When they go to these places, we expect them to come back and report their experiences. Because when a teacher is not comfortable, he will not be able to deliver,” Ubochi said.\u003C\u002Fp>\n\n\n\n\u003Cp>On welfare, he disclosed that Governor Otti has approved an additional N30,000 incentive for teachers serving in difficult areas. “There is an additional N30,000 incentive that has been in the cooler waiting to be extended to those who take up this responsibility. As soon as they settle down, we’ll take their details and make sure that this incentive is extended to them.”\u003C\u002Fp>\n\n\n\n\u003Cp>Ubochi said the ministry expects feedback from headteachers and principals before the end of the week on teachers who have reported, and urged the new teachers to complete their onboarding at ASUBEB and SEMB within this week and next week to be captured in the payroll and receive salary by end of October as directed by the governor on Teachers’ Day.\u003C\u002Fp>\n\n\n\n\u003Cp>He also reminded teachers who retired under the old 60 years of age \u002F35 speaking as a guest at a programme in Enugu themed “Transcend Beyond Borders,” where he urged the Igbo to embrace a fundamental shift in mindset and strategic reorientation towards developing their homeland.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Noting that more than half of the Igbo population lived, invested and thrived outside their ancestral homeland, the governor said the situation called for deep reflection on how individual achievements could translate into collective prosperity for the region.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He acknowledged the Igbo people’s accomplishments in enterprise, innovation and global business but said a significant gap remained in translating those successes into broader development across the South-East.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Soludo advocated building a resilient and modern Igbo identity capable of adapting to an increasingly interconnected global economy driven by talent, innovation and enterprise.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">“Personal wealth and isolated accomplishments do not build sustainable empires; true power and lasting impact emerge only through unity, structural organisation, and strategic alignment,” he said.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">The governor stressed the need to prioritise continuous learning, skills acquisition and hard work among young Igbo people to enable them to thrive in the evolving global economy.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">He also encouraged youths to embrace public service, describing it as an important form of philanthropy that could bridge the gap between private success and societal advancement.\u003C\u002Fp>\n\n\n\n\u003Cp class=\"wp-block-paragraph\">Soludo urged young people to channel their energies into high-value innovation, enterprise and global technology, while for $6.23 million in election-related funds and more than ₦1.63 trillion in other public funds flagged in the Auditor-General of the Federation’s 2023 annual report.\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>The report, published on August 7, 2026, identified several financial transactions and unrecovered loans from different periods between January and December 2023.\u003C\u002Fp>\u003Cp>The funds include $6.23 million linked to an allegedly fraudulent election-funding request purportedly made by former President Muhammadu Buhari; ₦1.252 trillion in unrecovered intervention loans to state governments; ₦116.18 billion in loans to distressed and liquidated banks; and ₦262.86 billion disbursed under the Anchor Borrowers’ Programme.\u003C\u002Fp>\u003Cp>In the suit, numbered FHC\u002FABJ\u002FCS\u002F2450\u002F2026 and filed last Friday at the Federal High Court in Abuja, SERAP is seeking an order of mandamus compelling the CBN to account for the funds and disclose details of their disbursement, beneficiaries, repayment status and recovery efforts.\u003C\u002Fp>\u003Cp>The organisation is also asking the court to compel the bank to disclose the findings of its internal investigation into the alleged election-funding fraud, identify the officers and other persons responsible for approving and disbursing the funds, and state any disciplinary or administrative action taken.\u003C\u002Fp>\u003Cp>SERAP further wants the CBN to account for seven boxes of currency notes awaiting examination, abandoned and unserviceable vehicles at its Lagos branch, and an unserviceable bullion van at its Abeokuta branch.\u003C\u002Fp>\u003Cp> \u003C\u002Fp>\u003Ch3>Alleged Election-Funding Fraud\u003C\u002Fh3>\u003Cp> \u003C\u002Fp>\u003Cp>According to the Auditor-General’s report, the CBN failed to investigate an alleged fraud involving $6.23 million at its Abuja branch.\u003C\u002Fp>\u003Cp>The report stated that the bank’s internal audit had disclosed that the money was spent following a request for election funding purportedly made by Buhari.\u003C\u002Fp>\u003Cp>However, the CBN reportedly failed to provide the audit team with the investigation report for scrutiny and confirmation.\u003C\u002Fp>\u003Cp>The Auditor-General expressed concern that the money might have been lost through fraudulent payments and recommended its recovery and remittance to the treasury.\u003C\u002Fp>\u003Cp>SERAP argued in the suit that the findings required a credible investigation to establish the facts, identify those responsible and recover any public funds found to have been unlawfully lost.\u003C\u002Fp>\u003Cp>“The CBN has legal obligations to account for each amount identified by the Auditor-General, explain the basis for each transaction, identify the persons or entities that received or benefited from the funds, and disclose measures taken to investigate, reconcile and recover any amount found to have been improperly paid or lost,” the organisation said.\u003C\u002Fp>\u003Cp> \u003C\u002Fp>\u003Ch3>Unrecovered Loans, Anchor Borrowers’ Programme\u003C\u002Fh3>\u003Cp> \u003C\u002Fp>\u003Cp>The Auditor-General also reported that the CBN failed to recover ₦1.252 trillion in intervention loans granted to various state governments in 2023.\u003C\u002Fp>\u003Cp>The report raised concerns that the funds might have been diverted to private purposes and recommended that they be recovered and remitted to the treasury.\u003C\u002Fp>\u003Cp>Another ₦116.18 billion in loans granted to distressed and liquidated banks was reportedly unrecovered.\u003C\u002Fp>\u003Cp>The CBN also allegedly failed to provide its 2023 audited or draft financial statements and a schedule of recoveries and outstanding balances on the loans for the audit team’s scrutiny.\u003C\u002Fp>\u003Cp>On the Anchor Borrowers’ Programme, the report identified ₦262.86 billion spent under the initiative designed to support farmers and boost food production.\u003C\u002Fp>\u003Cp>According to the Auditor-General, the funds remained in the hands of some programme anchors, raising concerns that the money might not have achieved its intended food-security objectives.\u003C\u002Fp>\u003Cp>The report also stated that the CBN failed to provide a list and number of beneficiaries or evidence of the programme’s impact for audit assessment. It recommended the recovery of the funds and raised concerns about possible diversion to private purposes.\u003C\u002Fp>\u003Cp> \u003C\u002Fp>\u003Ch3>Currency Notes, Abandoned Vehicles\u003C\u002Fh3>\u003Cp> \u003C\u002Fp>\u003Cp>The Auditor-General’s report also flagged seven boxes of currency notes awaiting examination, which the CBN reportedly failed to account for.\u003C\u002Fp>\u003Cp>The report warned that the situation could lead to an increase in outstanding currency notes awaiting examination and possible mismanagement of funds. It recommended sanctions for gross misconduct.\u003C\u002Fp>\u003Cp>At the CBN’s Lagos branch, the report identified abandoned unserviceable vehicles, warning that their condition could affect the branch’s operations and delay critical currency-related activities.\u003C\u002Fp>\u003Cp>It called on the bank to provide evidence of the vehicles’ disposal or replacement.\u003C\u002Fp>\u003Cp>A similar concern was raised over an unserviceable bullion van abandoned at the CBN’s Abeokuta branch.
