Mwine Mpaka to brief members on the city’s preparedness for the forthcoming rainy season and measures to mitigate flooding in Kampala.\u003C\u002Fp>\n\u003Cp>During the meeting, MPs sought an explanation on whether the concrete structures built over the Nakivubo Channel had been lawfully approved.\u003C\u002Fp>\n\u003Cp>Kasilo County Member of Parliament, Hon. Peter Paul Emaju asked whether KCCA had authorised the construction of the malls and shops on the drainage channel which carries storm water from parts of Kampala into the Nakivubo drainage system.\u003C\u002Fp>\n\u003Cp>Kigenyi told the committee that while the structures, ‘now have an approved plan’, the approval was granted after construction, under what he described as an “as-built” approval process.\u003Cbr \u002F>\nHe explained that KCCA had initially halted the development but later processed the plans because the structures had already been erected.\u003Cbr \u002F>\n“It was an immature development. As regulators, we had to come in but the law allows us to approve what is already there through the as-built process,” Kigenyi said.\u003C\u002Fp>\n\u003Cp>His explanation prompted further questions from committee members on whether KCCA had guided the development from the outset.\u003C\u002Fp>\n\u003Cp>Committee Chairperson Hon. Mwine Mpaka noted that although cities around the world have developments near waterways, such projects must be undertaken within established planning and engineering guidelines.\u003C\u002Fp>\n\u003Cp>MPs also asked whether KCCA had faced external pressure that may have influenced its enforcement decisions. Kigenyi denied this, maintaining that the authority had acted independently.\u003C\u002Fp>\n\u003Cp>Mpaka observed that while the committee was aware of a presidential letter supporting the project, such communication did not override the law.\u003Cbr \u002F>\n“A presidential letter is not law. It is an instruction that must be implemented within the confines of the law,” he said.\u003C\u002Fp>\n\u003Cp>The committee directed KCCA to submit more than 15 documents related to drainage planning, flood management and the project. These include the Kampala Drainage Master Plan, engineering drawings, enforcement notices, the complete project file for Ham Shopping Grounds and a list of illegal developments along the drainage channels.\u003Cbr \u002F>\nThe others are, hydrological data on drainage capacity, cost-benefit analyses, files relating to Forest Mall in Lugogo and details of project-affected persons and compensation paid.\u003C\u002Fp>\n\u003Cp>Meanwhile, KCCA attributed the recurring flooding at St. Balikuddembe Market (Owino) and other parts of Kampala to encroachment on drainage channels, unauthorised construction and blocked drainage systems.\u003C\u002Fp>\n\u003Cp>Kigenyi told the committee that more than 90 per cent of the 295-metre Nakivubo drainage channel has been encroached upon, significantly reducing its capacity to carry storm water and increasing the risk of flooding.\u003C\u002Fp>\n\u003Cp>Mpaka emphasised the need for KCCA to strengthen its flood preparedness ahead of the rainy season, particularly in flood-prone areas including St Balikuddembe Market, the Nakivubo Channel, the Nateete–Busega corridor, Kinawataka, Kalerwe and Bwaise.\u003C\u002Fp>\n\u003Cp>The Reviewing economic performance in the […]\nThe post Mid-year review: Real economy remain under pressure — CPPE appeared first on Vanguard News.","\n\u003Cp>By Yinka Kolawole\u003Cbr>\u003C\u002Fp>\n\n\n\n\u003Cp>Nigeria entered the second half of 2026 with its strongest macroeconomic fundamentals in several years, but the gains have yet to translate into broad-based improvements in the real economy, according to the Chief Executive Officer of the Centre for the Promotion of Private Enterprise (CPPE), Dr. Muda Yusuf.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Reviewing economic performance in the first half of the year, Yusuf said exchange-rate stability, moderating inflation, stronger external reserves, improved crude oil production and resilient financial markets have significantly reduced macroeconomic vulnerabilities and strengthened investor confidence.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He noted that government revenues also improved on the back of higher oil receipts and stronger non-oil tax collections, while greater policy credibility helped sustain confidence in the financial markets.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>However, he stressed that the benefits of macroeconomic stability have yet to filter through to businesses and households.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>“The real economy remains under considerable pressure despite improvements in the macroeconomic environment. Businesses continue to grapple with elevated production costs, high interest rates, inadequate electricity supply, logistics bottlenecks and weak transport infrastructure, all of which continue to undermine productivity and competitiveness,” Yusuf said.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He observed that manufacturers, agriculture and micro, small and medium enterprises (MSMEs) remain constrained by the high-cost operating environment, resulting in only modest improvements in output, employment and household welfare during the first half of the year.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>According to him, while macroeconomic stabilisation provides an important foundation for sustainable growth, “the next phase of reforms should focus on lowering production costs, improving productivity and strengthening the competitiveness of Nigerian enterprises.”\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Yusuf identified critical reform priorities for the second half of 2026 to include improved electricity supply, better transport infrastructure, more efficient logistics and port operations, stronger security in farming communities and transport corridors, expanded access to affordable long-term finance for productive sectors, faster budget implementation and deeper domestic value addition.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>He also urged the government to prioritise efficiency-enhancing reforms rather than imposing additional tax burdens on businesses.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>Yusuf said although Nigeria now enjoys a much stronger macroeconomic platform than in recent years, the true measure of success in the months ahead will be whether reforms improve business competitiveness, stimulate private investment, create jobs and raise living standards.\u003C\u002Fp>\n\n\n\n\n\n\n\n\u003Cp>“The quality of economic management in the second half of 2026 will be judged less by stable macroeconomic indicators than by the These included a Contravention Notice for Distressed Structure, a Seal-Up Notice, and a Demolition Notice in line with existing laws.\u003C\u002Fp>\n\n\n\n\u003Cp>The building had earlier been sealed by LASBCA’s Enforcement Department, while site inspections, documentation, photographs and other enforcement procedures were carried out.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the agency’s report, the owner or developer failed to respond to the notices issued on the property as of the time the report was prepared.\u003C\u002Fp>\n\n\n\n\u003Cp>Speaking on the development, the General Manager of LASBCA, Bldr. margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" >\u003C\u002Fdiv>\n\u003Cp>\u003Cstrong>Gbenga Sodeinde\u003C\u002Fstrong> in Ado Ekiti\u003C\u002Fp>\n\n\n\n\u003Cp>The Ekiti State Executive Council has approved projects and policy initiatives worth over N17.18 billion aimed at accelerating infrastructure development, improving electricity supply, enhancing public safety, strengthening digital governance, and boosting socio-economic growth across the state.\u003C\u002Fp>\n\n\n\n\u003Cp>The approvals were part of key decisions reached at the fifth Executive Council meeting of 2026 held last Monday at the Executive Council Chamber, New Governor’s Office, Ado-Ekiti, according to a statement issued by the state Commissioner for Information, Rt. Hon. Taiwo Olatunbosun.\u003C\u002Fp>\n\n\n\n\u003Cp>The Council approved N14.31 billion for two strategic road projects, including the reconstruction of the 18.83-kilometre Ilawe–Erijiyan–Ikogosi Road at the cost of N12.58 billion and the construction of the 2.24-kilometre Spotless–Assembly of God\u002Fopposite Olaoluwa Muslim Grammar School Road in Ado-Ekiti for N1.73 billion.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the Council, the projects are expected to improve connectivity, facilitate movement of people and goods, enhance security, boost tourism around the Ikogosi Warm Springs Resort, and stimulate economic activities across the affected communities.\u003C\u002Fp>\n\n\n\n\u003Cp>The Executive Council also approved N2.063 billion for the upgrading of four Rural Access and Agricultural Marketing Project (RAAMP) roads through an increase in asphalt thickness from 30 millimetres to 40 millimetres to enhance durability and extend the lifespan of the roads.\u003C\u002Fp>\n\n\n\n\u003Cp>The roads include the Ijero–Epe–Araromi–Iropora Road, Ikole–Isaba–Ikoyi–Igbemo Road, Ido–Ipere–Iludun Road, and Agbado–Ijisun–Ipole–Ise Road.\u003C\u002Fp>\n\n\n\n\u003Cp>Also, in a move to improve electricity infrastructure in the state, the Council approved N337.66 million for four strategic electricity projects across the state.\u003C\u002Fp>\n\n\n\n\u003Cp>The projects include the upgrade of transformers in Oke-Oniyo community and the Ekiti State University Teaching Hospital (EKSUTH), extension of electricity supply to the Command Academy, Ikogosi-Ekiti, and the relocation of a section of the Ado–Ilawe 33KV electricity network to improve power reliability in several communities.\u003C\u002Fp>\n\n\n\n\u003Cp>Similarly, the Council approved N381.65 million for the installation of solar-powered streetlights at three strategic locations in Ado-Ekiti, including Awedele community, GRA Third Extension, and the road linking Igirigiri Junction to the new Ado-Ekiti Local Government Secretariat.\u003C\u002Fp>\n\n\n\n\u003Cp>The projects, to be executed through direct labour by the Ekiti State Electricity Board within three months, are expected to improve security, beautify the environment, encourage commercial activities, and provide energy-efficient lighting systems.\u003C\u002Fp>\n\n\n\n\u003Cp>To strengthen digital governance in the water sector, the Council approved N74.96 million for the development of the Ekiti State Water and Sanitation Regulatory Data Management System (EK-WASREDAMS).\u003C\u002Fp>\n\n\n\n\u003Cp>The platform, supported under the World Bank-assisted Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Programme, will automate regulatory processes, monitor water quality, manage permits and provide a digital platform for consumer complaints and payments.\u003C\u002Fp>\n\n\n\n\u003Cp>The contract was awarded to Messrs Forthwill Nigeria Limited with a completion period of three months.\u003C\u002Fp>\n\n\n\n\u003Cp>The Council also approved the appointment of Prince Fagbayi Feyisayo Ige as the new Olumojo of Imojo-Ekiti in Oye Local Government Area following the completion of all statutory and traditional procedures prescribed under the Chiefs Law of Ekiti
