It only becomes meaningful when it improves the lives of citizens,&#8221; he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>The don recalled a nationwide survey conducted ahead of the 2015 general election, saying that he was part of a research team commissioned by then vice-president-elect, Prof. Yemi Osinbajo, to identify Nigerians&#8217; expectations of the incoming administration.\u003C\u002Fp>\n\n\n\n\u003Cp>He said the survey identified security as the country&#8217;s foremost concern, followed by the economy, corruption, infrastructure and education.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate who is also a Professor of Communication at Bayero University, Kano, noted that while successive administrations have made efforts in these areas, Nigerians continue to assess democracy largely by improvements in their daily lives.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited findings from the Afrobarometer survey across 39 African countries, which showed that while about two-thirds of Africans prefer democracy to other forms of government, only about 37 per cent were satisfied with how democracy worked in their respective countries.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him, &#8220;This reflects a gap between citizens&#8217; commitment to democratic ideals and the actual outcomes of democratic governance.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The communication scholar also referenced findings from the 2024 African Young People Survey, which revealed that many young Africans are considering emigrating due to corruption and limited opportunities, warning that such sentiments pose serious questions about the future of democracy on the continent.\u003C\u002Fp>\n\n\n\n\u003Cp>Pate identified historical grievances, identity politics, social and economic exclusion, youth unemployment, weak institutions and governance deficits as major factors undermining democratic consolidation in Nigeria.\u003C\u002Fp>\n\n\n\n\u003Cp>He argued that: &#8220;Identity politics has continued to shape political participation, often placing greater emphasis on ethnicity, religion and place of origin than on competence and shared national values.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He also expressed concern over the collapse of local government institutions in many parts of the country, saying that grassroots governance had previously played a significant role in resolving community disputes, providing basic services and creating economic opportunities.\u003C\u002Fp>\n\n\n\n\u003Cp>The professor warned that: &#8220;Misinformation, hate speech and divisive narratives amplified through digital platforms are worsening existing social tensions. Nigeria&#8217;s challenge is no longer the absence of information but the abundance of false information and the scarcity of public attention.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He further linked insecurity to rising poverty, hunger, unemployment, environmental challenges and weak governance, arguing that conflicts discourage investment, reduce agricultural productivity and deepen economic Employment, Dr. Muhammadu Dingyadi, speaking at a public forum in Lagos, unveiled the Federal Government&#8217;s labour reform agenda and appealed to employers to partner with government in creating jobs, promoting decent work and strengthening enterprise competitiveness.\u003C\u002Fp>\n\n\n\n\u003Cp>According to him: &#8220;The success of these reforms depends significantly on a vibrant private sector. Government alone cannot create all the jobs our growing population requires. Consequently, the Ministry has continued to reposition labour administration as a strategic instrument for economic development.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;Over the past three years, the Ministry has strengthened the machinery for the prevention and settlement of trade disputes through enhanced conciliation, mediation and social dialogue. Our emphasis has remained on preventing disputes before they escalate into industrial actions capable of disrupting productivity and economic activities. This approach has contributed to improved industrial relations across several sectors of the economy.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;The Ministry has also intensified labour inspection activities to promote compliance with labour laws, improve occupational safety and health standards and ensure decent working conditions. That&#8217;s online registration. In terms of technology, we continue to deploy our Bi-modal Voter Accreditation System.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan noted that the commission has resolved to train its staff&nbsp; online before the physical training ahead of the elections.\u003C\u002Fp>\n\n\n\n\u003Cp>He stated: “We have also undertaken comprehensive reviews of our cyber security, cyber architecture, the data systems, our residents, penetration testing, disaster recovery mechanism and communication protocols.&nbsp;\u003C\u002Fp>\n\n\n\n\u003Cp>“In addition to communication to technology itself, public confidence is better. Yes, the public trust is very low. But at the same time, we believe with the outcome of our elections, we will be able to build the confidence.&nbsp;\u003C\u002Fp>\n\n\n\n\u003Cp>“As it is, like I shared with you in my office, one of the challenges we have is that of misinformation. And the increase in use of AI to promote disinformation.”\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan noted that in terms of logistics and personnel, the commission has commenced early procurement and logistics planning.\u003C\u002Fp>\n\n\n\n\u003Cp>He said: “There are some, you know, several issues on the cards. The Independent National Electoral Commission INEC on Thursday said it is set to conduct a comprehensive audit of its systems ahead of the 2027 general election in order to forestall a repeat of the technical glitches that trailed the 2023 presidential election.\u003C\u002Fp>\n\n\n\n\u003Cp>This was as it raised concerns over disinformation and the criminal deployment of Artificial Intelligence AI in the electoral process.\u003C\u002Fp>\n\n\n\n\u003Cp>The Commission gave the assurance when its Chairman, Prof. Joash Amupitan SAN, received the United Kingdom High Commissioner to Nigeria, Dr Richard Montgomery and his team at the Commission&#8217;s headquarters in Abuja.\u003C\u002Fp>\n\n\n\n\u003Cp>Amupitan described the visit as part of ongoing collaboration between both countries on election and cyber security ahead of 2027.\u003C\u002Fp>\n\n\n\n\u003Cp>The INEC Chairman told the visiting delegation that the Commission&#8217;s preparations had been shaped by extensive post-election reviews involving political parties, civil society organisations, the media, security agencies, development partners, election observers and its own officials, noting that &#8220;those reviews have informed virtually every aspect of our current preparations.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>On the technology front, the Chairman disclosed that rather than overhaul its existing platforms outright, the Commission had opted to improve on them, including the rollout of self-service, online voter registration that eliminates the need for prospective voters to visit registration offices physically.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;We started this a week ago, and we have gotten some very good, positive comments,&#8221; he said, adding that the goal was to ensure nobody is left behind in the process.\u003C\u002Fp>\n\n\n\n\u003Cp>The Commission also confirmed it had completed the first and second phases of the Continuous Voter Registration CVR exercise, with the third and final phase — originally scheduled to end in August — extended by two weeks to give more Nigerians the opportunity to register, in line with statutory timelines guiding publication of the voters&#8217; register before elections.\u003C\u002Fp>\n\n\n\n\u003Cp>On security of its infrastructure and personnel, the Chairman said INEC had undertaken a comprehensive review of its cybersecurity architecture, data systems, and penetration testing protocols, alongside disaster recovery mechanisms and communication systems, stressing that the Commission works closely with security agencies at national, state and local government levels through regular meetings to safeguard officials, infrastructure and voters alike.\u003C\u002Fp>\n\n\n\n\u003Cp>He acknowledged that public trust remained low but expressed confidence that the credibility of the elections would help rebuild confidence in the process.\u003C\u002Fp>\n\n\n\n\u003Cp>On the specific concerns around disinformation, he said the increasing use of AI to spread false information was one of the Commission&#8217;s major challenges, noting that INEC was looking to its partners, including the United Kingdom, for support in tackling the problem.\u003C\u002Fp>\n\n\n\n\u003Cp>The Chairman also disclosed that the Commission was considering budgeting for a full audit of its systems and the conduct of a mock presidential election ahead of 2027, though the plan was not originally part of its budget. &#8220;It was not originally in our budget, but if we need to get assistance in that direction, that can help us ahead of the election,&#8221; imprisonment, or both, for motorists who refuse to cooperate with Federal Road Safety Corps officials during roadside breath tests carried out on reasonable suspicion.\u003C\u002Fp>\n\n\n\n\u003Cp>Passed by the upper chamber on Thursday, the amendment seeks to strengthen road safety enforcement by increasing sanctions for traffic offences and promoting better compliance with road regulations across the country.\u003C\u002Fp>\n\n\n\n\u003Cp>Under the new provisions, anyone found engaging in hawking, trading or preaching inside a commercial vehicle would be committing an offence and, if convicted, would face a N50,000 fine.\u003C\u002Fp>\n\n\n\n\u003Cp>Lawmakers said the provision was introduced to discourage distractions in commercial vehicles and improve the safety of commuters.\u003C\u002Fp>\n\n\n\n\u003Cp>The bill also raises the punishment for driving under the influence of alcohol or intoxicating drugs from N5,000 to N100,000.\u003C\u002Fp>\n\n\n\n\u003Cp>Convicted offenders may also face up to two years in prison or both the fine and imprisonment.\u003C\u002Fp>\n\n\n\n\u003Cp>Motorists who decline to cooperate with FRSC officers carrying out preliminary roadside breath tests based on reasonable suspicion would also be liable to a N50,000 fine, six months&#8217; He is a distinguished Nigerian academic, university administrator, and soil scientist with over 40 years of combined experience in teaching, research, university administration, consultancy, and community service.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That his nomination is in line with section 171 (4) of the 1999 Constitution as amended, which states, &#8216;An appointment to the office of an ambassador, high commissioner or other principal representatives of Nigeria abroad shall not have effect unless the appointment is confirmed by the Senate&#8217;;\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That the committee received a petition against the nominee as well as a petition countering the petition against his nomination as ambassador of the Federal Republic of Nigeria; that the nominee was accused of sexual harassment by a colleague at the University of Oye-Ekiti;\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That the accusation against Professor Fasina was investigated by competent authorities, including the University Governing Council and the Nigeria Police, which both found the allegation false; that the nominee has been cleared by the Department of State Services (DSS);\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;That the Nominee has been cleared by the Nigeria Police; that the Nominee has presented his Code of Conduct Acknowledgement Slip; that the Nominee possesses the requisite academic qualifications as well as wide-ranging experiences to be Ambassador of the Federal Republic of Nigeria; that his experiences in public service also made him qualified; and that the Nominee is articulate and responded satisfactorily to questions. directed at him by the Committee.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;Based on these findings, the committee has no hesitation in recommending that the Senate confirm the nomination of Prof. Abayomi Fasina as a non-career ambassador\u002Fhigh commissioner of the Federal Republic of Nigeria.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Soon after the presentation of the report, while some senators kicked against his clearance, some were in support, especially the President of the Senate, Senator Godswill Akpabio, and Senator Abdul Ningi, Bauchi Central, while some senators were against his confirmation.\u003C\u002Fp>\n\n\n\n\u003Cp>In his remarks, Senator Adams Oshiomhole, APC, Edo North, who opposed the recommendation, said that it was a matter of public knowledge that the nominee had been accused by two women and that related cases were pending before the courts.\u003C\u002Fp>\n\n\n\n\u003Cp>Oshiomhole stressed that while the nominee was presumed innocent until proven guilty, confirming him while the cases were still before the courts could be viewed as insensitive to the concerns of women.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;I believe it would be more prudent to allow him to clear himself before the courts before confirming his appointment,&#8221; he said.\u003C\u002Fp>\n\n\n\n\u003Cp>Responding, Lalong said that no documentary evidence relating to the allegations was presented before the committee.\u003C\u002Fp>\n\n\n\n\u003Cp>Lalong, who argued that mere allegations before a court of competent jurisdiction did not amount to guilt, said, &#8220;If we continue to act on allegations alone, many innocent people will be denied opportunities. An allegation without a court judgment cannot stop the proceedings of the Senate.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>He added that the committee requested relevant documents, but none establishing wrongdoing were presented.\u003C\u002Fp>\n\n\n\n\u003Cp>Even Senator Cyril Fasuyi, APC, Ekiti North, who is a member of the Foreign Affairs Committee and was number twelve on the list and also signed that he should be confirmed, however, kicked against it.\u003C\u002Fp>\n\n\n\n\u003Cp>Fasuyi, who expressed reservations about the nomination, said that the Federal University Oye-Ekiti was in his constituency and that he was familiar with the case.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;The woman involved approached me personally and narrated what happened. Although there is no court judgment yet, this is a well-known issue in Ekiti. It was titled, &#8220;Review of the Internal Procurement Process of the National Assembly.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate insisted that greater transparency in the legislature&#8217;s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio said, &#8220;Personally, I have not seen the budget of the National Assembly. Senator Tambuwal, you were a Speaker, I don&#8217;t know, maybe in the House of Representatives, they showed you.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Also speaking on the National Assembly&#8217;s budget, Senator Adamu Aliero, APC, Kebbi Central, lamented that lawmakers themselves were often unaware of the details of the National Assembly&#8217;s budget, saying that the Senate was &#8220;putting the cart before the horse,&#8221; stressing that the absence of a functional Budget and Research Office remained a more pressing issue.\u003C\u002Fp>\n\n\n\n\u003Cp>Aliero said, &#8220;Two of the problems that we have in the National Assembly regarding the management of finances and the budget do not solely lie in the process of procurement. The problem has been that the National Assembly has not set up a Budget and Research Office.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;What is happening today is that we don&#8217;t even know and we don&#8217;t even see the budget of the National Assembly being presented here so that we can interrogate and understand the lines of expenditure,&#8221; he added.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;My opinion is that the Senator should step down this motion. Let us get the house right first before we talk about the issues that the Distinguished Senator Karimi is raising.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>Earlier, the Senate stepped down the motion by Senator Karimi to establish an Internal Tender Board for the National Assembly, as lawmakers stressed that greater transparency in the legislature&#8217;s budgeting and financial management must come before any procurement reforms.\u003C\u002Fp>\n\n\n\n\u003Cp>The motion was eventually withdrawn after it drew criticism from lawmakers who described it as premature and lacking adequate internal consultation.\u003C\u002Fp>\n\n\n\n\u003Cp>Moving the motion, Karimi argued that the proposal was aimed at strengthening the institutional capacity of the National Assembly and safeguarding its financial independence as guaranteed by the Constitution.\u003C\u002Fp>\n\n\n\n\u003Cp>He cited Section 81(3) of the 1999 Constitution (as amended), which provides for the funding of the National Assembly through a first-line charge on the Consolidated Revenue Fund of the Federation.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;The Senate notes that Section 81(3) of the Constitution of the Federal Republic of Nigeria 1999 as amended guarantees the independence of the National Assembly and provides for the funding of the National Assembly through the first-line charge on the Consolidated Revenue Fund of the Federation,&#8221; Karimi said.\u003C\u002Fp>\n\n\n\n\u003Cp>He also relied on Section 51 of the Constitution, which empowers each chamber of the National Assembly to regulate its own procedure and internal administration.\u003C\u002Fp>\n\n\n\n\u003Cp>&#8220;In furtherance of the constitutional principle of separation of powers and parliamentary autonomy, the Senate resolves that it is necessary to strengthen the institutional capacity of the National Assembly to manage its financial and procurement processes efficiently, transparently and in a manner consistent with its status as an independent arm of government,&#8221; he stated.\u003C\u002Fp>\n\n\n\n\u003Cp>Karimi urged the Senate to affirm parliamentary autonomy, establish an Internal Tender Board to evaluate and approve procurement matters within approved budgetary provisions, and mandate the Clerk to the National Assembly (CNA) to constitute the board.\u003C\u002Fp>\n\n\n\n\u003Cp>However, the proposal immediately met resistance from fellow senators, who argued that the legislature should first address longstanding concerns about budget transparency.\u003C\u002Fp>\n\n\n\n\u003Cp>Akpabio also criticised both the timing and procedure adopted by the sponsor, saying such a proposal should have been discussed with the Senate leadership and the Clerk to the National Assembly before reaching the floor.\u003C\u002Fp>\n\n\n\n\u003Cp>He said, &#8220;Senator Karimi, you should have discussed this even with me in the presence of the Clerk to the National Assembly and the principal officers of management so that I get clearance on what you are coming up with.&#8221;\u003C\u002Fp>\n\n\n\n\u003Cp>The President of the Senate, who questioned the wisdom of publicly debating the establishment of an Internal Tender Board before resolving internal concerns about the management of the legislature’s finances, said, &#8220;We should start with ourselves. We should get the two chambers to know exactly what is going on.\u003C\u002Fp>\n\n\n\n\u003Cp>“We should also debate and understand the budget. We should know how much is coming, what is going to where.
