KAMPALA — The Inspectorate of Government (IG) has arrested Ntare School headteacher Saul Rwamporo, his predecessor Jimmy Turyagenda and former office typist Peace Kebirungi over alleged abuse of office and causing a financial loss of Shs110.8 million to the Government.
According to a press statement issued by the Inspectorate of Government on October 28, 2026, the three suspects are accused of involvement in a scheme that allegedly enabled Kebirungi to continue receiving a government salary for nearly nine years despite being absent from duty.
The IG’s Mbarara Regional Office arrested the trio following investigations into the alleged irregular payments amounting to Shs110,877,900.
Investigators allege that Kebirungi presented a forged university admission letter in October 2015 to obtain study leave with pay. She allegedly abandoned her duties but continued receiving her salary from September 2015 to August 2024.
The Inspectorate alleges that Turyagenda, who was headteacher at the time, concealed her absence before retiring from public service, while Rwamporo is also accused of concealing the matter.
During the same period, the two headteachers allegedly authorised the payment of allowances to Kebirungi from school fees collected, as though she were still performing her duties.
The investigation further established that Kebirungi applied for early retirement in 2023. Her application was reportedly forwarded by Rwamporo despite her alleged ineligibility arising from her prolonged absence from duty.
She subsequently retired in 2024 and allegedly received terminal benefits, including gratuity and monthly pension payments.
By February 6, 2026, when investigations were concluded, the Inspectorate said Kebirungi had allegedly received a total of Shs110,877,900 irregularly.
The three suspects have since been transferred to Kampala and are expected to appear before the Anti-Corruption Court to answer charges relating to the alleged financial loss and abuse of office.
The Inspectorate of Government said the arrests form part of its efforts to combat corruption, promote accountability and ensure public funds are used for their intended purposes.
The suspects’ guilt has not been established in court.
