We are taking nothing for granted. Twenty were taken near Owerri, on the Owerri–Onitsha road at Umunoha. Ten escaped. The local people who witnessed the abduction could not stand the apathy of the security agencies, so they blocked the road to force a chase. The situation borders on hopeless.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">When the police woke from their slumber, they announced that their drones had located the hostages and their abductors. The impression sold to the public was that they had them surrounded. Perhaps the corps members would be luckier than the Chibok girls, who were taken away without the government knowing which way the terrorists went with them. The Owerri police said they could not immediately extract the hostages because the area was mined. The story did not instill any hope. The nation listened with resignation.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Youth corps members are supposed to be the babies of the federal government. The government cannot conscript youths into a compulsory national service in far-flung places and fail to protect them. The mass abduction of citizens, let alone corps members, should provoke any responsible government. But perhaps not a government that cares more about optics than substance, about politics and retaining power than purposeful leadership. The real tragedy is that the government has lost sense of shame .\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">A few days after the kidnap, the government announced triumphantly that it had rescued the corps members, crediting the rescue to the joint security team and emphasizing that no ransom was paid. While the government was basking in glory, pictures emerged of the abducted, frazzled corps members moving furtively on a village street, all alone. Could they have been rescued and allowed to walk bush paths?\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The parents then went on television. They had scraped, borrowed, and paid. The demand opened at ₦50 million a head and was bargained down to about ₦5 million or ₦6 million, some of it in dollars. The government that said it was watching captives and captors by drone had not noticed the families negotiating, gathering the money, and flying to Owerri to deliver it. It had not seen the captives leave. The Imo commissioner of police says he is not aware of any ransom. Claiming a rescue while the people who paid are on television is worse than silence. It is complicity.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Orire followed the same script. Only  with a worse ending. Forty-four pupils and teachers were taken from Oriire in Oyo on 15 May and held for fifty-six days. The presidency said security forces rescued them, arrested eight, killed some, and paid no ransom. A surviving teacher, Zaccheaus Olatunde, told a different story. Two teachers were killed . Sone negotiation happened.  No fighting took place. The survivors were shown the way home. No public accounting has yet matched the official version to a captured camp. Yet another ‘miraculous’ release passed off as military rescue .\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The terrorists who carried out the Orire abduction are not ghosts. The Oyo government insinuated as much. In the case of Owerri, two species of bandits operate in the neighbourhood where the kidnapping happened. Unknown gunmen have a camp and control the left side heading into Owerri, while rogue Fulani herdsmen operate in the forest on the right side. The security agencies are aware of the presence and identity of these groups. The Governor of Zamafara said the same thing.  That was why the local people at Uumnoha went irate when the corps members were abducted and the agencies hesitated to give an immediate chase. What exactly is Tinubu’s strategy against the rampaging insecurity?\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">What, then, is the strategy? Mass kidnapping is now followed by a release, and the release is claimed as a rescue. The exchanges are mediated by ransoms. Kidnappers keep the money and the camp. Security agencies have not learned hostage work, and the public is asked to applaud a story the payers have already contradicted. A trade conducted on those terms can only fatten the crime. Ransom is not rescue.  The scourge is festering.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Recently it was reported that NNPC booked ₦11.2 trillion as receivables from the federation for advances and the cost of protecting oil and gas assets. We pay local mercenaries and shadowy folks ungodly sums to do the basic work of the police and the military, which are massively underequipped and miserably understaffed. Why have we made being an outlaw so rewarding? Why is the nation-state so weak? We cant live by random ransoms.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Tinubu’s first tenure has been marred by insecurity. But Tinubu wants a second term even though he has no clue how to tackle it. Nothing in the first term shows a strategy. Mass abduction, a week of tales, a release, a denial of ransom, no convictions: that is the operating model.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Tinubu met this model. He has not broken it. The South-east unknown gunmen and north-west bandits are known to local security agencies. But they  are not cleared. The police are too thin for the territory. The army is spread across internal duties it was not built for. The pipelines are hired out to mercenaries who are paid  hundreds of billions and who it appears are  helping the reelection effort. What new idea has Tinubu got?\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Tinubu wants a second term anyway. Nothing in the first has shown a plan that would make the second different. Kidnappers cannot keep walking away with the ransoms  while the government blows its trumpets. We have put forward a proposal.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He said inauguration of the campaign organisation would hold on Wednesday, October 14, at the State House Banquet Hall, while the official flag-off would take place in Kaduna on October 24.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“By God’s grace, on the 24th of October, we’re going to do our flag-off campaign in Kaduna, inshallah,” he said. “Then we outlined our state visits to each and every place where we will go, and then the President has approved them. So we are going to hit the ground running by the 24th of October, inshallah.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Yari said Kaduna would be followed by Port Harcourt (Rivers State) and Maiduguri (Borno State), adding that the full itinerary would be released after the inauguration.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“The next state is going to be Port Harcourt. From there, we will be in Maiduguri,” he said. “We have the timetable, and we’re going to make it available after the inauguration. But these have all been understood and approved by the team of Mr President and I.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">On whether the ADC presidential candidate, former Vice President Atiku Abubakar and the NDC presidential candidate, Mr. Peter Obi are threats to the President Tinubu’s re-election, the APC campaign director-general dismissed the chances of opposition figures, arguing that no candidate can win the presidency without a national spread.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“We are talking of the president of the country, and this president, who, by God’s grace, Almighty God used him to support Atiku some time back, and at the same time to support Peter Obi,” Yari said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“If Allah uses me to support you, there is no how Allah will use you to bring me down. I mean, they cannot bring him down.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He challenged the opposition’s electoral strength, asking whether the African Democratic Congress candidate could claim control of any state in southern Nigeria, and whether Obi could claim any state in the North.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Can the ADC candidate today in the southern part of the country beat his chest and say he has control of one state in the South? And I don’t think Peter Obi, who used to be my colleague, can beat his chest and say he has control of one state in northern Nigeria,” Yari said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“This calculation shows us that even if you have control of 80 per cent of the South, if you don’t have anything in the North, you cannot make it. If you have 80 per cent control of the North, if you don’t have any state in the South, you cannot make it. And that’s what it is.”\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Yari cited the 2011 presidential election, in which the late former President Muhammadu Buhari won strong support across northern states but lost nationally, to illustrate his argument that regional strength alone is insufficient.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Look at Buhari, of blessed memory. He had control of over 70 per cent at that time, over 11 states in the North, and had no control of one in the South. He couldn’t make it all the way,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“And today, I’m sure Asiwaju (Bola Tinubu) has control of more than 10 states in the South, in a conservative estimate, and I believe he has control of more than 10 states in the North. To his supporters, it was evidence of a president prepared to take decisions his predecessors could not fully implement.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Among Tinubu’s four predecessors in the Fourth Republic were two retired military generals, Olusegun Obasanjo and Muhammadu Buhari. Despite their soldierly backgrounds, both confronted the political and social consequences of petrol subsidy reforms with caution. Obasanjo pursued repeated price increases, while Buhari left the subsidy structure substantially intact.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The other two predecessors, Umaru Musa Yar’Adua and Goodluck Jonathan, came from academic backgrounds. Their approaches reflected an awareness of the political sensitivity of petrol pricing. Jonathan’s attempted subsidy removal in January 2012 provoked nationwide protests and forced a partial reversal.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Tinubu, however, arrived with a different disposition.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">On May 29, 2023, barely settled into office, he announced that petrol subsidy was gone. The declaration became the signature policy of his administration.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Since then, the centre has struggled to hold for millions of Nigerians.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">To be fair, the administration has undertaken substantial monetary and fiscal reforms, including unification of the foreign exchange market and measures intended to restore macroeconomic stability. Officials have pointed to improvements in selected economic indicators as evidence that the reforms are producing results.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Yet petrol subsidy removal remains the administration’s Achilles’ heel because of its direct consequences for household expenditure.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Petrol is not merely another commodity in Nigeria. It influences transportation costs, food distribution, small-business operations and virtually every aspect of daily living.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The argument for subsidy removal was not entirely without foundation. The previous arrangement had become associated with allegations of corruption, opaque accounting, inflated claims and enormous fiscal costs.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">But was abolishing the subsidy altogether the only available response to corruption in its administration?\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Rather than confronting the abuses, strengthening accountability and designing a transparent intervention, the government transferred much of the immediate adjustment burden to consumers.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">It was rather like a doctor confronted with a patient suffering from cancer who, frustrated by the difficulty of treatment, decided that eliminating the patient would eliminate the disease.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The analogy is severe, but it captures the concern that the remedy for a defective public policy should not impose disproportionate hardship on those it was originally intended to protect.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Indeed, Section 14(2)(b) of Nigeria’s Constitution establishes the security and welfare of the people as the primary purpose of government.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">That principle invites a broader examination of subsidies in public administration.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Governments worldwide deploy financial support to protect vulnerable populations and sustain strategically important sectors.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The United States provides food assistance to low-income households through programmes such as the Supplemental Nutrition Assistance Program, commonly associated with food stamps.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The European Union also devotes substantial resources to agricultural support through its Common Agricultural Policy, helping sustain food production and rural communities.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">These arrangements are not identical to Nigeria’s former petrol subsidy. Nevertheless, they demonstrate that government intervention to moderate economic hardship is neither unusual nor inherently incompatible with market-oriented economic management.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Some supporters of the administration, including Edo State Governor Monday Okpebholo, have defended domestic petrol prices by comparing them with what consumers pay in countries such as the United Kingdom.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">But such comparisons are incomplete without examining wages, purchasing power, public transportation, social protection and other services available in those economies.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Similarly, comparisons with petrol-producing OPEC countries raise questions about why Nigerian consumers face relatively high pump prices despite the country’s crude oil resources.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Iran, for example, has historically maintained heavily subsidised domestic petrol prices, although exchange-rate arrangements make direct naira comparisons problematic.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The larger point is that petrol affordability cannot be assessed through pump prices alone. It must be considered alongside the economic circumstances of consumers.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Now, with the 2027 general elections approaching and living costs remaining a major public concern, the Tinubu administration has announced a temporary discount arrangement for petrol sold through NNPC retail outlets.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Finance Minister Taiwo Oyedele, who announced the intervention on Wednesday, insisted that the arrangement did not represent a return to subsidy.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">That distinction may be important to the government’s economic accounting. Whether the discount constitutes a subsidy depends on how it is financed and who ultimately bears the cost.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Nevertheless, the announcement raises an unavoidable question: If government intervention to reduce petrol prices is now considered necessary, why was such intervention previously treated with resistance?\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The proposed discount is limited in duration and reach. Nigerians without convenient access to participating NNPC stations may derive little immediate benefit.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">There are also questions about whether it will meaningfully reduce transport fares and food prices.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Even so, the announcement represents a noteworthy adjustment in the administration’s approach to petrol affordability.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">For a president who has consistently defended difficult economic decisions, the willingness to introduce consumer relief suggests recognition of the pressure fuel prices continue to place on households.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Tinubu has navigated controversies surrounding his political career, personal records, appointments and economic policies without frequently yielding to public criticism.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The petrol discount therefore offers an opportunity to examine the relationship between political determination and responsiveness to citizens’ circumstances.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">There is a difference between steadfastness and inflexibility. A government may remain committed to economic reform while acknowledging that its implementation requires adjustments to protect vulnerable citizens.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The administration’s supporters may regard the arrangement as a temporary market intervention rather than a policy reversal.
