Uganda wishes to strengthen parliamentary diplomacy with the Russian State Duma to enhance the bilateral relations between the two countries, Parliament Speaker, Jacob Oboth has said.
The Speaker said during talks with representatives of the Russian State Duma [Parliament] that Uganda and Russia share a long history that their parliaments should leverage.
“Uganda and Russia enjoy a very deep historical relationship that dates back many years,” Oboth said during the meeting held on the sidelines of the 12th BRICS Parliamentary Forum in New Delhi, India on Monday, 26 October 2026.
The Speaker was joined by the Leader of Opposition, Hon. Joel Ssenyonyi, Hon. Annet Katusiime (NRM, Bushenyi District Woman rep.), Hon. Ismail Mulemya (NRM, Busia Munic.), Hon. Betty Nakisita (Ind., Namutumba District Wman rep.) and Prof. Joyce Kikafunda, Uganda’s High Commissioner to India.
Speaker Oboth said both Parliaments had much to share and learn.
“We believe there is a lot your Parliament can learn from us, and there is also a lot that we can learn from you,” he said.
Oboth and the Russian representatives extended invitations for visits to both countries.
The Russian delegation included the Deputy Chairman of the State Duma Alexander Babakov of A Just Russia party and Vladislav Davankov of New People party; Vladimir Kashin of the Communist Party of the Russian Federation; Nadezhda Shkolkina, first deputy chair of the Duma’s Committee on Economic Policy; and Russia’s Ambassador to India, Denis Alipov.
The Russians said the parliamentary track should support the relationship built by the Presidents of the two countries.
“There are frequent meetings between the President of the Russian Federation and the President of Uganda, and they set a good basis for the development of future relations,” the Russian side said. They added that the State Duma would set up a group of deputies dedicated to relations with Uganda.
