Abisoye Coker-Odusote, and her management team during a courtesy visit to the INEC headquarters in Abuja.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Prof. Amupitan reaffirmed the Commission&#8217;s commitment to strengthening collaboration with NIMC following the signing of the National Identity Management Commission Act, 2026, describing it as a major step towards building a more secure and transparent electoral system.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He said the Commission sees enormous opportunities for collaboration with NIMC, particularly in voter registration, data verification and the elimination of duplicate records. \u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He disclosed that INEC&#8217;s newly introduced online Continuous Voter Registration CVR platform already requires applicants to use their National Identification Number NIN for identity verification, adding that closer integration between both agencies would further simplify voter registration while enhancing the credibility of the electoral process.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;As we move from the era of technology into the era of artificial intelligence, it is imperative that we work together to establish the necessary safeguards and protocols to ensure the integrity, security and credibility of our data systems,&#8221; Prof. Amupitan said.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Speaking during the meeting, Engr. That&#8217;s a point that I have been making for a long time, and that statement was meant to address contemporary issues on the table in Nigeria, more so in northern Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;This is because those of us from this part of the country that had supported the Obi-Kwankwaso ticket are being called several different names by ignorant people who have no history of the Nigerian state.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;If they heard what Kwankwaso said, it&#8217;s not new because during the First Republic and before it, I mean, before independence, the northern leaders, led by Ahmadu Bello, Kashim Ibrahim, the former governor of northern region, and a host of others had worked together with the NCNC under Dr. Nnamdi Azikiwe, Dr. Ndili, Chief Melford Okilo, and a host of others to fight for independence.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;And when 1960 came, Dr. Nnamdi Azikiwe and Ahmadu Bello teamed up together to rescue power from the colonial masters. Then Dr. Azikwe became the president of Nigeria and the commander-in-chief of the armed forces, while Balewa, representing the NPC, became the prime minister and head of government.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;And at that time, the unity and plurality of government was not in question. There was everybody in that government.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;Unfortunately, that unity in diversity was truncated in 1966. A lot of people gave it different coloration. I am sure, in my mind, that nobody would want to destroy his house. Neither did Opara, Mbadiwe, Akiloye or Akinjide, who are prominent members of that government, wouldn&#8217;t have advocated for the coming of the military.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;So, if anything had happened, I would rather blame the military than blame civilian members of that government, and certainly not the generality of the people.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;We have been called several names, saying we are bringing an Igbo man. Unfortunately, it&#8217;s not only the government of APC, even some opposition political parties, instead of us fighting our common opponent, that is the APC and its government, we are fighting ourselves.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;And we asked, where did we pick Obi from? Where did we get Obi from? We got Obi from Atiku. He was his vice presidential candidate.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;Atiku ran with Senator Ben Obi as vice presidential candidate. He ran with Peter Obi as vice presidential candidate. He ran with Okowa as vice presidential candidate. Of this figure, 823,324 people registered online, while 1,612,951 finished the process at INEC registration centres.\u003C\u002Fp>\n\u003Cp>Kano State recorded the highest number of completed registrations with 182,749 voters. Edo came second with 121,554 registrations, while Lagos followed with 114,983.\u003C\u002Fp>\n\u003Cp>The commission said women made up the majority of new voters, with 1,282,831 registrations, representing 52.65 per cent. Men accounted for 1,153,444 registrations, or 47.35 per cent.\u003C\u002Fp>\n\u003Cp>Young people between the ages of 18 and 34 formed the largest group of new registrants, with 1,682,962 people, making up more than 69 per cent of the total.\u003C\u002Fp>\n\u003Cp>INEC also disclosed that 1,210,624 students completed their registration, while 8,326 persons living with disabilities were registered during the exercise.\u003C\u002Fp>\n\u003Cp>The commission added that it processed 252,911 requests to transfer voter registration, 91,830 applications for replacement of Permanent Voter Cards (PVCs), and 50,091 requests to correct personal information.\u003C\u002Fp>\n\u003Cp>Other states with strong registration numbers include Delta, Taraba and Sokoto.\u003C\u002Fp>\n\u003Cp>Earlier this month, INEC extended the nationwide CVR exercise by two weeks, shifting the closing date from July 10 to July 24, 2026. real meaning for Nigerians if it extends beyond the conduct of periodic elections to deliver improved security, economic prosperity, social justice and accountable governance.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate made this known at the 18th Wole Soyinka Centre media lecture series themed, &#8216;Beyond the Ballot: Measuring Democracy Through Security, Welfare, Accountability and Public Trust&#8217;; and public presentation of the 2025 Journalism and Civic Space Status Report to celebrate Nobel Laureate, Prof Wole Soyinka at 92, in Lagos on Monday.\u003C\u002Fp>\n\n\n\n\u003Cp>In his keynote, he argued that while democracy is universally defined by constitutional order, elections and political parties, its true value lies in addressing the everyday concerns of citizens.\u003C\u002Fp>\n\n\n\n\u003Cp>He stressed that although Nigerians overwhelmingly support democracy, public satisfaction with how it functions remains low because governments have struggled to meet citizens&#8217; expectations in critical areas such as security, economic development and infrastructure.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, democracy can be viewed from two perspectives: procedural democracy, which focuses on elections, constitutionalism and separation of powers, and substantive democracy, which concerns the delivery of human security, economic welfare, social justice, accountability and public trust.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;Democracy remains a concept if substantive matters are not addressed. It only becomes meaningful when it improves the lives of citizens,&#8221; he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>The don recalled a nationwide survey conducted ahead of the 2015 general election, saying that he was part of a research team commissioned by then vice-president-elect, Prof. Yemi Osinbajo, to identify Nigerians&#8217; expectations of the incoming administration.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the survey identified security as the country&#8217;s foremost concern, followed by the economy, corruption, infrastructure and education.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate who is also a Professor of Communication at Bayero University, Kano, noted that while successive administrations have made efforts in these areas, Nigerians continue to assess democracy largely by improvements in their daily lives.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited findings from the Afrobarometer survey across 39 African countries, which showed that while about two-thirds of Africans prefer democracy to other forms of government, only about 37 per cent were satisfied with how democracy worked in their respective countries.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, &#8220;This reflects a gap between citizens&#8217; commitment to democratic ideals and the actual outcomes of democratic governance.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The communication scholar also referenced findings from the 2024 African Young People Survey, which revealed that many young Africans are considering emigrating due to corruption and limited opportunities, warning that such sentiments pose serious questions about the future of democracy on the continent.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate identified historical grievances, identity politics, social and economic exclusion, youth unemployment, weak institutions and governance deficits as major factors undermining democratic consolidation in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>He argued that: &#8220;Identity politics has continued to shape political participation, often placing greater emphasis on ethnicity, religion and place of origin than on competence and shared national values.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He also expressed concern over the collapse of local government institutions in many parts of the country, saying that grassroots governance had previously played a significant role in resolving community disputes, providing basic services and creating economic opportunities.\u003C\u002Fp>\n\n\n\n\u003Cp>The professor warned that: &#8220;Misinformation, hate speech and divisive narratives amplified through digital platforms are worsening existing social tensions. Nigeria&#8217;s challenge is no longer the absence of information but the abundance of false information and the scarcity of public attention.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He further linked insecurity to rising poverty, hunger, unemployment, environmental challenges and weak governance, arguing that conflicts discourage investment, reduce agricultural productivity and deepen economic hardship.\u003C\u002Fp>\n\n\n\n\u003Cp>Maintaining that security remains Nigerians&#8217; governance.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>In a statement signed by its President, Prof. Elochukwu Amucheazi, and Secretary, Prof. Jerry Chukwuokolo, the group cautioned that actions perceived as limiting opposition activities could undermine the credibility of the 2027 elections and the country&#8217;s democratic process.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>The group referenced recent concerns raised by the presidential candidate of the Nigeria Democratic Congress (NDC), Mr. Peter Obi, regarding his security and business interests, as well as court rulings affecting some opposition parties.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>ILT also referred to previous remarks attributed to Edo State Governor Monday Okpebholo concerning Peter Obi&#8217;s security during a visit to the state, and alleged that gunshots were fired during one of Obi&#8217;s political engagements in Edo earlier this year.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>According to the group, weakening opposition parties could have adverse consequences for Nigeria&#8217;s democratic development and political stability.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>&#8220;The democracy Nigerians enjoy today is the product of years of struggle against military rule,&#8221; the statement said, adding that the country requires a strong opposition to deepen democratic governance.\u003C\u002Fp>\n\n\n\n\u003Cp>The group also expressed concern over what it described as the use of state institutions, including the judiciary, security agencies and the Independent National Electoral Commission (INEC), in ways that could cautioned that if the clampdown on the opposition is not urgently checked, it could seriously diminish the integrity of the 2027 general elections.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>The group’s position came amid the recent alarm raised by the presidential candidate of Nigeria Democratic Congress, NDC, Mr. Peter Obi, over his safety and systematic frustration of his businesses, as well as the several judicial pronouncements against the key opposition parties aimed at destabilizing their preparations for the 2027 polls.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>ILT also recalled that Governor Monday Okpebholo of Edo State, had in the past warned Mr. Peter Obi, threatening that his security was not guaranteed in his state, and noted that actually when he visited Edo State early this year for political activities, gunshots were fired at him and others in his&nbsp; entourage.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>According to the group, the emasculation of the opposition could Ibrahim Magu, then acting Chairman of the Economic and Financial Crimes Commission, was picked up, detained and suspended from office, and made to answer before a presidential investigation panel chaired by Justice Ayo Salami, a retired President of the Court of Appeal. I know the events of those weeks more intimately than most, because I was his counsel. This week, six years on almost to the day, the Federal High Court in Abuja ordered the final forfeiture of forty-eight properties linked to Mr. Abubakar Malami, SAN, the former Attorney-General of the Federation and Minister of Justice, upon whose memorandum to the President the case against Magu had been built. The two events, read together, tell a story larger than either man, and it is that story, of process, of proof and of the long memory of the law, that this piece sets out to tell.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>The Travail of Ibrahim Magu\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>The case against Magu arrived not by charge and arraignment but by memorandum: a catalogue of allegations from the office of the Attorney-General, ranging from insubordination to discrepancies in the accounting for recovered assets, which persuaded the President to convene the Salami panel. What followed was an ordeal by process of an unusual kind. The nation’s foremost anti-corruption officer was arrested without warrant, detained for days without charge, suspended from office while the inquiry into him had barely opened, and tried, in substance if not in form, before a panel sitting behind the walls of the Presidential Villa, beyond the ordinary guarantees of the open courtroom. As his counsel, I insisted then, publicly and before the panel, on the elementary things: that an accuser must prove, that a man must know and confront the case against him, that suspension is not conviction, and that an inquiry which will not publish its findings has punished a man’s name without judging his cause.\u003C\u002Fp>\n\n\n\n\u003Cp>The sequel vindicated the insistence. The panel’s report, submitted in November 2020, was never officially published; no White Paper ever issued; and, most eloquently of all, no charge was ever preferred against Ibrahim Magu in any court, then or since. He denied every allegation, returned to the Nigeria Police Force, was promoted to the rank of Assistant Inspector-General by the Police Service Commission in May 2022, and retired with that rank and his pension. I make no triumphal point. I record, rather, the melancholy one: an accusation of that magnitude, pressed with the full weight of the state and then simply abandoned, adjudicated by nobody, leaves everyone worse off, the accused, whose vindication is incomplete because it was never formally pronounced; the accusers, whose motives are forever open to question; and the public, which was promised accountability and given only spectacle. Accountability by ambush is not accountability at all. It is the personalisation of institutions, and institutions personalised in one season will be turned, in the next, upon the very hands that personalised them.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>The Forfeiture of The Malami Properties\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>Which brings us to this week’s ruling. In January of this year, on the application of the EFCC, Justice Emeka Nwite of the Federal High Court ordered the interim forfeiture of fifty-seven properties, hotels, residential buildings, schools, lands and a printing press across Kebbi, Kano and the Federal Capital Territory, said by the Commission to be worth some two hundred and thirteen billion naira and linked to the former Attorney-General and two of his sons. The interim order did what interim forfeiture orders do: it preserved the assets and called upon all who claimed them to come and show cause why they should not be finally forfeited. On Wednesday, Justice Joyce Abdulmalik delivered the final ruling. Forty-eight of the properties were finally forfeited to the Federal Government, the court holding that the Commission had established a reasonable suspicion that they were proceeds of unlawful activity and that the respondents had failed to demonstrate the lawful origin of the funds with which they were acquired. Nine properties, in Kebbi and Kaduna, were released, the court finding the Commission’s proof wanting in respect of them. Separately, and importantly separately, Mr. Malami, his son and his wife face a sixteen-count money laundering charge involving some 8.7 billion naira, which remains to be tried.\u003C\u002Fp>\n\n\n\n\u003Cp>It is important that the public understand precisely what happened in that courtroom, because forfeiture of this kind is widely misunderstood. This was a non-conviction-based forfeiture: a civil proceeding directed at the property itself, not at the person, asking not ‘is this man guilty of a crime’ but, in the trial judge’s own framing, how legitimate are the funds with which these assets were acquired. The architecture is familiar to every practitioner in this field. The Commission places before the court material grounding a reasonable suspicion that assets are the proceeds of unlawful activity; the court orders interim forfeiture and public notice; and the evidential burden then shifts to those who claim the assets to explain, with documents and credible testimony, the lawful income from which such wealth could have come. Where the explanation is furnished, the property is released, as nine of these properties were. Where it is not, the inference the law permits is drawn. Readers of my work will recognise in this the very question to which I have devoted a three-volume study: the problem of unexplained wealth, of assets grossly disproportionate to every known lawful income of their holder, and of a legal order that has decided, correctly in my view, that such wealth may be called upon to explain itself.\u003C\u002Fp>\n\n\n\n\u003Cp>Two cautions follow, and I state them with emphasis. First, the forfeiture is not a conviction. Mr. Malami has been convicted of nothing; the criminal charge against him and his family remains to be tried, and he enjoys there, in full measure, the presumption of innocence that the Constitution extends to every accused person, together with the right to appeal the forfeiture itself. He has contested the proceedings vigorously, accusing the Commission of inflating the value of the assets, and it is his right to press every such point through every lawful avenue. Secondly, the release of the nine properties deserves as much attention as the forfeiture of the forty-eight, for it demonstrates that the court sat as a court and not as a rubber stamp: the Commission was put to proof, and where its proof failed, it lost. Both halves of the ruling, the forfeiture and the release, are the system working.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>The Wheel, And What It Teaches\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>I am conscious of the irony, and I decline to gloat over it. The official who once catalogued, in a memorandum to the President, the alleged failures of the EFCC in the management of recovered assets, now watches the asset-recovery machinery of that same Commission applied to property associated with him. The prosecutor of one season has become the respondent of another, just as the EFCC chairman who succeeded Magu was himself, in his turn, suspended and detained. There is a lesson in this procession, and it is not the cheap one. It is that in a Republic governed by law, the machinery of accountability outlives every minister who operates it, and must; that those who wield extraordinary powers should wield them with the humility of men who may one day stand at the receiving end; and that the only lasting protection any public officer has is not office, or connection, but the integrity of the process itself, kept scrupulously fair for everyone, because everyone may need it.\u003C\u002Fp>\n\n\n\n\u003Cp>The contrast in process between 2020 and 2026 is itself instructive. Magu’s reckoning was conducted by an ad hoc panel, in camera, upon a report never published, and it ended in silence. The Malami forfeiture has been conducted in open court, upon motions argued and ruled upon, by judges whose reasons are on the record and whose orders are appealable. Whatever one’s view of either man, the second process is the constitutional one, and the difference between them is the difference this column has spent years urging: accountability through institutions, in public, on evidence, with rights of defence and appeal, rather than accountability by presidential panel, press leak and abandonment. The 2022 reform that placed the recovery and management of criminal assets on a statutory footing, with the Proceeds of Crime (Recovery and Management) Act, was Parliament’s answer to the very controversies over recovered assets on which the Magu affair was built; the courts’ growing mastery of the non-conviction-based forfeiture jurisdiction is the judiciary’s contribution; and what remains is the discipline to apply these instruments evenly, to allies and adversaries of every government alike, for an anti-corruption law that bends with the political wind is not law but weather.\u003C\u002Fp>\n\n\n\n\u003Cp>Let me end where a lawyer should, with the files. Six years ago I argued that my client was entitled to due process, to confrontation, to proof, and to a published outcome, and I hold today, with perfect consistency, that Mr. Malami is entitled to exactly the same: a fair trial of the charges, a fair hearing of any appeal, and judgment on evidence rather than on irony. The law’s promise is not that the mighty will fall; it is that everyone, mighty and small, accuser and accused, will be judged by the same rules, in the open, on proof. That promise failed Ibrahim Magu in 2020 in the manner of his treatment, whatever the merits; it is being kept, so far, in the Federal High Court in 2026. The wheel of accountability turns slowly in Nigeria, but this week it turned in public, on evidence, with reasons. Chief Information Officer, Saqeeb Saeed, on Thursday, described the allegation as false and misleading.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court stressed that it had not handled any case relating to the registration or deregistration of any political party, including the NDC.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the court, the viral social media reports linking it to the alleged deregistration did not originate from the Kogi State High Court.\u003C\u002Fp>\n\n\n\n\u003Cp>“The High Court of Justice of Kogi State did not handle any matter relating to the registration or deregistration of any political party in the country, and particularly the party in question, nor any other matter concerning the political party,” the statement said.\u003C\u002Fp>\n\n\n\n\u003Cp>It equally expressed worry over the use of the photograph of the Chief Judge of Kogi State, Justice Josiah Joe Majebi, alongside that of former Governor Yahaya Bello in the viral post, saying it appeared to be a deliberate attempt to create the false impression that the alleged decision came from the state’s judiciary.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court added that although it would not normally respond to misinformation circulating on social media, the inclusion of the Chief Judge’s photograph made it necessary to issue a clarification to protect the integrity of the judiciary.\u003C\u002Fp>\n\n\n\n\u003Cp>It issued a stern warning to content creators and social media users against publishing unverified information capable of misleading the public or undermining confidence in the judicial system.\u003C\u002Fp>\n\n\n\n\u003Cp>“The integrity and dignity of judges, as well as the institution of the High Court of Justice of Kogi State and other courts under its supervision, should not be subjected to false and misleading narratives.\u003C\u002Fp>\n\n\n\n\u003Cp>“We urge the public to disregard the viral report and reaffirm its commitment to the fair and impartial administration of justice without fear or favour,” the statement partly read.\u003C\u002Fp>\n\n\n\n\u003Cp>The clarification came after recent legal developments involving the NDC.\u003C\u002Fp>\n\n\n\n\u003Cp>Recall that in June, the Federal High Court in Lokoja set aside its earlier judgment directing the Independent National Electoral Commission, INEC, to register the party, ruling that the original case was procedurally defective because interested parties were not joined in the suit.\u003C\u002Fp>\n\n\n\n\u003Cp>After the ruling, the NDC maintained that the court imprisonment, or both, for motorists who refuse to cooperate with Federal Road Safety Corps officials during roadside breath tests carried out on reasonable suspicion.\u003C\u002Fp>\n\n\n\n\u003Cp>Passed by the upper chamber on Thursday, the amendment seeks to strengthen road safety enforcement by increasing sanctions for traffic offences and promoting better compliance with road regulations across the country.\u003C\u002Fp>\n\n\n\n\u003Cp>Under the new provisions, anyone found engaging in hawking, trading or preaching inside a commercial vehicle would be committing an offence and, if convicted, would face a N50,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Lawmakers said the provision was introduced to discourage distractions in commercial vehicles and improve the safety of commuters.\u003C\u002Fp>\n\n\n\n\u003Cp>The bill also raises the punishment for driving under the influence of alcohol or intoxicating drugs from N5,000 to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>Convicted offenders may also face up to two years in prison or both the fine and imprisonment.\u003C\u002Fp>\n\n\n\n\u003Cp>Motorists who decline to cooperate with FRSC officers carrying out preliminary roadside breath tests based on reasonable suspicion would also be liable to a N50,000 fine, six months&#8217; He is a distinguished Nigerian academic, university administrator, and soil scientist with over 40 years of combined experience in teaching, research, university administration, consultancy, and community service.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That his nomination is in line with section 171 (4) of the 1999 Constitution as amended, which states, &#8216;An appointment to the office of an ambassador, high commissioner or other principal representatives of Nigeria abroad shall not have effect unless the appointment is confirmed by the Senate&#8217;;\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That the committee received a petition against the nominee as well as a petition countering the petition against his nomination as ambassador of the Federal Republic of Nigeria; that the nominee was accused of sexual harassment by a colleague at the University of Oye-Ekiti;\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That the accusation against Professor Fasina was investigated by competent authorities, including the University Governing Council and the Nigeria Police, which both found the allegation false; that the nominee has been cleared by the Department of State Services (DSS);\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That the Nominee has been cleared by the Nigeria Police; that the Nominee has presented his Code of Conduct Acknowledgement Slip; that the Nominee possesses the requisite academic qualifications as well as wide-ranging experiences to be Ambassador of the Federal Republic of Nigeria; that his experiences in public service also made him qualified; and that the Nominee is articulate and responded satisfactorily to questions. directed at him by the Committee.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;Based on these findings, the committee has no hesitation in recommending that the Senate confirm the nomination of Prof. Abayomi Fasina as a non-career ambassador\u002Fhigh commissioner of the Federal Republic of Nigeria.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Soon after the presentation of the report, while some senators kicked against his clearance, some were in support, especially the President of the Senate, Senator Godswill Akpabio, and Senator Abdul Ningi, Bauchi Central, while some senators were against his confirmation.\u003C\u002Fp>\n\n\n\n\u003Cp>In his remarks, Senator Adams Oshiomhole, APC, Edo North, who opposed the recommendation, said that it was a matter of public knowledge that the nominee had been accused by two women and that related cases were pending before the courts.\u003C\u002Fp>\n\n\n\n\u003Cp>Oshiomhole stressed that while the nominee was presumed innocent until proven guilty, confirming him while the cases were still before the courts could be viewed as insensitive to the concerns of women.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;I believe it would be more prudent to allow him to clear himself before the courts before confirming his appointment,&#8221; he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Responding, Lalong said that no documentary evidence relating to the allegations was presented before the committee.\u003C\u002Fp>\n\n\n\n\u003Cp>Lalong, who argued that mere allegations before a court of competent jurisdiction did not amount to guilt, said, &#8220;If we continue to act on allegations alone, many innocent people will be denied opportunities. An allegation without a court judgment cannot stop the proceedings of the Senate.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He added that the committee requested relevant documents, but none establishing wrongdoing were presented.\u003C\u002Fp>\n\n\n\n\u003Cp>Even Senator Cyril Fasuyi, APC, Ekiti North, who is a member of the Foreign Affairs Committee and was number twelve on the list and also signed that he should be confirmed, however, kicked against it.\u003C\u002Fp>\n\n\n\n\u003Cp>Fasuyi, who expressed reservations about the nomination, said that the Federal University Oye-Ekiti was in his constituency and that he was familiar with the case.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;The woman involved approached me personally and narrated what happened. Although there is no court judgment yet, this is a well-known issue in Ekiti. If this Senate clears him without further scrutiny, many people in Ekiti who are aware of the matter will not be pleased,&#8221; he said.\u003C\u002Fp>\n\n\n\n\u003Cp>He proposed that the Senate mandate the appropriate committee to conduct further investigation before confirmation.\u003C\u002Fp>\n\n\n\n\u003Cp>In his remarks, Akpabio, who thanked the committee for the work, said that the committee had reports from the police, the Department of State Services, and the university council.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio said, &#8220;Let me read a relevant portion of the council&#8217;s findings:\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;There were no cases of sexual harassment, thus confirming the earlier investigation by the Nigeria Police Force, which had investigated the matter and found the allegation to be false.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;During the investigation, the complainant stated that she was not sexually harassed.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;All documents relied upon by the committee, including the police report, audio recordings, transcripts, correspondence involving the Vice-Chancellor and the complainant, and minutes of management meetings, were attached to the report.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio further said, &#8220;I work strictly with the documents placed before me. I cannot rely on hearsay or telephone conversations.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;The committee itself signed the report clearing the nominee and affirmed his competence, integrity and suitability for the ambassadorial position for which the president nominated him.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He urged the senators to remember that they were members of the Senate of the Federal Republic of Nigeria, the upper chamber of the National Assembly of a nation of nearly 250 million people, just as he warned senators to take their assignments with respect, and they must not rely on hearsay.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;We must be careful not to import into our deliberations matters that are not supported by evidence before us.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Recall that on July 7 this year, the Coalition of Civil Society Organisations stormed the National Assembly, protesting against the nomination of Professor Abayomi Sunday Fasina as a non-career ambassadorial nominee.\u003C\u002Fp>\n\n\n\n\u003Cp>The protesters who were at the National Assembly had called on the Senate not to carry out the screening and subsequent confirmation by the Senate over allegations of sexual harassment, human rights violations and victimisation currently before the court.\u003C\u002Fp>\n\n\n\n\u003Cp>The coalition insisted that its campaign was aimed at promoting accountability, protecting victims of workplace sexual harassment, and preserving Nigeria&#8217;s credibility in the international community.\u003C\u002Fp>\n\n\n\n\u003Cp>According to them, Professor Fasina had pending cases before the National Industrial Court in Lagos and Abuja and argued that the Senate should allow the judicial process to run its course before considering his confirmation.\u003C\u002Fp>\n\n\n\n\u003Cp>Speaking on behalf of the coalition, lawyer Adeyemo Amira, who noted that the protest was not driven by personal animosity but by a desire to protect Nigeria&#8217;s integrity and uphold justice, said, &#8220;My name is Adeyemo Amira, and I am here as a concerned Nigerian and a member of civil society, not because I have any personal vendetta against Professor Abayomi Sunday Fasina.&#8221; 2027 general elections.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>In a unanimous judgment, the appellate court voided and set aside the May 20 judgment of the Federal High Court in Abuja, which nullified the guidelines and barred their implementation.\u003C\u002Fp>\u003Cp>In the lead judgment prepared by Justice Adebukola Banjoko but read by Justice Okon Abang, the Court of Appeal held that the Youth Party (YP), which instituted the case against INEC, lacked legal power (locus standi) to do what it did.\u003C\u002Fp>\u003Cp>Justice Banjoko said that the party did not explain how the guidelines affected it and its members in the conduct of its primary elections for the nomination of candidates for the 2027 polls.\u003C\u002Fp>\u003Cp>The court also held that the YP failed to establish how the guidelines affected the submission of its nominated candidates to INEC.\u003C\u002Fp>\u003Cp>The three justices unanimously agreed that Justice Mohammed Umar of the Federal High Court, Abuja, who on May 20 nullified the guidelines on the ground that it violated some provisions of the Electoral Act, did so in gross errors and led to a miscarriage of justice.\u003C\u002Fp>\u003Cp>INEC, which filed an appeal against the high court&rsquo;s decision, had argued that the lower court erred in law when it failed to pronounce on the jurisdictional issue of the suit being hypothetical and academic, and a denial of fair hearing to the appellant.\u003C\u002Fp>\u003Cp>INEC, through its lead counsel, Dr Alex Izinyon, had asked the Court of Appeal to set aside the judgment of the Federal High Court which nullified part of the election guidelines put in place by the agency for the conduct of the 2027 general election.\u003C\u002Fp>\u003Cp>The Federal High Court in Abuja had invalidated the timeline issued by INEC for the conduct of primaries and the nomination of candidates, ahead of the 2027 general election.\u003C\u002Fp>\u003Cp>In a judgment delivered by Justice Mohammed Umar, it also set aside INEC&rsquo;s May 10 deadline requiring political parties to submit a register and database of all their members as a condition for qualifying to participate in the general elections.\u003C\u002Fp>\u003Cp>The court held that the time frame the electoral umpire announced for political parties to conduct their primaries and to submit, withdraw, or replace the names and particulars of their candidates for the general elections &ldquo;is inconsistent with the provisions of the Electoral Act, 2026.&rdquo;\u003C\u002Fp>\u003Cp>But in the appeal dated May 25, 2026, filed by INEC, through its counsel, Izinyon (SAN), the electoral body prayed the court to set aside the judgment.\u003C\u002Fp>\u003Cp>The senior advocate, in the appeal, also In the lead judgment […]\nAppeal Court validates INEC guidelines on 2027 elections, voids high court judgment","\u003Cimg width=\"1024\" height=\"682\" src=\"https:\u002F\u002Fdailypost.ng\u002Fwp-content\u002Fuploads\u002F2025\u002F08\u002FCourt.jpeg\" class=\"webfeedsFeaturedVisual wp-post-image\" alt=\"\" style=\"display: block; margin: auto; margin-bottom: 5px;max-width: 100%;\" link_thumbnail=\"\" decoding=\"async\" srcset=\"https:\u002F\u002Fdailypost.ng\u002Fwp-content\u002Fuploads\u002F2025\u002F08\u002FCourt.jpeg 1024w, https:\u002F\u002Fdailypost.ng\u002Fwp-content\u002Fuploads\u002F2025\u002F08\u002FCourt-300x200.jpeg 300w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \u002F>\n\u003Cp>The Court of Appeal in Abuja has validated the guidelines of the Independent National Electoral Commission, INEC on the conduct of the 2027 general election.\u003C\u002Fp>\n\n\n\n\u003Cp>In a unanimous judgment on Thursday, the appellate court voided and set aside the May 20 judgment of the Federal High Court which nullified the Guidelines.\u003C\u002Fp>\n\n\n\n\u003Cp>In the lead judgment delivered by Justice Adebukola Banjoko, the Court of Appeal held that the Youth Party YP which instituted the case against INEC lacked legal power, (locus standi) to do what it did.\u003C\u002Fp>\n\n\n\n\u003Cp>Justice Banjoko said that the party did not explain how the guidelines affected it and it&#8217;s members in the conduct of its primary election for the nomination of candidates for the 2027 poll.\u003C\u002Fp>\n\n\n\n\u003Cp>The Court also held that the YP failed to establish how the Guidelines affected the submission of its nominated candidates to INEC.\u003C\u002Fp>\n\n\n\n\u003Cp>The three Justices unanimously agreed that Justice Mohammed Garba Umar of the Federal High Court, who on May 20 nullified the guidelines on the ground that it violated some provisions of the Electoral Act, did so in gross errors and led to miscarriage of justice.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC which filed an application against the high court decision had argued that the lower court erred in law when it failed to pronounce on the jurisdictional issue of the suit being hypothetic and academic, and a denial of fair hearing to the appellant.\u003C\u002Fp>\n\n\n\n\u003Cp>INEC through its lead Counsel Dr Alex Izinyom had asked the Court of Appeal to set aside the judgment of the Federal High Court which nullified part of the election guidelines put in place by the agency for the conduct of the 2027 general election.\u003C\u002Fp>\n\n\n\n\u003Cp>Details later…\u003C\u002Fp>\n\u003Cp>\u003Ca href=\"https:\u002F\u002Fdailypost.ng\u002F2026\u002F07\u002F16\u002Fappeal-court-validates-inec-guidelines-on-2027-elections-voids-high-court-judgment\u002F\">Appeal Court validates INEC guidelines on 2027 elections, voids high court judgment\u003C\u002Fa>\u003C\u002Fp>\n","appeal-court-validates-inec-guidelines-on-2027-elections-voids-high-court-judgment",{"id":1311,"createdAt":1312,"updatedAt":1312,"name":1313,"slug":1314},[2249,2035,2250,64,72,1695,1680,2278,2034,2035,70],{"id":1730,"createdAt":1731,"updatedAt":1732,"name":1733,"image":1734,"slug":1735},{"total":2294,"limit":1863,"page":84,"total_pages":1757,"has_next":2295,"has_previous":2296},11,true,false]
