The Minister of Housing and Urban Development,","\u003Cdiv style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" >\u003C\u002Fdiv>\n\u003Cp>The Federal Government is prioritising land administration reforms to expand access to affordable housing for low-income earners and informal workers across the country.\u003C\u002Fp>\n\n\n\n\u003Cp>The Minister of Housing and Urban Development, Muttaqha Darma, stated this on Thursday during the Federal Ministry of Housing and Urban Development Day at the ongoing 20th Africa International Housing Show (AIHS).\u003C\u002Fp>\n\n\n\n\u003Cp>Darma was represented by the Director and Head of Department, Public Buildings and Housing Development, Mr Temitope Pemi.\u003C\u002Fp>\n\n\n\n\u003Cp>He spoke on the theme, ‘Land as a Tool for Affordable Housing for Low-Income Earners and Informal Workers in Africa.’\u003C\u002Fp>\n\n\n\n\u003Cp>He said no affordable housing policy could succeed without an efficient, accessible, transparent and secure land administration system.\u003C\u002Fp>\n\n\n\n\u003Cp>“Land remains the foundation upon which housing delivery, urban development, economic prosperity and social inclusion are built,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the minister, rapid urbanisation across Africa had widened housing deficits and increased pressure on urban infrastructure.\u003C\u002Fp>\n\n\n\n\u003Cp>He said low-income households and millions of informal workers remained among the least served by conventional housing finance and formal land administration systems.\u003C\u002Fp>\n\n\n\n\u003Cp>“Many are unable to obtain secure land titles, access mortgage finance or navigate the complexities associated with land acquisition and documentation.\u003C\u002Fp>\n\n\n\n\u003Cp>“Consequently, the dream of homeownership remains beyond the reach of many hard-working citizens,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>He stressed that simplifying land administration processes and embracing digital technologies would lower housing costs and encourage private sector investment.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, the Nigerian Land Titling, Registration and Documentation Programme seeks to expand land registration and facilitate greater access to housing finance.\u003C\u002Fp>\n\n\n\n\u003Cp>He added that the ministry was advancing digital land administration through Geographic Information Systems, digital cadastral mapping and electronic land records.\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking, Director, Lands and Housing Development Department, Collins Alabi, said affordable housing would remain difficult to achieve without accessible, properly documented, well-planned and serviced land.\u003C\u002Fp>\n\n\n\n\u003Cp>“Without accessible, properly documented, well-planned and serviced land, the objective of providing affordable housing for Nigerians and other Africans will remain difficult to achieve,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Alabi said governments must increase the supply of serviced land and modernise land administration systems to support housing delivery for low-income earners and informal workers.\u003C\u002Fp>\n\n\n\n\u003Cp>He added that digitisation of land records and transparent procedures for land allocation were essential to reducing delays, minimising transaction costs and improving transparency.\u003C\u002Fp>\n\n\n\n\u003Cp>In his remarks, the Permanent Secretary of the ministry, Dr Shuaib Belgore, represented by the Director of Urban and Regional Planning, Mrs Margaret Adejobi, said affordable housing begins with accessible land.\u003C\u002Fp>\n\n\n\n\u003Cp>“It is impossible to provide affordable housing where land is inaccessible, undocumented, insecure or prohibitively expensive,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Belgore said millions of Africans, particularly low-income earners and informal sector workers, continued to face significant barriers in accessing decent, affordable and secure housing.\u003C\u002Fp>\n\n\n\n\u003Cp>“If we are to provide sustainable housing solutions for low-income earners and informal workers, we must ensure that land administration systems become instruments of inclusion rather than barriers to opportunity,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp>He called for stronger collaboration among governments, development partners, financial institutions and private sector stakeholders to address Africa’s housing deficit. Commission (NCC) has initiated a review of the Mobile Virtual Network Operators, MVNO, Business Rules to enhance competition and broaden access to telecommunications services within the nation.\u003C\u002Fp>\n\n\n\n\u003Cp>Dr. Aminu Maida, the Executive Vice-Chairman, EVC, of the NCC, made this announcement during a one-day MVNO Business Rule Stakeholders Forum organized by the commission on Thursday in Abuja.\u003C\u002Fp>\n\n\n\n\u003Cp>Maida indicated that the review aims to foster innovation and improve the regulatory framework governing MVNO operations, thereby ensuring a more competitive and inclusive telecommunications environment.\u003C\u002Fp>\n\n\n\n\u003Cp>The EVC was represented by Mr. Usman Mamman, the Director of Licensing and Authorisation.\u003C\u002Fp>\n\n\n\n\u003Cp>He noted that the establishment of the MVNO business rules demonstrates the commission’s broader commitment to its strategic objective of achieving digital inclusion.\u003C\u002Fp>\n\n\n\n\u003Cp>“The MVNO business rules are intended to clarify licensing, operational responsibilities, and relationships with host network operators while protecting consumer interests and maintaining market integrity.\u003C\u002Fp>\n\n\n\n\u003Cp>“Simultaneously, we anticipate full compliance, and the commission will persist in exercising its authority to ensure that all operators strictly follow the established guidelines,” he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>In his presentation, Mamman remarked that the introduction of MVNOs into Nigeria’s telecommunications sector was the result of years of consultations with industry stakeholders.\u003C\u002Fp>\n\n\n\n\u003Cp>He stated that the framework was created to support various business models and different levels of technical and operational capabilities, thus fostering opportunities for broader participation in the sector.\u003C\u002Fp>\n\n\n\n\u003Cp>He indicated that the framework enables qualified operators to deliver mobile communication services by utilizing the infrastructure of existing Mobile Network Operators (MNOs) without the necessity of owning radio spectrum or establishing nationwide radio access networks.\u003C\u002Fp>\n\n\n\n\u003Cp>Mamman mentioned that the commission had granted 46 MVNO licenses across five operational tiers.\u003C\u002Fp>\n\n\n\n\u003Cp>He noted that this distribution included one Tier 1 license, 11 Tier 2 licenses, 16 Tier 3 licenses, seven Tier 4 licenses, and 11 Tier 5 licenses.\u003C\u002Fp>\n\n\n\n\u003Cp>Previously, the Head of Legal and Regulatory Services at the NCC, Mrs. Chizua Whyte, remarked that the commission had developed the draft business rules to establish a clear operational framework for MVNOs within Nigeria’s communications ecosystem.\u003C\u002Fp>\n\n\n\n\u003Cp>She explained that the rise of MVNOs offers substantial opportunities to enhance competition, encourage innovation, promote service differentiation, and increase consumer choice.\u003C\u002Fp>\n\n\n\n\u003Cp>She added that the stakeholder forum was organized to gather industry feedback that would reinforce the regulatory framework prior to its final approval.\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Association of Mobile Virtual Network Operators of
