Shoot on Target! Gen. Muhoozi Launches ‘Operation Kisasi’ Against Robbers, Rapists and Murderers

Watchdog Uganda about 2 hours 3 mins read

Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba has announced the launch of a special security operation dubbed Operation Kisasi to target people accused of murder, robbery and rape, warning that security forces will not waste time taking suspects to court.

In a series of posts on his X account on Saturday, October 17, 2026, Muhoozi said the operation would continue until the targeted criminals had been dealt with.

“We have launched ‘Operation Kisasi’ against criminals in the country. It will not end until we finish them,” he posted.

In another post, the army chief said the operation would target individuals accused of killing, robbing and sexually assaulting innocent citizens, adding that they would be dealt with in a manner similar to the military campaign against the Lord’s Resistance Army (LRA), the rebel group that terrorised northern Uganda and neighbouring areas for decades.

“We are going to start a special operation against the killers/robbers/rapists of innocent citizens in Uganda. We won’t waste time taking them to court. We will deal with them like we did LRA,” Muhoozi wrote.

He also used the Luganda phrase “Sasi ku Nyama” in reference to the operation targeting murderers, thieves and rapists.

However, the CDF did not provide details about the operation’s geographical scope, command structure, timeline or the specific measures security forces intend to deploy.

His remarks about not taking suspects to court raise questions about due process and the constitutional rights of accused persons. Uganda’s criminal justice system requires criminal guilt to be established through lawful judicial proceedings, while the Constitution guarantees the presumption of innocence.

Muhoozi declares Satanism banned

In a separate post, Muhoozi addressed religious freedom in Uganda, saying people were free to worship as long as their faith was directed towards the Almighty God.

“In Uganda, there is freedom of religion. As long as you are worshipping the Creator, Almighty God,” he wrote.

He, however, declared Satanism completely banned in the country and warned that those involved in the worship of the devil would face lengthy prison sentences.

“The only religion that is COMPLETELY banned in Uganda is Satanism. The worship of the devil. For that you will surely go to jail for a long time,” he posted.

Muhoozi did not cite a specific law supporting his declaration or clarify the conduct he was referring to as Satanism.

His remarks on both security and religion come amid broader questions about public safety, the enforcement of criminal law and the protection of constitutional rights.

Further details about the implementation of Operation Kisasi, including whether formal directives have been issued to security agencies, were not provided in the posts.
