The rooms brought together district chairpersons, Chief Administrative Officers, Resident District Commissioners, technical officers, representatives of central government agencies and civil society organisations.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">What emerged was more than a series of budget meetings. The discussions were, at times, candid, uncomfortable and challenging. Beneath the technical language of budget ceilings, expenditure priorities, staffing gaps and implementation reports was one question that deserves greater public attention: How do we ensure that money allocated in government budgets makes a meaningful difference in the lives of ordinary Ugandans?\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">It is a question worth asking because the national budget is not merely a government accounting document. It is a statement of priorities. Its real value is ultimately measured not by the figures announced at conferences, but by whether children learn in functioning schools, patients receive timely treatment, farmers access markets, communities have reliable water and roads remain passable.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">That is why the Local Government Budget Consultations matter.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Guided by the theme of full monetisation of Uganda’s economy through commercial agriculture, industrialisation, expanding and broadening services, digital transformation and market access, the consultations sought to align local government priorities with the country’s Tenfold Growth Strategy.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The ambition is considerable to expand productive capacity, create jobs, grow household incomes and position the economy for a higher level of prosperity. But national development ambitions cannot be realised by policy statements alone. They must be translated into practical interventions that respond to the circumstances of individual districts and communities.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">A district seeking to improve agricultural production, for instance, may need better feeder roads, extension services, irrigation and access to markets. An urban authority may prioritise drainage, physical planning, waste management and road infrastructure. A remote community may be more concerned about the availability of a health worker, a functioning water source or a classroom that does not require children to learn in difficult conditions.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">These priorities may differ, but they share a common purpose: making public investment work for citizens.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">One of the important features of the consultations was the opportunity for local leaders to explain these realities, present their priorities and engage directly with the institutions responsible for planning, financing and monitoring public expenditure. This connection between national policy and local experience is essential if the budget is to reflect the needs of the people it is intended to serve.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## The uncomfortable truth about service delivery\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">One of the most revealing aspects of the consultations was the discussion of local government performance. Through the Office of the Prime Minister, the Commissioner for Monitoring and Evaluation presented findings from the local government performance assessment.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The findings pointed to measurable progress in infrastructure and facility functionality across areas such as education, health, water, roads, irrigation and production services. Yet they also exposed persistent weaknesses in implementation, supervision and the management of public resources.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Staff absenteeism, inadequate supervision, unspent wage bills despite staffing shortages, procurement delays, poor contract management, cost overruns and inadequate maintenance of public assets featured among the concerns raised.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">These are not simply administrative shortcomings to be recorded in reports and discussed at workshops. They have direct consequences for citizens.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">When a teacher is absent, a pupil loses valuable learning time. When a health worker is unavailable, a patient may have to wait longer for treatment or travel further to obtain care. When a road project is delayed or poorly executed, farmers can struggle to transport their produce to market, while the cost of doing business rises. And when a public facility is constructed but not adequately maintained, the value of the original investment gradually diminishes.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">This is where the budget debate becomes especially important. Allocating money is only the beginning. Public institutions must also demonstrate that the money was spent for its intended purpose, that projects were completed to the required standards and that the resulting services are available to the people.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The lesson is clear: development requires both investment and effective implementation. More resources matter, but so does the ability to use them well.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## Accountability is not optional\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The consultations also placed integrity and financial accountability firmly on the agenda.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Officials from the Ministry of Finance’s internal audit function emphasised the need to integrate financial accountability, social accountability, risk management and internal controls into planning and budgeting. Accounting officers were cautioned against committing funds outside approved budgets and allowing public resources to be misused.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The Financial Intelligence Authority, represented by its Principal Compliance and Outreach Officer, brought another important dimension to the discussion by explaining the stages of money laundering and urging local government leaders to strengthen controls over public funds.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The guidance included conducting proper due diligence on contractors and their beneficial owners, monitoring suspicious transactions and meeting applicable reporting obligations. Participants were reminded that large cash transactions, including those of Shs20 million and above, can trigger reporting requirements under the relevant framework.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The broader message was that safeguarding public funds requires vigilance at every level of government.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Local governments manage resources intended to support services and development priorities in their communities. Weak controls can expose these resources to abuse, compromise procurement processes and undermine public confidence. Stronger controls, on the other hand, help protect the integrity of public expenditure and ensure that resources reach their intended beneficiaries.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Accountability should therefore not be treated as an administrative burden imposed after the budget has been prepared. It must be built into the entire process, from identifying priorities and approving expenditure to procurement, implementation, monitoring and reporting.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Equally important is social accountability: citizens need meaningful opportunities to understand what has been budgeted for their communities, what has been delivered and where implementation has fallen short. Community barazas and other public engagement platforms can help bridge this gap between government plans and the experiences of the people.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Ultimately, public money must be managed with the understanding that every shilling carries a responsibility to deliver value.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## The people behind the staffing debate\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Human resource management was another recurring concern. Local government leaders raised difficulties relating to the recruitment, transfer and deployment of teachers and other frontline personnel. They argued that centrally managed decisions can sometimes leave districts with staffing arrangements that do not adequately reflect their actual needs.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">This raises an important planning question: how can government ensure that staffing decisions, wage allocations and service delivery requirements are better aligned?\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">An unspent wage bill in a district facing staff shortages deserves careful examination. It may point to recruitment delays, administrative bottlenecks, deployment challenges or other implementation constraints that require different solutions. The appropriate response is not simply to record the unspent funds, but to establish why the gap exists and what needs to change.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Participants also acknowledged measures such as phased salary enhancements and previous allocations of Shs13.2 billion for the induction of political leaders and Shs32 billion for vehicles for accounting officers. Discussions further touched on the Contributory Public Service Pension Fund.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">At the same time, several local government chairpersons argued that political leaders require better remuneration and clearer mandates to supervise technical teams effectively and fulfil their oversight responsibilities.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">These concerns point to a broader institutional challenge. Effective service delivery depends on having the right people, in the right positions, with clear responsibilities, adequate support and systems that hold them accountable for results.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Better remuneration and working conditions may be part of the solution, but they must go hand in hand with professional conduct, effective supervision and measurable performance. Neither public servants nor political leaders should be judged solely by their positions or budgets; they must also be judged by the quality of service delivered to citizens.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## What local governments are asking for\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The local government leaders who participated in the consultations were clear about their priorities. They called for more predictable resource releases, stronger local revenue mobilisation, affirmative action for districts with particular needs and targeted investment in health, education, irrigation, roads and tourism infrastructure.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Technical clinics provided an opportunity to develop recommendations around agro-industrialisation, human capital development, infrastructure and sustainable urban development.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Several leaders emphasised the importance of community barazas, timely releases of funds and consistent guidelines for infrastructure costing. These proposals reflect a desire to make the planning process more responsive, improve value for money and strengthen the connection between expenditure and results.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Importantly, many of the submissions acknowledged that government operates within resource constraints. The issue was not always a demand for unlimited funding. Rather, leaders wanted available resources to be distributed more predictably, prioritised more effectively and matched to practical interventions that local governments can implement.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">This distinction matters. A budget cannot finance every worthwhile proposal at once. Choices must be made, and those choices should be guided by evidence, urgency, expected public benefit and the capacity to implement projects successfully.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Predictability is especially important. When funds arrive late, planned activities may be delayed, procurement schedules disrupted and implementation pushed beyond the intended period. A project that could have been completed on time may consequently take longer or become more expensive.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Better coordination between central and local government, alongside realistic planning and disciplined implementation, can help reduce such inefficiencies.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## From budget commitments to visible results\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Government has already made allocations addressing several concerns raised in previous planning and budgeting processes. These include Shs16.05 billion for the Planning Grant, Shs64 billion for physical planning and infrastructure coordination, Shs15.8 billion to equip extension workers and Shs20 billion for ambulances, alongside significant allocations for urban roads and Greater Kampala infrastructure.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Sector agencies also outlined support through production grants, Parish Development Model resources, micro-scale irrigation and agricultural credit at low interest rates.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">These interventions touch on some of the building blocks of local economic transformation: stronger agricultural productivity, improved access to health services, better infrastructure, more effective planning and increased opportunities for households to participate in the money economy.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">But the existence of an allocation does not, by itself, establish that the intended benefit has been achieved. The critical questions are whether the funds are released on time, whether the responsible institutions are prepared to implement the activities, whether procurement and delivery meet the required standards, and whether the final results respond to the needs that informed the allocation.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">This is particularly important as Uganda pursues the Tenfold Growth Strategy. Commercial agriculture, industrialisation, expanded services and digital transformation depend not only on national-level investments, but also on the infrastructure, skills, institutions and local economic conditions that make productive activity possible.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">A farmer needs more than access to credit if poor roads prevent produce from reaching buyers. An agricultural extension programme must translate into practical support that farmers can use. An investment in health infrastructure must be accompanied by appropriate staffing, equipment and maintenance. Likewise, digital transformation must produce services and opportunities that people can actually access.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The consultations therefore provide an important opportunity to test whether budget priorities are sufficiently grounded in implementation realities.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The Ministry of Finance has indicated that recommendations from the consultations will inform the final budget, supported by an action matrix assigning responsibilities for follow-up. Future allocations are also expected to take greater account of implementation readiness, past performance and tangible benefits to citizens.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">With Budget Framework Papers due by 13 November 2026, the next stage is particularly important. The recommendations must move beyond meeting rooms and become part of a disciplined process of prioritisation, resource allocation and implementation.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## The human face of public expenditure\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">What stayed with me after the consultations was the human story behind the technical discussions.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">A chairperson advocating for irrigation was thinking about farmers whose crops are vulnerable to prolonged dry spells. A leader calling for better roads was concerned about communities struggling to transport goods and reach essential services. Discussions about staffing were ultimately about whether a child in a remote parish has access to a teacher and whether a patient can find a health worker when treatment is needed.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">These are the realities that give public budgets their meaning.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">For an ordinary household, the success of a budget is rarely experienced through a policy document or a presentation of expenditure figures. It is experienced through the availability of services, the reliability of infrastructure, the opportunities to earn an income and the ability to meet everyday needs without unnecessary hardship.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">This is also why local government planning deserves public interest. Decisions made during these consultations influence which needs are prioritised, which interventions receive funding and how government resources are expected to support communities.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Citizens, in turn, have a role to play. They can participate in local planning processes, follow up on announced projects, engage their leaders and ask whether public investments are delivering the promised results. Such engagement should complement, not replace, the formal responsibilities of elected leaders, accounting officers and oversight institutions.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">A more informed public can help strengthen accountability by making the link between public spending and service delivery harder to ignore.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">## The real test begins after the consultations\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The Local Government Budget Consultations were not without challenges. Persistent absenteeism, weaknesses in accountability, staffing constraints and limited resources remain serious concerns. Nor does the presentation of recommendations guarantee that every proposal will be adopted or that every implementation problem will immediately be resolved.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Nevertheless, the willingness to confront these issues, examine performance findings and give local leaders space to propose practical solutions is valuable.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The real measure of success will be what happens next.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Will the recommendations influence the final budget? Will approved funds reach implementing institutions on time? Will recruitment and supervision challenges be addressed? Will procurement delays and poor contract management be reduced? Will completed infrastructure be maintained? And, most importantly, will citizens see improvements in the services they depend on?\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">These are the questions against which the process should ultimately be judged.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Uganda’s development ambitions require investment, sound planning and sustained economic growth. They also require capable institutions, responsible management of public resources and a clear commitment to translating policy into results.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">The FY 2027\u002F28 budget offers an opportunity to strengthen that connection. If the frankness witnessed in the consultation rooms is matched by discipline in implementation, stronger accountability and meaningful follow-through, the process can help bring national development ambitions closer to the realities of ordinary Ugandans.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">Because, in the end, the most important budget is not simply the one approved on paper. It is the one whose impact can be seen in a functioning health centre, a well-supported school, a passable road, a productive farm and a household with better opportunities to earn a living.\u003C\u002Fspan>\u003C\u002Fp>\n\u003Cp>\u003Cspan style=\"font-weight: 400;\">That is where public finance meets public trust.
