete commitments for the Nutrition 774 Initiative.\u003C\u002Fp>\n\n\n\n\u003Cp>The programme culminated in a Nigeria Country Session and a joint closing ceremony attended by Shettima and Deputy Growth has held at a strong pace, estimated at around 6.3 to 6.4 percent in both FY 2024\u002F25 and FY 2025\u002F26, and private-sector credit continues to expand. But growth and credit volumes alone do not tell us whether financing is reaching the businesses that will define Uganda’s next decade.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Bank of Uganda data show commercial-bank shilling lending rates sitting in the high teens, reported at around 18.9 percent in April 2026, with some easing since. At that cost, financing struggles to reach investments whose returns are measured in years rather than months. The real debate is not only how much credit is available, but what it enables, and whether it can be made affordable and patient enough for investments that build lasting capacity.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Agriculture is the clearest example. Uganda already produces in abundance; the economic gains that matter now come from processing what we grow rather than exporting it raw. That means financing irrigation and modern farming equipment, post-harvest storage and cold-chain infrastructure, agro-processing plants, packaging, transport and logistics, export-oriented agribusiness, and the technology that builds climate resilience into farming. The central question is where capital can best help Uganda shift from producing raw commodities to producing higher-value goods.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Manufacturing tells a related story. The priority must be capital expenditure and patient financing that expand productive capacity rather than fund immediate consumption: machinery and technology upgrades, industrial parks, local supply chains, working capital for manufacturers, export manufacturing, and support for the SMEs that supply larger industrial players.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">SME financing deserves a reframe of its own. It is easy to describe SME lending as simply ‘lending to small businesses.’ It is far more useful to think of it as financing the next generation of employers. Many businesses are not short of ideas or markets; they are constrained by insufficient working capital, short loan tenors, limited collateral, informality, weak financial records, an inability to finance equipment, and difficulty breaking into larger supply chains. Solve for these constraints, and the multiplier effect on employment is significant.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">All of this relies heavily on productive infrastructure. Businesses become truly competitive when energy, transport, logistics, digital networks, water, industrial facilities, warehousing, and urban infrastructure are reliable enough to build on. This is where blended capital holds the greatest potential, with government, development finance institutions, commercial banks, and institutional and private investors each taking on a distinct layer of risk.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Finally, green and climate-resilient investment is no longer a future consideration. The question is not whether Uganda will need it, but whether capital will reach businesses early enough for them to adapt. Renewable energy, energy efficiency, climate-smart agriculture, waste management, green manufacturing, and resilient infrastructure all compete for the same pool of financing.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">At DTB, our experience working with businesses across agriculture, manufacturing, tourism, and other sectors reinforces a simple lesson: financing has the greatest economic impact when it helps a business acquire productive assets, enter a new market, increase capacity, or connect to a larger value chain.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Banks are already seeing where the primary bottlenecks lie. Tenors remain short relative to what productive investment requires, risk perception weighs heavily against sectors like agriculture and manufacturing, collateral requirements exclude viable businesses, and informality makes underwriting harder than it should be. These are solvable problems, and solving them should guide what comes next.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Four shifts would help. First, move from short-term lending to patient capital where the underlying investment justifies it. Second, crowd private capital into national priorities rather than leaving government and development finance institutions to carry the risk alone. Third, finance businesses rather than just balance sheets by looking at their capacity to grow instead of collateral on hand. Fourth, measure financing success by economic outcomes, jobs created, productivity raised, and value added, rather than simply the volume of credit disbursed.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Uganda’s next phase of growth will not be determined simply by how much capital we mobilize, but by where we choose to put it. Agriculture with value addition, manufacturing, high-potential SMEs, productive infrastructure, and climate-resilient investment are where that capital will do the greatest good. He discusses his vision for Rivers State, plans to diversify the economy, create jobs, improve education, promote transparency and protect the environment ahead of the 2027 governorship election. He also addresses his previous electoral experiences and questions surrounding his alleged links to business interests and government contracts. \u003Cstrong>Blessing Ibunge\u003C\u002Fstrong> presents the excerpts.\u003C\u002Fp>\n\n\n\n\u003Cp>W\u003Cem>hy are you contesting the governorship election?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>I am running because I believe political power must return to public purpose. We are children of the same soil. Whether we come from the riverine communities or the upland communities, whether we were born here or have built our lives here, we share the benefits when Rivers State succeeds and the consequences when it fails. For too long, political conflict has consumed attention that should have gone into jobs, schools, healthcare, safer communities, working infrastructure and stronger businesses.\u003C\u002Fp>\n\n\n\n\u003Cp> The cost of this crisis is not only found in economic estimates. It is found in postponed government decisions, weakened citizens’ confidence, projects delayed or abandoned, businesses that did not expand, young people who waited too long for opportunity, and communities that watched politics become louder than governance. That is why I am running: to move Rivers State from politics without purpose to disciplined and committed public work; from sharing poverty to creating prosperity; and from a state known mainly for oil and gas to a state respected for what its people built, produced and became.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>You repeatedly use the word “reset.” What exactly does “Reset Rivers State” mean?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>Reset is not revenge. For me, Reset Rivers State has six clear implications.\u003C\u002Fp>\n\n\n\n\u003Cp>First, we must reset politics so that it becomes peaceful, civil and purposeful.\u003C\u002Fp>\n\n\n\n\u003Cp>Second, we must reset the government so that institutions are honest, predictable and competent. Third, we must reset the economy so that production, services, logistics, enterprise and exports matter more than dependence on monthly allocation. Fourth, we must reset opportunity so that work, finance, markets and advancement do not depend on political connection. Fifth, we must reset trust through fairness, truth, continuity and respect for the rule of law. Sixth, we must reset our commitment to the environment so that clean water, monitoring, emergency response, remediation and resilience are treated as matters of public safety and economic justice. Rivers State belongs to the people. It needs a reset.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>What is your immediate economic agenda if you become governor?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp> Rivers State possesses much of what it needs to succeed: human resources, energy and gas, ports and waterways, industrial experience, enormous potential in tourism, the blue economy, agriculture, culture and creativity, and the commercial strength of Port Harcourt. Our challenge is conversion, turning these assets into reliable power, productive firms, safer movement, skilled work, stronger local businesses, better public services and more secure household incomes. We must build an economy where the government creates the conditions for businesses to succeed rather than becoming the economy itself. The state budget should provide essential public services, prepare serious projects and build infrastructure that enables production. Government should not pretend that ownership is the only path to progress when a commercial project can attract private development financing and professional operatorship.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>You have spoken of moving Rivers from about $20 billion to a $200 billion economy. Isn’t that too ambitious?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>Dream big, because you cannot be bigger than your vision. Our vision is long-term but honest about what one administration can do. We will lay the foundation for moving Rivers State from the current approximation of a US$20 billion economy to one that can become a US$200 billion economy in 15 years. We will not be there in 15 years. But by the time we leave, we will have achieved enormous progress and set the foundation for solid growth.\u003C\u002Fp>\n\n\n\n\u003Cp>It will require serious economic expansion. That is why we are looking at tourism, agriculture, fisheries, logistics, industrial production, services, the creative economy, exports and private-sector investment. The opportunity is enormous. But you must get the politics right before you can get the economy right.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>What would you do differently from previous administrations?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>We will use public money with discipline. Useful inherited projects and lawful obligations will be judged on evidence, not on who started them. Projects must be properly prepared. They must be economically justified. Where private financing and professional operatorship can deliver better results, the government should create the conditions for that. At the end of our tenure, the people should be able to ask: Are politics safer? Are institutions more trusted? Have priority projects moved beyond announcements? Are small and medium-scale enterprises working better? Has tourism grown? Has the creative sector been given its proper place? Are more people moving from training into real work? Is environmental monitoring stronger? Government must be able to tell the people clearly what succeeded, what failed and what needs to be corrected.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem> You have spoken passionately about education. What would your administration do in that area?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>We have to invest very heavily in education. My background was very humble, but I attended the best schools, our public schools. Sons and daughters of commissioners and government secretaries were in the same schools with ordinary children. That created a sense of common ownership and a common future. That was the Rivers I knew. Every child had a fair chance of success in the race of life. Today, the reverse is increasingly the case. We have created an opportunity gap. Education must therefore become a central economic policy, not simply a social policy. We need employer-linked skills, quality public education, technical training and an environment where young people can move from training into real employment.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>What shaped your belief in this idea of a common future?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>Growing up, I always accepted people. There were times when I had no food to eat in my own home, and I went to my neighbours’ homes. Whenever they cooked for their children, they found me there. There was a sense that every child belonged to the community. We all believed in what our parents did. If your children were there, you cared about them. You did not pull another person’s child down. You did meaningful things to help them. We were friends. We were family. That sense of common ownership has weakened. Politics has become so divisive that even people who should naturally support one another have become suspicious of one another. That is why when I say reset, I mean returning to that sense of common future.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>Critics have suggested that you were not serious about previous elections and that you may have compromised your political interests. What is your response?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>I am not a regular politician. What drives me into politics is my conviction about what needs to change in Rivers State. I have continued to serve Rivers people in and out of season. My concern has never been simply about holding political office. In 2019, I had a complicated experience with the political process. I became a candidate through the process available to me, but there were disputes and litigation surrounding the candidacy. I fought that election to the very end. The broader point is that Rivers has experienced political conflicts that go beyond ordinary democratic competition. People have lost lives. Communities have suffered. Elections have been disrupted. We cannot continue like that. People should be allowed to participate. The political space must be open. Genuine representatives should have an opportunity. You should not have to depend simply on who you know.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>You have faced questions about alleged links with Lubrik Construction and other family business interests. What is your position?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>I am not a contractor. At no point have I had anything to do with Lubrik Construction. There may be family connections and there may be businesses associated with the wider family history, but I have no dealings, directly or indirectly, with Lubrik Construction. My position is very clear: I do not do government contracts. If anybody says that I have anything to do with Lubrik Construction because of family relationships, that is not correct. What I am interested in is creating opportunities for communities and businesses to operate transparently and competitively.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>What plan do you have for the creative industry which many believe has been neglected over the years?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>The creative industry is one of Rivers State’s enormous opportunities. We have talent. We have culture. We have history. We have music, entertainment, arts and creativity. The government must create the infrastructure and policy environment that allows those talents to become businesses.\u003C\u002Fp>\n\n\n\n\u003Cp>We need spaces where people can create, perform and develop their skills. We need investment and incentives that attract private capital. We need to connect the creative sector with tourism. Tourism and the creative economy should not be treated as afterthoughts.\u003C\u002Fp>\n\n\n\n\u003Cp> \u003Cem>You have also spoken about tourism and the blue economy. What is your plan for that?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp> Rivers State has enormous potential along its coastline, waterways and communities. We should not simply build beautiful roads and leave the communities as they are. Development must generate economic activity. Tourism can create hotels, restaurants, transport services, entertainment, cultural businesses and jobs. The blue economy can create opportunities in fisheries, marine transport, logistics and other water-based industries. But this requires infrastructure, security, planning and a government that understands economics.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>What about environmental challenges, particularly in the riverine communities?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>Development that destroys the conditions for life and livelihood is not transformation. From riverine communities facing pollution and coastal risks to urban communities facing flooding, unsafe water and failing drainage systems, our people deserve credible information, faster response and practical protection. Environmental protection must become part of the core duty of government. We need proper monitoring, emergency response, remediation and resilience.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>You come from the private sector. Why should Rivers people trust you with public resources?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>People should trust demonstrated competence. I have worked in the private sector and have experience in governance and institutional management. I have also served in public roles where I had responsibility for organisations and institutions. The principle is the same: good governance requires good governance structures and disciplined business processes.\u003C\u002Fp>\n\n\n\n\u003Cp>If you are trusted with public resources, you must demonstrate what those resources achieved. I want every credit, every expenditure and every major opportunity to be traceable. Transparency must be central.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cem>What do you want Rivers people to remember about your administration if you win?\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>I do not ask for a blank cheque. I ask for the opportunity to serve and be judged by the evidence we publish and the difference our people can see in their lives and communities. At the end of our tenure, I want every community to be able to say: “The state sees us, hears us, respects us and works for us.”\u003C\u002Fp>\n\n\n\n\u003Cp>I am not asking people simply to support Dumo Lulu-Briggs. I am asking them to join us in returning political power to service. Let us choose purpose over capture, work over noise, competence over permanent conflict and prosperity over poverty. That is what this journey is about. Rivers State belongs to the people. That is why I am here, to learn from our counterparts in Ethiopia,” Adeleke said.\u003C\u002Fp>\n\n\n\n\u003Cp>On the part of his Abia State counterpart, Dr. Alex Otti, Nigeria must be willing to learn from countries that have achieved progress rather than attempt to reinvent the wheel.\u003C\u002Fp>\n\n\n\n\u003Cp>“There’s nothing wrong with saying that we have not done well. And there’s also nothing wrong in learning from those who have done it, so that you don’t go reinventing the wheel,” Otti said.\u003C\u002Fp>\n\n\n\n\u003Cp>He stressed that nutrition goes beyond food security, saying progress requires coordinated interventions in healthcare, education, agriculture, climate action and poverty reduction.\u003C\u002Fp>\n\n\n\n\u003Cp>“Today, we have learned that it’s not just about food security. It’s also about health. It’s about education. It’s about climate change. It’s about agriculture. So, a whole lot of things are intertwined,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Otti said Abia State had recruited 9,469 teachers, was developing 20 smart schools and rehabilitating more than 200 primary and secondary schools, while committing about 20 per cent of its annual budget to education.\u003C\u002Fp>\n\n\n\n\u003Cp>For Zamfara State Governor, Dauda Lawal, insecurity has worsened nutrition challenges in a state traditionally known for substantial food production.\u003C\u002Fp>\n\n\n\n\u003Cp>“In the past, when you spoke about nutrition, we didn’t even have anything like that in the state because we produced enough to feed our people. However, because of those challenges now, it has become difficult,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Lawal, however, said insecurity must not define the state, stressing the need to align with federal government programmes while adapting interventions to local circumstances.\u003C\u002Fp>\n\n\n\n\u003Cp>“Should we be defined by insecurity? The question is no. What else can we do?” he asked.\u003Cbr>Also speaking, Governor Umar Namadi of Jigawa State said Ethiopia’s experience under the Seqota Declaration offers useful lessons for Nigeria’s Nutrition 774 Initiative, particularly in taking interventions beyond national and state institutions to households.\u003C\u002Fp>\n\n\n\n\u003Cp>“The one thing that is very important with 774 is the fact that it will have to go down from the national level to each local government, each ward, each community and each household,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Namadi said Jigawa had complemented federal interventions with homegrown initiatives, including the Masaki programme and a “Tom Brown” nutrition programme under which about 600 women had been trained to produce nutritious food for children.\u003Cbr>On his part, Coordinating Minister of Health and Social Welfare, Prof. Muhammad Ali Pate, said nutrition was central to human capital development and required a whole-of-government and whole-of-society approach.\u003C\u002Fp>\n\n\n\n\u003Cp>“Nutrition is key to human capital development, and it requires sectors to work together in a whole-of-government and whole-of-society approach,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, Nigeria has made progress through coordinated national interventions and community-based programmes but must now deepen and accelerate implementation.\u003Cbr>“We have to now go back and deepen the progress, accelerate,” Pate said.\u003C\u002Fp>\n\n\n\n\u003Cp>The minister disclosed that Nigeria and Ethiopia would develop a roadmap from lessons emerging from the exchange, expressing optimism that sustained implementation could deliver significant results in the coming years.\u003C\u002Fp>\n\n\n\n\u003Cp>“There are reasons to be optimistic that if we continue in this direction over the next four to five years, Nigeria will achieve remarkable success in dealing with key issues affecting the people of Nigeria, particularly the children who are the future of our country,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>In his intervention, Minister of Education, Dr. Tunji Alausa, said nutrition interventions must begin from pregnancy and continue through the critical early years of a child’s development.\u003C\u002Fp>\n\n\n\n\u003Cp>“If we miss that period, the 2,000 days, we’ve set those children up for failure in life,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>He noted that the Nutrition 774 agenda was designed to move interventions from the federal government through states and local governments directly to communities.\u003C\u002Fp>\n\n\n\n\u003Cp>“We have an expansive 774 Nutrition Agenda that drives our nutrition agenda from the federal to the subnational government, state, local government and the community,” Alausa said.\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking, Minister of Water Resources and Sanitation, Prof. Joseph Utsev, linked improved nutrition to water security, agricultural production, sanitation and healthy living.\u003C\u002Fp>\n\n\n\n\u003Cp>“When we talk about the workforce, we must first talk about healthy living.
